According to Statesman, senior Communist Party of India-Maoist (CPI-Maoist) leaders in Jharkhand have asked their local cadres to target school students for recruitment. While taking the decision after several rounds of meeting in the jungles of Saranda and Jhumra Hills, the leaders suggested deep penetration into schools in the rural pockets of Jharkhand and indoctrination of more young minds with "revolutionary ideals", the report added. Chatra district police chief, Sashinath Jha, admitted that Maoists have distributed literature among school students in the rural areas. "We have started investigating the matter. Previously, we got reports that Maoists’ attempts to rope in students in the "Bal Dasta", or children’s brigade. Steps have already been taken to confiscate such literatures from the primary and middle-level schools," Jha informed.

Washington has an understanding with Islamabad that allows the US to strike within Pakistani territory on the border with Afghanistan, providing the US has actionable intelligence and Pakistan cannot take firm action, according to a report in US weekly magazine Time. The source of the report is a Peshawar-based Pakistani intelligence official. "Pakistan’s caveat (to the agreement) is that it would formally protest such strikes to deflect domestic criticism. Some ranking Pakistani officials deny such an agreement exists," says the report headlined ‘Can Bin Laden be caught?’ According to the Time report, Pakistani and US intelligence agencies have stepped up their search for top Al Qaeda leaders in recent weeks, "with the skies above the mountains buzzing with spy planes and unmanned Predator drones, and a network of local spies and informants has been scouring the landscape for information." A Pakistani security officer told Time that the Central Intelligence Agency has installed sophisticated surveillance equipment in several offices of Pakistan’s Inter Services Intelligence to monitor any radio and Internet communications between Al Qaeda and its sympathisers.

The Government on January 24 froze bank accounts of an Afghan trading group allegedly involved in funneling funds to the Taliban. The Federal Investigation Agency’s Special Investigation Group (SIG) froze 15 bank accounts of Shirkat Special and Amria Food in Peshawar and Islamabad on the request of Interpol, sources told Dawn. The sources claimed that Taliban leader Mullah Mohammed Omar had a share in both the companies. They said the trading companies were apparently dealing in edible oil, sugar and other foodstuff and had a sizable amount in Pakistani bank accounts. The SIG on January 24 raided the offices of Shirkat Special at Mohmand Plaza on Naz Cinema Road in Peshawar and seized documents indicating the firm’s involvement in transferring money to the Taliban. "The company’s owner Rais Abdul Bari and his family members, including Abdul Hadi, Abdul Baqi, Noor Mohammad, Mohammad Nabi and Abdul Nasih, of Kandahar, escaped before the raid," the sources added.

As many as 159 Pakistan or Inter-Services Intelligence (ISI)-supported terrorist modules have been neutralised in various parts of the country during 2001-2005, including 28 in 2005, the Union Home Ministry said on March 16. As many as 488 persons were arrested and 86 terrorists, including 57 Pakistani nationals, were killed, according to the ministry’s annual report for 2005-06 released on March 16. During 2001-05, 99 espionage modules (including 18 modules in 2005) were also neutralised leading to the arrest of 199 agents. The report said terrorist outfits operating and indulging in acts of terrorism in India continued to be based in Pakistan or Pakistan occupied Kashmir (PoK). "The infrastructure of terror remains largely intact in Pakistan or PoK," it said. The report said known anti-India elements and those declared as fugitives from the law in India are sheltered in Pakistan. "The focus of the Pak-based or Pak-ISI sponsored terrorist outfits is also to promote disaffection and communal disharmony among the Indian people towards the state with a view to destabilising the country," it said. The report also said the main features of the ISI strategy in India included: intensification of low cost and proxy war operations in a wide area extending from Jammu and Kashmir (J&K) to the hinterland, focusing on plans of coordinated attacks by terrorist outfits on security forces, mainly in J&K and increasing use of India’s immediate neighbourhood for executing its plans.

