"It is the first time after a decade the Sri Lankan forces have been able to take control of the town after several months of fierce fighting that has claimed hundreds of combatants on both sides of the war," Tamil Net reported.

Kailun, stated that 91 militants were shot dead and 343 others arrested by the District Police during counter-insurgency operations in 2008. The report said of the 343 arrested, 83 were detained under the National Security Act (NSA). 88 assorted weapons and 989 ammunitions were recovered from the arrested and slain militants, the report added. The report adds that altogether 84 militants are under the care of the State Government and 47 are given appointment forms and offer forms as trial riflemen in the year 2005. The remaining 37 have not got their offer or appointment forms but are employed as trial followers in the 4th IRB, a spokesperson of the surrendered militants said.

The Hindu quoting a report of The Sunday Times mentions that Federal Bureau of Investigation (FBI) of the US has given the evidence to Pakistan, indicating the involvement of terrorists including the Lashkar-e-Toiba (LeT) handlers based in its territory in the Mumbai multiple terror attacks. The London-based daily on January 4 reports that the evidence proves that the strikes were orchestrated by militants based in Pakistan. The report adds that Zarar Shah, a communications specialist of LeT, confessed during his interrogation in Pakistan that he advised the terrorists over phone as the attacks unfolded.

On January 12, The Hindu, quoting the Narcotics Control Bureau (NCB) officials, reported that large scale illegal cultivation of opium and ganja (marijuana) takes place in the left-wing extremist affected areas especially in States like Bihar, Jharkhand and West Bengal. It also said that at places where the Maoists do not directly get involved in the illicit cultivation, they charge money for providing protection to those involved in the practice. “Illicit cultivation does take place especially in those areas where the local administration is not strong enough. Three main States where it takes place as per the inputs that we receive are Bihar, Jharkhand and West Bengal,” an unnamed senior NCB official said. Zee News adds that of the total 107825 kilograms of ganja seized in the country in 2007, the States where it was seized in heavy quantity included Nagaland (15,489 kilograms), Madhya Pradesh (14,815 kilograms), Maharashtra (12,551 kilograms), Chhattisgarh (7,470 kilograms) and Andhra Pradesh (7,059 kilograms). "They (Naxals) operate in very remote areas which usually have thick forests. What happens inside those forests is anybody's guess. But yes, they do charge protection money of all illegal business carried out in their areas," another senior official said, adding, "narcotics business is highly profitable. Since the areas where the Naxals and insurgents operate from are usually out of bounds for local Police and other security agencies, it is difficult to curtail this source of income."

Official statistics disclosed that 26 people were killed and 20 injured in 23 incidents of sectarian strife in 2007. The figures do not include the mass killing in sectarian clashes from both sides in Kurram and other tribal agencies. Two persons were killed in a single sectarian incident in 2003 while another was killed in one such incident the subsequent year. Five people died in seven sectarian clashes in 2005 while 13 were killed in 11 incidents in 2006.

On January 26, Livemint.com reported that States, including the Communist Party of India-Maoist (CPI-Maoist) violence affected Maharashtra, Chhattisgarh, Andhra Pradesh, Orissa, Jharkhand, Uttar Pradesh and Karnataka do not have a good record in spending money doled out by the Union Government to modernize Police forces. In 2006-07, they spent just a little over half their allotted money. The utilization of this money in 2006-07, also shows a sharp fall from that in 2005-06, though the number of terror attacks actually rose in this period. According to Government data, of the INR 10.6522 billion released to States in 2006-07 under Modernization of Police Forces (MRF), only INR 6.04 billion was spent. In 2005-06, of the INR10.25 billion allotted, just INR 9.8398 billion was spent. The States have also been sliding on the rate of utilization. The percentage of fund utilization was 84.44% in 2000-01, 99.10% in 2001-02 and 98.26% in 2002-03. This decreased to 29.09% in 2003-04, before rising to 54.13% in 2004-05 and 95.99% in 2005-06. It again decreased to 56.70% in 2006-07. In 2006-07, Chhattisgarh spent only INR 85.1 million of the INR 570.6 million allocated, leaving INR 485.5 million unspent. Andhra Pradesh did not spend INR 199 million during the period, while the unspent amount for Jharkhand was INR 158.2 million in 2006-07, Karnataka INR179.9million, Orissa INR 152 million and Uttar Pradesh INR 149.9 million.

The Takhtaband village on the bypass was deserted with residents having left their homes and moved to other areas fearing retaliatory attack by the army. Thousands of people of Aligrama, Koza and Bara Bandai, Kanju and Akhund Kalley have also reportedly left their homes and are reported to be going to Mardan, Nowshera, Peshawar and other places. An exodus of about 45,000 people has been reported from Charbagh and adjoining areas. According to official sources, about 300,000 people have left the Swat valley so far and many of them have taken refuge in camps set up by the authorities in different areas.

Times of India quoting the Police sources on February 7 reports that the six Communist Party of India-Maoist (CPI-Maoist) affected States — Chhattisgarh, Jharkhand, Orissa, Madhya Pradesh, Bihar and Maharashtra — are developing special forces on the lines of the anti-Maoist Greyhounds personnel of Andhra Pradesh to tackle Maoist violence. According to the Director General of Police (DGP) of Chhattisgarh, Vishwa Ranjan, Chhattisgarh would become the first among the six States to raise a 13,000-strong crack commando force to tackle extremist violence. He also said the existing Chhattisgarh Armed Forces, with its headquarters at Amleshwar in Durg, has been converted into Chhattisgarh Commando Battalion. The battalion will be deployed in rural and forested areas to check the Maoists. The Anti-Terror Squad (ATS) which is going to be raised by the State Government on the lines of Maharashtra and Uttar Pradesh to counter terror attacks in urban areas would also be geared up for taking on Maoist violence in urban areas. A senior Police officer told ‘‘Young and active boys will be recruited and trained by experts imparting training to commandos of National Security Guard and personnel of Border Security Force and Indo-Tibetan Border Police. Search for a suitable office for the new unit is on and a final decision will be taken soon.’’ While 400 personnel would be picked up from the third battalion of Chhattisgarh Armed Forces, another 600 would be recruited. The DGP said the first batch of Chhattisgrh ATS would come into force after a rigorous training of 90 days. About 700 specially trained commandos would remain as a standby to face any terror attack.

More than 300,000 people in the northwest region of the country have been displaced over the last six months because of fighting between Taliban and Security Forces, officials said on February 18, The News reported. A total of 55,729 displaced families, or 337,772 individuals, have been registered by the authorities, Shaukat Tahir, a senior official from the National Disaster Management Authority, told a press conference in Islamabad. Around 70 per cent of the internally displaced persons (IDPs) were from the Federally Administered Tribal Areas (FATA) on the border with Afghanistan, Tahir said, stressing that people were now beginning to return. He said people had left their homes because of an “ongoing operation in tribal areas”. They were now returning “because roads have mostly been reopened and the military authorities have cleared the mines,” he said. Amnesty International has estimated that 200,000-500,000 people have been displaced from the Swat valley over the past year. However, Tahir put the number for the past six months at 2,085 people. “International agencies threw around controversial figures about IDPs which were picked up by the media. Our figures are documented and came after a proper registration mechanism which can be verified,” he said. In terms of aid, some 67,756 individuals were provided with shelter in 12 camps in the North West Frontier Province (NWFP), while 269,836 individuals were moved elsewhere, Tahir added. Nine emergency camps were set up in Swat alone, he claimed. Tahir said 13 UN aid agencies, the International Committee of the Red Cross and the Pakistani Red Crescent were participating in relief efforts.

