The Supreme Court of India issued notices to the Union and Assam Governments over the petitions filed by Sanmilita Janagosthiya Sangram Samiti (SJSS) general secretary Dibyojyoti Barua and Kanakeswar Narzari, the erstwhile chairman of the now dissolved Bodo Autonomous Council (BAC) challenging the formation of the Bodoland Territorial Council (BTC). In his petition, the former has pleaded the non-viability of the BTC arguing that while non-Bodos were in a majority in the proposed District Council area, yet only five seats were reserved for them in the 46-member Council.

On September 8, President APJ Abdul Kalam assented to the bill for amendment in the Sixth Schedule of the Constitution after it was passed earlier by the Parliament. The amendment is required for the creation of an autonomous district council–the Bodoland Territorial Council (BTC) for the Bodo tribe in Assam and was also a clause of the Accord signed with the Bodo Liberation Tigers (BLT) on February 10, 2003. Meanwhile, the BLT has reiterated its commitment of laying down arms after the formation of the Council. Official sources have indicated that the Union Government would release Rupees one billion for the interim council in the first phase.

Status of these villages could not be decided during the agreement signed on February 10 that had stipulated that the proposed administrative body would have jurisdiction over 3,082 villages in four districts--Kokrajhar and three yet to be created Sirang, Udalguri and Buxa.

The delegation would also reportedly meet the Tarun Gogoi. The council for the Bodo tribe had been agreed to after a tripartite meeting between the Assam and Union Governments, and the BLT in Delhi on February 10, 2003. A bill was later passed in the Parliament this regard and the President Abdul Kalam also subsequently assented to the bill.

The incident occurred after a group of ULFA terrorists, holding hostage a civilian inside his house, fired indiscriminately on the SF’s search team on the rescue operation. In the ensuing encounter, two SF personnel, the hostage and his wife and an ULFA terrorist were killed. While other terrorists of the group escaped from the incident site, an AK-56 rifle, a magazine and 20 rounds of ammunition, among other things, were recovered from the incident site.

He further said, "In the last few years we have heard Bhutan reiterating its offer to hold talks with the separatists without any desired results. Only offers will not help unless some action is shown by Bhutan." The visiting Bhutan king Jigme Singye Wangchuk on September 15 had reportedly said in New Delhi that his Government would ask the three terrorist groups having hideouts in the southern Bhutan to remove the same through peaceful means and failing which Bhutan would resort to military action against them.