Media reports said that the casualties in the attack by the Communist Party of India-Maoist (CPI-Maoist) on the R. Udayagiri sub-jail and other Government establishments in Gajapati district on March 24 has risen to four. In the pre-dawn strike, a group of over 200-armed Maoists, including women and few sympathizers, had attacked the sub-jail in R. Udayagiri town, freed 40 prisoners, killed three police personnel, and took a police officer and the jailor hostage. The Maoists reportedly pulled down the jail gates to help prisoners escape and also simultaneously attacked the police station, an Orissa Special Armed Police Camp, the treasury, the tehsildar’s (local administrative official) office and a telecom tower. The exchange of fire reportedly lasted around two hours. Police said the two who were taken hostage by Maoists were the officer in charge of the police station, Ranjan Kumar Mallick, and the jailor, Rabinarayan Sethi. According to the District Collector, Binod Bihari Mohanty, the Maoists also looted arms from the police station, including 25 self-loading rifles, a pistol, a light machine gun and an AK-47 rifle. The Maoists also burnt stamp papers worth nearly Rupees 40 lakh in the treasury. The Maoists had approached the town from two directions and retreated after the attack via Saralapadar into the deep jungles. Chief Minister Naveen Patnaik told the Legislative Assembly on March 24 that the Maoists were believed to have come from the Vizianagaram district of neighbouring Andhra Pradesh. They reportedly conversed in Telugu, Hindi and Soura (a tribal dialect). Media reports added that in a related incident, one civilian was killed and nine others were injured in a landmine blast at Kankadaguda, 10 kilometers from R. Udaygiri, while clearing the trees from the roads. The landmine was reportedly planted by the Maoists while retreating.

Hindu reports that in a status paper on the Naxalite problem placed in Parliament by Union Home Minister Shivraj Patil on March 13, the Government has spelt out a policy to combat the challenge posed by the Naxalites. The 14-point policy stresses upon the States to adopt a collective approach and pursue a coordinated response to counter it. It emphasizes that there will be no peace dialogue by the affected States with the Naxalite groups unless the latter agree to give up violence and arms. Another component of the policy is that it asks political parties to strengthen their base in Naxalite-affected areas so that the youth could be weaned away from the path of Naxalite ideology. "Efforts will continue to be made to promote local resistance groups against Naxalites but in a manner that the villagers are provided adequate security cover and the area is effectively dominated by the security forces," the status paper said. The paper lauded the Andhra Pradesh Government's surrender and rehabilitation policy for Naxalites, which has produced good results over the years. It asked other States to adopt a similar policy. Referring to the counter measures, it said that overall counter action by the affected States in terms of Naxalites killed, arrested, surrendered and arms recovered from them has shown much better results in 2005. It underlined the need to further improve and strengthen police response, particularly by Bihar, Jharkhand, Orissa and Maharashtra by improving actionable intelligence collection and sharing mechanisms and strengthening their police forces on the pattern of Greyhounds in Andhra Pradesh. It also said the Centre had provided financial assistance of Rs. 2,475 crores for 55 Naxalite-affected districts in Andhra Pradesh, Bihar, Chhattisgarh, Orissa, Jharkhand, Maharashtra, Madhya Pradesh, Uttar Pradesh and West Bengal under the Backward Districts Initiative. While admitting that Naxalite groups have been raising land and livelihood related issues, the paper stresses upon taking up land reforms on a priority basis. In the first two months of this year, the number of deaths recorded in Naxalite-violence stands at 116, the paper added.

"If peace prevails, we won't need all these hardware that incur billions in operation and fuel," sources said.

The United Nations Office on Drugs and Crime (UNODC) has reported the increasing flow of illicit drugs into India’s Northeast from neighbouring Myanmar. The UNODC, in association with the Union Ministry of Social Justice and Empowerment, released a report on May 24 highlighting the emerging trends of drug use in the region. The report added that at least seven major routes running through four States sharing border with Myanmar — Manipur, Nagaland, Mizoram and Arunachal Pradesh —have been identified through which drugs such as ‘Number 4’ (heroin) and amphetamine are easily smuggled. The districts that are worst affected by the drugs trafficking are Chandel and Imphal in Manipur, and Kohima and Tuensang in Nagaland. “There has been crackdowns on drug barons in Thailand and Laos recently, following which drug traders from Myanmar must have shifted their attention to North-East. Also there are possibilities of amphetamine producing units being shifted to areas adjacent to Manipur and Nagaland,’’ said an official of the Narcotics Control Bureau.

