According to reports from Central intelligence agencies, the Pakistan-based terrorist outfit, Lashkar-e- Toiba (LeT) has plans to strike at the Mahakumbh, a Hindu religious congregation, which began in the northern Indian town of Allahabad, Uttar Pradesh, on January 9, 2001.The State Director General of Police (DGP) also admitted that threats from ultras had been received. He however refused to identify the terrorist outfit that threatened to strike. According to Orissa police, Cuttack is emerging as a leading manufacturer of illegal firearms. Small units are flourishing in the city and on its outskirts. A notorious criminal gang having contacts with illegal-firearms-manufacturers in West Bengal and Bihar is behind the business. Recently, police traced and raided 22 such centres in Cuttack. Senior police officers have also admitted that the criminals have access to weapons smuggled into the state from Patna, Ranchi and Calcutta.

Three Rohingya militant leaders, including it’s ‘army chief’, Salimullah who were arrested in the country last week, established the group’s links with armed militant groups in several countries in the region. According to the sources, bulk of the illegal trade in arms and narcotics passes through Teknaf, a township on the Bangladesh-Burma border, where most of an estimated 50,000 illegal Rohingya immigrants reside.

A senior police official, quoting Intelligence reports, stated, on February 5, that a hill-based terrorist outfit and another valley-based outfit were now smuggling narcotic drugs from Tammu, near the Myanmar border at the rate of 150 kgs per month and sending them out of the region through their network. The profits are, reportedly, being used to purchase arms and ammunition for the outfits.

According to sources, the list contains names of two senior State ministers apart from other political leaders. The sources further disclosed that Mon Ketaki took over as the ‘chief Intelligence officer’ of the outfit from BiplabBorgohain. The Intelligence department, reportedly, was divided into six groups to look after the family members of ULFA cadres, and also keep a watch on cadres of the outfit maintaining links with the State Government. According to another intelligence report, ULFA has been trying to unite the terrorist outfits active in Tripura, the All Tripura Tiger Force (ATTF) and the National Liberation Front of Tripura (NLFT) to launch a combined fight against the ‘Indian government’. A joint meeting of the ATTF and NLFT was held in this regard in January 2001, at Srimangal (Sylhet) in Bangladesh, where ULFA commander PriyabrataBarua and his deputies were present.

Commenting on the Action Taken Report of the Ministry, the Committee noted that whereas the initial projection for the Five-year Plan, from the year 2000-01 to year 2004-05, was Rs 4025 crore, it now stands scaled down to Rs 3740.71 crore. Even this reduced amount is not going to be available during the period and there will be a huge shortfall of Rs 2624 crore. The Standing committee said excessive dependence on Central PMFs for routine maintenance of law and order was putting greater pressure on the forces and recommended that State police forces should be strengthened so that this over-dependence on the Central PMFs was reduced.

The ULFA has initiated a drive for extortion and recruitment throughout the State. The outfit, reportedly, has planned to raise a sum of Rs 3 crore from three business firms including two tea business houses in Assam. While 1059 terrorists were killed in operations by SFs, four terrorists were killed in internecine conflicts between the various terrorist outfits operating in the State. Among civilian casualties, 594 persons, including five Village Defence Committee (VDC) members, were killed in terrorist attacks, 99 were killed after being trapped in the cross-fire during various encounters and two were trapped in cross-fire during internecine conflicts between terrorists. Arms, ammunition, explosives and related equipment seized by SFs during various operations during the January- August 15, 2001 period, include 880 AK series rifles with over 100 thousand rounds of ammunition and 2377 magazines; 219 pistols/revolvers with 197 magazines and 2416 rounds; nine Universal Machine Guns with six magazines and 2274 rounds; three Light Machine Guns (LMG) /Self Loading Rifles (SLR); two 3.3 rifles with ammunition; eight sniper rifles with 2402 rounds and 108 Rocket Propelled Grenades (RPG). Besides these, 227 rockets, 24 rocket launchers, 198 rocket boosters, 2517 grenades/hand grenades, 1535 Kgs RDX, 651 Kgs of other explosive material, 250 Improvised Explosive Devices (IED), 91 anti-personnel mines, six anti-tank mines, 1346 detonators, 351 electric detonators and 170 metres of cordex wire. Of these, 15 belonged to the People’s War Group (PWG) and six to the Communist Party of India, Marxist-Leninist CPI-ML (Janasakthi) and Praja Prathigatana groups. They include a ‘District Committee’ member of the PWG wanted in nine murders and carrying a reward of Rs. three lakhs on his head. Speaking to the media after the surrenders, Naidu reiterated his appeal to the Naxalites to join the mainstream. He said his government has instituted a rehabilitation package for surrendered Naxalites and most of the persons who joined the Naxal movement did so out of sheer ignorance and not driven by hardcore ideology. He added, "We tackle Naxalism from all angles, law and order and also from socio-economic view point. But killing of elected persons is ridiculous". The Chief Minister also appealed to political parties to rise above ideological divides and cooperate with the government to combat the menace of Naxalism in the State. Speaking on the occasion, the State police chief said a total of 201 Naxalites surrendered so far in the year 2001.

