Quoting official sources, a Pakistani daily, The News reported on February 16 that the federal government has directed all provinces to strictly enforce the policy of no arms display and prohibit all terrorist outfits from forcing people to give donations for Jehad. These directives were communicated to the provincial governments in the light of the orders of Chief Executive, General Pervez Musharraf. The report added that the Interior Ministry has also assigned a task to the National Crisis Management Cell (NCMC) to compile data of the terrorist outfits involved in raising funds for Jehad and frame a comprehensive policy on the matter. The Ministry has also asked the NCMC to investigate the source of such funds being received by the various outfits.

These sources said that the closure order was only for administrative reasons and not to curtail their terrorist activities in Jammu and Kashmir. As reported earlier, four terrorist outfits, the Mujahideen Jammu and Kashmir, the Karwan-i-Khalid, Zarb-i-Momin and Zarb-i-Islami, were not registered with the Muttahida Jihad Council (MJC), an umbrella organisation of the various terrorist outfits headquartered in Muzaffarabad. Sources added that these outfits have been asked to merge with any of the 18 MJC members.

The Human Rights Commission of Pakistan in its Annual Report released on February 22 in Islamabad charged the military regime of General Pervez Musharraf with the trampling of democracy in the country by using torture. It has blamed Islamic extremists for the upsurge in violence against religious minorities and women in the country. According to the report "The military regime has failed on every front making bold promises to restore democracy, reign in the extremist religious groups and improve the rights of women". The report also listed 109 incidents of bomb blasts in the year 2000, which resulted in the death of 149 people.

Media reports quoting US State Department unnamed officials said the Lashkar-e-Toiba (LeT) will not be listed as a terrorist organisation in the annual report ‘Patterns of Global Terrorism’, which is to be released today, April 30. Sources said Pakistan would not be on the watch list of countries that sponsor international terrorism. However, the report would once again acknowledge ‘credible reports’ of Islamabad’s complicity in fomenting insurgency in Jammu and Kashmir and the Inter-Services Intelligence’s (ISI’s) sponsorship of organisations such as the LeT, and the Harkat-ul-Mujahideen (HuM), already designated a terrorist organisation.

The US State Department's annual report on global terrorism, released in Washington on April 30, indicted Pakistan for its continuing patronage of terrorism in Jammu and Kashmir. The report says Pakistan's military government continued the previous Pakistani government's support of Kashmir insurgency and Kashmiri militant groups continued to operate in Pakistan, raising funds and recruiting new cadres. In addition, the Harkat ul-Mujahideen (HUM), a designated Foreign Terrorist Organisation, continues to be active in Pakistan without discouragement by the government of Pakistan, the report says. However, the report does not suggest any punitive action against Pakistan, nor does it include Lashkar-e-Toiba (LeT) in the list of Foreign Terrorist Organizations.

Pakistani media citing official sources indicated that a new development in the intra-Sunni violence had begun after the Karachi police discovered that the six gunmen who ambushed Maulana Qadri and his guards belonged to a rival militant Sunni organisation earlier known exclusively for its armed strikes against the Shia sect. Sources also pointed that one of the assailants who had been killed in the ambush had also been active in terrorist activity in India’s Jammu and Kashmir. Official sources have indicated that they had received reports that various terrorist outfits had broken ranks with their leadership to form independent armed groups to attack their religious rivals in the country. These sources believed they received financial, material and ideological support from Riaz Basra, Pakistan's most wanted terrorist, believed to be in Afghanistan. Official sources also said that 450 persons have been killed in at least 125 cases of religious terrorism between Sunnis and Shias since the military coup in October 1999.

In the list released by Secretary of State Colin Powell, the Harkat-ul-Mujahideen (HuM), a Pakistan-based terrorist outfit, remained. A fresh issuance of the list of terrorist outfits, which includes Osama bin Laden's Al Qaeda, became essential as the initial designation of these groups made in 1977 and later in 1999 is due to expire on October 8. Powell said, by redesignating them as foreign terrorist organizations, the US was continuing measures against these groups in accordance with the provisions of the Anti-terrorism and Effective Death Penalty Act. The Act makes it illegal for persons in the US or subject to US jurisdiction to provide material support to terrorist groups, and requires US financial institutions to block assets held by them. It also enables the US to deny visas to representatives of these groups.