Reports indicate that the Maoists, since July 23, have set up a check post on Mahendra Highway to collect donations from vehicles plying on the highway. They have set up a bamboo-made barrier at Ranigunj Chowk of Lalbandi-Phuljor road section, 45 km from the district headquarters Malangawa, Himalayan Times reports. Maoist cadres in combat dress collect Rs 10 from every vehicle, including passenger buses and cargo trucks, using a donation pad receipt with "security patrol help" written on it. They claim that the donation collected is meant for meeting the fuel expenses of vehicles used by Maoist patrolling teams deployed to check incidents of loot on the highway. Claiming it was difficult to do so with their own resources, military secretary of the second division of the Maoists' eastern command, Dinesh, said, 'we are collecting financial help officially in order to continue providing security to night buses.'

The 24-member National Monitoring Committee on Code of Conduct for Ceasefire (NMCC) on July 31 made public its first "observation" report on the 25-point cease-fire code of conduct signed by the Government and Maoists on May 18. The NMCC concluded that the separate letters written by the Government and Maoists to the UN seeking its help in the management of arms was against the spirit of the 12-point understanding and clause 3 of the code of conduct. It said the Government also violated the agreement by unilaterally writing the letter to the UN. The report has pointed out that some of the industries have not resumed full operation due to pressure from the trade unions of the Maoists and other political parties. It said local Maoist cadres were found to be reluctant in returning individual property they had seized and were not prepared to create an environment for the displaced to return home.

According to Home Ministry officials, property worth Rs.116.7 million was damaged by Maoists in the first six months of 2006, almost double the figure for the whole of 2005. A detailed break-up of the list of Maoist-related incidents, compiled by the ministry, reveals that Chhattisgarh was the worst affected among the 10 States with property alone worth Rs.92.3 million destroyed. "Of the 806 Maoist-related incidents till June this year, Chhattisgarh witnessed 360 incidents, in which 190 civilians and 54 security personnel were killed. The unfortunate part is that violence is steadily increasing," said a senior ministry official. Jharkhand witnessed 169 incidents, Andhra Pradesh, 104, and Bihar, 63. In all these states, property worth Rs.15 million was destroyed till June in 2006. In 2004, property worth Rs.64.7 million was destroyed due to Maoist violence across the country and in 2005, the figure was Rs.57.1 million. "Usually, the damage inflicted on security personnel camps, police stations, jeeps and government buildings are factored in while totalling up the sum," said ministry sources. The ministry maintained that while Maoist violence had gone down by 12 percent in the first six months of 2006, the number of deaths had increased by 16 percent during the period under review.

