Six Lashkar-e-Toiba (LeT) mercenaries, suspected to be Pakistani nationals, three security force personnel and two civilians were killed in a Fidayeen (suicide squad) attack at the Srinagar airport on January 16. All six mercenaries who comprised the squad were killed in the attack where three mercenaries managed to penetrate the high security cordon around the airport and entered the X-Ray room before being killed by security forces. One mercenary, who had hidden in some shops outside the airport was later killed. Security forces suspect that one of the civilians killed, a 16 year old girl, was an aide of the attacking squad and was spotted thrice in the day moving around the airport. 12 security force personnel and two airport officials sustained injuries in the attack. A Lashkar spokesman later claimed responsibility for the attack and revealed the involvement of six Pakistani mercenaries in the attack. Reacting to the attack, Union Home Minister, said in Delhi that, the government would take into account all major strikes by terrorists during the ongoing cease-fire before taking any fresh moves as part of the peace process in Jammu and Kashmir. News reports also speculate that a high level meeting chaired by the Prime Minister, on January 16, decided to hold in abeyance any decision on granting passports to members of the proposed Pakistan visit of an All Party Hurriyat Conference (APHC) delegation. Reports added that the government felt that Pakistan’s attempt to project the Hurriyat visit as beginning of tripartite talks on the Kashmir issue has become counter-productive. The government would now wait till Hurriyat Conference clarified its stand on the visit to Pakistan before a decision on passports is taken, the reports added.

Consequent to an encounter, the attacking terrorist was killed and the security forces (SF) were also attempting to ascertain his identity. One civilian was injured during the encounter. In the same district, one civilian was killed and three police personnel injured when unidentified terrorists attacked a patrol party with grenades. On April 14, seventeen persons including 10 security force (SF) and police personnel, four terrorists and three civilians were killed in different incidents in various parts of the valley. Six SF personnel were killed and seven more injured in an attack by a Lashkar-e-Toiba (LeT)’s fidayeen (suicide) squad on the headquarters of Rashtriya Rifles at Lassipora of Kupwara district. According to official sources, four persons including three security force personnel were killed and five persons including a security force personnel were injured in an attack by the fidayeen (suicide) squads of the Lashkar-e-Toiba (LeT) in Chambalwas on the Jammu-Srinagar national highway on July 6. Sources also said that the attack occurred prior to the arrival of a convoy of the Amarnath pilgrimage. One Lashkar terrorist was killed in the encounter while eleven others including a fidayeen managed to escape from the site of the incident. Some arms and ammunition were also recovered from the site of the encounter.

Earlier reports had placed the toll at 13 killed and 40 more injured. The Jaish-e-Mohammed (JeM) has claimed responsibility for the attack. As reported on October 1, a bomb-laden vehicle exploded outside the main gate. In the confusion that followed, some terrorists in security force (SF) uniforms stormed into the complex and began firing and lobbing grenades. Two terrorists were later killed while attempting to escape. The building within the complex that houses the Upper House of the State Legislature, and in which the terrorists had barricaded themselves, was destroyed in SF operations. The Speaker of the Legislative Assembly and eight other Legislators who were trapped inside the complex when the attack was launched were evacuated to safety. SF sources said the vehicle used in the suicide bombing belonged to the Department of Telecommunications (DoT) and had been lifted by the terrorists earlier in the day. Describing the sequence of events, SF sources said three persons wearing SF uniforms stopped the DoT vehicle for a lift. After two engineers, who were the only passengers in the vehicle, disembarked at their respective destinations, the terrorists forced the driver to take the vehicle to a pre-determined location where two more terrorists boarded with three large milk cans, apparently filled with explosives. Near the Assembly Complex, the four terrorists and the driver disembarked while the fifth terrorist, identified by a Jaish spokesman as an Pakistani mercenary of his outfit, rammed the vehicle in and set off the explosion. There is confusion on how many terrorists wearing SF uniforms stormed into the complex after the blast. While some news reports said tha two terrorists were killed in encounters inside the complex other news reports, citing official sources, said that a total of four terrorists including the one who drove and exploded the bomb laden vehicle were killed. Chief Minister Farooq Abdullah and his Ministerial-colleagues had left the complex before the attack commenced. SF sources said that civilian traffic is barred from using the road in front of the gate between 9000 hrs and 1330 hrs, the period during which the Assembly is in session. The attack was launched at 1358 hrs. Armoured bunkers were used by SFs to evacuate about 100 civilians trapped inside the complex, even as they engaged the terrorists. An SF personnel was killed when he went to examine the body of one of the slain terrorists that was booby trapped with a timed explosive. Among those killed are eight SF personnel, four terrorists and 24 others which includes Legislature employees and other civilians.

As the fidayeen, identified later as Pakistani mercenaries, attempted to escape, another SF group which spotted them, engaged and killed them. News reports said that the convoy that was attacked, however, over-reacted and began random firing in which five civilians and a police personnel were killed while 40 civilians were injured. News reports said that the convoy, which failed to identify the fidayeen, fired on different targets all along the route to Baramulla town. Local administration officials said that a magisterial inquiry has been ordered into the incident. There was no clarification from security forces on the incident.
