The year 2018 saw a remarkable reduction of 45pc in militant attacks in Pakistan, Dawn reported on January 2 quoting a study conducted by Pakistan Institute for Conflict and Security Studies (PICSS). The PICSS study showed that the security situation significantly improved in the year as the number of attacks, resultant deaths as well as injuries declined by 45pc, 37pc and 49pc, respectively, compared to 2017. The number of suicide attacks also declined. According to a press release, militants carried out 229 attacks in different provinces in which 577 people were killed - 356 civilians, 152 security forces personnel and 67 militants. Besides, 959 people were injured, including 693 civilians and 261 security personnel. But the ratio of security forces’ casualties per attack significantly increased in 2018 compared to 2017. A consistent decline in militant attacks was noticed since the launch of Operation Zarb-i-Azb (‘Sword of the Prophet’, also ‘sharp and cutting’) in June 2014. The average militant attacks per month declined from 35 in 2017 to 19 in 2018. In 2014, it was 134 which dropped to 59 in 2015 and 42 in 2016. Balochistan remained the most troubled province where the highest number of militant attacks (99), highest number of deaths (354) and highest number of injured (570) were recorded. Of the total attacks in the country, 61pc of the deaths and 59pc of the injuries took place in Balochistan. The second highest number of attacks (65) was recorded in the erstwhile FATA in which 107 people were killed and 150 injured. In Khyber Pakhtunkhwa, 40 attacks were recorded in which 72 people were killed and 174 injured. As many as 14 attacks were reported from Sindh in which 21 people were killed and 20 injured. Punjab saw six militant attacks in which 18 people were killed and 42 injured. More footprints of the militants were observed in Gilgit-Baltistan than the previous years as four militant attacks were recorded in the area during the year in which five people were killed and three injured. At least 12 schools, mostly of girls, were destroyed in a single night in the Diamer District. In 2017, 23 suicide attacks had been recorded in the country. However, the number declined to 18 in 2018 in which 267 people were killed and 460 injured.

Pakistan on January 4 dispatched its Terror Financing Risk Assessment Report to the Financial Action Task Force (FATF), identifying both domestic and foreign sources of funding being utilised for terrorist activities, reports The News. The report was submitted in accordance with the directions of the FATF. A 12-member delegation from Pakistan, headed by Federal Secretary Finance Arif Ahmed Khan, will also be attending the upcoming FATF plenary meeting at Sydney.The terror financing threats include predicate crimes such as cash smuggling, kidnapping for ransom, narco-trafficking, extortion, etc. The channels for terror financing include Hundi/Hawala, unregistered charities, virtual currencies, depending on the corresponding threats and preventive controls.

According to Pak Institute for Peace Studies (PIPS) Security Report 2018, a total of 595 people, including security officials, were martyred and 1,030 others were injured in 262 terrorist attacks carried out by militant, insurgent and violent sectarian groups across the country during 2018, reports The Express Tribune.PIPS report said on January 6 that “These attacks posted a 29 per cent decrease from the previous year. Of these attacks, as many as 171 attacks were perpetrated by the Tehreek-e-Taliban Pakistan (TTP) and its splinter groups – Jama’at-ul-Ahrar, Hizbul Ahrar and others, martyring 449 people.“Meanwhile, nationalist insurgent groups, mostly in Balochistan and a few in Sindh, carried out 80 attacks, martyring 96 people. As many as 11 terrorist attacks were sectarian-related, martyring 50 people and injuring 45 others.” The PIPS report states that significantly, more than half of these attacks, around 136, hit security and law enforcement agencies. Meanwhile, security forces and law enforcement agencies killed a total of 120 militants in 2018 – compared to 524 in 2017 – in 31 military/security operations as well as 22 armed clashes and encounters with the militants reported from across four provinces. Balochistan remained the centre of attention with 354 people martyred in attacks while 59 per cent of the total toll in Pakistan took place in the province.KhyberPakhtunkhwa, including erstwhile Federally Administered Tribal Areas agencies, faced the second highest number of terrorist attacks compared to all other regions of Pakistan. A total of 125 reported attacks from the province claimed 196 lives and injured 376 people. The report also noted a total of 131 cross-border attacks from Pakistan’s borders with Afghanistan, India and Iran, claiming 111 lives and injuring 290 others.Pakistan’s border along Iran also saw some clashes, a few hinting at diplomatic blame game. Two attacks by the Balochistan Liberation Army (BLA) stood out for their modus operandi as in both, the banned group tried to kill Chinese workers and diplomats.

Inspector General of Police (IGP) Mohsin Butt on January 11 said that A total of 119 people — including 15 police personnel — were killed and 114 injured in terrorism-related incidents in Balochistan during 2018, reports Dawn. Twenty-five terrorists were also killed in encounters and 55 arrested in 1,245 intelligence-based operations (IBOs) in the province. Inspector General of Police Mohsin Butt said. He said that 1,245 IBOs and 1,869 combing operations were conducted under the National Action Plan across Balochistan in 2018 in which 55 terrorists were killed and 4,188 absconders and 5,449 accused were arrested. They belonged to 22 militant groups. IGP Butt said that another 898 suspects had been arrested during IBO operations. IGP Butt further said that 21,103 weapons, 2,536kgs of narcotics were recovered. He added that a total of 8,755 incidents of crimes — including 42 sabotage activities, 34 targeted killings and 11 sectarian killings — were reported in 2018 as compared to 9,490 in 2017.

