Around 200 militants destroyed a primary health centre at Nongpok Sekmai village of Thoubal District in the night of September 9, hours before an immunisation programme under the rural health mission was scheduled to start, according to Telegraph. “They tried to pull down the concrete building with hammers and rods. But when it turned out to be a time-consuming process, some of the militants went to neighbouring Ingourok village, around 2.5km away, to get the excavator which was being used for road construction. They used it to pull down the building,” an unnamed Police official said, quoting a village elder. The Police said the militants’ motive was to prevent the setting up of a security post at the health centre. The report adds this is the first time that militants had targeted a health centre.

Four India Reserve Battalion (IRB) personnel were killed and four wounded in an ambush on a hilly road of Ngakha hill in the Imphal East District in the morning of September 12, reports Telegraph. The SFs deployed at Maphou dam on the tri-junction of Imphal East, Thoubal and Ukhrul Districts, were moving in a Gypsy and a bullet-proof truck when they came under heavy fire from militants sitting atop Ngakha hill. The attack came as the vehicles were negotiating a corner, 10 kilometres from the dam site, around 10.30am (IST). The militants used rocket launchers, lethod guns and other sophisticated weapons to target the vehicles. The militants snatched an Insas rifle, an AK-47 rifle and a self-loading rifle before retreating into the hills. Rifleman Yumnam Sanayaima, who survived the attack, said, "About 100 militants occupying the upper portion of the hills fired at us. We retaliated and the exchange of fire continued for an hour. But we were far outnumbered." He said the militants first fired two rocket launchers. The first one exploded after hitting the rear portion of the truck, which was following the Gypsy. The second rocket failed to explode. The deceased IRB personnel were identified as riflemen Khangembam Nanda, Amuchou Singh, Vicky Singh and Ashing. The Police suspect the Peoples Liberation Army (PLA) was behind the ambush.

Responding to the suggestion made by the Joint Secretary (in charge of Northeast) of the Union Ministry of Home Affairs to abandon the outfit’s demand for a separate State, Sangma said that though there was no change of stand on the statehood demand, the outfit was open to talks for the autonomous status to Garo hills. “The joint secretary, home, in charge of Northeast, told us that the Centre does not want to divide the Northeast further,” he added. To some extent, the ANVC agreed to this, but the militant group would negotiate with the Centre on what arrangement it would provide to the Garo hills for the outfit to give up its demand for a separate Garo State, he further mentioned.
