Telegraph reports that a tripartite cease-fire agreement would be signed by the Military Council faction of the Kangleipak Communist Party (KCP) led by Lallumba alias Hiteshore with the Manipur and Union Governments. The report adds that the group “agreed” to sign the cease-fire agreement after four rounds of talks were held with officials of the State and Union Governments since late 2008. The outfit approached the Centre through the Assam Rifles for the peace deal. “The state’s peace effort with the KCP (MC-Lallumba) is making progress. The state and the group are ready to sign the agreement. The group has also expressed its readiness to sign the peace deal as soon as possible,” an official source said. The Government has set up a cease-fire monitoring group headed by the Inspector General Police (intelligence). Sources said the group which claims to have a strength of 370 cadres had been operating in seven of the nine Districts of Manipur. “The government was planning to give them shelter at the surrender and rehabilitation centres in Jiribam in Imphal East after the surrender of weapons,” the source said. The militants would be subsequently shifted to a designated camp, the source added.

Police detained approximately 100 migrants, mostly barbers, cobblers, cleaners and bakery staff, working in various parts of the city and brought them to Dharmasala after four migrants were killed by unidentified militants on June- 5 in the Imphal East, Bishnupur and Thoubal Districts. Another worker is reportedly in a critical state in a city hospital. The report adds that 18 non-Manipuri workers were killed since February. Manipur Police accused the United National Liberation Front (UNLF) cadres for at least two attacks and announced a cash reward of INR 150000 for information on four cadres of the outfit. They also released photographs of two of the accused on June 6.

Jayenta Singh, said the Police had thwarted the plan of Kunjo and some officials and pradhans (chiefs) to hand over INR 560, 000 from the Indira Awas Yojana fund, meant for construction of houses for 70 beneficiaries, to militants. The raid followed information that the militants were heading for the BDO office to collect the cash. The SP said inquiries had revealed that Kunjo and his officials, in collusion with some elected members of the gram panchayat, had recently paid militants INR 440, 000.

The militants fired three shots when 19-year-old Shiva Shankar was ferrying milk in Sangairpou Kabui village around 4.30pm (IST) with another migrant milkman, Ganesh, who escaped unhurt. Witnesses said two gunmen riding a scooter fired several rounds at the milkmen when they were cycling towards the village with their milk cans. Police recovered a piece of paper from the incident site which read: “Whenever you kill one of our innocent men, we will also kill one of your kind”. So far 22 migrants have been killed since February 2009 and four others, including Shiva, have survived the attacks.

In protest against the abduction and demanding safe release of the drivers, members of Northern Valley Stone Crusher Owners’ Welfare Association and workers demonstrated at Pheidinga on June 26. According to general secretary of the Association Angom Boby said that there are over 20 stone crusher factories in and around Mantripukhri, Potsangbam and Sekmai area, and that the armed outfit has demanded INR 30,000 from each of these factories. Some days earlier, the same outfit had also abducted two other truck drivers, identified as Nadakishore and Mutum Rojit. However, they were released on June 14 after a large amount of money was paid to them, Boby further disclosed.
