Confessions from seven arrested militants indicates that military action by the Myanmarese army has compelled all the Northeast rebel outfits to flee from their camps and hideouts in Myanmar. The arrested militants who belong to (Peoples Liberation Army) PLA,(Peoples Revolutionary of Kangleipak) PREPAK and(United National Liberation Front) UNLF of Manipur also disclosed that the Myanmarese army had destroyed the National Socialist Council of Nagaland – Khaplang [NSCN (K)] central headquarters and begun proceeding towards the general headquarters (GHQ) of the militant outfit. The attack on the GHQ has also forced the chairman of NSCN (K), S.S. Khaplang, to seek refuge in the jungles. Some of the fleeing cadres have managed to enter Nagaland while most of the fleeing militants, mostly (United Liberation Front of Assam) ULFA and NSCN (K) cadres are believed to have sneaked into parts of Arunachal Pradesh and Nagaland. The actions of the Myanmarese army comes as a sequel to a series of bilateral discussions between India and Myanmar, where it was agreed to share intelligence to curb cross-border militancy, drug peddling, smuggling and maintain proper border management. Within Nagaland, the Tuensang district has witnessed fierce factional feuds between both the factions of NSCN, which had claimed 43 lives in 1999. In the past three months, 10 factional clashes have caused deaths in the district. The battle between the Khaplang and Isaac Muivah factions of NSCN in the district is aimed at achieving full control over the region, which borders Myanmar.

Even as the Liberation Tigers of Tamil Eelam’s (LTTE) efforts to disrupt the main supply route (MSR) to Jaffna at Elephant Point continued on March 28, the Sri Lankan Defence Ministry has put army casualties at two officers and 50 soldiers dead. Nine officers and 94 soldiers have been wounded in the battle. 172 soldiers are reported to have received minor injuries in the Wathirayan battle alone. The Ministry claimed that the LTTE has suffered over 150 casualties so far, though the precise figure would be known only after the fighting and clean-up operations end. The LTTE claims that only eleven cadres were killed, including three holding the rank of Lieutenant. Meanwhile, security forces pulled back from the Manmunai base, ostensibly as part of redeployment to strengthen positions north of Chempiyanpattu after they came under an LTTE attack on March 27. Tiger sources claim that the LTTE has run over the base. The army admitted that three artillery guns at the Manmunai detachment were damaged due to heavy LTTE fire and that they pulled back to the Palaly camp. According to the army, an armoured tank used by Tigers (believed to have been captured from the Indian Peace Keeping Force [IPKF]) was destroyed. After losing control over the Palaly area in the Elephant Pass sector for six hours, the army announced that troops were able to recapture the area. The navy and airforce jointly foiled another LTTE attempt to launch their cadres in three boats at Chempianpattu, destroying those boats on March 28. In another incident, two out of the seven LTTE boats arrived at Killaly while the rest were forced to withdraw towards Pooneryn. Violence left 40 people including eight Bengali settlers killed in the Chittagong Hill Tracts areas, Bangladesh, since the signing of peace accord in December 1997. Besides, 45 people including 27 tribals were abducted in the CHT region during the period. In most of the cases, the abductors realized ransom for release of the victims. Police and security sources said incidents of violence took place frequently in the past two years in the CHT. Factional clashes broke out between pro-peace accord and anti-peace accord groups of tribals.

More than 200 Sri Lankan troops and Liberation Tigers of tamil Eelam (LTTE) rebels have been killed in pitched artillery battles north of a key military base, Sri Lanka's Defence Ministry said on March 29. Ground troops estimate that over 150 LTTE rebels were killed as the guerrillas tried to push north of Elephant Pass. However, the LTTE's underground Voice of Tigers radio in its broadcast said only 16 of their cadres were killed. The Voice of Tigers gave the names of the 16 cadres and said two of them were women fighters. Local residents said that at least five civilians were killed and about 30 wounded when they were caught up in the fighting which erupted, on March 27, with a multi-pronged rebel assault. The LTTE also said they had stormed the military garrison at Pallai and destroyed its main artillery base, while making advances toward Thalaiyadi. The LTTE have failed to retake the Jaffna peninsula in recent months after attacks on the Elephant Pass base. The Defence Ministry did not give a death toll for March 29's fighting. The rebels' clandestine radio, monitored from northern Sri Lanka, on March 29, said 19 guerrillas had been killed in the fighting around Elephant Pass. The army has been pushed back from the Manmunai coastal detachment and the LTTE say they had cut off the supply route to another strategic base at Yakachchi.