The Hindu quoting sources of the Ministry for Home Affairs (MHA) on February 22 reported that Chhattisgarh, Jharkhand, Bihar and Orissa together accounts for about 86 per cent of incidents related to the Communist Party of India-Maoist (CPI-Maoist) violence and casualties, including both civilian and Security Force (SF) personnel, in the country. In the 1,591 incidents in 2008, the number being slightly higher than those in the previous year, 231 SF personnel and 490 civilians were killed, MHA sources said. Chhattisgarh accounted for the highest number of 620 incidents, followed by 484 incidents in Jharkhand, 164 in Bihar and 103 in Orissa. In Chhattisgarh, 85 SF personnel and 157 civilians lost their lives in Maoist violence in 2008, while in Jharkhand the corresponding figures were 38 Policemen and 169 civilians. Bihar accounted for the deaths of 21 SF personnel and 52 civilians and for Orissa the respective figures were 73 SF personnel and 28 civilians. Figures available till first week of February 2009 show that 53 incidents of Maoist violence have already taken place in Chhattisgarh, followed by 48 in Jharkhand, 17 in Bihar and 10 in Orissa. Maharashtra has accounted for 15 incidents, including the one in Gadchiroli on February 1, in which 15 Policemen were killed. Further, the four worst-affected States, extremist violence has been reported from Andhra Pradesh, Madhya Pradesh, Maharashtra, Uttar Pradesh and West Bengal, the sources said. The total casualties of SFs in 2008 were 231, which was five less than the toll in 2007. Likewise, 490 civilians were killed in the extremist attacks in 2008, compared to 460 the previous year. While 199 extremists were killed in Police operations last year, the figure for 2007 was 141, added the report.

The NWFP Government would arm 30,000 civilians in an attempt to counter criminal gangs operating across the province as authorities formally approved the setting up of an Elite Police Force (EPF) by sanctioning 2,657 vacancies, The News reported. The Government would give 30,000 rifles to civilians after proper scrutiny by a committee, headed by respective district co-ordination officers. The respective station house officer would recommend the names of civilians for the village defence committees (VDCs), which would assist law-enforcement agencies in maintaining law and order in their respective areas. “After going through a thorough process, the government will provide rifles and permits to 30,000 members of the VDCs to counter criminal gangs in the area with the help of the public,” said an official. In addition, the Government has formally approved the establishment of the EPF by creating 2,657 vacancies. The force has already been launched and over 1,000 policemen have been assigned duties. Initially, the Chief Minister has directed officials to release PKR 200 million for the EPF that would cost the state exchequer PKR 3.27 billion. Around 1,022 of these police commandos had passed out from the Punjab Regimental Centre in Mardan while a batch of over 521 others had been trained in Karachi recently. The rest would be passed out in June 2009. The newly-trained EPF commandos would be deputed in various towns of the Frontier to cope with the extraordinary law and order situation. Around 600 commandos of the EPF had refused to be posted in the Swat Valley when they were given their first assignment in January 2009.

In its recommendation to the Government, the committee said immediate steps must be taken to constitute a central spy agency that will also have the tri-service (Indian Army, Indian Air force, Indian Navy) intelligence gathering network under its gambit. It asked the Government to put in place an effective mechanism for establishing better coordination and jointness between the Coast Guard and the Navy. It also asked the Government to set up a committee to "reorganise, reform and restructure the armed forces" on the basis of the Kargil review committee report and a Group of Ministers report on security of 2001.

This is the fifth time the ICRC brought down wounded and sick civilians to Trincomalee by sea, added a SLA report. According to the latest figures – in December 2008 – the LTTE recruited 3,809 boys and 2,478 girls. Earlier, reports said all second level LTTE leaders had been called to the battle front with most of their senior leaders being killed by the military. "Dedicated communication towers have been set up in Tum, Nikral, Samani and Zaffarwal in PoK for assistance to terrorists operating in Poonch, Rajauri, Naushera and Kathua regions respectively," intelligence sources said. The communication network developed in PoK includes wireless radio communication for point-to-point basis using radio sets. "With the help of these radio sets, similar to the ones used by our troops, terrorists communicate with their contacts in India and also with their handlers sitting across the border," Pakistan Army sources revealed. The revelation from intelligence agencies comes after the chargesheet of the November 26, 2008 Mumbai terrorist attack named Colonel Sadatullah of the Pakistan Army as an accused. Investigations into the November 26 Mumbai terrorist attacks have revealed that Mazhar Iqbal, a resident of Mandi tehsil (revenue division) of Punjab province in Pakistan, was code-named as Abu Al Qama by the Lashkar-e-Toiba (LeT), official sources said on March 4, according to Times of India. The central security agencies and the Federal Bureau of Investigation (FBI) carried out detailed interrogation of LeT terrorists arrested worldwide to know the identity of Abu Al Qama. The other LeT terrorist identified by the security agencies was Zarar Shah whose actual name is Abdul Wajid, a resident of Sheikhpura District of Punjab province in Pakistan, the sources said. About the role of the two terrorists in Mumbai attack, sources said that Iqbal alias Abu Al Qama alias Amjad had been responsible for training the terrorists who carried out the strikes in Mumbai. According to the channel, seven of the 141 missing women had been identified and a high-powered committee would submit a report in a few days. Separately, according to another news channel, the Balochistan Government said in a statement that the list of 1,109 alleged missing persons provided by the BLUF was being ‘intensively’ scrutinised. According to the statement, 45 persons had already been traced, a few of whom were at their houses while a few were in judicial custody for their alleged involvement in criminal cases. The Balochistan Chief Minister Aslam Raisani has reportedly announced a top-level committee to investigate the captors’ demands. "We have set up a high-level committee, including high-ranking officials and politicians, to locate the whereabouts of the alleged missing persons listed by the Balochistan Liberation United Front," the provincial Government said in a statement, AFP reported. The Balochistan Home Secretary will work as secretary of the committee. The committee, headed by the Balochistan chief minister, invited the female members of the provincial assembly to assist in identifying and locating the allegedly missing women in the province, the statement said. Solecki was abducted at gunpoint from Quetta while traveling to work on February 2. His driver was killed during the abduction.