Pakistan People’s Party (PPP) leaders Asif Ali Zardari, Bilawal Bhutto Zardari, Sherry Rehman and Naveed Qamar attended the meeting which took place on the invitation of Leader of the Opposition in National Assembly Shehbaz Sharif. Jamiat Ulema-i-Islam-Fazl (JUI-F) leaders Maulana Asadur Rehman and Maulana Abdul Wasay, Awami National Party’s Amir Haider Khan Hoti, Pakistan Muslim League-Nawaz’s (PML-N) Ahsan Iqbal, Rana Tanveer, Shahid Khaqan Abbasi, Rana Sanaullah, Senator Pervaiz Rasheed, and leaders of other opposition parties also attended the luncheon meeting held at Shehbaz Sharif’s chamber in the Parliament House. “We have decided to form a committee to devise a joint strategy on various issues,” PML-N President Shehbaz Sharif stated. The leader of the opposition also criticised the ‘worst incompetence’ of the PTI government and once again termed as ‘cronyism’ the government’s move to award the Mohmand Dam contract to a consortium led by Descon, which he alleged was owned by a sitting adviser to the prime minister. The opposition leaders also agreed to take a hard stance on financial matters and raise the issue inside the parliament. “Inflation, unemployment and other important issues are getting out of hand and no foreign investors are ready to invest in the country,” Shehbaz said. These commitments placed a responsibility on Pakistan to ensure that everyone had access to courts or tribunals and is treated equally before the law, a verdict authored by Chief Justice Mian Saqib Nisar said. The decision came on a petition moved by the National Commission on Status of Women (NCSW) as well as the government of the Khyber Pakhtunkhwa (KP). The genesis of the issue raised in the case lies in the reality that in today’s age, informal custom-driven parallel legal systems in the form of ‘council of elders’ or ‘kangaroo courts’ exist in tribal areas, particularly in the north of KP and in some rural areas of KP, Punjab, Sindh and Balochistan. In response, the verdict held that the manner in which jirgas or panchayats functioned in the country was violative of Articles 4, 8, 10-A, 25 and 175(3) of the Constitution and explained that this practice of parallel judicial system did not fall under the constitution or any other law, because this system attempted to adjudicate on civil or criminal matters. The verdict also declared as illegal and against the spirit of the constitution any order, decision or a directive issued by any such individual or group of persons, since no individual or persons in the name of a jirga/panchayat or under any other name could assume the jurisdiction of a civil or criminal court without any lawful authority. The judgment also provided guidelines by holding that the law-enforcement agencies all over Pakistan were duty-bound to be vigilant and ensure that if any crime had gone unreported, they of their own accord filed FIR(s) with regard to the same and initiated the process of investigation, the verdict said.

Sindh Police's Counter Terrorism Department (CTD) have developed a technical team under its anti-terror wing that has started monitoring all digital platforms amid their growing use for “promotion of ideology of hatred, anti-state activism and militancy”, a senior official said on January 17, reports The Dawn. The fresh development from the Sindh Police came after a series of steps announced by the federal government and institutions, including Pakistan Telecommunication Authority (PTA) and Federal Investigation Agency (FIA), where “the infiltration of anti-state elements and promoters of different ideologies which cannot be dubbed as pro-nationalism” have sparked concerns, necessitating immediate and strong measures. The FIA a few months ago allowed establishing of 15 cybercrime reporting centres in the country. Five of the centres will be opened in Punjab, three each in Sindh and Khyber Pakhtunkhwa (KP), two in Balochistan and one each in Islamabad and Gilgit-Baltistan. The decision was taken in accordance with Section 51 of the Prevention of Electronic Crimes Act 2015, which grants the government powers to take all necessary measures for the prevention of cybercrime.

