Police on April 2 arrested a Kuki Revolutionary Army-Unification (KRA-U) militant, Chongtham Ibomcha Singh (43), during an operation at Taothong Ayungba Maning Leikai under Lamshang Police Station in Imphal West District, reports Nagaland Post. The arrested militant had abducted Soibam Dhanabir Singh (70) kidnapped proprietor of SDS Brick Field of Lamdeng Khunou on February 16 2017 and demanded Rs two crore for his safe released. Later, the proprietor was rescued by the Police on February 23 from Samurou area of Imphal West District but the kidnappers managed to escape.

According to the report Myanmar Army intruded into Holenphai village on March 4 last and vandalized a saw mill. The militant group, Zeliangrong United Front (ZUF), said on April 3, that it is ready to hold talks with the Central Government of India if it recognizes the demand for bringing together the Zeliangrong community, reports The Telegraph. The new ‘chairman’ of the militant group, Jenchui Kamei said, "The Zeliangrong United Front is ready for talks with the government of India provided it recognizes the demand for bringing together the Zeliangrong community scattered across the Northeastern States under a single administrative unit." The militant group with around 300 cadres mainly operates in Tamenglong District of Manipur and Security Forces (SFs) reckon it as a force.

The ‘president’ of the United Kuki Liberation Army (UKLA), identified as Thangkhosei Guite alias James alias Seiboy alias Max (33), was arrested along with two other militants, identified as Seigoulen Doungel alias Gogou aliasKenny Gou (31) and Lenkhomang Kipgen alias Mamang (29), from Hotel Serena in Senapati District on April 5, reports The Sangai Express. Many incriminating articles were also recovered from the possession of the arrestees. The ‘president’ Thangkhosei Guite was involved in many cases of abduction and other criminal activities. The first round of talk between Churachandpur-based Joint Action Committee Against Anti- Tribal Bills (JACAATB) and Manipur Government was held with Chief Minister (CM) Nongthombam Biren Singh in the chair at the latter’s Secretariat in Imphal on April 7, reports The Assam Tribune. In the talk, the CM expressed his desire to let the families perform the last rites of the victims considering their mental trauma, official sources said. He also said any crisis or problem can be resolved through talks. Reiterating that without hills and tribals there is no Manipur; he thanked the JAC for responding to the appeal of the government for talks. The JACAATB submitted a charter of demands to the Government. Both sides agreed to have the next round of talk on April 10.

Police sources informed that one of the arrested women is reported to be the wife of the Khaplang faction of National Socialist Council of Nagaland (NSCN-K)’s Western Military Supervisor, ‘Lieutenant General’ Nikki Sumi, and the boy his son. The Central Government of India, on April 12, moved the Supreme Court (SC), against its verdict by which protection to armed forces under the Armed Forces (Special Powers) Act (AFSPA) for anti-militancy operation in Manipur has been negated, reports The Assam Tribune. Centre is seeking hearing on its curative plea against the verdict. The SC had delivered a verdict on July 8 last year (2016) giving the State Police liberty to probe the role of armed forces in alleged encounter cases in areas where AFSPA is in force. A Bench comprising Chief Justice JS Hear and Justices DY Chandrachud and SK Kaul agreed to hear the curative plea in which it has been alleged that the army and paramilitary forces are combat forces and there should not be this kind of fetter on them in anti-militancy operations. The apex court verdict on investigating the role of armed forces in encounter cases had come on a plea alleging that armed forces were misusing the protection under AFSPA in Manipur during anti-militancy operation. Attorney General Mukul Rohatgi, appearing for the Centre, said the apex court verdict gave the powers to the State Police to probe the role of armed forces in anti-militancy operation. “This court ought to have appreciated that the principles of right to self-defence cannot be strictly applied while dealing with militants and terrorist elements in a hostile and unstable terrain. “This court ought to have taken into account the complexity and the reality of the conduct of military operations and tactics especially while combating terrorists,” the curative plea said.