According to media reports of October 4, the Union Ministry of Home Affairs (MHA) has recently asked the North Eastern Council (NEC) to create a data bank on Non-Governmental Organisations (NGOs) operating in the North East and make an inventory of their activities in the region. This would allow the Ministry to streamline the operations of these NGOs and increase the efficiency with which development funds are utilised in different projects executed by these NGOs. Creation of the databank would also assist the MHA in preventing NGOs from misappropriating funds and siphoning them to terrorist outfits for which some of them act as front organizations. The Ministry has already identified a large number of fake NGOs, voluntary organisations (VOs) and socio-cultural associations all over the country, including in the North-East. In the year 2000, the Central Welfare Board had blacklisted 820 NGOs/Welfare Organisations from the seven northeastern States—323 in Meghalaya, 197 in Manipur, 151 in Assam, 78 in Nagaland, 69 in Tripura and 2 in Sikkim. The MHA had identified a number of NGOs in the North East which had links with terrorist outfits, on April 24, 2001. These included the Manab Adhikar Sangram Samiti (MASS), an NGO in Assam, which was stated to have links with the United Liberation Front of Asom (ULFA), and the Naga People's Movement for Human Rights (NPMHR) and Naga Students Federation (NSF) in Nagaland.

In the list released by Secretary of State Colin Powell, the Harkat-ul-Mujahideen (HuM), a Pakistan-based terrorist outfit, remained. A fresh issuance of the list of terrorist outfits, which includes Osama bin Laden's Al Qaeda, became essential as the initial designation of these groups made in 1977 and later in 1999 is due to expire on October 8. Powell said, by redesignating them as foreign terrorist organizations, the US was continuing measures against these groups in accordance with the provisions of the Anti-terrorism and Effective Death Penalty Act. The Act makes it illegal for persons in the US or subject to US jurisdiction to provide material support to terrorist groups, and requires US financial institutions to block assets held by them. It also enables the US to deny visas to representatives of these groups.

The American Federal Bureau of Investigation (FBI) has included the Jaish-e-Mohammad (JeM) and three other Pakistan outfits into its latest list of 39 organisations and individuals whose assets are being frozen or monitored for terrorist linkages. While not on the list of the US State Department's officially designated terrorist organisations, the JeM is on the department's watch list. In a ‘blocking order’ which, in effect, proscribes the outfit. US Treasury Secretary Paul O'Neill added the new names to the 22 outfits already on the list. The list includes Haji Abdul Mannan, described as an operator of a Hawala (illegal money transfers) outfit Al Qadir Traders in Quetta. The others in the list include Mufti Rashid Ahmed Ladehyanoy, reported to be in Karachi and linked to the Al Rashid Trust and the Rabita Trust of Lahore. Paul O'Neill said that all US financial institutions have been notified to freeze the assets of 39 additional suspected terrorists, organizations or supporters. Six of the new names are outfits, while 33 of them are individuals. The US administration is also providing the list to other governments and asking them to join the international crackdown on terrorist financing. O'Neill said on October 11 that 62 nations had already frozen certain assets and that 102 more nations had indicated intent to join this aspect of the international coalition against terrorism. The Treasury Department indicated that all members of the Group of Seven (G-7) - Britain, Canada, France, Germany, Italy, Japan and the United States were acting simultaneously in this regard. As reported earlier, US President George W. Bush had issued to US institutions on September 24, an initial list of 27 individuals and organisations whose funds must be blocked, also warning overseas banks to follow suit. O’Neill also added, "this list will continue to grow as we share information between nations and develop an increasingly clear understanding of the complex network of terrorist financing." Britain has taken a similar decision on the assets of the 39 outfits and individuals. Announcing the freeze, British Chancellor of the Exchequer Gordon Brown said, "Today’s list is a result of intelligence sharing and coordination between UK and US. We will continue to work with our allies, and take a leading role internationally, to cut off the ready supply of finance which is the lifeblood of modern terrorism." India welcomed the British and American decisions. Minister of State for External Affairs Omar Abdullah said," This is a welcome step and I hope this would address India's concerns about other terrorist outfits as well." Abdullah expressed the hope that the international community would soon take a similar decision on some more terrorist outfits that India listed. India has been demanding a ban on the JeM since the October 1-attack at the Jammu and Kashmir Legislative Assembly complex for which the outfit had claimed responsibility.