The body will also hold negotiations with the government on the issue of granting a second extension to the military courts set up in 2015 to try civilians on charges of terrorism. It was decided on January 18, that the committee will have three members each from the two main opposition parties, the Pakistan Peoples Party (PPP) and Pakistan Muslim League- Nawaz (PML-N), and one member each from the Jamiat Ulema-i-Islam (JUI-F) and Awami National Party (ANP). The PML-N representatives in the body will be Shahid Khaqan Abbasi, Rana Tanveer Hussain and Rana Sanallah; those from the PPP will be Raja Pervaiz Ashraf, Khursheed Shah and Sherry Rehman; the ANP will be represented by Ameer Haider Khan Hoti and JUI-F by Maulana Abdul Wasay. The acquittal was recorded at 86 percent as the accused in 2,693 cases were acquitted due to lack of evidence by the prosecuting agencies, including police and Rangers. The Home Office report on Pakistan’s situation praised determination of Security Forces (SFs), especially Pakistan Army, saying that the military-led operations against militants were successful and the overall security situation improved compared to previous years. Between 2014 and 2017, the total number of violence-related fatalities declined by over 73 per cent, from 7,655 fatalities in 2,014 to 2,057 in 2017; the number of fatalities in the first three quarters of 2018 (930) compared to the same period in 2017 (1,585) decreased by 41 per cent, said the report. The western provinces bordering Afghanistan, Balochistan and the Federally Administered Tribal Areas (FATA), remained the areas where most militant and sectarian violence (suicide attacks and targeted killings) occurred, with Sindh (outside of Karachi), and Punjab experiencing the least, said the report. The report further said that total 66 militant and affiliate supporter organisations were banned from 2001 to 2018. These include Lashkar-e-Jhangvi (LeJ) Sipah-i-Muhammad Pakistan (SMP), Jaish-e-Muhammad (JeM), Lashkar-e-Taiba (LeT), Sipah-i-Sahaba Pakistan (SSP), Tehrik-e-Jaffria Pakistan (TJP), Tehrik-e-Nifaz-e-Shariat-e-Mohammadi (TNSM), Tehreek-e-lslami al-Qa’ida, Millat-e-lslamia Pakistan and dozens of other groups. The report noted that although displacement continued in the tribal areas in 2017 and 2018, thousands of IDPS (Internally Displaced Persons) have returned to their areas of origin following improvements in the security situation, with over 83,000 returning in the first nine months of 2018; however, many people have lost access to their homes and livelihoods. The report stated, “major source for decline in violence in Pakistan has been the improving situation in Karachi”. Although, the city was once considered a hub for political/ religious militancy and urban crime, Karachi’s security situation has improved dramatically since 2014. Data collected by the CRSS (Centre for Research and Security Studies) annual security report of 2017 confirms these trends. The Home Office report said that new challenges have risen and some previous challenges continue. The report noted: “Challenges in the Pakistan security situation also included the emergence of self-radicalised individuals and small terrorist cells, growing religious radicalism including on educational campuses, cross-border attacks by Pakistani militants based in Afghanistan and the growing footprint of Islamic state.” Between 2014 and 2017, the total number of violence-related fatalities (including civilians, security forces and militants) declined by over 73 per cent, from 7,655 fatalities in 2014 to 2,057 in 2017. Casualties of violence increased in the third quarter of 2018 compared to the previous quarter, up from 521 to 964 (397 dead, 567 wounded). More than 50per cent of these casualties were recorded in Balochistan alone, followed by KP, Sindh, FATA and Punjab. “However as compared to the previous three quarters in 2017, the total number of fatalities during the same period in 2018 declined by 41 per cent (1,585 in 2017 and 930 in 2018).”

India, Pakistan and the other member states of the Shanghai Cooperation Organisation (SCO) will take part in a joint anti-terrorism exercise to be held later in 2019 by the SCO, reports The Indian Express on March 16. The decision to hold the joint exercise ‘Sary-Arka-Antiterror 2019’ was announced during the 34th meeting of the SCO’s Regional Anti-Terrorist Structure (RATS) council held in Tashkent, Uzbekistan. Delegations of the competent authorities of India, Kazakhstan, China, the Kyrgyz Republic, Pakistan, Russia, Tajikistan, Uzbekistan and the RATS Executive Committee attended the meeting. Chaired by Russia, the meeting also declared plans to hold the first stage of the joint border operation “Solidarity 2019-2021,” the 7th meeting of the heads of the border services, and training workshops on identifying and preventing the use of the Internet for terrorist, separatist and extremist purposes. RATS is a permanent organ of the SCO which serves to promote cooperation of member states against the three evils of terrorism, separatism and extremism. It is headquartered in Tashkent. The next meeting of the Council of the RATS SCO is scheduled to be held in Russia in September 2019.

Two passengers managed to escape the massacre and made it to the nearest Levies checkpost. The motive behind the killings and the identity of the victims are yet to be ascertained.

Based on intelligence picking up chatter and technical surveillance, agencies have learnt of a meeting held on March 16 in Nikial, PoK, opposite Rajouri that was attended by Inter-Services Intelligence (ISI) representatives from Pakistan and Lashkar-e-Taiba (LeT) terrorist Ashfaq Barwal. Instructions were sent out to shut down terrorist camps in the area amid Indian Army targeting Pakistani posts and terror camps in retaliation to ceasefire violations by Pakistan. Camps and offices of terrorists have also been closed in Kotli and Nikial area in the region opposite Sunderbani and Rajouri, respectively. The four terror camps that have been shut down have been identified to be controlled by Ashfaq Baral of the Lashkar. Two other Jaish-e-Mohammed (JeM) camps are in Pala and Bagh area, while another one in Kotli was being run by Hizbul Mujahideen (HM). According to details provided by India to Pakistan, there were 11 such camps operating in Pok that includes five each in Muzzafarabad and Kotli clusters and one in Barnala.

