Sources from the Police on October 2 said the duo, identified as Lalpu Vaiphei (58) and his son Muan Ching (30) from Maichamun village in Churachandpur District, was arrested at Moirang Lamkhai along Tidim road in Bishnupur District. Two country-made .9mm pistols were also seized from their possession. Sangai Express reports that the United Naga Council (UNC) has threatened to agitate in the manner it had resorted to in 2010 if the demand for the ‘alternative arrangement’ outside the Government of Manipur is not fulfilled within 20 days starting from September 29. The UNC communicated with New Delhi on September 29 in connection with the ‘alternative arrangement’ for the Nagas in Manipur. Meanwhile, out of the 10 Constituencies under Senapati and Ukhrul Autonomous District Councils (ADCs), where election is scheduled to be held on October 24, Congress candidates have been declared elected uncontested in 8 Constituencies. The UNC had earlier asked all the elected members of the ADCs to resign to respect the decision to boycott the election.

The Telegraph reports that Sunil Meitei, a leader of Kangleipak Communist Party-Mobile Task Force (KCP-MTF) escaped from the lock-up of Porompat Police Station in Imphal East in the night of October 3. Seven Police personnel on duty at the Police station, including the officer-in-charge, have been suspended. Director General of Police (DGP) Yumnam Joykumar Singh announced a reward of INR 100, 000 for information leading to the arrest of Meitei, dead or alive. The DGP asked additional DGP L.M. Khaute (intelligence) to hold an inquiry into Meitei’s escape and submit a report within 15 days. Sunil Meitei alias Chirom Tiken Meitei alias Leninkumar alias Premkumar alias Prakash (35), a resident of Waheng Khuman Mamang Leikai in Bishnupur District, was wanted by Manipur police in eight cases relating to extortion, abduction, intimidation and killings in the four valley Districts. He had been arrested by a team of Delhi police (special cell) from Bangalore on June 29.

Kangla Online reports that a ‘town commander’ of United National Liberation Front (UNLF), identified as ‘lieutenant’ Yengkhom Sietabal alias Ingobi (36), was killed during a gunfight between Security Forces (SFs) and UNLF militants at Nambol Kamong Mayai Leikai under Bishnupur District during the intervening night of October 6-7. Sources claimed that other militants taking advantage of the darkness fled from the incident site. Nagaland Post reports that six National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) militants were killed and five injured including NSCN-IM ‘Brigadier’ Sunu Poumai in an ambush laid by Zeliangrong United Front (ZUF), a newly flouted armed Naga outfit, on the road leading to Subung village under Nungba subdivision in Tamenglong District on October 7. About 60 NSCN-IM cadres were travelling to Subung village in two trucks when they came under attack. The site of the ambush falls under Khoupum Police station in the District. In local media reports on October 9, ZUF spokesman “claimed responsibility for the ambush” laid against the NSCN-IM. ZUF said that “it did not want any bloodshed in the Zeliangrong society but the evil designs of NSCN-IM compelled it to do…also fervently appealed to the general public to know the real motive of the NSCN leaders to prevent such unwanted incidents in the future.” ZUF, also known as the Zeliangrong Tiger Force (ZTF), stated it had also arrested nine NSCN-IM militants, who entered Duithanjang village in Khoupum, on October 8.

One family member of Longjam Shyam disclosed that Sunil Meitei was staying at their house since the night of October 9. Sunil Meitei was arrested from Bangalore on June 29 and brought back to Imphal for questioning on July 21.

According to local sources, the gun fight between the heavily armed cadres of NSCN-IM and ZUF started from around 5 am [local time] and lasted for more than three hours till about 8:30 am [local time]. The incident happened when some ZUF cadres intruded into Guitang village which was already occupied by the NSCN-IM cadres. The firing began due to miscommunication between the cadres at the spot resulting in fierce gun battle, the source added. There are possibilities of heavy casualties during the encounter on both sides, however no exact information was available till the filing of this report. Earlier, five cadres of NSCN-IM were killed during an ambush by ZUF cadres on October 7 at Laisok village in the same District.

The outfit, which operates from the Vangai range and Nungba in Tamenglong District and Jiribam in Imphal East, recently approached the 57 Mountain Division, based at Leimakhong of Sadar Hills for the suspension of operation agreement. Though both the State Government and the Army accepted the request, the group is yet the ink the agreement. The process is under way, the Army said. When UTLA signs the pact, the number of groups to come under the peace agreement will go up to 20. Nineteen groups under two umbrella organisations — the Kuki National Organisation and the United Peoples Front — are now living in designated camps. UTLA cadres will be kept at Uchathol of Jiribam under the protection of the Army.