Hindustan Times reports that an important Students Islamic Movement of India (SIMI) leader, Sarfaraz Navaz, who reportedly funded the Bangalore serial bomb blasts on July 25, 2008, confessed during his interrogation that the Lashkar-e-Toiba (LeT) was behind the July 25, 2008 Bangalore bomb blasts. Sarfaraz, who hails from Ernakulam in Kerala, was earlier arrested by the Research and Analysis Wing (R and AW) from Muscat in Oman on March 3. He was sent to Police custody till March 14. According to Police Commissioner Shankar Bidari, Sarfaraz collected about INR 320000 from like-minded people ahead of the bomb blasts. He also took part in reconnaissance of various spots and attempted to send a suspected terrorist involved in the blast across the border to train with the LeT in Pakistan. “Sarfaraz has links with LeT and has been in touch with Wali a.k.a. Rehan, a key member of LeT. We are sure that some more men will be picked up based on information provided by him,” the Commissioner said. Sarfaraz reportedly completed a three-year course (1995-98) at Nadwat-ul-Ulema (Institute of Islamic Scholarship) in Lucknow and joined as office secretary at the SIMI head office in New Delhi in 2000. This was discerned after interrogation of a LeT militant, identified as Abu Taher, who was arrested from the Sealdah station in Kolkata, capital of West Bengal, on March 6, a senior STF officer said. "The Lashkar-e-Toiba had opened a new wing named Tanzeen-e-Mohammedi, especially to create unrest in Northeast and the Districts of West Bengal bordering Bangladesh. Abu Taher was specially deputed by the LeT to develop a strong organisation for the purpose," the officer said. "Taher got the funding from Abdul Karim Tunda, the Pakistan based LeT operative who came to Kolkata to recruit people for his organisation," he added. Speaking on the antecedents of Taher, the officer said he was not only involved in the November 26 Mumbai terrorist attacks, but also had links with several serial bomb blasts across the country in 2008. According to STF sources, Tunda paid INR 50,000 to Taher for his job apart from funding for the organisational purpose. Taher had reportedly recruited nearly 30 persons from the Bangladesh bordering Districts of North 24-Parganas, Coochbehar, Malda, North and South Dinajpur, Murshidabad and Nadia, the STF source said. Security Forces on March 22 captured the Liberation Tigers of Tamil Eelam’s (LTTE) last operational centre, Iranapalai in the Mullaitivu District, on March 22, reported Daily News. The Media Centre for National Security said the Iranapalai junction and its central area had been completely brought under Army control after breaching the final earth bund built by the LTTE to protect the area. During the operations, several LTTE vehicles, including a tractor, a van and two cabs, were destroyed. Troops also recovered several weapons and dead bodies of militants. After losing some of their main operational centres in recent times, Iranapalai was the main LTTE base with many of their top leaders, including Sea Tiger Wing leader Soosai and Pottu Amman, directing operations from the area. According to military sources, with the fall of Iranapalai, the LTTE has now been confined to a 25 square kilometres land patch, which also includes the ‘Safe Zone’ designed for the displaced civilians. The breach of Iranapalai earth bund is also expected to provide civilians, being held hostage by the LTTE in the remaining un-cleared (area not under Government control) pockets in Mullaitivu, an escape route to reach the cleared areas (area under Government control). The outfit had built the earth bund with the twin purpose of denying further access to Security Forces (SFs) and to prevent civilians from leaving the area.

A huge stock of LTTE armaments also perished with the boats, the Navy said. Acting Navy spokesman Commander Mahesh Karunaratne told Daily News "The Naval patrol deployed in Silawathai and Chundikulam initially observed three LTTE boats deployed from Puttumatalan coming towards Chalai. When sailors approached the LTTE boats, the naval patrol had come under LTTE fire." The Navy deploying the Small Boat Squadron and the Rapid Action Boat Squadron (RABS) launched a barrage of fire and destroyed all three Sea Tiger boats. "Following the incident, another LTTE boat was spotted in the same area and the Naval patrol RABS destroyed the Tiger boat… At least 26 Sea Tigers were killed and four LTTE boats completely destroyed in the sea battle", Commander Karunaratne added. LTTE communication intercepts revealed that a Sea Tiger leader ‘Maran’ and several senior Sea Tigers were killed. Later, he returned to India through the Bangladesh border, Arif said. After his explosives training, he first made timers for bombs that were used in the October 29, 2005 Delhi bomb blasts, Arif said, adding he made two sets of timers in January and February 2006 which were used in the blasts at the Sankatmochan temple and Varanasi Railway Station in March 7, 2006.

Replying to two identical questions by Members of National Assembly Marvi Memon and Nighat Parveen, the Interior Ministry told the Lower House that Balochistan was the worst-hit by terrorism – with a total of 1,122 terrorist attacks that killed 436 people, followed by NWFP with 692 attacks that killed 732 people, Punjab with 12 attacks that killed 119 people, Sindh with nine attacks that killed 21 people and Islamabad with seven attacks that killed 87 people. The ministry provided estimated losses to private properties, but said that losses to public properties, possibly amounted to billions of rupees, had not been calculated yet. The ministry estimated that losses in NWFP amounted to PKR 2,680 million, PKR 25 million in Balochistan and PKR 5 million in Sindh. The ministry also said the loss of property and vehicles in the terrorist attack on the embassy of Denmark amounted to PKR 12.121 million. The ministry told the House that in Balochistan, compensation cheques handed out to families of Police amounted to PKR 99.5 million, while civilian victims of terrorism had been compensated with PKR 40 million. The administration of Islamabad had paid PKR 27.95 million as compensation, Punjab Government PKR 102.92 million, while another PKR 4.45 million had been sanctioned for disbursement to remaining victims in the province, the House was told. The Sindh Government paid PKR 0.67 million to victims of bomb blasts and eight other cases of compensation were being processed. In NWFP, PKR 99.5 million has been paid as compensation to affected Policemen and PKR 40 million to civilians.

"Now, the troops have established their positions across the NFZ from Puttumatalan to the beachhead. The manoeuvre has saved lives of several thousands civilians trapped in the area extending from Puthumanthalam north to the northern border of the NFZ," the Defence Ministry said in a report. It said that at least four LTTE militants, including local area leader Ramanan, were reported killed and an armour plated vehicle was destroyed "when troops raided an LTTE gathering position east of Puttumatalan" in the morning. Meanwhile, Army Commander Lt. General Sarath Fonseka said that troops engaged in expanding their defences within the NFZ attacked the last remaining Sea Tiger (sea wing of the LTTE) base in Puttumatalan compelling the Sea Tiger leaders to flee from that base. The zonal commanders of these terrorist groups have been specifically ordered that in each batch of terrorists, which will be sent to India, at least one should be a suicide bomber. Subsequently, the militants drove an explosive laden truck into the troops who retaliated blowing up the vehicle using gunfire, defence sources said. Troops later recovered the dead bodies of seven militants from the area. “Our troops managed to capture this earth bund which was one of the tactically important locations for the LTTE to defend their hideouts in the southern part of the No Fire Zone where LTTE leaders are believed to be hiding through their military tactics and manoeuvres, using small arms,” an unnamed senior military official told Daily News. They also foiled numerous counter attacks which came in the form of explosive laden vehicles, sea borne attacks and armoured tanks to recapture the earth bund which was 10 to 12 feet in height and 700 meters in length defending the southern part of the NFZ. “Our gallant soldiers also averted a major disaster after destroying an explosive laden vehicle which was driven towards the earth bund after it was captured by the troops, firing few rounds of Rocket Propelled Grenades towards the lorry before it reached the earth bund,” the official added. Troops also suffered casualties but managed to avoid a major disaster by destroying the explosive laden vehicle, before it reached the earth bund. The 58th Division troops have reached closer to the junction which links the Puthumanthalam-Mullaitivu road to the Paranthan-Mullaitivu (A-35) road. The 58th Division troops continued their advance towards the southern part of the NFZ in Karaiyamullivaikal and Vellamullivaikkal to rescue an estimated 15000 to 20000 civilians trapped inside the NFZ. The 53rd Division also advanced towards the NFZ from the east of Puthukkudiyiruppu. Security Forces (SFs) since April 20 have rescued more than 112,000 civilians trapped in the NFZ.

Eyewitnesses said that the JuD is active in Mardan where most of the refugee camps are located. They are distributing food and medical care. One eyewitness who visited the area on May 9 said JuD workers were organised under a charity organisation called Falah-i-Insaniyat. They had set themselves up at a roundabout in Mardan town called College Chowk, where they were collecting food donations for the displaced. Despite the Government crackdown on the group after the U.N. designation, the canopied stall was openly flying the black-and-white flags of the JuD, with the insignia of the sword and the Kalma, the Islamic doctrine of faith. The organisation has also set up a relief distribution centre at a village called Rustam, on the outskirts of Buner.