This happened hours after India summoned Pakistan’s Deputy High Commissioner Syed Haider Shah and conveyed its concern over the presence of pro-Khalistan elements in a committee set up by Pakistan on the Kartarpur Corridor. The move came a day after Pakistan, responding to India’s dossier on Jaish-e-Mohammad’s involvement in the Pulwama terror attack on February 14, claimed it had examined the 22 “pin locations” shared by India but found no terror camp. Pakistan’s Information Minister Fawad Chaudhry had announced Gopal Singh Chawla’s inclusion, along with at least three other pro-Khalistan elements, Tara Singh, Bishon Singh and Kuljeet Singh. According to unidentified sources, these developments have raised fresh concerns in India about the safety and security of pilgrims from India and misuse of the corridor for anti-India activities. India has made amply clear in the meeting and draft agreement that Kartarpur Sahib Corridor shall not be misused for any anti-India propaganda and activities. India has been strongly emphasising the need for fool-proof security of pilgrims on Pakistan soil and demanding commitment from Pakistan to insulate them from any anti-India propaganda or activity during their visit to Gurudwara Kartarpur Sahib’. The session, conducted in Lahore in collaboration with the Institute of Chartered Accountants of Pakistan (ICAP), was attended by around 100 representatives of the NGOs licensed under Section 42 of the Companies Act, 2017, as well as the Lahore-based registered intermediaries. In a detailed presentation, officials of the SECP highlighted the regulatory requirements related to AML/CFT as well as the mechanism for implementation of the United Nations Sanctions Regime under resolutions 1267 and 1373 for designation of terrorist organisations and individuals. According to the annual report 2018 of the National Counter Terrorism Authority (NACTA), Pakistan has witnessed a decline of 21 per cent in terrorist incidents in 2018 as compared to 2017, The Express Tribune reported on April 8.“Islamabad and Punjab witnessed a decrease of 50 per cent in terrorism-related incidents, while Azad Kashmir 67 per cent. Balochistan and KhyberPakhtunkhwa witnessed 92 per cent reduction in terrorist incidents,” says the report. The report states the law and order situation was satisfactory in Punjab and Sindh while Islamabad, Kashmir and Gilgit-Baltistan remained peaceful.Despite a reduction in terrorist incidents, Balochistan was the most affected province, it added. Overall, a fall of 22 per cent in terrorist incidents occurred in Balochistan and the erstwhile Federally Administered Tribal Areas (FATA).The report reveals that 517 people were killed in terrorist incidents in 2018 of which 288 were from Balochistan.“Sindh witnessed a decline of 80 per cent in terrorist incidents in 2018 as compared to 2017 while Punjab and Islamabad saw a 50 per cent,” it added.Another 67% decline in terrorism-related incidents occurred in Azad Kashmir, said the report, adding that 138 people died in erstwhile FATA and 59 in K-P in terrorist incidents while the death toll of such incidents was 15 in Punjab, 10 in Sindh, five in Gilgit-Baltistan and one each in Azad Kashmir and Islamabad.

Talha Haroon, 19, was arrested in Pakistan in 2016 after US authorities identified him as one of three men, along with a Canadian citizen and a man from the Philippines, planning attacks on Manhattan’s Times Square and the city’s subway. Justice Mohsin Akhter Kiani heard the case filed by Muhammad Haroon, father of the accused, challenging the district administration’s decision to extradite his son Talha to the US. Kiani remarked that America had returned a citizen on Pakistan’s demand. The counsel told the court that the siblings of Talha were still residing in the US and no legal requirements were fulfilled in the case of his client. No investigation was carried out against his client, rather a formal inquiry was only conducted, he added. However, the prosecutor stated that Talha was declared an accused in December 2018. After hearing the arguments from both the sides, the bench reserved its judgement in the matter.

Police and Security Forces (SFs) personnel killed five Tehreek-e-Taliban Pakistan (TTP) militants holed up in a house in E-sector of Phase-VII in Hayatabad area of Peshawar, the provincial capital of Khyber Pakhtunkhwa, on April 16 after a fierce gun battle lasting over 17 hours, reports Dawn. One Police officer also killed during the gun battle. The TTP in an email message issued claimed that six of its members were involved in the gunfight with law enforcement personnel. The gun battle started at 7.30pm on April 15-evening as Police tried to enter the house in E-sector during an intelligence-based operation (IBO). Assistant Sub-Inspector Qamar Alam lost his life while trying to enter the house. A terrorist was also killed during an initial exchange of fire that triggered a fierce gunfight which continued till the killing of the four remaining terrorists around April 16-noon. Two SFs personnel and two civilians, including a woman, were injured during the gunfight. The Bomb Disposal Squad (BDUS) during the clearance found an explosives-rigged bike on the ground floor, which was connected with explosive materials planted in the basement of the house. The BDU destroyed the bike with an explosive charge, which brought down the two-storey house. “The house and bike were rigged with about 60kg explosives, which had been destroyed with a 250-gram explosive charge,” BDU chief Assistant Inspector General of Police (AIG) Shafqat Malik said.

