At least five persons, including two 10-year-old girls and three non-Manipuris were killed and eight got injured when militants triggered a powerful Improvised Explosive Device (IED) explosion near a barber’s shop at the crowded Sanghakpam Bazaar in Imphal East District on August 1. Four of the victims were identified as Jawahir Thakur (45) from Bihar, his son, Muna (20) and Th Neha and Philaso, both locals. The barber who was also killed is yet to be identified. No militant group has so far claimed responsibility for the blast. Considering the fact that the bomb went off near the barber's shop, Police did not rule out the possibility of militants targeting migrant workers.

Chief Minister O Ibobi Singh on August 2 announced that the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) was behind the Sangakpham blast which killed five civilians including two school girls and injuring eight others. The Chief Minister also stated that intelligence output has revealed that the identity of the fifth person who was killed in the incident was confirmed as an active cadre of the NSCN-IM, named Anthony. He further stated that the blast was aimed at the members of District Councils who are housed in a nearby guest house complex of district councils. The blast had occurred just after the vehicles of members of District Councils passed past the spot.

The blockade imposed from August 1 at Sadar Hills by Sadar Hills District hood Demand Committee (SHDDC) demanding creation of a new District has witnessed more violent incidents which includes burning down the office of Additional Deputy Commissioner, Kangpokpi, SDO office Siatu Gamphajol, office of the Executive Engineer PHED-Kangpokpi and SSA office Kangpokpi and vandalising three vehicles at Gangpijang along Saikul road and another two cars at Hengbung. The talks that Manipur Chief Minister Okram Ibobi Singh had with some leaders of the SHDDC with the assistance of Kuki tribal Ministers on August 3 were not fruitful. The Hindu adds that the blockade has been converted into a general strike following the mowing down of three women by an oil tanker on August 2.

In a press communiqué issued in Dimapur NSCN-IM said “The fact that some groups in Manipur targeting innocent public in order to make their political statement has become a matter of grave concern. NSCN is never desperate to make its point through such acts, by targeting innocent persons. We will not accept any blanket allegation and we are also serious about such actions”. It may be mentioned that, the initial talk between the representatives of the Central and State Government along with the UNC was held on June 30 at the office of the Deputy Commissioner, Senapati District. Representatives of both the State and the Central Governments had requested the UNC delegates during the first round of talk to clearly spell out their “alternate arrangement” demand and had added that the democratic system of the Autonomous District Council under Article 371 (C) of the Constitution to take care of the special needs of the hill districts of the State. The talk had ended without any solution as UNC leader Sword Vashum had conveyed that the Autonomous District Council (ADC) is not acceptable to them, even as the state chief secretary had read out the response of the State Government on the issue.

It said that the stance was again reaffirmed by the Central Committee of the outfit as per resolve taken in April 1994. PREPAK warns that any individual defying the party norms will be viewed as a traitor and working against the outfit. People belonging to different political parties on August 25 took out peace processions in three villages in the North Eastern part of Mizoram adjoining Manipur demanding resumption of peace talks between the State Government and the Manipur’s Hmar People’s Convention - Democrats (HPC-D) militants to find a lasting solution to Hmar problem. Earlier the talks held on November 11, 2010, culminated into signing of bilateral Suspension of Operations (SoO) for six months, but the SoO was never extended as both the Mizoram Government and the HPC-D began accusing each other on different issues. Chief Minister Lal Thanhawla on July 27 had informed the State Assembly that the outfit has already signed SoO with the Centre and it was no longer fit for the State Government to resume peace talks with the Hmar group.

The arrested militants were identified as one Mathurabastimayum Tarjit alias Tomba Sharma (43) and his wife Mathurabastimayum Nanao Devi.
