According to a report prepared by the Punjab Police Department and quoted in The News, as many as 200,246 students are enrolled in seminaries representing the Deoband school of thought, while 199,733 students are associated with seminaries belonging to the Barelvi school of thought in the Punjab province. While 34,253 students are affiliated with the seminaries representing the Ahl-e-Hadith school of thought, 7,333 students are getting education from the seminaries of Ahl-e-Tashi school of thought. The classified report showing the situation till September 2005 states that a total of 441,565 students are getting education in Madrassas (seminaries) across the Punjab province.

Washington has an understanding with Islamabad that allows the US to strike within Pakistani territory on the border with Afghanistan, providing the US has actionable intelligence and Pakistan cannot take firm action, according to a report in US weekly magazine Time. The source of the report is a Peshawar-based Pakistani intelligence official. "Pakistan’s caveat (to the agreement) is that it would formally protest such strikes to deflect domestic criticism. Some ranking Pakistani officials deny such an agreement exists," says the report headlined ‘Can Bin Laden be caught?’ According to the Time report, Pakistani and US intelligence agencies have stepped up their search for top Al Qaeda leaders in recent weeks, "with the skies above the mountains buzzing with spy planes and unmanned Predator drones, and a network of local spies and informants has been scouring the landscape for information." A Pakistani security officer told Time that the Central Intelligence Agency has installed sophisticated surveillance equipment in several offices of Pakistan’s Inter Services Intelligence to monitor any radio and Internet communications between Al Qaeda and its sympathisers.

The Government on January 24 froze bank accounts of an Afghan trading group allegedly involved in funneling funds to the Taliban. The Federal Investigation Agency’s Special Investigation Group (SIG) froze 15 bank accounts of Shirkat Special and Amria Food in Peshawar and Islamabad on the request of Interpol, sources told Dawn. The sources claimed that Taliban leader Mullah Mohammed Omar had a share in both the companies. They said the trading companies were apparently dealing in edible oil, sugar and other foodstuff and had a sizable amount in Pakistani bank accounts. The SIG on January 24 raided the offices of Shirkat Special at Mohmand Plaza on Naz Cinema Road in Peshawar and seized documents indicating the firm’s involvement in transferring money to the Taliban. "The company’s owner Rais Abdul Bari and his family members, including Abdul Hadi, Abdul Baqi, Noor Mohammad, Mohammad Nabi and Abdul Nasih, of Kandahar, escaped before the raid," the sources added.

Security agencies arrested more than 1,000 Al Qaeda suspects between January 2002 and May 2006, according to a study conducted by the Pakistan Institute of Peace Studies (PIPS). Of the arrested men, 70 belonged to Algeria, 86 from Saudi Arabia, 20 from Morocco, 22 from the United Arab Emirates, 11 from Libya, seven from Kuwait, 20 from Egypt, 28 from Indonesia, 18 from Malaysia and 36 others from West Asian countries. 18 of those arrested belonged to western countries: Five from the United States, two from Australia and 11 from the United Kingdom. They also included an unknown number of French and German citizens. The study is based upon media reports and does not include arrests of Afghans and Pakistanis involved in clashes with Pakistani security forces in tribal areas, reported Dawn. The study included only important Pakistani and Afghan members of Al Qaeda from these areas. Moreover, the security forces also killed more than 1,000 Al Qaeda members in operations in Pakistan, the PIPS report said. However, the report said, Pakistan Government had announced the arrests of only 660 Al Qaeda operatives.