The report said, of a total of 65 declared Proclaimed Offenders (POs) of the proscribed Lashkar-e-Jhangvi (LeJ) terrorist outfit approximately 29 were reportedly based at a training camp near Sarobi Dam, Kabul. The government reportedly set aside PNR 2.03 million as head money for the arrest of these 29 proclaimed offenders operating from the Afghan border. While the Taliban regime has consistently denied the existence of these sectarian terrorists in Kabul despite repeated appeals and visits of Pakistani officials to Kabul, law-enforcing agencies have registered 248 cases against the killings of 479 persons in Punjab. News sources also indicated that, Qari Asadullah, leader of the breakaway faction of the LeJ, is reportedly supervising and ensuring training facilities of Pakistan-origin terrorists in Kabul, allegedly in collaboration with and support from the Taliban regime. A news report citing the Ministry report added that in 2000, 110 people were killed while 569 were injured in 118 incidents of bomb blasts. The Ministry report added that incidents of rockets firing in Balochistan especially in the area of Quetta, Kohlu and Dera Bugti Agency have attained alarming and abrupt rise in the recent past. According to the report, 55 incidents of bomb explosion occurred in the country between January and September 2000, in which 36 people were killed and 265 injured. Of these, 24 explosions occurred in Punjab province in which 14 persons were killed and 127 hurt. In Sindh, 14 persons were killed died and 109 others injured in 22 explosions, while two persons were killed in NWFP. In the capital, Islamabad, one person was killed in a bomb blast. The report also mentions some links between Iranian and Afghan militant groups backing terrorist activities/rocket attacks in Balochistan. It claims an anonymous regional Balochistan political party’s representatives held meetings with these militant groups in Mashad in August.

Of the 3882 incidents, 931 were directed against security forces (SFs). Of the 3066 persons killed in terrorist violence related incidents during the period January-October 2001, 941 were civilians, 1610 were terrorists and 515 were security force personnel. Of these, four terrorists and two civilians were killed in eight incidents of internecine violence between terrorist outfits. The break-up of civilian casualties include, 512 killed in random firing by terrorists, 153 who were abducted and killed, 70 who were killed in explosions and 47 who were killed in grenade attacks. 1765 civilians and 1209 SF personnel sustained injuries during this period. 73 terrorists surrendered during this period. Among the SF casualties, 117 were personnel of the State police force, 53 were Special Police Officers (SPOs) and 11 were Village Defence Committee (VDC) members. The rest were personnel from the Army and paramilitary forces. The spokesperson added that 42 government buildings, 24 business establishments, five religious places, 302 civilian residences (275 of Muslims and 32 of Hindus and Sikhs) and 44 cow sheds have been burnt down by terrorists during this period. Seizures made by security forces during this period includes 22897 rifles of AK series with 46661 AK magazines and 30 lakhs rounds followed by 9018 pistols/revolvers with 8622 magazines and 1.86 lakh rounds, 985 UMGs with 1299 magazines and 1.20 lakh rounds, 75 LMG/SLRs with 31 magazines, 323 sniper rifles with 43000 rounds, 57 carbines with 16 magaziners, 142 303 rifles with 6029 rounds, 923 RPGs, 63 GPMGs and 32 magazines and 24 rounds of telescope rifle. Besides, 3965 rockets, 705 rocket launchers and 2110 rocket boosters have also been seized during the period. A huge quantity of explosives too were seized, which include 29 tones of explosive material including RDX, 4425 Improvised Explosive Devices (IEDs), 43978 grenades/hand grenades, 52660 detonators, 5166 anti-personal mines and 476 anti-tank mines. Other equipment seized includes 3313 wireless sets, 510 binoculars and 15759 metres of cordex.