An agenda paper prepared by the Union Ministry of Home Affairs (MHA) for the September 5 conclave of Chief Ministers on internal security, says that cross-border terrorism has spread to the hinterland and infiltration, in comparison to the same period last year, has trebled. Indian Express quoting from the agenda paper reports that Pakistan still continues to aid and abet terrorism and terrorist groups, particularly the Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), are targeting India with the help of Pakistan’s Inter-Services Intelligence (ISI). The total number of infiltration have doubled from 21 (January-July 2005) to 50 (January-July 2006) while the number of infiltration foiled have declined during the same period. According to the paper, cross-border infiltration has nearly trebled from 170 (January-July, 2005) to 476 (January-July, 2006). The number of grenade attacks in Jammu and Kashmir (January-July 2006) total 176. Although the MHA claims that the total number of incidents involving Naxalites between January-July 2006 have gone down to 930 as compared to 1039 during January-July 2005, the number of casualties has increased from 407 to 487 during the same period. Over 1,000 trained Kashmiri militants are "currently stranded" in three camps of the Hizb-ul-Mujahideen (HM) in the Hazara region of North West Frontier Province (NWFP), a Press Trust of India report quoted the Pakistan-based Herald magazine. "Of these, the Hisari and Batrasi camps are located in Mansehra district while a third camp is located in Boi in district Abbottabad," Herald reported. It quoted unnamed sources to say that thousands of other terrorists were confined in camps run by half a dozen smaller Kashmiri groups or predominantly Pakistani outfits like the Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Al-Badr Mujahideen in the frontier and Pakistan occupied Kashmir regions. The report quoted an unnamed Islamabad-based militant leader as saying that the top brass of the Inter-Services Intelligence (ISI) had "conveyed to the Kashmiri militant leaders in January 2006 that they should not even think of crossing the Line of Control (LoC), armed or unarmed." It said the official funding traditionally made up the "bulk" of the financial inflows of these groups. Quoting "knowledgeable sources", the Herald said "until recently”, small groups like the Tehrik-ul-Mujahideen, Al-Umar Mujahideen, Jamiat-ul-Mujahideen, Al-Fatah, Al-Jihad, Al-Barq, Tehrik-e-Jihad, and Islamic Front were receiving between 400,000 and 700,000 rupees a month. "Large organisations like HM, LeT, JeM, Al-Badr Mujahideen and others received more money, ranging between two to three million rupees," it said. "This was in addition to the funds that paid for the logistics, communication equipment, weapons, explosives, food and trekking kits for the thousands of militants, guides and porters who infiltrated," into Jammu and Kashmir.

According to Daily Times, a French newspaper quoted a French secret service report on September 23 as saying that Saudi Arabia was convinced that al Qaeda chief Osama bin Laden died of typhoid in Pakistan during August 2006. L’Est Republicain printed what it called a copy of the report dated September 21, and said it was shown to President Jacques Chirac, Prime Minister Dominique de Villepin and the French interior and defence ministers on the same day. “According to a usually reliable source, the Saudi services are now convinced that Osama Bin Laden is dead,” the document said. “The information gathered by the Saudis indicates that the head of Al Qaeda was a victim while he was in Pakistan on August 23 of a very serious case of typhoid, which led to a partial paralysis of his internal organs,” it added. The report, which was stamped with a “confidential defence” label and the French secret service’s initials, said Saudi Arabia first heard the information on September 4, and it was waiting for more details before making an official announcement. Meanwhile, Pakistani Interior Minister Aftab Sherpao said, “The report on Osama’s death in Pakistan is totally baseless.” He said there was no possibility that the al Qaeda chief was treated for typhoid in Pakistan.

Balochistan continues to remain the hub of illegal detentions and mysterious disappearances of political activists and family members of political leaders, Daily Times has reported. According to unofficial estimates, around 3,000 political activists, relatives of political leaders and ordinary citizens of Balochistan are being detained by intelligence agencies. Relatives of those detained usually have no information on the whereabouts of their kith and kin and the Government has also not registered any cases against the detained suspects. Official sources said that scores of suspected terrorists, primarily Baloch supporters of the Balochistan Liberation Army, are in Government custody due to their alleged involvement in militant activity in the province. Some of these suspects have reportedly been missing for years. The extra-judicial arrests also include journalists and relatives of political leaders. “Such tactics are applied by the government to emotionally blackmail politicians and divert attention from their political struggle,” Kachkol Baloch, leader of the opposition in the Balochistan Assembly, told Daily Times.

