Terrorism-related violence decreased considerably during 2004 in the Jammu region, according to official statistics released by the office of Inspector General of Police (Jammu Zone), S P Vaid, on January 4. Killings of terrorists, civilians, security force personnel, Special Police Officers and Village Defence Committee members registered a sharp decline in 2004 as compared to 2003, the release said. The decline is being primarily attributed to the India-Pakistan peace process, including cease-fire on the border and the Confidence Building Measures, initiated by the two countries. As against a total of 721 terrorists killed in year 2003, only 375 terrorists were killed during 2004 in the six districts of Jammu region. The civilians killed in 2004 were 255 as against 319 in 2003. Ninety-seven security force personnel were killed in 2004 while 166 of them had lost their lives in the year 2003. According to the figures, 69 terrorists surrendered in 2004 as against 41 in 2003.

The chief of Liberation Tigers of Tamil Eelam (LTTE), Velupillai Prabhakaran, and his intelligence chief, Pottu Amman, are among the dead or missing after the December 26 Tsunami disaster, the Sri Lankan state radio stated on January 8. Radio reports quoted Vice-Admiral, Daya Sandagiri, as saying that Prabhakaran and Amman were among those killed or missing in the Tsunami. However, the LTTE have denied the report. The Island newspaper, meanwhile, reported on January 8 that an expensive coffin "for a top LTTE leader" had been smuggled into a northern LTTE area inside a container carrying relief material for Tsunami survivors. The LTTE, in a statement posted on its Peace Secretariat website, criticised the Sri Lanka Broadcasting Corporation for carrying the reports, saying that now was "not the time for gossip mongering and malicious propaganda."

The Human Rights Watch (HRW) in its World Report 2005 has accused the LTTE of continuing to recruit children as child soldiers. "The LTTE has a history of recruiting children - including by force - for participation in combat," the HRW said. Under an action plan agreed to in 2003 between the LTTE, the Sri Lankan government, and UNICEF, the LTTE was to release children from its forces back into the community as well as into transit centers co-managed by UNICEF and the Tamil Rehabilitation Organization, publicly identified as a front organization for the LTTE. However, HRW said that "an August 2004 Human Rights Watch investigation showed, that while the LTTE has released over one thousand children since agreeing to the action plan, forcible recruitment of children has intensified and new recruits outnumber those released. The LTTE specifically targeted for re-recruitment the 1,800 or more child soldiers released by the Karuna faction after its April defeat."

While the Achik National Volunteer Council (ANVC) alone killed 90 civilians and wounded 78 others, the Hynniewtrep National Liberation Council (HNLC) has killed 36 people besides injuring 24 persons. On the other hand, 69 police and central paramilitary force personnel have been killed and 72 others injured during the last eight years of insurgency in Meghalaya.

In the second phase of civic elections in the State, polling is to be held amid tight security arrangements in all the 68 wards of Srinagar Municipal Corporation on February 2. Deputy Commissioner and District Election Officer, Shailendra Kumar, said that in all 217 candidates (including 64 women) are in the fray. Twenty-three seats are reserved for women in Srinagar. About 4.43 Lakh voters are to exercise their franchise for polling being held for the civic body after 27 years. Elaborate security arrangements have also been made by the authorities for ensuring a free, fair and smooth conduct of polling in 71 wards of the Jammu Municipal Corporation on February 2. A total of 537 candidates, including 161 women, are reportedly in the fray.

The Federal Interior Minister, Aftab Ahmed Khan Sherpao, stated in the Balochistan capital Quetta on January 31 that security forces’ would remain in Sui and Dera Bugti to protect national assets and counter terrorists who posed threats to gas plants and people in the area. He also disclosed that 819 rockets were fired and 47 bombs exploded in Sui since the past six months. He said the damage to the plants caused about Rupees 400 million losses to the Pakistan Petroleum Limited while the provincial government lost Rupees 154 million in excise royalty due to suspension of gas supply. Sherpao also disclosed that industries were facing losses of Rs 150 million to Rs 200 million a day since the gas plants were targeted. Secretary General, Kofi Annan, in the latest United Nations (UN) report on "Children and Armed Conflict" said that since 2001, the Liberation Tigers of Tamil Eelam (LTTE) has recruited more than 4700 children. "The LTTE has often carried out recruitment by force, abducting children while on their way to school or during religious festivities, and beating families and teachers who resisted the seizure of the children," Annan said. He added that the Security Council should take targeted and concrete measures against parties named in his report, including the LTTE, that have made insufficient or no progress on the issue of child recruitment. "Such measures should include the imposition of travel restrictions on leaders and their exclusion from any governance structures and amnesty provisions, the imposition of arms embargo, a ban on military assistance, and restriction on the flow of financial resources to the parties concerned," Annan added. The report stated that during 2004 alone, more than 1000 cases of new recruitment and re-recruitment were reported to the UNICEF in Sri Lanka, a high percentage of them being girls. Out of the 4700 cases of child recruitment since April 2001, more than 2900 children have returned or been released to their families, including about 1230 children who were formally released, he said.