"BDR jawans committed the murders on their own. Our investigation did not find any involvement of outsiders--political leaders, militants or foreign forces," an unnamed member of the Government probe body told in the evening of May 21. According to the 309-page inquiry report submitted to Home Minister Sahara Khatunon on May 21, the BDR rank and file already had grievances pent up for years. It also said the mutiny was continuation of the revolts in 1973 and 1991 over leadership in the border force, added the probe body member. Meanwhile, some unidentified sources close to the committee said that several BDR personnel had claimed the mutiny was part of their movement against discrimination by the Army officers deputed to BDR. In its report, the committee recommends that those responsible be tried under the military act for a speedy trial. It also suggests that BDR personnel should not be engaged in programmes like 'Operation Dal-Bhat', which was introduced to contain price hike of essentials during the caretaker Government rule. It also advised a further inquiry into the claims of foreign links.

The other major decision before them is whether to go along with the 13th Amendment to the Constitution, brought in under the Indo-Lanka Accord signed in 1987. Now freed from LTTE shackles it looks as if some members of the TNA now want to arrive at a settlement with the South. TNA Parliamentarian Suresh Premachandran told The Nation that he never subscribed to the view of recognising LTTE as the sole representatives of the Tamils, adding that the short meeting they had with the two visiting Indian dignitaries on May 21 at the India House was hardly enough to bring out their problems. But the Government rejected UN calls to allow aid agencies immediate unhindered access to Tamil refugee camps. President Rajapakse said the authorities first had to identify any remaining LTTE fighters in the camps. Reports also indicate that Rajapakse assured the UN chief that the LTTE child soldiers would be brought to the mainstream as “productive citizens” and the civilians displaced due to the war would be resettled within 180 days under globally-accepted norms, according to PTI. “The objective of the rehabilitation process presently underway is to reintegrate former child soldiers into society as productive citizens,” he told the UN chief. He also referred to his policy of zero tolerance in relation to child recruitment. The ministry has recommended the Government set up additional Police units to increase the number of vehicles, buy modern equipment and logistic support for security and increase police patrolling on highways and in urban areas in a bid to ensure security in society. It has also proposed an increase in the number of Security Personnel stating that the present manpower of the Police forces was not enough. There are around 56500 Nepal Police and around 25000 armed Police personnel, the report added. Further, as per the demand of Police headquarters, the ministry had begun the process of creating 10,001 new positions in the Police and 7000 in the armed Police. Officials at the ministry said the current security situation would be improved significantly in the country if the recommendations were implemented.

Although Government authorities state that their Army stopped using heavy artillery on April 27 and observed the No Fire Zone (NFZ) where some 10,000 civilians were trapped in the fighting between the two sides, the London-based newspaper has relied on aerial photographs, official documents, witness accounts and expert testimony to conclude that innocent civilians paid the price in the battle. A Sri Lankan High Commission spokesperson, however, told the newspaper, "We reject all these allegations. Civilians have not been killed by government shelling at all. If civilians have been killed, then that is because of the actions of the LTTE who were shooting and killing people when they tried to escape."

Sources said intelligence agencies had received reports that lower level LTTE cadres may have infiltrated into India and could be among those currently being held in high security camps for screening. Coastal States like Tamil Nadu, Kerala and Karnataka have been on high alert for some time now following the Sri Lankan military action against LTTE that had thousands of Tamil civilians fleeing the war zone. Union Home Ministry sources said they had received reports of LTTE militants making their way into refugee camps. "All refugees are being screened and we are keeping any suspicious people in high security camps. The rest are being sent to open camps," an unnamed ministry official said. Besides the rigorous screening process, authorities have also sent two expert teams to de-mine regions which are free of LTTE-control, along with a team of doctors and relief worth INR one billion. The Army, however, did not find his body. ”Apart from the way the Tiger leader got killed, the military is also still investigating Intelligence Wing leader Pottu Amman's death as they could not find his body among top level Tiger leaders," Sunday Observer said. "Therefore, they have to believe in the information divulged by a Tiger cadre who surrendered, that Pottu Amman was killed before LTTE teams arrived in military controlled areas," it added. The Union Government on May 1 decided to direct the National Investigation Agency (NIA) to take over the investigation of two cases registered by the Assam Police relating to seizure of weapons and cash amounting to INR 10 million allegedly involving the top office bearers of the North Cachar Hills Autonomous Council. The cases were handed over by the Centre in exercise of the powers under Section 6(5) of the National Investigation Agency Act, and an order directing the NIA accordingly has been issued, official sources said. The decision to hand over the cases, the NIA’s first, was taken after meetings with Chief Secretary P.C. Sarma and Director General of Police G. M. Srivastava in Delhi. The meeting, chaired by Union Home Secretary Madhukar Gupta reviewed the situation in North Cachar Hills.

The 'levy' is not only paid by the contractors working in the areas dominated by the extremists but also by the industrial houses including some of the nationally reputed ones, the officials said. Though the Communist Party of India-Maoist (CPI-Maoist) still remains the prominent Naxalite group in Jharkhand, there are other splinter groups which too have now started imposing 'levy' besides indulging in kidnapping, looting and narcotics trade, which results in around INR 3 billion as annual income from the State.

Sources said that Maoists have eight divisions under the Dandakaranya Special Zonal Committee. The North (covering from Dhanora to Etapalli) and South (Aheri to Asar Alli) Gadchiroli divisions are active in the State. Six strong divisions, including Manpur, North Bastar, Madh, South Bastar, west Bastar and Dharbha, functions in Chhattisgarh. Out of six, five strong divisions are directly influencing the movement along the border in Gadchiroli. The Union Ministry of Home Affairs (MHA) sources said Jharkhand, where 19 of the 24 Districts are affected by the menace, has asked for additional 12,000 personnel over and above the 6,000 personnel already stationed in the State. Similarly, Chhattisgarh has demanded about 8,000 more para-military personnel. Orissa too has demanded about 5,000 additional personnel of Central Forces and is reportedly also considering the possibility of raising its own anti-Maoist force on the patterns of the Greyhounds force in Andhra Pradesh. All left-wing extremism hit States have also asked for at least one if not more helicopters to help in the movement of troops and early evacuation in case of an emergency. The demands came after the MHA asked the States to come up with a Plan of Action for launching a new counter- offensive measure.

According to the report, the total number of IDPs is 262632, including 134464 women. The most number of displaced persons are reported from Mullaitivu District with 235386 IDPs. Another 21079 from Kilinochchi, 2778 from Jaffna, 1864 from Vavuniya, 1054 from Trincomalee and 471 from Mannar Districts have been displaced due to the conflict. The report adds that there are 350 children of less than 10 years old who lost their parents due to the war. The total number of students living in those welfare canters are 58000 and out of them 250 are undergraduates. The Government commenced a special educational programme for 700 displaced students in the welfare camps in Vavuniya who are sitting for the advanced level examination for the General Certificate of Education in 2009 and distributed reading material, uniforms and stationery.

The weekly said that investigations have uncovered plans for a suicide bomber to explode himself with the help of the politicians while the three drivers attached to the United Nations Office for Project Services (UNOPS), United Nations High Commissioner for Refugees (UNHCR) and ‘Save the Children’ offices in Vavuniya have transported the explosives to be used for the attack. Investigations have revealed that 40 kilograms of C4 explosives have been brought to Colombo from Kilinochchi in petrol tanks of the vehicles of aid agencies. The United Nations said on June 20 that two of its local staff members, one from UNHCR and one from UNOPS, have been arrested but they were not aware of any charges or details of any accusations.