As per the security plan, more than 2,000 Policemen will be deployed across the city. The policemen will be assisted by personnel from the Elite Force, the Dolphin Force, the Special Branch and women police. Easter is expected to be celebrated at all main churches in the district. Apart from providing security to these worship places, churches in all the adjoining areas will be barricaded by installing razor wires and by placing barriers. Authorities claimed that Azeem had reportedly served as the outfit’s key member in Karachi (Sindh), Swat (Khyber Pakhtunkhwa) and Shangla (Punjab), reports Express Tribune. The arrested militant’s name is also mentioned in the Red Book of the Counter Terrorism Department (CTD).The Rangers spokesman said that the militant had been working with Jundullah’s Haji Mumtaz alias Hamza Group. During the initial investigations, the suspect revealed that he and his accomplices had transported a large cache of weapons to Karachi from Waziristan District of Khyber Pakhtunkhwa and that the weapons were used against the CTD in a 2007 shootout in Shah Latif Town. The suspect also disclosed that in 2007 he and his accomplices had committed a robbery at a bank located on Rashid Minhas Road and made off with PKR 1.7 million. In 2008 they committed a robbery at another bank and made off with PKR 3 million.During the same year they committed a robbery at a bank’s Malir Halt branch and made off with PKR 3 million, and on resistance they shot a security guard there. According to a report, a special group headed by Lashkar-e-Taiba (LeT)'s Muzzamil Bhat from Sialkot in Pakistan and his lackeys made forays into Bangladesh, the Maldives and Sri Lanka between 2005 and 2007, knowing well that these areas could be used to further their agenda and to target India, reports The New Indian Express on May 7. The Indian state had been following Islamic militancy in Sri Lanka since 2004.The tipping point in the rise of Islamic fundamentalism in Sri-Lanka had LeT foot prints all over it. Muzzamil Bhat one of the planners of 26/11 and is reported to be the architect of the Chittisinghpora massacre. The entire construct of this planto use these countries as a launch pad to train terrorists was part of his larger architecture.The FBI in its 26/11 charge sheet named Bhat as D, a key LeT military commander, who was involved in the Chittisinghpora massacre in Jammu and Kashmir on the eve of President Bill Clinton's visit to India in March 2000. In its second chargesheet, filed in a Chicago court, the FBI named an ISI officer, Major Iqbal, and four LeT operatives - SajidMajeed, Abu Qahafa, Abu Alqama and the unknown Lashkar member 'D'. About 'D' the charge sheet states that after the arrest of Zaki-ur-RehmanLakhvi in Pakistan in connection with the 26/11 attacks, he became the overall operational commander of LeT. According to FBI, 'D', who is yet to be arrested by Pakistan, was a handler of David Coleman Headley. Headley told Indian investigators that Muzzamil was involved in the Chittisinghpora massacre. In turn, Headley also said Muzzamil was most trustworthy lieutenant of Lakhvi and apart from Chittisinghpora killings of Sikhs; he planned the Akshardham temple attack in September 2002.Bhat, on the other hand, is a planner and his understanding was that with Indian intelligence and security forces keeping a close vigil on southern India in those years, he reckoned that taking the training camps offshore would be a better idea. Students Islamic Movement of India (SIMI) was already active in southern India, they had set up a southern chapter across the four states, while Bhatkal had become a new centrifuge.Muzzamil arrived in Sri Lanka and quickly realized that there was traction amongst Tamil Muslims after the Tsunami, and in Bangladesh among the Rohingyas between 2004-2008.But Research and Analysis Wing (RAW) which was extremely active in both Bangladesh and Sri Lanka did not allow Bhat or his henchmen to stabilize their operations. In 2011, ably abetted and assisted by Inter Services Intelligence (ISI) officer Amir Zubair Siddiqui (Counselor in the Pakistan High Commission in Colombo), a new name popped up on the radar - Zakir Hussain - who began to actively consort with and recruit Tamil Muslims on the island. The plan was to recruit them and attack diplomatic missions in Chennai and Bangalore, but RAW once again found the scent and pursued them to cut off their feed stock of financing, explosives and weapons.Once RAW had blown his cover, NIA moved in to charge sheet Siddiqui who was then visa counselor at the Pakistan High Commission in Colombo. Siddiqui was arrested for allegedly conspiring to attack vital establishments in India and was quietly withdrawn before the NIA's request under Mutual Assistance Legal Treaty (MLAT) reached Colombo.The terror plot was uncovered after the NIA police personnel arrested an ISI agent Mohammed Zakir Hussain (37) through the 'Q' Branch of the Tamil Nadu police in 2013. The reason was that he was gathering details about vital installations in Tamil Nadu and sent photographs to Siddiqui. Hussain used his counterparts Sivabalan and Mohammad Salim to circulate Fake Indian Currency Notes (FICN) in the state.During questioning, Hussain also confessed that he had also used Rafeeque (29) to pump in FICN in the state.A much larger network of Maldivians, Sri Lankan Muslims and Malaysian Tamils was discovered through this overarching probe.

The suspects were picked up after tracing the bomber. Officials said one of the detainees was a rickshaw driver who transported the suicide bomber to Data Darbar. According to officials, investigators have pieced together CCTV footage from across the city to determine the movement of the attacker. Through the clips, the investigators learnt about a tea stall which had opened in the GarhiShahu area about three months ago and was frequented by the attacker. Other footage showed the attacker getting into a rickshaw that took him to the Data Darbar via the railway station, officials revealed.

Five persons including a Pakistan Navy soldier were killed in a terrorist attack on Pearl Continental hotel in Gwadar town under same District of Balochistan on May 11, reports Dawn. The Inter-Service Public Relations (ISPR) statement on May 12 said four militants were killed during the clearance operation in the hotel. Six persons including two Army captains, two Pakistan Navy soldiers and two hotel employees were injured in the incident.According to the ISPR, three terrorists had attempted entry into the hotel with an intent to target or take the guests hostage.The Majeed Brigade of Balochistan Liberation Army (BLA) had claimed responsibility of the attack, saying in a statement the attack was aimed at Chinese and other foreign investors.

Out of the 600 foreigners including 200 hardcore maulvis (Muslim religious preachers) deported by Colombo over the last week after the suicide bombings there, over a 100 were Indians, reports The Pioneer on May 13. They, along with those from Pakistan and Maldives, were suspected to be engaged in radicalisation in the Sri Lankan mosques. Sri Lankan authorities have identified about 1,200 such individuals who are being screened for terror links and depending upon antecedent verification more such clerics are likely to be deported to the respective countries. Besides the Indians, clerics from Pakistan and Maldives have also been deported in large numbers owing to their terror links that emerged after serial suicide bombings in Colombo on Sunday Easter last month that took a toll of over 250 persons including 11 Indians. Besides the 200 maulvis, the 400 other individuals are also suspected to have travelled on tourist visas but have been essentially been engaged in radical preachings, sources said. The revelation of the Indian maulvis in radicalisation activities in the island nation has set alarm bells ringing in the security establishment here as they apprehend the international terror groups might have developed a hub of such transnational radical preachers in the country. The deportations began on May 14 after the Sri Lankan authorities informed the respective foreign missions on the issue. By May 16, the 600 such radicals were deported to the respective countries. Pakistani clerics have infiltrated the mosques in the region including in Sri Lanka, Bangladesh, Myanmar and Maldives and even in some of the ASEAN countries. These clerics are being exploited by the Pakistan’s Inter-Services Intelligence (ISI) for the larger design of implementing state agenda of sponsoring terror in the neighborhood, sources said.