According to Daily Times, a ‘Trust Deed’, retrieved from at least two banks where the Al-Akhtar Trust International, outlawed by the American Treasury Department in 2003 for having links with the Taliban and Al Qaeda, has it accounts, shows that Saud Memon is one of the eleven trustees of the trust. Memon, an industrialist, had been named by several arrested members of the Harkat-ul-Mujahideen Al-Almi (HuMA) as their chief financial supporter. His date of birth, father’s name and his citizenship (National Identity Card number) were reportedly identical on the CID Red Book and the Trust Deed. Subsequent to Pearl’s murder, the police had sealed Memon’s residence in Karachi, where he also ran his garment business. Saud Memon remains one of the key suspects still at large in the Daniel Pearl murder case. According to the CID Red Book updated in December 2004, Memon was responsible for receiving funds from the Al Qaeda and distributing them among almost all Jehadi outfits operating in Pakistan.

They also corroborated reports that US interrogators desecrated the Holy Quran. According to documents obtained by Daily Times, JIT personnel interrogated Abid Raza, Mohammad Anwar and Mohammad Ilyas in Karachi, Hyderabad and Mirpurkhas prisons from April 18 to May 10, 2005. The three, who had been taken to the Guantanamo Bay (GB) detention facility from Afghanistan in January 2002, said the Americans interrogated them about the Al Qaeda, Taliban and ISI. "But most of their questions were about the ISI. They wanted to know how many of those detained in Guantanamo had been associated with the ISI. They would to ask things like what were the networks of the ISI in Afghanistan and Iran, how the agency worked in those countries and who were working for the ISI in Afghanistan and Iran," the Guantanamo returnees told the JIT. They also claimed interrogators at GB used to desecrate the Holy Quran. "They would stand on the Quran and throw it away, saying the book teaches you terrorism," they added. According to official sources, out of the 20 outfits, the strength of those concentrated in the valley districts are assessed at approximately 1500 cadres for the Revolutionary People’s Front (RPF) and its armed wing, the People’s Liberation Army (PLA), 2500 cadres for the United National Liberation Front (UNLF) and its armed wing, the Manipur People’s Army, 500 cadres for the People’s Revolutionary Party of Kangleipak (PREPAK) and its armed wing, the Red Army, while Kanglei Yawol Kanna Lup (KYKL) is assessed as having a strength of 600 cadres. The Kangleipak Communist Party’s (KCP) strength is assessed at 100 cadres. Weapons possessed by the PLA are estimated at 1000, UNLF 2000, PREPAK 300, KYKL 300, while that of KCP is estimated at 30, the report stated. There are certain vested interests who are trying to sabotage the process, but they will not be allowed to succeed," State Revenue, Relief and Rehabilitation Minister Hakim Mohammad Yaseen said in Srinagar. He disclosed that residential colonies for the Kashmiri Pandits are coming up at Sheikhpora in the Budgam district, Tullmulla in Srinagar district and Mattan in the Anantnag district at a cost of about Rupees 40 crore. These colonies are expected to accommodate about 500 Kashmiri Pandit families willing to return to the Valley, he added. Citing an example of the camps being reopened, the magazine in its cover story, said one of Pakistan’s oldest training camps at Mansehra in the North West Frontier Province (NWFP) is bustling with activity after a year-long closure, as old and new cadres converged on it to resume their training. "Our transport fleet is back, electricity has been restored and communications systems are in place… Until 2001, thousands of fighters trained here for operations in Kashmir and Afghanistan," the magazine quoted a guide who conducted the correspondent around as saying. According to a top manager of the training camp in Mansehra, all the major organisations, including Hizb-ul-Mujahideen (HM), Al-Badr Mujahideen, Harkat-ul-Mujahideen (HuM) and others, began regrouping in April 2005 by renovating training facilities that were deserted in 2004. Duggal to his Pakistani counterpart Syed Kamal Shah on the opening day of the two-day Home Secretary-level talks in New Delhi, according to Daily Excelsior. Among other names in the Indian list are Khalistan Commando Force (KCF) chief Paramjit Singh Panjwar, Babbar Khalsa International (BKI) leader Wadhawa Singh and two men - Ishaq Atta Hussain and Sagir Sabir Ali Shaikh - who allegedly wanted to target the Union Home Minister Shivraj Patil. According to intelligence reports submitted to the Interior Ministry, the Lashkar-e-Jhangvi (LeJ) and Jamiat-ul-Furqan (formerly Jaish-e-Mohammed) are trying to "cultivate" a relative of the president who is not on good terms with him or against his policies, sources told Daily Times. "The presence of Jamaat-ul-Furqan in Muzaffarabad and other earthquake affected areas needs to be watched very closely and if there is any hint of their involvement in subversive activities in the earthquake affected areas, effective measures needs to be taken against them. This is one organization, which reportedly can target the foreign relief teams, especially the Americans and the British, when they start returning back to their countries after undertaking the necessary relief work," said one of the intelligence reports. Besides, intelligence agencies have further revealed that the JuF is providing volunteers to an Arabian militant Abu Adil from the Al Qaeda ranks who has launched a group "Al-Jehad" in North Waziristan with the objective of carrying out attacks on important Government personalities and eliminating those who, in their view, are working against the interests of Taliban. The Al-Jehad is said to be involved in attacking Pakistani security forces deployed in Waziristan and the security interests/assets of other countries, including the US troops deployed in the bordering area inside Afghanistan. Militants have begun to open recruiting offices in North and South Waziristan to recruit fighters against the Pakistan Army and US forces in Afghanistan, indicated a report appearing in an American newspaper on December 12. The Christian Science Monitor reports from Islamabad that videos released by the militants, and sold in local shops as part of their recruitment drive, show militants training openly. The militants have also reportedly held public gatherings, the most recent in October to mark the year anniversary since the Pakistan military bombed a militant camp in Dela Khula, killing 40 of their comrades. The newspaper points out that the harsh edicts and an upsurge in violence suggest that Waziristan is not stable. It quotes observers as saying that the area is slipping back into the hands of Al Qaeda and Taliban militants, despite the 60,000 Pakistani troops and paramilitary personnel deployed there.

