In two separate incidents, two hand grenades were recovered at Uripok in Imphal West District and Phaknung in Imphal East District on January 1, reports The Sangai Express. In the first incident, one hand grenade was recovered at the residential gate of Yengkhom Janaki (81) at Uripok Achom Leikai at around 7.30 am. A note beside the grenade said that Red Army of Kangleipak Communist Party (KCP) would attack Yengkhom Janaki and his son-in-law for paying no heed to the outfit’s repeated warning over alleged misappropriation of rice sanctioned under ‘Mid Day Meal’ scheme. The grenade was set off safely at a garbage dumping site of Lamphelpat by a bomb disposal squad of Manipur Police. In the second incident, another hand grenade was found at a paddy field of Phaknung Makha Leikai in Imphal East District. The grenade was defused there by a bomb disposal squad.

the deadlock of Manipur continues as the economic blockade imposed on National Highways (NHs) 2 and 37 by the United Naga Council (UNC) had entered its third month, reports The Shillong Times on January 2. The report said that the situation had remained unchanged as Manipur Chief Minister (CM) Okram Ibobi Singh and the UNC were not budging from their respective stands over the issues of creating new Districts. On the contrary, Ibobi Singh said that first the UNC should call off the blockade and give an assurance that it would not be repeated; only after that talks would be possible and Gaidon Kamei and Stephen Lamkang, two UNC leaders, might be released. The Manipur Government also rejected the UNC’s demand of conducting the talk by going the Government officials in the District headquarters of Senapati District. Earlier, Kiren Rijiju, the Union Minister of State for Home Affairs, said that the Manipur Government was not serious about ending the blockade. However CM Ibobi Singh denied it saying that there was no question of playing politics since it is a question of starving the people of the State.

A militant of Progressive faction of People’s Revolutionary Party of Kangleipak (PREPAK-Pro), identified as Kangjam Premananda (40) was arrested by a team of Imphal West District Police at Thangmeiband Hijam Leikai in Imphal West District on January 2, reports The Sangai Express. Two hand grenade and two mobile phones were recovered from the arrested militant. According to the Police sources, the hand grenades were meant to be exploded at Manipur Public Service Commission (MPSC) office and also at the residences of some of its top officials and the militant was operating under one Lamtakpa alias Langamba of PREPAK-Pro.

Manipur Chief Minister (CM) Okram Ibobi Singh on January 4 met President Pranab Mukherjee to discuss the Union Ministry of Home Affairs’ (UMHA) report to the Election Commission (EC) that termed the law-and-order situation in the state as “grave”, reports The Shillong Times. Speaking to reporters after the meeting, Singh rubbished the report saying it “wrongly” concluded that the prevailing situation was “not conducive” to conduct free-and-fair polls there. However, just ahead of Ibobi’s meeting with the President, the EC declared that the Assembly election will be held in two phases — on March 4 and 8 — in Manipur. Ibobi, later, welcomed the decision. The deceased has been identified as one Dikhonang (25) of Tamenglong while the injured were identified as Thuannilung (31) – a school teacher from Taobam village, Jacky Kahmei (30) of Tamenglong, and Nipen Kalita (24). According to Police, a convoy of over 500 goods-laden trucks was on their way towards Imphal when they were attacked by the unidentified people with sophisticated weapons, killing one civilian and injuring three others at the spot. However, a separate source said that the victims (all civilians) were travelling in a car when the incident happened. The Police report said the injured were rushed to Assam Rifles (AR) Unit Hospital, Noney where they were treated but later sent to Imphal for better treatment. However, Police did not divulge any information on whether they retaliated to the alleged ambush.

Two workers out of three, who were abducted on January 26, by a group of suspected Nehlun faction of Kuki National Front (KNF-N) militant, were killed in an alleged gunfight between the militant group and Kuki National Army (KNA) militants at Moulsohoi village under Litan Police Station in Ukhrul District on January 29, reports The Sangai Express. The two deceased workers were identified as Laishram Tompok (27) and Laishram Thoi (22). However, the third abducted worker, identified as Khumujam Bijen (25) was rescued by the villagers. One suspected abductor, identified as Thangminlun Khongsai (25) also got bullet injury in the incident. According to the report, the injured abductor is a member of United Tribal Liberation Army (UTLA) and one pistol was recovered from his possession. The three workers were abducted from Maphou dam project in Senapati District on January 26, by four suspected Kuki militants. The abductors were attacked by KNA cadres when they entered the Moulsohoi village, which according to KNA militants ‘fall under the jurisdiction’ of their designated camp. However, another source said that the abductors were not from any militant group and they were just a gang of criminals.
