Manipur Government signed a memorandum of understanding (MoU) with the Union Ministry of Home Affairs (MHA) in November 2009, for taking up a project of Crime Criminal Tracking Network System (CCTNS) to connect all Police Stations of the State as well as with Police Stations throughout the country. A well placed source said that information obtained from tapping cell phones carrying certain numbers are being used as feedback in counter insurgency operations. Server required for tapping cell phones has been already installed at Police Department. Information thus obtained after tapping cell phones have led to successful operations in some instances, conveyed the source. Land-line telephones and CDMA cell phones are spared from tapping at the moment. Cell phones are being tapped with due permission of service providers which are usually renewed after every two months.

One office room was destroyed along with a computer set and an almirah in the arson. The Police and school authorities could not confirm who was responsible for the arson. However, the Police suspect that the supporters of the ongoing class boycott campaign could be behind it. The All Manipur Students Union, Manipuri Students Federation and Kangleipak Students Association had jointly launched a class boycott campaign since September 9 against July 23 encounter. The campaign was launched in support of the Apunba Lup’s demand for resignation of Manipur Chief Minister Okram Ibobi Singh and action against Police officers responsible for the killing of passerby, Rabina Devi, and Ch. Sanjit, an alleged former militant, in the encounter.

Kishan and his two sub ordinates, failed to appear before the Chief Judicial Magistrate of Ukhrul District despite the court’s summon orders on December 3. They were identified as Hopeson Ningsen, Aboshibo, Ashang and Jonhny. Sources said representatives of the Central Bureau of Investigation (CBI), who have been handling the case of the triple murder, appeared before the court and pleaded for extension of the summon deadline of Hopeson Ningsen currently lodged at the Tihar Jail, consequent upon which the court extended its order till January 15, 2010.

SFs recovered a cache of weapons, including an M-16 rifle, an AK rifle, three 9-mm pistols, a .38 revolver, a radio set and assorted ammunition from the possession of the slain militants. Confirming the report, Assam Rifles spokesperson Lieutenant Colonel Prasant W. said the first encounter took place at Waithou Chiru in Thoubal District at 10 PM (IST) in which the personnel of Assam Rifles shot dead three suspected militants and recovered three 9-mm pistols and some ammunition. The second encounter took place in the Sajik Tampak area of Chandel District along the India-Myanmar border around midnight. Troops of the 8th Assam Rifles shot dead three suspected cadres of the People’s Revolutionary Party of Kangleipak (PREPAK) and recovered one AK rifle, two hand grenades and some ammunition. Two hours later, the same unit exchanged fire with another group of militants in the same area, about five kilometres away from the site of the second encounter. Three more suspected cadres of the PREPAK were shot dead and an M-16 rifle, a revolver, some ammunition and a radio set were recovered from possession of the militants. PREPAK had made Sajik Tampak near the India-Myanmar border a “liberated zone” till troops moved into the place before the 2004 Parliamentary elections and cleared the militant camps from the area.

An eyewitness said two militants walked up to the victim while he was standing in front of the shop and fired at him before escaping. The victim is yet to be identified. The Manipur Government gave its approval to conduct the hearing of the case related to the abduction and subsequent killing of the then Kasom Khullen Sub-Divisional Officer Dr. Thingnam Kishan and his two sub-ordinate staff by armed cadres of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) at a Court in New Delhi following an application from the Central Bureau of Investigation (CBI) to the Supreme Court, according to Sangai Express. The CBI stated that conducting the hearing of the case at a New Delhi court would be more suitable in the light of the report earlier submitted to it by the State Police Department expressing apprehension over possible social unrest in case of bringing the main accused Hopeson Ningshen of the NSCN-IM to Imphal. The main accused is currently lodged in Tihar Jail.

Senior Superintendent of Police of Imphal West District L. Kailun said that altogether 63 cadres of different outfits were shot dead by Imphal West District Police during 2009 till December 30. While 12 slain cadres belonged to the Kanglei Yawol Kanna Lup (KYKL), 10 cadres were from the KCP, nine from the People's Revolutionary Party of Kangleipak (PREPAK), four from the People's United Liberation Front (PULF), three from the United People's Party of Kangleipak, two from the United National Liberation Front (UNLF), one from the PLA and 22 from other outfits. During the period, 356 persons, including militants, arms smuggler and gangsters, were arrested. While 129 KCP cadres were arrested, 53 arrested cadres were from the PREPAK, 48 from the KYKL, 44 from the PLA, 32 from the UNLF, 12 from the PULF, 12 Kuki Revolutionary Army (KRA), six from the United Naga People’s Council, three from the Kuki National Front (KNF), three from the Kuki Liberation Army (KLA), two from the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), two from the Kuki National Army (KNA), and one each from the United Kuki Liberation Army, Hmar People's Convention- Democracy (HPC-D) and Naga National Liberation Army. 94 militants were detained under National Security Act (NSA) during the same period. While 33 KCP cadres were detained under the NSA, 16 detained cadres were from the PLA, 16 from the UNLF, 12 from the PREPAK, 11 from the KYKL, five from the PULF and one from the KRA. Two Police personnel and three India Reserve Battalion personnel were also detained under NSA. During the year, 109 assorted weapons and 2309 ammunitions were seized by Imphal West District Police. The seizure included one AK-76 rifle, 26 AK-56 rifles, one AK-rifle, two M-16 rifles, one G-3 rifle, five lathode guns, two SLR rifles, five carbines, 43 9-mm pistols, 33 hand grenades and two packets of explosives weighing approximately 25 kilograms.

The slain cadres included 12 of the People's United Liberation Front (PULF), nine of the KCP, five of the People's Revolutionary Party of Kangleipak (PREPAK), three of the People's Liberation Army (PLA), two of the UNLF, one of the Manipur Naga Revolutionary Front (MNRF), one of the United Naga People’s Council (UNPC) and two others cadres. The SP mentioned that a total of 386 cadres belonging to separate militants groups were arrested during the same period. The arrested cadres included 154 of the KCP, 59 of the PREPAK, 39 of the PULF, 30 of the KYKL, 29 of the PLA, 18 of the United People's Party of Kangleipak, 15 of the UNLF, five of the UNPC, four of the Military Defence Force faction of the KYKL, three of the Kuki National Front (KNF), three of the Kuki Liberation Army (KLA), three of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), two of the National Socialist Council of Nagaland-Khaplang (NSCN-K), two of the United Kuki Liberation Front (UKLF), two of the Kuki Revolutionary Army (KRA), two of the KLA, two of the United Komrem Revolutionary Army, one of the MNRF, one of the Kuki Revolutionary Front and 11 others. The SP further said that 75 sophisticated weapons, including 11 AK-47 Rifles, 11 Ak-56 Rifles, one SM Carbine, one M-16 Rilfes, 38 9mm pistols, six numbers of .32 pistols, two 7.65-mm pistols, five .38 revolvers, four lethod louncher guns, four M-20 pistols, three M-21 Rifles, three SLR 7.62 mm, and total of 388 ammuntions of different weapons, two extra magazines of AK-56 rilfes, one magazine of .32 pistol, four 36 HE hand grenade, 16 Chinese hand grenades, one detonator, one wireless set, eight mobile hand sets, six motor cycles, one computer set, four vehicles and 60 kilograms of silver electricity wires were recovered from the possessions of the arrested cadres. 13 arrested cadres, including four of the PREPAK, three of the KCP, three of the PULF, two of the PLA and one of the UNLF, were detained under National Security Act (NSA), said the SP.