The Interior Ministry has reportedly directed police chiefs of the four provinces, Islamabad and Northern Areas to provide security to prominent Shia leaders and Imambargahs (Shia place of worship). The ministry issued the directive after intelligence agencies reported that activists of the banned Sunni group Lashkar-e-Jhangvi (LeJ) were planning to kill Shia leaders, according to Daily Times. The National Crisis Management Cell of the Interior Ministry revealed that Abu Khabab, an Egyptian activist of the Al Qaeda and an expert in bomb-making, had promised to assist the LeJ attacks on Shia targets in Pakistan. A report filed by the intelligence agencies to the ministry said the LeJ activists, Abdullah of Vehari, Moavia Bhai of Hangu, Saifullaha Abbasi of Abbottabad and Shoaib Khan of Peshawar, had formed a gang and were planning attacks on the Shia community. It said the gang had listed Shia leaders residing in Gilgit and worship places, including Jamiatul Muntazir in Lahore and Imambargahs in Binori Town and Rizvia Society in Karachi.

The Government informed the National Assembly that 408 foreign students were still studying in various seminaries in Pakistan. In a written statement, Religious Affairs Minister Ijazul Haq said the students studying in Pakistani seminaries belonged to Afghanistan, Cambodia, China, Finland, Iran, Kazakhstan, Kenya, Kyrgyzstan, Maldives, Niger, Nigeria, Portugal, Qatar, Russia, Sudan, Tajikistan, Thailand, Turkey, Uganda and the United States. He admitted that there was no code or rules prescribed for the education of foreign students studying in Pakistani seminaries. The minister said that following the July 7, 2005-bombings in London, the Government had told foreign seminary students to leave the country by December 2005.

According to Daily Times, a French newspaper quoted a French secret service report on September 23 as saying that Saudi Arabia was convinced that al Qaeda chief Osama bin Laden died of typhoid in Pakistan during August 2006. L’Est Republicain printed what it called a copy of the report dated September 21, and said it was shown to President Jacques Chirac, Prime Minister Dominique de Villepin and the French interior and defence ministers on the same day. “According to a usually reliable source, the Saudi services are now convinced that Osama Bin Laden is dead,” the document said. “The information gathered by the Saudis indicates that the head of Al Qaeda was a victim while he was in Pakistan on August 23 of a very serious case of typhoid, which led to a partial paralysis of his internal organs,” it added. The report, which was stamped with a “confidential defence” label and the French secret service’s initials, said Saudi Arabia first heard the information on September 4, and it was waiting for more details before making an official announcement. Meanwhile, Pakistani Interior Minister Aftab Sherpao said, “The report on Osama’s death in Pakistan is totally baseless.” He said there was no possibility that the al Qaeda chief was treated for typhoid in Pakistan.

"Of these, the Hisari and Batrasi camps are located in Mansehra district while a third camp is located in Boi in district Abbottabad," Herald reported. It quoted unnamed sources to say that thousands of other terrorists were confined in camps run by half a dozen smaller Kashmiri groups or predominantly Pakistani outfits like the Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Al-Badr Mujahideen in the frontier and Pakistan occupied Kashmir regions. The report quoted an unnamed Islamabad-based militant leader as saying that the top brass of the Inter-Services Intelligence (ISI) had "conveyed to the Kashmiri militant leaders in January 2006 that they should not even think of crossing the Line of Control (LoC), armed or unarmed." It said the official funding traditionally made up the "bulk" of the financial inflows of these groups. Quoting "knowledgeable sources", the Herald said "until recently”, small groups like the Tehrik-ul-Mujahideen, Al-Umar Mujahideen, Jamiat-ul-Mujahideen, Al-Fatah, Al-Jihad, Al-Barq, Tehrik-e-Jihad, and Islamic Front were receiving between 400,000 and 700,000 rupees a month. "Large organisations like HM, LeT, JeM, Al-Badr Mujahideen and others received more money, ranging between two to three million rupees," it said. "This was in addition to the funds that paid for the logistics, communication equipment, weapons, explosives, food and trekking kits for the thousands of militants, guides and porters who infiltrated," into Jammu and Kashmir.