In a confidential report submitted to the Government of Pakistan, PoK Police has said these groups have acquired large pieces of land in and around PoK capital of Muzaffarabad and are pursuing a "jehadi" agenda under the garb of religious activities, BBC reported. "After the ban imposed on the Jamaat-ud-Dawa ([JuD], the front of Lashkar-e-Toiba) by the UNSC, Pakistan forces had taken control of their offices... The activities of the outfit had gone underground for some months, but have again become active," the BBC quoted the report as saying. The report said that the JuD has constructed a mosque, a school and a dispensary on the land acquired by them in Dulasi and further construction is on. The PoK Police report also mentions the activities of other jihadi groups like the JeM and Harkat-ul-Mujahideen which have also constructed madrassas (seminaries) near Muzaffarabad, BBC Urdu service said. The JeM has also set up an office and seminary near Muzaffarabad. Police has noted that most of the activities of the militant groups have been observed in Neelam Valley, near the Line of Control. A confidential report submitted to the Pakistan Government has revealed that the group had purchased 65 kanals of land in the Dulai area of Muzaffarabad, the PoK capital, to construct a mosque, a school and a dispensary, a private TV channel reported. The PoK Inspector General of Police Javed Iqbal told the channel his force was closely monitoring the group’s activities. Information Minister Qamar Zaman Kaira, however, denied that banned Pakistani groups were expanding their activities. “No such report has come before the government claiming these organisations have revived their activities,” he told the BBC. However, he added, it was a different matter if it was submitted by an intelligence agency.

The report – “Cost of Conflict in FATA” – prepared by the Planning and Development Wing of the FATA Secretariat said the social cost of the militancy was far greater than the cost of infrastructure, economic and the subsequent environmental loss. However, it said the cost of the military operation “is beyond the scope of this report and would be worked out separately by the concerned agencies”. The report put the social cost of the conflict at $1,109 million, the cost to security and internal displacement at $572 million, the environmental cost at $188 million, the economic cost at $119 million and infrastructure losses at $103 million. “Pakistan is suffering a series of overlapping crises due to the conflict in FATA... and is need of immediate humanitarian assistance,” the report said.

Followers of the Hizb-ut-Tahrir, which is banned in Pakistan, aim for a “bloodless military coup” and creation of the caliphate in Islamabad, The Sunday Times reported. Members of the group, which describes itself as “the Liberation Party in Britain”, claim they had targeted the UK as a base from which to spread Islamic rule across the world. The report said a dozen British Hizb-ut-Tahrir activists are currently based in Lahore and Karachi, or keep traveling between the UK and Pakistan, and there are many more. Tayyib Muqeem, an English teacher from Stoke-on Trent, told the newspaper that he had moved to Lahore to convert Pakistanis to the movement. At Lahore’s Superior College, where Muqeem has set up a Hizb-ut-Tahrir student group, he said the organisation’s aim was to subject Muslim and western countries to Islamic rule under Shariah (Islamic law), “by force” if necessary. He said the Islamic rule would be spread through “indoctrination” and by “military means” if non-Muslim countries refused to bow to it and “waging war” would be part of the caliphate’s foreign policy. Muqeem said one of Hizb-ut-Tahrir’s strategies in Pakistan was to influence military officers. In a written reply to a question in the Lok Sabha (lower house of Parliament), the Union Minister of State for Home, Ajay Maken, said there has been an increased level of Maoist violence in various States of the country. "There has been increased level of naxal violence especially in Chhattisgarh, Jharkhand, Bihar, Orissa, Maharashtra and West Bengal," Maken said. He said a total of 107 Maoists were killed and 861 arrested during the same period. Replying to a question if the Centre has urged States to deploy their own Security Forces to control violence in various parts of the country, including Lalgarh in West Bengal, Maken said concerned States take appropriate action to deal with left-wing extremism. He also said the Centre supplements their efforts in several way and listed the deployment of Central Paramilitary Forces, Combat Battalion for Resolute Action, setting of Counter insurgency and Anti Terrorism schools, modernisation and upgradation of State Police and intelligence sharing among others. The Annual Report of the Ministry of Home Affairs (MHA) for 2008-09 also said nearly 87 per cent Naxalite (Left-wing extremist) violence is accounted for by the four worst-affected States - Bihar, Chhattisgarh, Jharkhand and Orissa. The report said the coming together of major groups like People’s War Group and Maoist Communist Centre under a single banner has been accompanied by growing militarisation in their organisation and tactics, thus creating a "formidable challenge", it said. There were 1,591 incidents of Maoist violence in which 721 persons were killed in 2008 compared to 1,567 incidents which left 696 dead in 2007. “Left-wing extremist violence registered an increase of 3.4 per cent over the previous year. The four worst affected states accounted for 86.39 per cent of total incidents of Naxal violence in 2008," the report added.

The chairman of the presidential Commission of Inquiry (COI), former Supreme Court Judge Nissanka Udalagama, has said in a report that the deaths occurred on the morning of the August 4, 2006 and until the night of that day the town of Mutur and the surrounding areas were under the Liberation Tigers of Tamil Eelam (LTTE). The local Daily Island quoting the report released by the COI said "There is undisputable evidence that the LTTE were present in the Mutur town on the morning of the 4th August. There is no evidence of any Army personnel being seen on the 4th in Mutur city centre. However, there is overwhelming evidence, in addition to Tamil Net declaration that the LTTE were present in the town of Mutur on the 4th." The 17 local aid workers of the French NGO were found shot in execution style in their office in Mutur town in the East amid heavy fighting between the troops and the LTTE.

The annual report of the Ministry of Home Affairs for 2008-09 says that a total of 3338 persons were killed in 7806 incidents of Maoist (Left Wing Extremism) violence in Chhattisgarh, Bihar, Andhra Pradesh, Jharkhand, Madhya Pradesh, Maharashtra, Orissa, Uttar Pradesh, West Bengal and Karnataka from 2004 to 2008, Times of India reported. The total number of casualties increased to 3823 till July 13, 2009. The country witnessed the killing of 566 persons in Maoist violence in 2004; 677 in 2005; 678 in 2006; 696 in 2007 and 721 in 2008. The year 2009 has so far reported the killings of 485 persons, including 230 Security Force personnel. The annual report said the highest casualties during the period (2004-08) were in Chhattisgarh where a total of 1,250 people lost their lives in 2,654 incidents. The State saw 242 deaths in 2008, 369 deaths in 2007 and 388 in 2006. Maoist violence claimed 776 lives in Jharkhand, one of the worst affected States, in the last five years. In 2008 alone, the State witnessed 207 deaths from 484 incidents of violence. Altogether, 452 people lost their lives in Bihar in 915 incidents in the last five years. In 2008, there were 73 deaths in 164 incidents of Maoist violence in Bihar while in 2007, 67 deaths in 135 incidents were reported. Andhra Pradesh witnessed 420 deaths in 1,252 incidents in the last five years. There was less violence in the State in 2008 - 46 deaths in 92 incidents - in comparison to 2005 when there were 208 deaths in 535 incidents, the MHA report said. The Maoist violence claimed 149 lives in Orissa in 291 incidents that took place between 2004 and 2008. Incidentally, 101 deaths had taken place in 2008 alone in 103 incidents. While West Bengal witnessed 71 deaths in 115 incidents, there were 35 Maoist related deaths in Uttar Pradesh and 18 deaths in Karnataka.

Military Intelligence recently completed screening around 8000 BDR jawans who were inside Pilkhana during the mutiny, sources said. Through the screening, 3,000 BDR jawans were found involved in criminal offences during the mutiny, including murder, looting, arson, and torture. Meanwhile, the chargesheet in the case might be submitted in mid-September by the Criminal Investigation Department (CID). "We're working hard to submit the charge sheet by August, but it might not be possible as the task is quite huge," said a source in the CID which is tasked with investigating the case. A CID investigator said about 100 BDR troops might have been directly involved in the killings of army officers during the mutiny. The Investigation Officer of the case, CID's Senior Assistant Superintendent Abdul Kahar Akand said they arrested 1706 persons so far, most of whom are BDR jawans who were present at the headquarters during the mutiny, and 267 of them already gave confessional statements. In the aftermath of the mutiny, 40 cases were filed in 28 Districts outside the capital and a total of 1,721 BDR jawans were arrested on charges of mutiny outside the headquarters.