The Directorate of Revenue Intelligence (DRI) on May 16 arrested one person in Ahmadabad in Gujarat while busting a network operating across India, China, Pakistan and Myanmar that had been engaged in smuggling high-end drones, reports The Hindu. Accusing the arrested person Chinmay Anand of being the network’s kingpin, the DRI also seized high-end drones and recovered other equipment that is normally used in espionage and surveillance. According to the DRI, the drones were supplied by Chinese companies, based on orders received from Pakistan-based firms, to a warehouse in Dehong, in China’s Yunnan province. From Dehong, which is located close to Myanmar’s eastern border, the drones were smuggled into Myanmar and from there to India. While all transportation up to Imphal was by various modes of road transport, the final leg from Imphal to Ahmedabad was done using domestic airlines by mis-declaring the prohibited cargo as camera stands, household goods, electronic items, etc. to elude detection by Indian agencies. The seized articles include 85 high-end drones of DJI Mavic, DJI Phantom and MI brands. Besides, 27 DJI Mavic Air Fly More Kit and 34 DJI Ronin S Handheld Gimbal Stabilizer for DSLR and mirror-less cameras used in film shootings were also recovered. The agency contended that the racket had been going on since 2017 and that drones worth10 crore had already been smuggled into and supplied in the country. “Illegal drones in private hands can pose a threat to national security as they can be used for espionage and sabotage purposes by the enemy states and anti-national and terrorist groups,” the DRI asserted.

He said that 40 youngsters have joined militancy in the Valley this year (2019) so far though the number has declined over the previous years due to outreach programme of the Army with teachers and families of the youth. At the same time, he said, 86 militants have been neutralized this year while 20 others have been apprehended in the Valley till date. Describing situation in Jammu and Kashmir as ‘under control’, the Army Commander, who has regularly been taking visits to forward areas on the Line of Control (LoC) in Jammu and Kashmir as well as hinterland, said Pakistan continued to indulge in anti-India activities by trying to infiltrate militants and promote drug trafficking. However, he declared that Army will not allow terror to take roots in Jammu region. The Indian Coast Guard (ICG) on May 21 apprehended a Pakistani fishing vessel off Gujarat and seized 200 kg heroin, worth 600 crore in the international market, reports The Hindu. According to Additional Director General K. Natarajan, Coast Guard Commander (Western Seaboard), late on May 20 received intelligence input from the Directorate of Revenue Intelligence (DRI) and other agencies that a Pakistani fishing boat was to deliver narcotics off Gujarat and that it was to be received by an Indian boat. The ICG swiftly diverted its ships to effect interception of the boat. In the early hours of May 21, one of the Coast Guard ships intercepted the Pakistani fishing boat Al-Madina off Jakhau in the Arabian Sea. “Despite evasive manoeuvres carried out by the crew of Al-Madina and rough sea conditions, it was successfully intercepted within Indian waters. During the hot pursuit, the crew threw bags containing suspicious material into the sea. The Coast Guard team, upon boarding the vessel, took the crew into custody and retrieved the material,” Mr. Natarajan said. “On initial checking 195 packets containing 200 kg of heroin has been found. The Pakistani vessel crew are being subjected to interrogation and rummaging is being carried out by various agencies,” Mr. Natarajan said.

In a simultaneous operation, three Pakistani and three Nepali nationals were arrested in Kathmandu with Rs 7.6 crore in fake Indian currency notes (FICN) of Rs 2000 denomination. “Those arrested included FICN kingpin Yunus Ansari,” said a senior DRI official. Ansari is known to have links with India’s most wanted don Dawood Ibrahim and Pakistan intelligence agency ISI (Inter-Services Intelligence) and has been responsible for running FICN network from Nepal. He is also suspected to have links with proscribed Pakistani terror outfit Lashkar-e-Taiba (LeT) that has been responsible for several bomb blasts in India. Son of a former Cabinet minister of Nepal Saleem Mia Ansari, Yunus was arrested twice earlier in 2010 and in 2014 based on DRI information for circulating FICN. “In the last few months, maritime route in the Indian Ocean has been exploited by the international organised narcotic smuggling syndicates for trafficking drugs. The other sensitive route has been India-Pakistan border in J&K where DRI had made seizure of heroin and arms and ammunition in a joint operation with Indian army last year,” a senior DRI official said.