According to unofficial estimates, around 3,000 political activists, relatives of political leaders and ordinary citizens of Balochistan are being detained by intelligence agencies. Relatives of those detained usually have no information on the whereabouts of their kith and kin and the Government has also not registered any cases against the detained suspects. Official sources said that scores of suspected terrorists, primarily Baloch supporters of the Balochistan Liberation Army, are in Government custody due to their alleged involvement in militant activity in the province. Some of these suspects have reportedly been missing for years. The extra-judicial arrests also include journalists and relatives of political leaders. “Such tactics are applied by the government to emotionally blackmail politicians and divert attention from their political struggle,” Kachkol Baloch, leader of the opposition in the Balochistan Assembly, told Daily Times.

Intelligence agencies have reported to the Interior Ministry that “notorious terrorist” Matiur Rehman had been tasked with reorganising Lashkar cells, sources told Daily Times. Rehman is believed to have links with the al Qaeda and is one of the prime suspects in the London airline plot. He is also believed to have been involved in the murder of American journalist Daniel Pearl, the multiple assassination plots on President Pervez Musharraf and Prime Minister Shaukat Aziz, and the attack on the US Consulate in Karachi in March 2006. The report added that drug money “from the Taliban” was being used to fund the recruitment drive and re-organisation. Abdullah Faryad, the LeJ chief at Ditta Khel in the Punjab province, has been told to help Rehman reorganise the cells, said the intelligence report. Sheikh Ahmed Saleem, an Arab member of al Qaeda, has given money to Qari Idrees, an LeJ activist based in Sahiwal, to recruit militants for the new cells, the report stated. Abu Khabaib, an Arab explosives expert who had been spotted several times in the hills of Chitral, is helping Saleem find new recruits, the report noted. Abdul Wahab Rashad, wanted for killing over 10 Shias in Shah Najaf Mosque, Rawalpindi, is also helping reorganise the LeJ. Rashad was a close associate of Riaz Basra, a founding member of the Lashkar-e-Jhangvi who was killed in 2002. Nasimul Haq and Salahuddin from Quetta, Muavia from Hangu, Shoaib Khan and Usman Ghani from Hyderabad, and Jamil Khan from Karachi are also involved in the recruitment and reorganisation.

Pakistan has received billions of dollars in reimbursement for its support of US-led counter-terrorism operations, while Congress has appropriated billions of dollars to reimburse Pakistan for its support of counter-terrorism operations, Daily Times reported on October 29. According to an updated version of a Congressional Research Service (CRS) report on Pakistan, “As of September 2006, a total of $6.64 billion had been appropriated for FY2002-FY2007 Defence Department spending for coalition support payments to Pakistan and other cooperating nations. Pentagon documents indicate that disbursements to Islamabad account for the great majority of these funds: about $3.6 billion for operations from January 2002 through August 2005, an amount roughly equal to one-quarter of Pakistan’s total military expenditures during that period. The Defence Department Appropriations Act, 2007 would allow that up to $900 million in Pentagon funds be used for FY2007 reimbursements.” Pakistan is among the world’s leading recipients of US aid, obtaining more than $3.5 billion in direct US assistance for FY2002-FY2006, including $1.5 billion in security-related aid. The CRS report says US concerns regarding Pakistan include regional terrorism, Pakistan-Afghanistan relations, weapon proliferation, the ongoing Kashmir problem and Pakistan-India tensions, human rights protection and economic development. It recalls that a US-Pakistan relationship marked by periods of both cooperation and discord was transformed by the September 2001 terrorist attacks on the United States and the ensuing enlistment of Pakistan as a key ally in US-led counter-terrorism efforts. The report adds, “Top US officials regularly praise Islamabad for its ongoing cooperation, although doubts exist about Islamabad’s commitment to some core US interests. Pakistan is identified as a base for terrorist groups and their supporters operating in Kashmir, India, and Afghanistan.”

An internal assessment made by the United Nations Children's Fund (UNICEF) has accused Pakistani authorities of preventing aid groups from helping more than 80,000 people - many of them acutely malnourished children - who were displaced by fighting in Balochistan. The report stated that 59,000 of those suffering are women and children and that 28 percent of the children under five were “acutely malnourished”. Six percent of the children, mentioned the report, were so underfed that they would die without immediate medical attention.