In a classified report written in June 2008, federal officials wrote that the outfit was getting much of their money from Canada. "Canada's Tamil community has been among the LTTE's largest sources of funds, having contributed up to $10- to $12-million annually in past years," the report said. A copy of the report was released to National Post under the Access to Information Act. The RCMP began investigating LTTE fundraising efforts in Canada in 2002. Police believe the outfit raised money in Toronto and Montreal to finance weapons purchases, but investigators have never said the dollar figures were so high. "The LTTE through its many front organizations in other countries, including Canada, has conducted extensive fundraising and other activities to support its efforts in Sri Lanka," the report added. The tactics used to collect money were "often coercive," it said, naming the Toronto-based World Tamil Movement (WTM) as the outfit’s leading front in Canada. "As such, the WTM has been instrumental in fundraising in Canada on behalf of the LTTE." Police searched the World Tamil Movement offices in Ontario and Quebec in 2006. In 2009, the Government banned the group under the Anti-Terrorism Act. Federal lawyers are now in court trying to seize its properties and bank accounts. The organization has, however, denied any wrongdoing.

"There was an agreement between leaders of Black Widow (BW) and leaders of the Autonomous State Demand Committee (ASDC) - Bharatiya Janata Party (BJP) Executive Committee that the alliance would pay INR 20 million to the BW leaders if the alliance came to power (in December 2007 North Cachar Hills Autonomous Council election)," the report added. The commission was formed by Assam Government on June 20 2008, to probe into ‘collusion’ of the BW with members of the ASDC-BJP in capturing power in the North Cachar Hills Autonomous Council (NCHAC) and also ‘misappropriation’ of NCHAC development fund. The commission had submitted its report before the State Government on February 19, 2009. The Assam Government placed the inquiry commission report before the Legislative Assembly on July 21 along with the Action Taken Report which states that the State Government has accepted the observations of the Commission. However, the commission failed to identify or fix responsibility on any individual or individuals for the misappropriation. The State Government, acting on the commission’s recommendations, has already formed an expert committee for monitoring the funds sanctioned and released by the Government for the NCHAC.

The growing influence of the Maoists over the last few years has reportedly led to an increase in the attacks on economic targets in the affected States across India. Public and private sector industries, particularly in sectors like power, mining, railways and communication, have borne the brunt of CPI-Maoist attacks, and increasingly so since 2006, Economic Times reported. According to data compiled by the Union Home Ministry, the Maoist strikes on economic targets have progressively increased from 71 in 2006 to 80 in 2007, 109 in 2008 and 56 in the first half of 2009. Among these, communication towers were the most targeted in 2009, having seen 26 attacks between January 1 and June 30. Railways came second with 15 extremist strikes so far in 2009 on its infrastructure and properties across Bihar, Chhattisgarh, Jharkhand, Orissa and West Bengal. Economic targets (10) in the first six months of 2009 included the NMDC mines, Gramin Sadak Nirman Yojana works, Essar Pipelines in Chhattisgarh; Essar Pipelines in Orissa and Solar plates in Bihar. This is higher than the total five Maoist-related incidents against economic targets in the whole of 2008 and eight in 2007.

It added that a section within the Pakistani Army and the Inter-Services Intelligence (ISI) still feels that “India, rather than the Islamic terrorists,” was the main threat to it. “We welcome the increasing recognition at senior levels within the Pakistani military of the need for a recalibrated approach to militancy, but we remain concerned that this may not necessarily be replicated elsewhere within the Army and the ISI,” the report said. It welcomed Pakistan President Asif Ali Zardari’s remark that terrorism, not India, was the real threat to his country. However, the report raised doubts over “whether the underlying fundamentals of Pakistani security policy have changed sufficiently to realise the goals of long-term security and stability in Afghanistan.”

The Government Information Department said that 1,094 IDPs belonging to 439 families were transported to their own villages in Trincomalee, Jaffna, Batticaloa, Ampara and Kanthale. This is the first phase of the resettlement scheme of the displaced who were temporarily housed in welfare villages of Vavuniya. In addition, the Government took steps to resettle 3,112 persons of 1,051 families, who were originally residents of Jaffna and occupied various places in Vavuniya temporarily, back in their homes in the peninsula.

Jharkhand, which did not witness any attack on mobile towers till 2007, saw nine attacks in 2008. Attacks on telephone towers have also occurred in Andhra Pradesh, Orissa and Maharashtra. 14 mobile phone towers were destroyed by the Maoists in Bihar in 2008. Consequently, the home ministry has reportedly offered to locate the towers in the premises of para-military forces stationed in the troubled Districts or in Police station campuses.

Daily News Analysis reports that more than 25,000 paramilitary personnel will be deployed from November 2009 in the forests of three Communist Party of India-Maoist (CPI-Maoist)-infested States - Jharkhand, Chhattisgarh and Orissa -, to launch operation against the extremists. The troops will lay siege to about 7,000 square kilometres in the tri-junction between Jharkhand, Chhattisgarh and Orissa. It is from there that the Maoists freely move across seven States for attacks, and it is there that they mostly return for safety. Sources said around 12,000 of the personnel for deployment will be from Jammu and Kashmir. Another major chunk, of about 7,000, will come from Tripura and Mizoram, where they are already fighting insurgency. At present, the number of security personnel in the Maoist tri-junction is 25,000 while the total deployment in Maoist-infested states is 35,000. The 35,000 personnel cover an area of over 39,000 square kilometres. "The broad plan is to surround and secure the area slowly. The greatest difficulty personnel face is the vast stretch of area that has to be covered, but there is a lack of manpower," said an unnamed senior home ministry official. He said they suspect that most of the major Maoist attacks are planned in the forests of this region in the tri-junction. Apart from the Central Reserve Police Force, the Centre has roped in the Border Security Force and the Indo-Tibetan Border Police to secure the area.

India has 38 tiger reserves and 1,411 tigers live in them. The fear of Maoists is making forest officials slowly lose their grip on the reserves in the red corridor. A forest post was recently attacked by Maoists in the Simlipal tiger reserve in Orissa. The previous tiger census carried out in 2007 did not show any figures for three of these reserves because forest personnel have stopped entering them. The remaining four have 116 tigers but the Government is not able to take steps to protect them. "Earlier, we used to believe the presence of Maoists in jungles is good for tigers, but that is not so. It's because poachers enter these reserves with local help and hunt down tigers. All seven are low-density reserves," said an unnamed senior official in the environment ministry. "We are unable to protect wild animals because forest officials are too scared to go inside these jungles. They fear being attacked and this is not a good sign," said the official. The out-of-bounds reserves are Indravati in Chhattisgarh, Valmiki in Bihar, Manas in Assam, Nagarjunasagar-Srisailam in Andhra Pradesh, Buxa in West Bengal, Palamu in Jharkhand and Simlipal in Orissa. The ground situation is worse in Chhattisgarh, Jharkhand and Assam where officials don't even know how many tigers still exist. Officials said since Indravati, Manas and Palamu don't have a census, the ministry has only stated that there are tigers in the reserves without giving their status. However, the Government has given more than INR 50 crore to the seven reserves in the past five years to protect the animals.

