There has been a phenomenal rise in the number of cyber crime cases registered in Assam, according to the latest figures released by the National Crime Records Bureau, The Telegraph reports on July 2. The NCRB report, titled "Crime in India, 2013", which was released on June 30, shows that the number of cyber crime cases in Assam registered under the provisions of Information and Technology Act, 2000, increased from 28 in 2012 to 154 in 2013, an increase of a 450 per cent. In terms of percentage increase of cyber crime cases, Assam ranked second among the States in the country, only behind Uttarakhand.

Though a number of militant outfits of Assam have signed ceasefire agreements with the State and Central Governments to solve their problems through talks, several new outfits have cropped up in the last few years, reports The Assam Tribune on July 2. The most disturbing aspect is that a majority of the new outfits are splinter groups of the outfits which are either talking with the Government or have signed peace pacts. Sources told The Assam Tribune that at least 14 militant groups are under ceasefire agreements with the Government and talks with these outfits are on. Prominent among the outfits under ceasefire agreement with the government include the pro-talk faction of the United Liberation Front of Asom (ULFA-PTF), two factions of the National Democratic Front of Boroland (NDFB) etc. But at the same time, splinter groups of the outfits under ceasefire agreements are still active. New outfits are also active in the State and according to an estimate, there are at least 14 such militant groups.

Police also recovered one 7.65 mm pistol, a magazine with four rounds of ammunition, including two empty cartridges, and two hand grenades from his possession. A militant identified as Bipul Bodo belonging to the IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) was arrested by a team of Red Horn Division and Rangia Police from an area near Rangia Railway Station in Kamrup District on July 3, reports The Sentinel. On further questioning he revealed about hiding his arms at Kunguri village in Darrang District and one 7.65 mm pistol with two magazines and four live rounds were recovered by the Security Forces (SFs).The arrested militant was involved in grenade blast carried out at Ghasbari in February 2014.

Assam Tribune reports on July 6 that NDFB-IKS is engaged in fresh recruitments and is also struggling to smuggle weapons into Assam. Security sources stated that they are attempting to smuggle weapons through Dimapur in Nagaland and that one consignment of weapons has reached the state. Sources also stated that outfit has also been able to make fresh recruitments, not only from the Bodoland Territorial Autonomous Districts (BTAD) but also from places like Dhemaji (Dhemaji District). Recently six new recruits were arrested when the outfit was making attempts to send them to camps in Myanmar for training. At least 24 members of the group have been killed this year alone by Security Forces (SFs) and the total strength of NDFB-IKS is around 270 to 300 members. Further the sources also said that ‘chairman’ of NDFB-IKS ,IK Songbijit is now spending most of his time in Tamu area along the India-Myanmar border and most of the activities of the outfit are now masterminded by the ‘deputy commander in chief’ D Bidai and ‘general secretary’ N Batha.

The Sentinel reports that a militant of the People’s Liberation Army (UPLA) was killed in an encounter on July 5 at Rhyphum village in Hamren sub–division in Karbi Anglong District by a joint team of Indian Army and Assam Police. However, three militants managed to escape. The operation was launched based on a tip off about the presence of armed UPLA militants in the village of Rhyphum. A factory made 9 mm pistol, four rounds of live ammunition, one Chinese hand grenade, incriminatory documents and one mobile handset with three different SIM cards were also recovered from the slain militant. An official release issued by the Home and Political Department stated that intelligence inputs had shown that the killing was done by NDFB-IKS militants and it had been done by the outfit “to divert attention of the Security Force (SF), which have been successfully conducting relentless counter-insurgency operations against this group, inflicting significant reverses on it in last six months.” Intensive and combined patrolling by the Army, paramilitary and Assam Police forces in all the four BTAD Districts of Kokrajhar, Baksa, Chirang , Udalguri and some lower Assam Districts is being conducted round the clock, while operation by the SFs were on to arrest the NDFB-IKS militants. One smooth bore breech loading gun (SBBL) gun, one revolver, 37 bullets of .303 pistols, seven bullets of AK-47 rifles, three bullets of revolvers and one grenade were recovered from them. Intelligence agencies have an input that ULFA-I have brought four Improvised Explosive Devices (IEDs) but they managed to trigger off only one, on July 23 in which one individual was killed and four were wounded at Krishnai in Goalpara District. An investigation carried out by Assam Police revealed that the cadre strength of United People’s Liberation Army (UPLA) active in Karbi Anglong District is close to 100, reports The Telegraph on July 31. The militant group was involved in killing the Hamren Superintendent of Police (SP) Nityananda Goswami in June this year. Hamren Police District stated that UPLA formed in May 2013 to counter another rebel group, Karbi People’s Liberation Tigers (KPLT), had only 25 to 30 cadres. However later during an operation to arrest those involved in the Hamren SP killing, it came to light that former members of the now disbanded United People’s Democratic Solidarity (UPDS) had joined the UPLA. Since June, Security Forces (SFs) have killed two UPLA cadres and arrested 17 of which 12 were former members of UPDS.

Also, the Central Government is concerned about the law and order situation in Assam, particularly in the Bodoland Territorial Autonomous Districts (BTAD) areas and the Central forces deployed in the State will not be withdrawn in the near future, reports The Assam Tribune. Talking to The Assam Tribune, Joint Secretary (North East) of the Ministry of Home Affairs (MHA), Sambhu Singh said that the situation in the BTAD area is a matter of concern and with the elections to the Bodoland Territorial Council (BTC) due in April 2015, the possibility of the situation deteriorating further cannot be ruled out. Singh said that the I.K Songbijit faction of the National Democratic Front of Boroland (NDFB-IKS) is still active in the BTAD area despite suffering setbacks in the counter-insurgency operations. He said that the Centre has asked the State Government to intensify operations against the militants. On the issue of talks with the militant groups, Singh said that the process has been resumed and efforts are on to expedite the process of talks. He said that the Centre wants the talks to complete as soon as possible. The MHA is contemplating fixing time frame for completion of the process of talks with different militant groups. However, he admitted that in cases where major policy changes might be required, the talks might continue for some time.