Around 2,400 seminaries registered from August to December 20, 2005, of which 1,884 are in the Punjab province. The total number of registered seminaries, including those already registered under the old Societies Registration Act, has now reportedly reached 8,400. The deadline for registration is December 31, 2005 and a large number of Madrassas are yet to be registered.

A report released by the Informal Sector Service Center (INSEC) said that 75 persons were killed by both the state and Maoists during the three month period of the insurgents’ unilateral cease-fire from September 3 to December 2. According to INSEC, 62 people were killed by security forces whereas 13 were killed by the Maoists. The report entitled "Three Months of Ceasefire - An Assessment of Human Rights Situation during the Unilateral Ceasefire by CPN (Maoist) in Nepal", said that though number of killings from the Maoists’ side has decreased there has been a rise in the incidents of abduction. It stated that insurgents abducted 8,777 people, mostly teachers and students, during the three-month truce. "Maoists continued targeting schools affecting more than 30,000 students in various parts of the country during the same period," the report said.

The intelligence wing of the Bihar Police has sounded an alert that the CPI-Maoist is circulating letters within the organization asking its armed squads to carry out similar strikes in other parts of India, Asian Age reported on December 23. Reports available with the Special Branch in Patna claim that the Maoists plans to target jails in seven States - Bihar, Jharkhand, Orissa, Madhya Pradesh, Chhattisgarh, West Bengal and Maharashtra - in order to get its supporters released. Jails at Beur in Patna, Gaya, Buxar, Bhagalpur, Muzaffarpur, Bettiah (Bihar); Hazaribagh, Ranchi, (Jharkhand); Balaghat (Madhya Pradesh) Midnapore (West Bengal); Baripada, Sambalpur, Koraput, Jeypore and Raigada (Orissa); Jagdalpur, Dantewada, Kanker and Ambikapur (Chhattisgarh); and Gadchiroli, Chandrapur, Gondia and Nagpur (Maharashtra) were reported to be on the hit-list.

Kantipur Online reports that the Royal Nepalese Army (RNA) is set to launch massive operations against the Maoist insurgents in Rolpa district. On December 24, a huge number of RNA troops reportedly entered the district's northern and western villages. Four groups, each consisting of 500 soldiers, have been formed for a combing operation while Army helicopters have air dropped over 2,000 soldiers in the district from neighboring Dang and Chitwan in the last few days. The operation comes at a time when the Maoist-declared unilateral cease-fire expires on January 2.

Police believe a member of the Sipah-e-Sahaba Pakistan (SSP), an outlawed Sunni extremist group, has entered Japan with the aim of setting up a base in that country, a report said on December 30. A male member of the SSP entered Japan in 2003, according to documents from the Tokyo Metropolitan Police Department, the Sankei Shimbun newspaper said. Police have discovered that this man in his 30s frequented mosques in the Tokyo area and that he told other people that he came to Japan to set up a launch pad for the group, the report said. Japanese police are on heightened alert for possible terrorist activities and fear a move by the militant group to recruit members from Japan’s Muslim community and create a support network, the newspaper added.