The All Party Hurriyat Conference has disagreed with the Hizb’s offer and termed it as "precipitous" and hasty. Simultaneously, the Hurriyat added in its official reaction that the solution to the Kashmir problem lay in "meaningful dialogue between respective parties to the dispute". Meanwhile, a Pakistani Foreign Ministry spokesman clarified that Pakistan had no influence over the unilateral cease-fire announcement by one of the biggest militant groups in Jammu and Kashmir. It has listed important cities of the north and central Punjab including Lahore, Sialkot, Rawalpindi, Gujranwala and Gujarat as prone to such attacks. According to the report, the acts of terrorism are aimed at creating a law and order problem on the eve of municipal polls in December. Official statistics revealed that 105 persons have been killed in 41 incidents of bomb blasts till date. Punjab province alone has witnessed 21 bomb blasts in which 66 persons have been killed and 320 injured in the past one year. These figures also show that during the current year there have been 17 bomb blasts in Punjab and Islamabad leaving 56 dead and 250 injured. In the last four years, this is the highest number of bomb blasts and loss of life in Punjab. In 1999, 11 blasts killed 35 and left 140 injured; in 1998, 17 blasts killed 37 and left 272 injured; while in 1997, seven blasts accounted for 36 deaths and injured 179.

Another result indicated by the survey is that while 91 per cent say that Pakistan must be involved in the peace process, 39 per cent believe that a solution to the Kashmir problem lies within the framework of the Indian Constitution.

The report added that intelligence agencies believed that covert contacts between the Chinese and the NSCN(I-M) were severed in the Nineteen Eighties. The report states that the NSCN-IM, after the extension of its cease-fire agreement with the Union government on August 1, has sent a top member to the Kunming province in China to strike a deal for a 'major' arms consignment, which security agencies suspect, is to be smuggled into the Northeast. The report adds that the NSCN-IM member is attempting to persuade Chinese authorities in Kunming to urge the Kachin Independence Army (KIA), a Myanmarese guerrilla group, to allow the arms cache through Kachin territory. The KIA has concluded a cease-fire agreement with the pro-China Myanmarese regime. It is also suspected that about 70 armed cadre of the NSCN(I-M) have been sent to Tirap and Changlang, two districts in Arunachal Pradesh on the border with Myanmar. These cadre are expected to ‘’escort’’ the arms consignment into Arunachal Pradesh from where it will be channeled to NSCN(I-M) bases in Nagaland and other parts of the Northeast.

LeT sources endorsed intelligence agencies' preliminary findings that the bomb blast on October 22 at the LeT convention in Karachi might have been carried out by some RAW 'infiltrator(s)'. As reported earlier, the October 22 blast killed three persons and injured 30 others. Amir Mir says there was no way an outsider could have planted a bomb at the Lashkar convention in Karachi. Lashkar sources pointed out that the latest blast is a repeat of the 1998 and 1999 explosions at the LeT's annual conventions. The news report also mentioned that the October 22 Karachi blast was preceded by a bomb explosion in Jammu and Kashmir on October 21. India had alleged that the blast was carried out by LeT terrorists. The blast had killed two Indian security force personnel and injured four others. Frontier Post quoting a senior Indian security force official pointed out that this was the first time Kashmiri terrorists had used an unmanned pony as a remote-controlled bomb courier. Lashkar sources said that it is already faced with a serious problem of Indian infiltration in its rank-and-file. LeT sources claimed that in the last three years, they have arrested more than three dozen Lashkar activists who were actually RAW agents. The sources also added that the arrested activists were Hindus posing as Muslims to infiltrate the Lashkar fold. According to the report, Lashkar is the main target of Indian attacks since it has been accused of killing over 100 Hindu pilgrims in Jammu and Kashmir. The outfit believes that many more RAW agents may have infiltrated into the outfit. Frontier Post, quoting an unidentified expert indicated that this could be the beginning of a spate of bomb attacks on the Lashkar. The weekly also pointed out the policy problems the Pakistani government is likely to face with the Lashkar call for Jihad against Israel. Jammu and Kashmir Chief Minister, on October 31, announced that the State government had accepted the reports of the Inquiry Commissions into the Brakpora and Pahalgam incidents in the State while the Justice Pandian Commission which enquired into the Brakpora firing incident has been asked to inquire into two events that preceded the Brakpora firing namely the Chattisinghpora massacre and the Pathribal "encounter". In the Brakpora incident, several civilians who were part of a protest group were killed in firing by security forces. The incident was investigated by the Justice (retired) Pandian Commission. In the Pahalgam incident, several civilians who were part of a pilgrim group, were killed when two terrorists opened fire on the group and security forces escorting the group retaliated with indiscriminate firing. This incident was investigated by a senior army officer, Lt. Gen. J R Mukherjee. The Chief Minister confirmed earlier news reports citing unofficial sources which said that the Justice Pandian Commission had held personnel of the Central Reserve Police Force and the State police guilty of unjustified and unprovoked firing on a peaceful procession. The Chief Minister also added that the Lt. Gen. J R Mukherjee Commission had held personnel of the CRPF and the State police guilty of "excessive firing" and "dereliction of duty" respectively. He announced that legal action is being taken against personnel indicted in the two incidents. Clarifying on the issue of the then district police of Anantnag district, Farooq Khan, who is currently under suspension but has been absolved of any responsibility by the Pandian Commission, the Chief Minister held that the officer would be reinstated only if the proposed enquiries into the Chattisinghpora massacre and Patribhal 'encounter' absolve him of any guilt. He claimed that this was so since the complaints of the locals in Anantnag district implied that Chittisinghpura, Pathribal and Brakpora were "links of the same chain". Farooq Khan has was the District Police chief when the Chittisinghpura, Pathribal incidents occurred. Referring to the abstracts of the report on the Pahalgam shooting, the Chief Minister announced that one CRPF official and three J&K Police officials were among those who had been identified and indicted by the Inquiry Commission. He added that, on the recommendations of the Committee, the State Government would constitute a committee of top-level bureaucrats to ensure the best possible security and other related arrangements for the Amarnath pilgrims. He said that all recommendations would be implemented so that incidents like that of August 1, 2000, did not occur in future.

