According to the Annual Report of the Chhattisgarh Police, at least 78 persons, including 31 police personnel, were killed in 103 encounters in the State in Naxalite-related violence during year 2003. "A total of 103 encounters took place between Naxalites and police in the year 2003, in which 31 security men, three government employees and 35 civilians were killed,'' police sources said. The People's War Group (PWG) and the Maoist Communist Center (MCC) were active in 96 police stations areas of the State spread over about seven districts and there was an increase in Naxalite activities in 2003 compared to the previous year, the report added.

The Independent has indicated that extremists of the outlawed left-wing extremist Sarbahara Party are dominating the Barisal district and members of the party are committing crimes like murder, looting and abduction in the Swarupkathi, Uzirpur, Banaripara, Babuganj, Muladi, Gurnadi and Aghoiljhara areas. At least 55 villages and about 70 other outlawed groups are under the influence of the leader of the party, Siraj Sikder. The report quotes a former leader of Sarbahara Party as saying that at least 50 leaders and workers, including 14 elected local body chairmen who were the members of the party, were killed by the extremists during the last 21 years and over 500 members injured and over 150 remained missing in Barisal division during the period.

According to the Newindpress, the proscribed People's War Group (PWG) may soon change its name to All India Maoist Communist Centre (AIMCC) by merging with the Maoist Communist Centre (MCC) which has a sizable presence in Bihar and Jharkhand. The understanding between two outfits was reportedly reached after the recent mediation of another north-based Marxist-Leninist (ML) outfit, the Revolutionary Internationalist Movement (RIM). The MCC, which is currently holding talks with PWG and a few other left-wing organisations in India and Nepal, is ready to work together with other parties, the report added.

According to the Telegraph, the Bangladesh Rifles (BDR) has asked the terrorist outfits operating in Tripura to abandon their bases in Bangladesh and take shelter in rented houses in residential areas. According to the report, over the past month, outfits have deserted their camps in Sylhet, Maulvi Bazar and Habiganj districts bordering areas of North Tripura and Dhalai districts and Khowai and Sadar subdivisions in the West Tripura district. Quoting official sources in the North Tripura district, the report said that a terrorist camp at Kukijhuri in the Sylhet district has been burnt down after the terrorists deserted it. The report further indicates that the All Tripura Tiger Force (ATTF) camp located at Satcherri in the Habiganj district of Bangladesh opposite Simna area of Sadar in the West Tripura district and the National Liberation Front of Tripura (NLFT) camps located in Khasiapunji, Ranirgaon Bazar, Kurma, Naynarpar, Kandigaon and Kukijhuri has also been deserted.

Meanwhile, the latest United Nation Children’s Fund (UNICEF) report on children affected by war in Sri Lanka states that 709 children have been recruited by the LTTE during 2003 alone adding that they had information that at least 1,301 children were still in the LTTE. The UNICEF in its latest report states that during 2003 a total of 202 children were released either to the recently established transit centre at Kilinochchi or directly back to their families by the LTTE. During August, September and October recruitment of children to the LTTE increased with reports of 304 instances of child recruitment within this three months. "In the last two months of the year, reported recruitment fell with 17 reported cases in November and 14 in December," the release added. The report states 20 children have been killed and 17 children were maimed in 2003 alone in the North and East.

According to the Daily Times, there is a ban on seeking donations for jihad in Pakistan, but several jihadi groups plan to collect the hides of animals sacrificed on Eid-ul-Azha (Muslim Festival) for their cause. An estimated three million animals were sacrificed last year for Eid. The net value of the hides of these animals was an estimated Rupees 1.8 billion. The report added that the banned Tehrik-e-Khuddam-ul-Islam (TKI) had assigned workers to contact sympathisers on Eid and get them to donate hides. The banned Jamaat-ul-Fuqra and Millat-e-Islamia, and other groups like the Al Badr and Tehrik-ul-Mujahideen that are not banned but are believed to have links with jihadis, have similar plans. The Al-Rasheed Trust, an organisation not banned in Pakistan but on the United States "terror list", collected roughly Rupees 40 million worth of hides last year. The trust’s publications, the Daily Islam and weekly Zerb-e-Momin, are urging readers to donate hides to the trust this Eid.

According to a Daily Mirror report, the proposal by Prime Minister Ranil Wickremesinghe for his government's nominee to have some sort of direction and control over the army, navy and airforce while allowing President Chandrika Kumaratunga to retain the defence portfolio was unlikely to receive the nod of the latter. The proposal handed over by United National Party (UNP) Chairman Malik Samarawickrema to Senior Presidential Adviser Mano Tittawela recently undermines her constitutional position as it was in violation of Article 30, the report quoting a top legal source said on January 29. The report added that the latest proposal was likely to cause a breakdown in the Mano-Malik talks raising the prospects of a snap general election, as a compromise formula was not in place given the difficulties of reaching agreement on the subject of defence.

