The proscribed United National Liberation Front (UNLF) has claimed that it was their armed wing MPA which attacked troops of 165 Battalion Territorial Army at Lokchao along Imphal-Moreh highway in Tegnoupal District on May 8 which killed two TA personnel and injured another, reports E-pao. A press release issued by the outfit's ‘department of publicity’ ‘director’ M Sakhen said that the attack was a part of the UNLF's continuous liberation movement. Informing that the attack was carried out by a small team of MPA, the outfit conveyed regret for the Manipuri natives who were killed and injured in the attack.

The State Government, on May 10, signed a Memorandum of Understanding (MoU) with the Joint Action Committee against Anti-Tribal Bills (JACAATB) in Churachandpur District, reports The Telegraph. Chief Minister (CM) N Biren Singh also said that his Government would fulfill the promises of MoU by May 25. After the MoU, the families will be able to arrange proper burial of the eight persons, who were killed during the agitation. The bodies of the eight men, killed in Police firing during a protest in 2015 against three anti-migrant Bills introduced by the State Government, have been lying in the morgue for over 600 days. Violent protests broke out in Churachandpur District when the Assembly passed three bills - Protection of Manipur Peoples Bill, Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill and Manipur Shops and Establishments (Second Amendment) Bills on August 31, 2015. According to the MoU, officials said, the government has agreed to compensate the families of those who died in the protests on August 31, 2015; set up a memorial in Churachandpur town; take in to account tribal opinion in all future action; and, investigate the deaths of the protesters. The JACAATB, meanwhile, has agreed to bury the eight corpses that still lie in the District hospital morgue by May 25 adds The Indian Express.It adds that the government “shall extend all possible help and cooperation in the tripartite talks with SoO groups (insurgent groups who have a suspension of operation agreement with the Centre) where various other issues and interests of indigenous tribal people of Manipur will be protected”.

In the first incident, one militant of Kangleipak Communist Party -Military Council, Progressive (KCP-MC Progressive), identified as Okram Ojit alias Naobi (21) was arrested ,during a search operation, near Sawombung oil pump in Imphal East District. Acting on the disclosure of the arrested militant, two other cadres of the same militant group, identified as Asem Romen alias Uttam alias Rame (33) and his wife Salam Ayingbi (30) were also arrested from their residence at Wairi Bamon Pareng in Kakching District. Informing about the incident, the KNF-N alleged that KTU is a puppet of National Socialist Council of Nagaland- Isak-Muivah faction (NSCN-IM) and it has been ‘utilized by NSCN-IM solely to weaken the political movements of Kukis’. A tripartite SoO currently in operation between the Government of India, Government of Manipur and the Kuki militant groups under the umbrella of the UPF (United People’s Front) and the KNO (Kuki National Organisation). The cabinet also considered enacting the law with provisions of recovery of cost of all damages to properties, from the sponsors and organizers. Such a law will have provisions to deny persons, involved in calling a strike or blockade, from getting government jobs and benefits under the government schemes in addition to criminal proceedings.