The American Federal Bureau of Investigation (FBI) has included the Jaish-e-Mohammad (JeM) and three other Pakistan outfits into its latest list of 39 organisations and individuals whose assets are being frozen or monitored for terrorist linkages. While not on the list of the US State Department's officially designated terrorist organisations, the JeM is on the department's watch list. In a ‘blocking order’ which, in effect, proscribes the outfit. US Treasury Secretary Paul O'Neill added the new names to the 22 outfits already on the list. The list includes Haji Abdul Mannan, described as an operator of a Hawala (illegal money transfers) outfit Al Qadir Traders in Quetta. The others in the list include Mufti Rashid Ahmed Ladehyanoy, reported to be in Karachi and linked to the Al Rashid Trust and the Rabita Trust of Lahore. Paul O'Neill said that all US financial institutions have been notified to freeze the assets of 39 additional suspected terrorists, organizations or supporters. Six of the new names are outfits, while 33 of them are individuals. The US administration is also providing the list to other governments and asking them to join the international crackdown on terrorist financing. O'Neill said on October 11 that 62 nations had already frozen certain assets and that 102 more nations had indicated intent to join this aspect of the international coalition against terrorism. The Treasury Department indicated that all members of the Group of Seven (G-7) - Britain, Canada, France, Germany, Italy, Japan and the United States were acting simultaneously in this regard. As reported earlier, US President George W. Bush had issued to US institutions on September 24, an initial list of 27 individuals and organisations whose funds must be blocked, also warning overseas banks to follow suit. O’Neill also added, "this list will continue to grow as we share information between nations and develop an increasingly clear understanding of the complex network of terrorist financing." Britain has taken a similar decision on the assets of the 39 outfits and individuals. Announcing the freeze, British Chancellor of the Exchequer Gordon Brown said, "Today’s list is a result of intelligence sharing and coordination between UK and US. We will continue to work with our allies, and take a leading role internationally, to cut off the ready supply of finance which is the lifeblood of modern terrorism." India welcomed the British and American decisions. Minister of State for External Affairs Omar Abdullah said," This is a welcome step and I hope this would address India's concerns about other terrorist outfits as well." Abdullah expressed the hope that the international community would soon take a similar decision on some more terrorist outfits that India listed. India has been demanding a ban on the JeM since the October 1-attack at the Jammu and Kashmir Legislative Assembly complex for which the outfit had claimed responsibility.

News sources also indicated that, Qari Asadullah, leader of the breakaway faction of the LeJ, is reportedly supervising and ensuring training facilities of Pakistan-origin terrorists in Kabul, allegedly in collaboration with and support from the Taliban regime. The Ministry report added that incidents of rockets firing in Balochistan especially in the area of Quetta, Kohlu and Dera Bugti Agency have attained alarming and abrupt rise in the recent past. According to the report, 55 incidents of bomb explosion occurred in the country between January and September 2000, in which 36 people were killed and 265 injured. Of these, 24 explosions occurred in Punjab province in which 14 persons were killed and 127 hurt. In Sindh, 14 persons were killed died and 109 others injured in 22 explosions, while two persons were killed in NWFP. In the capital, Islamabad, one person was killed in a bomb blast. The report also mentions some links between Iranian and Afghan militant groups backing terrorist activities/rocket attacks in Balochistan. It claims an anonymous regional Balochistan political party’s representatives held meetings with these militant groups in Mashad in August.

Reports quoting intelligence sources pointed that approximately 120 foreign-funded madrassas enjoy the patronage of Saudi Arabia, Iran, Iraq, Libya, Kuwait and Great Britain. Sources indicated that Saudi Arabia was providing funds to Jamaat-e-Islam (JeI) and Jamiat Ahle Hadith; Iran was funding Shia political parties affiliated to Arif Hussaini and Sajid Naqvi; Libya was funding Jamaat-e-Ulema Islam (Fazlur Rehman faction) and Iraq is giving funds to Jamiat-e- Ulema Pakistan (Noorani faction). Media reports held that of the approximately one million students in the officially acknowledged 10,000 madrassas, 18,000 are foreign students from 66 different countries in addition to 17,000 Afghan students. Sources said, to keep track of foreign students, the government has decided to formulate a law whereby any student desirous of admission in a Pakistani madrassa would have to get a no objection certificate from his respective government. Providing statistics, sources added that there are 2510 madrassas in Punjab with some 320 in Lahore, 170 in Rawalpindi, 140 in Gujranwala, 110 in Faisalabad, 325 in Multan, 410 in D.G. The Sindh Police said that they had recovered a total of 9,482 weapons of different calibre during their province-wide deweaponisation drive in the year 2001. The figure, news sources said, also included 1,661 weapons, given up by people voluntarily, while police during raids recovered the rest. During the deweaponisation campaign, police also arrested 3,891 accused and booked them under relevant laws. The largest single category of weapons recovered during the deweaponisation drive was handguns (5,663), including pistols and revolvers of different description. Guns numbering 1,397 followed this. As reported earlier, the Federal government launched a countrywide deweaponisation campaign from June 1, 2001. The campaign involved a 20-day grace period till June 20 for voluntary surrender of illegal weapons, following which the police launched the recovery drive. During the 20-day grace period, according to news sources, 1,661 weapons were voluntarily surrendered. These included 713 from Sukkur, 653 from Karachi, 106 from Larkana, 116 from Hyderabad and 73 from Mirpurkhas. The police, despite the grace period, conducted raids and arrested 396 people besides recovering 701 weapons.