A statement issued by the Inter-Services Public Relations (ISPR) said “Troops at the checkpost exercised maximum restraint in the face of provocation and direct firing on the post. Due to firing of the group, five army soldiers got injured. In exchange of fire, three individuals who attacked the post lost their lives and 10 got injured. All injured have been evacuated to army hospital for treatment,” the ISPR stated, adding that Ali Wazir along with eight individuals has been arrested, while Mohsin Dawar is at large after inciting the crowd. According to the ISPR, the aim of the attack at the checkpost was to exert pressure for the release of a suspected facilitator of terrorists arrested the other day. On May 6, a first information report (FIR) had been registered against members of the PTM central committee including MNA Ali Wazir in North Waziristan for inciting people to revolt against the state. According to sources, a clearance operation was conducted on May 24 in Doga area of North Waziristan as part of the sanitisation campaign. Troops deployed on one of the blocking positions received fire from Doga village and a soldier received a bullet injury in his belly. Following the incident, two suspects were taken into custody on May 25. A day after the arrests, MNAs Mohsin Dawar and Ali Wazir on May 26 incited the people to launch an assault on the Army checkpost.

The FATF, in a statement after a meeting in Orlando of Florida, urged Pakistan to “swiftly complete its action plan by October 2019 when the last set of action plan items are set to expire.” “Otherwise, the FATF will decide the next step at that time for insufficient progress,” it said. Pakistan has been on the global money laundering watchdog’s radar since June 2018, when it was placed on a grey list for terror financing and money laundering risks after an assessment of the country’s financial system and security mechanism. Turkey was the only country that opposed the move backed by the United States, the United Kingdom and India. However, Islamabad’s longtime ally, Beijing, had abstained. Moving one step further, India – co-chair of the joint group of FATF and Asia Pacific Group – wants Islamabad to be placed on the Paris-based watchdog’s blacklist of the countries, which fail to meet international standards in combating financial crimes. Islamabad, at a meeting in Guangzhou, China last month, was reportedly asked to ‘do more’ as its compliance on 18 of the 27 indicators – pointed out in the action plan – was deemed unsatisfactory.

"Gurpatwant Singh Pannun, attorney of law, New York, legal adviser, SFJ, wrote a letter to Yao Jing, ambassador of China to Pakistan informing them about the role of an Indian intelligence agency in attack on Chinese consulate in Karachi, Pakistan, on November 23, 2018," according to intelligence report. This round is not directly linked to Pakistan’s performance on its highest-level commitments with the FATF on money laundering and terror-financing, but its assessment report can indirectly impact the country’s position to move out of the grey list. Ceasefire violations by Pakistan from across the Line of Control (LoC) in Jammu and Kashmir (J&K) witnessed a five-year high within the first nine months of the current year, Defence sources said, reports Hindustan Times on October 4. According to the data collated by the Indian Army, Pakistan violated the ceasefire in J&K 2,225 times till October 2, meaning that on an average, it violated the ceasefire eight times a day during this period. Compared to this, the total number of ceasefire violations by Pakistan numbered 1,629 during the entire calendar year of 2018. “Pakistan increased ceasefire violations this year following the Balakot air strikes in February and subsequently after special status was withdrawn to Jammu and Kashmir in August,” an unnamed Defence officer said. The officer said the high number of ceasefire violations is linked to attempts by Pakistan to push terrorists into J&K under the covering fire. Intelligence reports have revealed that terrorists of Pakistan-based Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT) have been kept in waiting along the LoC to be pushed into Indian territory, whenever they sense a chance. Army sources said India has retaliated to each and every ceasefire violation befittingly. There have also been attempts by Pakistan to carry out Border Action Team (BAT) attacks on Indian positions at the LoC. A BAT team generally consists of Pakistani army commandos and militants. In the last week of July, Indian troops had gunned down five BAT attackers near a forward post of the Keran sector in J&K. Their bodies were not claimed by Pakistani troops. As per the Army’s data, there have been 123 militant-initiated incidents along the LoC and in the hinterland of J&K till October 2, as compared to 318 such incidents during the entire calendar year of 2018. The Army has neutralised 140 militants till October 2, this year, as compared to 254 in 2018 and 213 in 2017.

Pakistan faces high risks of money laundering and terror financing and it needs to improve the understanding of these risks that are also animating from various terrorist groups operating in the country, the final Mutual Evaluation Report of the Asia Pacific Group (APG) said on October 6, reports The Express Tribune. The APG on Money Laundering released its Mutual Evaluation report 10 days before the Financial Action Task Force’s plenary meeting, which is going to give its decision on Pakistan’s status on its grey list. After the APG report, chances are high that Pakistan would be retained on the grey list during the FATF plenary meetings from October 13 to 18 in Paris. The cut-off date for Pakistan to show improvement to APG was October 2018 and the Pakistani authorities insisted that they made a lot of progress during the past year. Lately, the Director-General of Military Operations has been given the overall responsibility for the implementation of FATF recommendations while Federal Minister for Economic Affairs Hammad Azhar is responsible for coordination from the civilian side. The Mutual Evaluation Report of 2019 has not agreed with Pakistan’s assessment that it faces “medium” category risks of money laundering and terrorism financing.

The CTD also claimed to have busted two other outfits whose members had been active in sectarian killings and murders of Policemen. “We have received reports that six ‘disgruntled’ militants of the AQIS recently arrived in Karachi from Afghanistan and they are trying to activate their sleeper cell,” said CTD chief Raja Umar Khattab. It was a splinter group of AQIS that comprised members of different communities who belonged to Karachi and had gone to Afghanistan, adds Khattab. They had reportedly developed differences with their leadership, partly because they did not utilise their ‘services’ for a considerable period of time, and now they had returned to Karachi. Six militants have recently returned to Karachi from Afghanistan. Law enforcers were making concerted efforts to bust this emerging cell and the CTD official hoped they would be ‘neutralised’ before they could carry out any act of terror.

