Speaking to media persons on June 1, surrendered militants of the State said that they have not been provided the promised stipends as well as the onetime payment that they are supposed to get after three years and threatened that they would launch agitations beside taking help of the law court if the Government fails to fulfill the promises, reports E-pao. Earlier on July 19 of 2012 surrendered 73 militants of different militant groups and were promised for onetime payment after 3 years and regular monthly honorarium by the government in the presence of the then Chief Minister Okram Ibobi Singh and the then Home Minister Gaikhangam.

The ‘commander-in-chief (c-in-c)’ of Kuki Tribal Union (KTU), identified as Khaipao Haokip, who was abducted by Nehlun faction of Kuki National Front (KNF-N), died on June 1, reportedly due to a stroke/heart attack at the Daitwi Camp of KNF-N in Kangpokpi District, reports E-pao. Informing the incident, ‘president’ of KNF-N Dr Napoleon Kremlin claimed that the deceased KTU leader was given the best treatment considering his age and physical weakness in the camp. In the statement, repeating about the allegation of relationship between Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) and KTU, KNF-N said,” KTU and NSCN-IM have an agreement that a Kuki Union territory shall be given if the Nagas demand is fulfilled”.

The Union Ministry of Home Affairs (UMHA) has said that there has been a sharp decline in violence, extortion and attacks on security forces in the Northeast in the last three years, reports The Indian Express on June 2. As per data available with the UMHA, only 484 such incidents were reported in 2016 as compared to 1,025 in 2012 and 732 in 2013. It further noted that the number of abductions have come down from 329 in 2012 and 307 in 2013 to 168 in 2016. Only 28 such cases were registered till March this year. However, the number of security personnel killed in Manipur shows an upward trend with 24 being killed in 2015 and 11 in 2016 as compared to 8 and 5 deaths in 2012 and 2013, respectively.The I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) suffered a setback with more than 900 cadres being arrested and nearly 55 being killed in security operations, according to the UMHA note. The number of such incidents in Assam jumped to 50 in 2016 as compared to 21 in 2013, the UMHA note stated.The number of militants surrendering saw a decline with 267 such surrenders taking place in 2016 as compared to 1,161 in 2012, as per official data. Arms recovery was not significant despite a crackdown as 698 arms were recovered in 2016 as compared to 1,856 in 2012.As many as 1,202 militants were arrested in 2016 as compared to 2,145 in 2012. Of this, the highest number of arrests in 2016 has been made in Manipur (518) and Assam (366) while maximum abduction cases were reported from Nagaland (51) and Meghalaya (52).

It is suspected that the bodies were those cadres of the HPC-D who had reportedly robbed doctors and nurses at Sivapukar Primary Health Centre in Pherzawl District on the intervening night of June 21 and 22. Later on, the HPC-D at Sinlung designated camp reportedly shot dead some of its cadres believed to have been involved in the Sivapukar robbery incident as punishment and threw their lifeless corpses into the Barak River.