The report indicated that 1072 persons were killed by different terrorist outfits during the year 2003 as compared to 1172 in 2002. Most number of killings was reported from Assam which recorded 379 deaths. While Tripura recorded 286 deaths, Manipur witnessed 201 fatalities. 88 and 78 deaths were reported from Nagaland and Meghalaya respectively. Arunachal Pradesh witnessed 36 fatalities. Mizoram was the most peaceful State in the region with four deaths. The report also indicated a rise in the number of abduction cases in the region. Tripura witnessed the most number of such cases with 213 abductions occurring in 2003. Nagaland was placed second with 167 cases while Manipur followed with 79 cases of abductions. The corresponding figure for Meghalaya was 45. Whereas 21 cases were reported from Arunachal Pradesh, no abduction occurred in Mizoram.

According to The News, Pakistan and the United States signed an acquisition and cross servicing agreement (ACSA) in early 2002 to facilitate reciprocal provision of logistics support and services between the two armed forces, to be used primarily during combined exercising, training, deployments, operations or other cooperative efforts. The report further stated that the meeting came in the backdrop of "serious differences" between ULFA ‘Chairman’ Arabinda Rajkhowa, and Paresh Barua with the former questioning the ability of ULFA's armed wing to resist the Bhutanese army assault and Barua highlighting "political shortcomings" as being responsible for the debacle. The intelligence officials have reportedly alleged that labour leader Dil Mohammad who is linked to Jamaat-e-Islami employed workers at Chittagong Urea Fertiliser Limited jetty on the Karnaphuli to offload the arms from two fishing trawlers and Bangladesh Nationalist Party (BNP) leader Hafiz Mohammad supervised the clandestine operation. Customs officials are also examining the documents of three vessels -- two fishing trawlers and a ship owned by a top BNP leader -- believed to have been used in the smuggling. A local BNP legislator's brother is alleged to have been instrumental in the transport of the cache after its delivery. He is suspected to be running a large smuggling syndicate on Anwara and Patiya coasts allegedly in collusion with law enforcement agencies.

According to Daily Star, the Saudi charity Al-Haramain Islamic Foundation continues to operate in Bangladesh despite its dissolution in Saudi Arabia on June 2 on suspicion of funding the Al Qaeda. A similar bill has to be approved by the Senate before it can become law. Responding to the Bush administration's request for a five-year $3 billion aid package to Pakistan for its continued co-operation in the war on terrorism, Ackerman's amendment mandates an annual classified report for lawmakers to be produced in each of those five years detailing the degree to which Pakistan is supporting or subverting US anti-proliferation, democratisation and counter-terrorism goals. During a debate on the amendment, Ackerman said that ever since President Bush proposed more aid, "the media has been filled with reports of AQ Khan's nuclear network where, it turns out, 2/3 of the axis of evil got their nuclear technology and that Khan's agents tried to sell it the other 1/3."

UNICEF has received 159 reports of children being recruited by the LTTE since April, mostly in the North. In Batticaloa and Ampara districts there have been 26 cases of new recruitment and 30 cases of re-recruitment in the past six weeks. "The LTTE has not lived up to its commitment to end once and for all the practice of taking children into its ranks," says Ted Chaiban, the Head of UNICEF in Sri Lanka. According to Dawn, the report blames lapses on the part of security agencies for the incident. The tribunal, headed by Baluchistan High Court Judge, Justice Akhtar Zaman Malghani, in its report said the administration took the entire affair as a matter of routine, ignoring terrorist incidents, which had occurred in different parts of Pakistan at that time. Quoting an intelligence report, the Telegraph indicated on October 7 that left-wing extremists (also known as Naxalites) of the banned People’s War Group (PWG) and Maoist Communist Center (MCC), active in the jungles of West Midnapore district, are planning to carry out attacks in the State. The report said Naxalites might engineer bomb blasts and killings after the forthcoming Durga Puja festival. According to district police chief Vineet Goyal, "We have information there are large amounts of explosives tucked away in the jungles. We also have reports that the PWG-MCC is drawing up a hit list." Intelligence sources said the number of Naxalites in the district is increasing with many coming from the States of Andhra Pradesh and Orissa. "While a year ago, the number of PWG-MCC activists was about 40 in the district, now there are about 90 of them. A large number of them are in the jungles of Lalgarh and Salboni," said the report.

The Naxalites put forth four demands — withdrawal of criminal cases against participants in people's struggles, release of political prisoners, scrapping of rewards on the heads of revolutionaries and a check on the activities of anti-social elements and armed mafia gangs. This came as a surprise to the Government side, led by the Home Minister, K. Jana Reddy, which expected the naxalites to abide by their resolve to take up "people's agenda." After eight-hour long negotiations, Mr. Jana Reddy stated that the issues raised by Naxalites would be referred to the Government and the final decision made known before conclusion of the current round of negotiations.

Also, the Anti-Terrorism Courts (ATC) are now empowered to try offences, including abduction or kidnapping for ransom and the use of fire or explosives in worship places irregardless of damage. The courts will also try those who are accused of firing or using explosives on the court’s premises. The courts were also empowered to order the impound of passports for anyone accused under the ATA. "(The bill) enhances both minimum and maximum punishments for acts of terrorism, limits the adjournments of cases and provides for appeals to be decided by special benches in the High Court," the government said in a written statement attached to the bill.