The Khyber Pakhtunkhwa Government has decided to raise 34 new units of Rapid Response Force (RRF) to fill the void created by the departure of the several units of the security forces previously deployed in various parts of the Province, Dawn reported on October 21. It will cost PKR 505 million to set up 34 new units of RRF, a standby force of highly trained Police units to react and respond in events of organised armed assault by terrorists or in a hostage situation. The force was formed in April 2014. A summary for raising the new units, submitted to the Chief Minister (CM), states that pull-out of Security Forces (SFs) earlier deployed in the Province and moving to the eastern border created void, which needs to be filled up on urgent basis. PKR 505 million will be spent on setting up new units owing to developing security situation in the Province. In this regard, a meeting on law and order was held earlier in August this year, wherein CM Mahmood Khan approved raising of about 34 units of RRF. It said that the new units would be in addition to the existing 28 units of the force. The summary said that to raise 34 new units, it would require to recruit of 1,462 personnel. Of this, there would be 1,088 constables, 102 head constables, 68 assistant sub-inspectors, 31 sub-inspectors and 170 drivers. It said that RRF was initially established with 24 units in 11 most vulnerable districts of the province from the existing Elite Force back in April 2014. A unit of RRF comprises a sub-inspector, an assistant sub-inspector, four head constables and 40 constables. Each member of the unit is equipped with individual arms and ammunition including assault rifle, side arm, protective gear, individual night vision device, handset with accessories and searchlight. In addition to this, each unit is also equipped with additional logistics, such as rocket propelled grenades, sniper rifles, HMGs, gas guns, portable ladders and other tools for clearance and breaching operations. The summary said that later those units were increased from 24 to 28 to meet the challenge of militancy and functioning throughout the province.

Pakistan, which ranks 142 on the World Press Freedom index, is among the 13 countries where journalists are murdered and their killers go free due to “unchecked corruption, ineffective institutions, and lack of political will to pursue robust investigations,” the Committee to Protect Journalists (CPJ) has found, The Express Tribune reported on October 29. The 2019 Global Impunity Index examined journalists’ murders that were carried out with complete impunity between September 1, 2009 and August 31, 2019. At least 16 such cases were found in Pakistan, and the country has regularly featured on the index since its inception twelve years ago. Of the murdered Pakistani journalists mentioned in the CPJ database, seven belonged to TV channels, seven were associated with print and online editions whereas one of them was a freelancer. As for their provincial affiliation, seven of them were killed in Balochistan as compared to five in Khyber Pakhtunkhwa, and two each in Sindh and Punjab.

According to Freedom Network, at least 33 journalists were murdered for their journalism work in Pakistan during the past six years, including seven in the past one year (November 2018 to October 2019) alone, Dawn reported on November 1. The new report titled ‘100% Impunity for Killers, 0% Justice for Pakistan’s Murdered Journalists: Crime and Punishment in Pakistan’s Journalism World’ issued a ‘Pakistan Impunity Scorecard’ which reveals frightening statistics. The report is released ahead of the International Day to End Impunity for Crimes against Journalists observed by the United Nations on November 2 every year. According to the Pakistan Impunity Scorecard, a total of 32 FIRs were registered for the murder of 33 journalists during the period 2013-19, of which police could file challan (charge-sheet) in only 20 cases — or in 60 per cent of cases. Out of 33 cases, the courts declared only 20 cases fit for trial (60pc) of which prosecution and trial was completed in only six cases — only 18pc. In these six cases, the killer was convicted in just one case but escaped punishment after successfully overturning the conviction at the appeal stage after which the family of the murdered journalist abandoned its pursuit for justice for lack of resources. The above statistics include the cases of seven journalists murdered in Pakistan in the past one year (between November 2018 and October 2019). According to the report, FIRs were registered in all seven cases, but charge-sheet was filed by the police in only four cases (57pc).

As per the report, the intelligence alert has been received less than a week from the opening of the Kartarpur corridor for Indian pilgrims. The said corridor connects Dera Baba Nanak Sahib in Gurdaspur District of Punjab in India with the Kartarpur Sahib Gurdwara located in Narowal District of Punjab province in Pakistan. Sources in the intelligence agencies said terrorist training camps are situated at Muridke (Sheikhupura), Shakargarh (Narowal), and Narowal Districts of Punjab province in Pakistan where “substantial number of men and women are reportedly camping and undergoing training”. The said details emerged at a recently held joint meeting of all top security agencies of the country to discuss issues related to border management in Punjab. The biggest challenge, the agencies said, is the opening of the Kartarpur corridor as anti-India activities are likely to be carried out by hostile elements in Pakistan, especially “those likely to come into contact with pilgrims at the shrine”.

The Missing Persons Commission has disposed of 4203 cases upto October 31, 2019, as per monthly progress report released by Secretary Farid Ahmad Khan on November 10, reports Daily Times. A total number of 6372 cases were received by the Missing Persons Commission upto September 30, 2019. During October, 2019, 59 more cases were received by the commission and thus total numbers of cases reached to 6431. The Missing Persons Commission in October 2019 disposed of 63 cases of missing persons. The Missing Persons Commission has conducted 720 hearings in October 2019, 311 in Islamabad, 77 in Peshawar, 249 in Karachi and 83 hearings in Peshawar during October 2019. Chairman of the Commission Justice Javed Iqbal and other members have disposed of 4203 cases till October 31, 2019.