Lashkar-e-Jhangvi (LeJ), the outlawed Sunni group, has reportedly started a recruitment drive and is forming new cells at the district and provincial levels. Intelligence agencies have reported to the Interior Ministry that “notorious terrorist” Matiur Rehman had been tasked with reorganising Lashkar cells, sources told Daily Times. Rehman is believed to have links with the al Qaeda and is one of the prime suspects in the London airline plot. He is also believed to have been involved in the murder of American journalist Daniel Pearl, the multiple assassination plots on President Pervez Musharraf and Prime Minister Shaukat Aziz, and the attack on the US Consulate in Karachi in March 2006. The report added that drug money “from the Taliban” was being used to fund the recruitment drive and re-organisation. Abdullah Faryad, the LeJ chief at Ditta Khel in the Punjab province, has been told to help Rehman reorganise the cells, said the intelligence report. Sheikh Ahmed Saleem, an Arab member of al Qaeda, has given money to Qari Idrees, an LeJ activist based in Sahiwal, to recruit militants for the new cells, the report stated. Abu Khabaib, an Arab explosives expert who had been spotted several times in the hills of Chitral, is helping Saleem find new recruits, the report noted. Abdul Wahab Rashad, wanted for killing over 10 Shias in Shah Najaf Mosque, Rawalpindi, is also helping reorganise the LeJ. Rashad was a close associate of Riaz Basra, a founding member of the Lashkar-e-Jhangvi who was killed in 2002. Nasimul Haq and Salahuddin from Quetta, Muavia from Hangu, Shoaib Khan and Usman Ghani from Hyderabad, and Jamil Khan from Karachi are also involved in the recruitment and reorganisation.

Press Trust of India has reported that violent incidents in Jammu and Kashmir (J&K) have declined in the last one year since a Congress party-led Government under Ghulam Nabi Azad took office. Official figures reportedly show a 20 per cent decline in the incidents of violence since he took over. Figures available with the Union Home Ministry also show that the killing of civilians and security force personnel has fallen by 27 per cent during Azad’s tenure. Apart from an increase in grenade attacks, there has been a decline in other violent incidents during his term, according to the official figures. According to official sources in New Delhi, 1,642 incidents of violence by terrorists occurred in J&K during November 2005-October 2006, against 2,026 such incidents during the November 2004-October 2005, the third and last year of the People’s Democratic party-led coalition Government under Mufti Mohammed Sayeed. While incidents of explosions, firing by terrorists and cross-firing have registered a decline, grenade attacks increased during the past 12 months. This year, about 200 grenade attacks were recorded, against 126 in the preceding year. On the other hand, incidents of explosions decreased from 118 to 71, incidents of firing by terrorists from 446 to 321 and cross-firing from 591 to 449, sources said.

Pakistan has received billions of dollars in reimbursement for its support of US-led counter-terrorism operations, while Congress has appropriated billions of dollars to reimburse Pakistan for its support of counter-terrorism operations, Daily Times reported on October 29. According to an updated version of a Congressional Research Service (CRS) report on Pakistan, “As of September 2006, a total of $6.64 billion had been appropriated for FY2002-FY2007 Defence Department spending for coalition support payments to Pakistan and other cooperating nations. Pentagon documents indicate that disbursements to Islamabad account for the great majority of these funds: about $3.6 billion for operations from January 2002 through August 2005, an amount roughly equal to one-quarter of Pakistan’s total military expenditures during that period. The Defence Department Appropriations Act, 2007 would allow that up to $900 million in Pentagon funds be used for FY2007 reimbursements.” Pakistan is among the world’s leading recipients of US aid, obtaining more than $3.5 billion in direct US assistance for FY2002-FY2006, including $1.5 billion in security-related aid. The CRS report says US concerns regarding Pakistan include regional terrorism, Pakistan-Afghanistan relations, weapon proliferation, the ongoing Kashmir problem and Pakistan-India tensions, human rights protection and economic development. It recalls that a US-Pakistan relationship marked by periods of both cooperation and discord was transformed by the September 2001 terrorist attacks on the United States and the ensuing enlistment of Pakistan as a key ally in US-led counter-terrorism efforts. The report adds, “Top US officials regularly praise Islamabad for its ongoing cooperation, although doubts exist about Islamabad’s commitment to some core US interests. Pakistan is identified as a base for terrorist groups and their supporters operating in Kashmir, India, and Afghanistan.”

The ULFA reportedly sent many of its cadres to get trained in handling explosives at its transit camps in the forests of Arunachal Pradesh, the Garo Hills of Meghalaya and the border areas of Bhutan, reports Telegraph. Consequent to this, the report said that the ULFA could trigger at least 100 blasts in 2006. The explosions figure was 121 in 2005 and 103 in 2004, compared to only 37 in 2002 and 2003. Reports added that the ULFA has switched over from “difficult and risky” military combat to the more damaging but easy-to-execute Jihadi-type operations in urban areas. An unnamed police official said the outfit has been left with only about 800 “hardcore” cadres, making it more wary about exposing its core strike group to direct military confrontation. “Ulfa is definitely facing a manpower crisis, which is why it is avoiding military tactics like laying an ambush on security forces. Planting explosives and lobbing grenades in public places, preferably under cover of darkness, constitute the new modus operandi of Ulfa operations,” said the police official.