MHA sources said Chhattisgarh reported the highest number (20) of towers destroyed during the last three years. In 2008 alone, 14 mobile towers of both private and Government networks were attacked there. Jharkhand, which did not see any attack on mobile towers till 2007, saw nine such attacks in 2008 that disrupted communication networks in several Naxal-hit areas. Mobile phone towers located in Bihar faced the wrath of the Naxalites who blew up 14 of them in 2008, as per figures available with the MHA. With mobile phones becoming increasingly popular during the last couple of years, 43 incidents of such attacks were reported in 2008 alone. Private mobile operators pegged the collective loss on one mobile tower in such attacks at INR 12 lakh. With Maoist attacks on communication installations increasing, mobile operators indicated that it would affect rollout and, in turn, hamper mobile penetration in rural areas.

Riyaz Bhatkal, the elusive co-founder of the Indian Mujahideen (IM) outfit and one of the country’s most wanted terrorist for his alleged role in the bomb blasts in Jaipur, Bangalore, Ahmedabad and Delhi in 2008, is believed to have slipped out of India and found safe haven in Pakistan, reports Indian Express. Riyaz’s presence in Pakistan was discovered nearly two months ago when he called an associate in India, top security sources said. Phones of some of Riyaz’s associates in India were being monitored by central intelligence agencies and Riyaz’s call was detected and the location traced to Pakistan, they said. His identity was confirmed after voice samples with the agencies were matched with that of the voice on the call, they added. “The call from Pakistan was made around two months ago, and we worked on it for a while to confirm whether it was actually Riyaz Bhatkal’s voice. Samples of his voice from previous intercepts collected while he was still in the country were found to match with this call,” said an official. His elder brother Iqbal, another IM fugitive wanted in connection with the same terrorist attacks, is still at large within India. Riyaz is last known to have lived in India in Mangalore in Karnataka. Officials believe that shortly after May 13, 2008 Jaipur and July 26, 2008 Ahmedabad serial bomb blasts accused Qayamuddin Kapadia was arrested from Ujjain, Riyaz fled to Bangladesh and then reached Pakistan via Nepal.

The Northern Province Governor G. A. Chandrasiri, who was earlier the designated Competent Authority on all aspects related to war displaced, told The Island that the Army and five de-mining agencies had been engaged in mine clearing operations in the Yodawewa area. “The Army is of the opinion that all its efforts should be directed at clearing the western part of the Wanni in keeping with the original plan, though some have called for simultaneous resettlement of the displaced on both sides of the A9 High way,” the paper said in a report. He told the paper that the recent deployment of ten mine clearing machines bought from Slovakia and Croatia would help them clear the area north of Yodawewa by the third week of October. The Army has committed 400 de-miners for the clearing operation. He said that once they cleared 7,000 acres north of Yodawewa, they could work out a plan for further expansion of operations in the surrounding area.

Violent backlashes in Singur, Nandigram and Lalgarh areas of West Bengal since 2007 over land acquisition by the State Government for private sector projects apparently led to the change in Government thinking. An expert group, headed by Chief Secretary K. M. Chandrasekhar, made it clear that land in the Naxal-affected areas could be acquired by the Government only for public welfare and national security. “The proposals need to be further revised to minimise displacement of people and secure the rights of the displaced,” the group said in its report. Although most of Naxal-affected districts are tribal-dominated areas, the present law does not restrict the Government from acquiring land for private investment.

The law and order situation has hampered the exploration of gas and production activity in Balochistan over the last few years, the recently-released ‘Balochistan Economic Report’ stated, according to Daily Times. The report said over three-fifths of the 657 terrorist attacks in 2006, nearly one-third of deaths in such attacks and almost half the injuries were reported in Balochistan. The report said the security situation in Balochistan worsened in 2006 compared to the 2005. It said the number of terrorist attacks in 2006 was almost twice as high as the period between 2002 and 2005. According to the report, the gas fields of Sui, Uch, Pirkoh and Loti are all located in Dera Bugti, which is at the heart of a violent conflict. The report identifies the principal reason for the deteriorating security situation as “a violent conflict between security forces and the Balochistan Liberation Army (BLA) and Bugti tribesmen”. It said the BLA, the Balochistan Liberation Front and Bugti militiamen launched 403 terrorist attacks in the province during 2006, killing 277 people and injuring 676 others. It said gas pipelines, security checkpoints and camps, government offices, rail tracks and bridges were targeted in these attacks. According to statistics compiled by the Pakistan Institute for Peace Studies (PIPS), Dera Bugti accounted for two-fifths of the 136 terrorist attacks reported in Balochistan between January 2006 and July 2006. The attacks killed 137 people and injured 315 others. According to the Balochistan Economic Report, Kohlu District – a stronghold of the BLA—along with Quetta and Sibi represent over a quarter of the terrorist attacks. The report said Balochistan accounted for three-fifths of all terrorist attacks in Pakistan during 2006, and most of them took place in or around Dera Bugti. It said the precarious security situation in Dera Bugti was the main reason behind the decline in gas output – with the financial impact felt throughout the province. According to the study, the security situation in Balochistan was “highly unsatisfactory” during 2007, as terrorists continued attacking state installations and security apparatus. The report said with gas fields exhausting, security worsening, fiscal receipts declining and community support in doubt, Balochistan’s gas economy was in urgent need of reforms.

Naxal affected Andhra Pradesh, Bihar, Chhattisgarh, Orissa, Jharkhand, Maharashtra and West Bengal were given INR 372.37 crore while militancy-infested Jammu and Kashmir, Assam, Nagaland and Manipur were given INR 255.42 crore during 2008-09 under the Modernisation of Police Force scheme. The highest – INR 109.65 crore - has been given to Jammu and Kashmir. INR 83.83 crore has been given to Andhra Pradesh, INR 75.86 to Maharashtra, INR 69.85 crore to Jharkhand, INR 68.11 crore to Assam, INR 41 crore to Bihar and INR 26.54 crore to Chhattisgarh. The Sri Lanka Government has completed the profiles of over 10,000 former LTTE combatants who are now under Government custody in the welfare camps waiting to be either tried or rehabilitated. The authorities have prepared profiles for each suspected LTTE cadre with details including, personal information, nature of the involvement with the LTTE, education standard and the skills they would like to pursue. The former militants will face charges in a court if they had been involved in grave crimes such as murders and abductions. However, the Government is yet to finalize the legal procedures to process the arrested and surrendered militants. The militants who were either involved in minor crimes or forcibly recruited by the LTTE leadership in the later stage of the war and the militants who surrendered to the Security Forces will be rehabilitated to integrate them back in to the society, the authorities said. According to the Commissioner General of Rehabilitation Major General Daya Ratnayake the former militants would be categorized for rehabilitation according to the information in their profiles and given educational and vocational training facilities. Media reports said the Government is seeking help from the United States to learn how to handle the vast number of cadres and to learn from the US experience in handling al-Qaeda terror suspects. Sri Lanka Attorney General Mohan Peiris is to arrive in Washington (US) on September 28 (today) for talks in this regard with officials in the US Attorney General's Department, a Sunday Times report said.