These outfits along with all their formations and front organisations, have been declared ‘terrorist organisations, under the provision of Clause (A) of Sub-section 2 of section 18 of POTO with immediate effect. This decision takes the number of outfits banned under the POTO to 25. According to official sources, the action against the PWG comes in the wake of its recent high-impact attacks, mostly in Andhra Pradesh and sporadic violence in Orissa, Bihar, Jharkhand and Chhattisgarh while, inputs from Bihar suggested that the MCC was reportedly planning to step up violence there. The Andhra Pradesh government, which has already banned the PWG, has been pressing the Union government for quite some time for a nationwide ban on the outfit.

The report pointed that most of the ULFA cadres have already evacuated these camps and the exercise is schedule to be completed by December 31. The official also reportedly added that ULFA would close down five more camps in Bhutan by March 31, 2001. As reported earlier, ULFA and the Bhutanese authorities had reached an agreement in June whereby the outfit had agreed to reduce its strength and close down four of its camps in by the year-end, before taking up similar steps in five of its other camps.

Reports quoting intelligence sources pointed that approximately 120 foreign-funded madrassas enjoy the patronage of Saudi Arabia, Iran, Iraq, Libya, Kuwait and Great Britain. Sources indicated that Saudi Arabia was providing funds to Jamaat-e-Islam (JeI) and Jamiat Ahle Hadith; Iran was funding Shia political parties affiliated to Arif Hussaini and Sajid Naqvi; Libya was funding Jamaat-e-Ulema Islam (Fazlur Rehman faction) and Iraq is giving funds to Jamiat-e- Ulema Pakistan (Noorani faction). Media reports held that of the approximately one million students in the officially acknowledged 10,000 madrassas, 18,000 are foreign students from 66 different countries in addition to 17,000 Afghan students. Sources said, to keep track of foreign students, the government has decided to formulate a law whereby any student desirous of admission in a Pakistani madrassa would have to get a no objection certificate from his respective government. The agency is has reportedly already informed the State government about the findings and is keeping a close watch on their activities. Sources in the agency said, most of them have links with the National Liberation Front of Tripura (NLFT), while the rest are assisting the All Tripura Tiger Force (ATTF) terrorists. The reports added that a large part of the allocation made by the Union government, meant for development of the tribals, was being siphoned-off to the terrorists directly through these officers. They were also reported to be passing on classified information to the terrorists. Most of these officials are currently working in the Tripura Tribal Areas Autonomous District Council (TTTAADC) run by the Indigenous People's Front of Tripura (IPFT), while some others are holding sensitive posts in the State government. The nexus between government officials and terrorist outfits came to fore following the arrest of senior Information and Cultural Officer Madhurjya Kolai for allegedly helping some college students to go to the NLFT camps in Chittagong Hill Tracts, Bangladesh, for receiving training in urban insurgency. Unnamed Indian officials said there was an understanding reached with China in 1998 according to which China agreed not to provide assistance to North East terrorists. "Rebels of the United Liberation Front of Asom have already closed one camp located inside our country at Pemagashel and are in the process of winding up three more bases besides reducing the number of their cadres here," Bhutan’s Home Secretary Tasho Pema Wangchuk was quoted as saying. The ULFA is reported to be withdrawing following its written assurance in June 2001 given to the Royal Government in Thimphu that it would remove four of its nine camps in that country by December 31, 2001 and reduce the strength of its cadres. "We are watching the pullout very carefully. After the rebel group fulfils its commitment of closing down four camps by December 31, we shall immediately sit with its leaders to work out the modalities for the closure of the remaining five camps and their total withdrawal from the country," Wangchuk said. According to Indian intelligence sources, the ULFA had, until recently, at least 36 camps inside Bhutan, some of them well-entrenched bases, complete with firing ranges and other training and recreational facilities.