Besides, sea routes are also being used for the smuggling. Importers under fake names are bringing in weapons hidden in consignments of various legitimate goods. On arrival, various syndicates are spreading the arms and explosives across the country, while many of these weapons are ending up in the hands of criminals and underground political operatives.

The Pakistan-based Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) are using territory and elements in Bangladesh and Nepal for movement of terrorists and finances in India, according to a paper prepared by the Union Home Ministry on internal security situation. The modus operandi is recruitment of Indian youths by the LeT and Bangladesh-based Harkat-ul-Jihad-al-Islami (HUJI-BD) for training in Pakistan and Pakistan occupied Kashmir (PoK) and then sending them back to India for sabotage and subversive activities, Times of India reported. "These outfits are well organised, interlinked and have the latest hardware and communication equipment," according to the paper. Investigations into recent terrorist attacks, including the 7/11 Mumbai blasts, Varanasi serial blasts in March 2006 and the attack on the Indian Institute of Science in Bangalore in December 2005 have indicated increased use of Bangladeshi territory by Inter-Services Intelligence (ISI)-backed terrorist groups and the growing terror networking of Bangladeshi fundamentalist groups with the LeT and JeM. According to intelligence sources, in all these attacks, suspected terrorists had infiltrated from across the India-Bangladesh border. The current strategy of these groups, according to the paper, is to maintain continuous flow of finances to sustain terrorist networks, target vital installations and economic infrastructure, recruit and train local modules and attack soft targets like market places, public transport system, places of worship and congregations. Their strategy also includes provoking communal tensions to create a wedge between communities and supplying hardware through land and sea routes. The Home Ministry indicated that the terrorist infrastructure in Pakistan and PoK is yet to be dismantled and it is being used by Pakistan-based and ISI-sponsored outfits like the JeM, LeT, Al-Badr and Hizb-ul-Mujahideen (HM).

Keeping with the security establishment’s assessment of the country facing high-level threats from a slew of terrorist outfits, the Union Government is finalizing a counter-terrorism doctrine, reports Times of India. The policy framework of the counter-terror doctrine (CTD) has been prepared by the Intelligence Bureau (IB) after detailed consultations with police chiefs of various States. The CTD reportedly argues that terrorist groups must be ready to provide credible proof of halting violence for meaningful negotiations. The doctrine pitches for a clear-cut policy, ruling out negotiating release of terrorists in situations like a hijack, apart from being aimed at persuading hostage-takers to surrender or creating a time cushion for action by anti-terror squads. The CTD says that in the event of a hijack, negotiations are only to be used as a strategy to gain time and not to concede terrorists’ demands. It further says, "Sufficient number of trained persons should be available in each state and Central paramilitary forces (CPMFs) to deal with situations of hostage-taking/hijacking.” The CTD will go to the Cabinet Committee on Security for approval this week. Chiefs of all security agencies have reportedly been asked to submit their final views by then.

Daily Times quoting an editorial titled ‘Al Qaeda’s last sanctuary’ published by Washington Post on December 21, reports, “Action must be taken against Taliban and Al Qaeda forces in Pakistan before spring, when another major offensive against US and NATO forces can be expected unless the enemy bases and supply lines are disrupted.” The report urged President Musharraf to stop allying himself with “Pakistan’s own Muslim fundamentalists” and rehabilitate the secular democratic political parties that he has “repressed” since his 1999 coup. “He could also abolish the colonial governing system in the tribal areas, under which secular political parties are banned and mullahs empowered, and allow representative government. By tolerating the general’s empty promises and excuses, the Bush administration is putting its mission in Afghanistan and homeland security into unacceptable jeopardy,” the report stated.