Despite pledges from Pakistan to dismantle militant outfits operating on its soil, and the arrest of a handful of operatives, the LeT has persisted and even flourished, since 10 recruits killed over 180 people in Mumbai mayhem on November 26, 2008, The New York Times reported. Indian and Pakistani dossiers on the Mumbai investigations, copies of which were obtained by the US daily, offer a detailed picture of the operations of Lashkar network that spans through Pakistan. It included four houses and two training camps in Karachi that were used to prepare the attacks. In fact, Lashkar's broader network endures, and can be mobilised quickly for elaborate attacks with relatively few resources, the daily quoted Lashkar members and intelligence officials from the US, Europe and Pakistan as saying. "We have witnessed more than 5,800 incidents of Naxal violence across the country during the period forcing the Government to announce a new strategy to deal with the menace which is growing at an alarming pace in many States," an unnamed home ministry official said. In Chhattisgarh, 388 people were killed by the Naxalites in 715 incidents in 2006. While 369 lost their lives in 2007, another 242 were killed in 2008. In 2009 till August, about 180 people lost their lives in the State. 124 people were killed by Naxalites in 2006 in Jharkhand, 157 people in 2007 while another 207 lost their lives in 2008. Indian Express reports that the Central Reserve Police Force (CRPF) lost six times more personnel at the hands of Naxals (left wing extremists) in 2009 as compared to its casualties in other combat zones, including terror-hit Jammu and Kashmir or insurgency-affected North East. While the counter-Naxal task has claimed the lives of 46 CRPF personnel across 20 States till September, seven troops lost their lives in Jammu and Kashmir while one was killed in the North East. "The force lost a total of 54 men and officers across various theatres of duties but the Naxal-infested areas have resulted into the maximum loss of lives. The challenge is huge here," an unnamed CRPF officer said. According to a Union Home Ministry data, the CRPF troops also killed 52 Naxalites, 56 terrorists in Jammu and Kashmir and 45 insurgents in the North East, totalling 153. Various battalions of the force also recovered around 1,200 detonators, mostly form Naxal areas, while almost 60 litres of liquid explosives was recovered from Jammu and Kashmir. With the Government now going ahead for a major offensive against the Maoists, the regular battalions of the force are being supported with additional Combat battalion for Resolute Action (CoBRA) troops to "achieve operational successes and bring down casualties", the official added.

Rajaratnam, 52, was among six people arrested on October 16. The Federal Bureau of Investigation (FBI) said this is the largest-ever hedge-fund insider-trading case, the paper noted. Prosecutors allege Rajaratnam and his ring of alleged co-conspirators earned US$ 20 million in improper gains, the report said. Rajaratnam’s New York-based Galleon fund firm manages $ 3.7 billion in investments. As part of a separate terrorism probe, which was led by the FBI in Brooklyn, New York, eight other people have pleaded guilty to attempting to provide material support to the LTTE, designated as a terrorist organization by the United States, Wall Street Journal stated. Documents in a federal criminal complaint filed in US District Court in New York’s Eastern District include allegations by federal agents that money donated to a US charity called Tamil Rehabilitation Organization (TRO) USA, of Cumberland, Maryland, was funnelled to the LTTE, the paper noted. Sources said that all abduction cases were not being reported to Police and only the abduction of high profile persons came to light through the media. Official sources said militants belonging to the anti-talks faction normally use the forest belt along the border with Bhutan and Arunachal Pradesh to keep the abducted persons by taking advantage of the fact that there is very little presence of Security Forces in that area and there have been instances when the kidnapped persons were shifted to Bhutan or Arunachal Pradesh whenever any major offensive is launched by the Security Forces.

The Ahmedabad Police on November 3 submitted 66 charge-sheets filed in 20 cases lodged in connection with the serial blasts of July 26, 2008 which killed over 59 persons in the city, to a special court for trial, reports Times of India. These charge-sheets have been filed over the last one year. The first charge-sheet was filed in November 2008 in the case pertaining to the Civil Hospital car bomb blast which claimed 37 lives. Till date, Police has filed charge-sheets against 62 accused persons, including Mufti Abdul Bashar Kasmi, Sajid Mansuri, Qayamuddin Kapadia and Mansoor Peerbhoy, all of whom were interrogated for a year. The accused belong to the Indian Mujahideen and all have links with the banned Students Islamic Movement in India (SIMI), the Police said. These suspected bombers were arrested from around 10 States across the country.

According to the Government, 11,000 child soldiers of the Liberation Tigers of Tamil Eelam (LTTE) are under the protection of the troops. The ex-combatants receive education and vocational training at the rehabilitation centres. Justice Minister Milinda Moragoda visited the rehabilitation centre at Thampamaduwa in Vavuniya and said the Government intends to make the former combatants skilled professionals in various fields and utilize their support for the development of the country.

The Government will for the first time use unmanned aerial vehicles (UAVs) to detect Maoist hideouts in the dense forests and hilly terrain and monitor the movement of the insurgents to help ground forces carry out precision attacks, reports Times of India. The UAVs, with in-built camera and well-equipped data and video link, will gather and record information which will be shared among Security Forces engaged in anti-Maoist operations, especially in Chhattisgarh, Jharkhand, Orissa, Maharashtra and West Bengal. Trials of these UAVs, developed by Hindustan Aeronautics Ltd (HAL), were recently conducted in Hisar and Delhi while more trials will be conducted in the forests of Chhattisgarh and Jharkhand soon. "We are satisfied with the UAV trials in Hisar and Delhi. If we are satisfied with the next stage of trials, we will take the help of UAVs in our operations against Naxals,'' an unnamed Union Home Ministry official said. The UAVs also provide flexible surveillance and reconnaissance capability with external payload, including weapons capability. "Since Maoists keep changing their movements, deployment of UAVs will certainly be an advantage for security forces,'' the official added. The anti-Naxal plan also includes INR 7,300 crore package for undertaking developmental works in areas cleared off the left-wing extremists, the report added.

The Los Angeles Times quoted officials as saying that the ISI had also “collected tens of millions of dollars through a classified CIA programme that pays for the capture or killing of wanted militants, a clandestine counterpart to the rewards publicly offered by the State Department.” The officials said the payments have triggered intense debate within the US Government, because of “long-standing suspicions that the ISI continues to help Taliban who undermine US efforts in Afghanistan and provide sanctuary to Al Qaeda members in Pakistan.” But US officials have continued the funding because the ISI’s assistance is considered crucial: “almost every major terrorist plot this decade has originated in Pakistan’s tribal belt, where ISI informant networks are a primary source of intelligence”, said the newspaper.

Contrary to popular perception that the Maoists depend on looted weapons, it has come to light that each group of the left-wing extremists spends lakhs of rupees for buying weapons among other things, according to DNA. Recently seized records of the insurgents during operations carried out by central security agencies reveal that the Maoists who earn several lakhs of rupees annually through levy, extortion and threats have their own "corporate style" accounting system, central security agency officials said. The dalams or squads (which usually consist of about 20-40 cadre) give their tabled income and expenditure details on a half-yearly basis to the zonal command which is then forwarded to the next level. Expenditure details seized from one of the Maoist zonal commands show that INR 50,668 were spent on uniform, INR 60,100 on medicine, INR 2,79,00 on jail and court expenses, INR 21,200 for helping comrades and INR 44,500 for people's organisations and public programmes among others. The total expenditure for the six months as shown in the record was INR 9, 20,624 and the income under different heads was INR 24, 05,000. Sources said that expenditure on buying weapons is maintained separately. As per an entry made in a separate register dated February 13, 2007, INR 11, 05,000 were spent on buying 13 pieces of .315 rifle and INR 13,65,000 on seven pieces of 30.06 rifles. The entries are also made for various ammunitions and pistols and the total expenditure shown by the zonal command was INR 31, 71,250. The money came from the funds of sub-action committee and regional committee of the Maoists, officials said. As per official records, Maoists are using foreign-made arms, especially from China and the US, more frequently. Maoist groups in Bihar, Jharkhand and Andhra Pradesh use foreign small arms, including from China, as compared to States like West Bengal, Uttar Pradesh and Madhya Pradesh where the insurgents use local arms. It also states that Russian-made AK series guns are most popular among the Maoists. 92 AK-47's, 18 AK-56, Pakistan-made Pica guns and Israeli sniper guns have been recovered by the Security Forces during 2008.