According to official sources, at least 12 people including activists of sectarian outfits have been killed in the past fortnight. Meanwhile, miscreants resorted to aerial firing and forced shopkeepers to shut their business down in Karachi on November 2 in the aftermath of recent incidents. As reported earlier, four persons were killed and three others injured in separate incidents on November 1. Although no arrests have been made in connection with the incident, senior police officials said, during raids conducted on certain hide-outs, some arms and ammunition were recovered.

According to the report, communism has no relevance in Nepal and the Maoist insurgency that has claimed approximately 1,500 lives since 1995 ought to be resolved peacefully. Deuba said that there could be no peace without talks with the Maoists. He also emphasised on the need to bring the Maoists into the political mainstream to end violence and killings. The report wanted both the government and the Maoists to announce a cease-fire. In its view, such a declaration would help create a conducive atmosphere for a dialogue. Moreover, the report believed this to be the first prerequisite for further talks. The report also called on the government to modernise its security forces while pursuing negotiations with the insurgents to end the conflict. It pointed out that the current scenario could be addressed only in a democratic system and communism as championed by the Maoists cannot address the Nepali issues. Deuba opined that the Maoists' aim was to rule by creating fear and insecurity and the police were harassing the people. He also made a scathing attack against the Koirala government for what he called "parallel efforts" to resolve the issue with the insurgents while empowering the commission to resolve the issue, in an apparent reference to a failed attempt last month by Deputy Premier Ram Chandra Paudel to talk directly with the Maoists. The report is due to made public at a later date. The Koirala government has said that it would comment on the report only after a detailed study.

Giving the break-up while replying to a Member's query, Union Minister of State for Home Vidyasagar Rao said, 3188 and 2641 persons were killed by terrorists in J&K and North-East respectively, while Bihar's left-wing and other extremists killed 870 persons during this period. The Minister, during his replies to various Members' queries, also accused Pakistan of carrying out a low-intensity proxy war in Jammu and Kashmir to bleed India. I D Swamy, also a Minster of State for Home, added that there was increasing evidence of Pakistan's Inter-Services Intelligence’s (ISI) involvement in the insurgencies in India's north-eastern region. He also said that the government was aware of reports that north-east insurgent groups were attempting to procure arms from China. He said that India's concern on this has been conveyed to "authorities in neighbouring countries, including China", and added that security forces "have been alerted to intercept any illegal consignment of weapons brought clandestinely into Indian territory". Swamy also informed the House that the key elements of the Government’s strategy to combat terrorists groups active in the North-Eastern region included: focussed efforts to counter terrorist propaganda, modernisation of the State police, removal of any sense of neglect, discrimination or alienation felt by the people through a carefully drawn up programme of socio-economic development schemes and drawing up of a coordinated action plan to tackle terrorism through synergisation of efforts of State police, Army and paramilitary organisations. The Union Home Minister LK Advani, also speaking in the House, said that measures had been taken to enhance cooperation with Nepal, particularly with regard to implementing effective border management since the Indo-Nepal border is being used by the ISI for to infiltrate terrorists through this porous border.

A Hurriyat spokesman said the meeting of the seven member executive committee discussed "the situation arising out of the unilateral ceasefire and unanimously reiterated its stand that Hurriyat will take part in any meaningful and result-oriented political process aimed at resolving the Kashmir issue permanently." All top Hurriyat leaders attended the executive council meeting, including chairman Abdul Gani Bhat, Mirwaiz Umer Farooq, Syed Ali Shah Geelani, Abdul Ghani Lone, Mohammad Yaseen Malik, Maulana Mohammad Abbas Ansari and Sheikh Abdul Aziz. The outfits with which the ministers are alleged to be having links include the National Socialist Council of Nagaland (Khaplang), People's Liberation Army (PLA), United National Liberation Front (UNLF), Kanglei Yawol Kunna Lup-Oken (KYKL-O) and Zomi Revolutionary Army (ZRA). A few ministers, the sources alleged, provided their official cars and bungalows to the terrorists and several government contracts had been allotted to the nominees or those having links with the terrorist outfits.
