Pakistan has handed over 443 suspected Al Qaeda operatives to US authorities till date, a report in Dawn, a Pakistani daily, indicated on January 6. Quoting official sources, the report said Pakistani authorities arrested more than 500 Al Qaeda cadres since the launch of the US-led anti-terror campaign in Afghanistan. Of these, 443 have been remanded to the custody of US authorities, they said. Pakistani authorities are working in close coordination with US security agencies and made these arrests during a series of search operations in various parts of the country, including in tribal areas. The report also said US authorities have transported the suspects to an undisclosed foreign destination for interrogation. The arrested suspects belong to 18 countries, including Sudan, Saudi Arabia, Syria, Libya, Morocco, Chechnya and France.

Officials at the Interior Ministry were quoted as saying in a report in Dawn, a Pakistani daily, that according to the Small Arms Survey, 2002, there were approximately 18 million illegally-held weapons in Pakistan compared to some two million legally-licensed weapons. There are nine illegal arms for every licensed weapon currently held by individuals in the country. The report said, despite the official ban on sale and purchase of non-licensed weapons, unauthorized arms and ammunition remain in circulation, and illegal arms trade and gunrunning continued to flourish. The tribal town of Darra Adamkhel near Peshawar, bordering Afghanistan, is reported to be the largest manufacturer and supplier of low-cost arms in the area.

A media report quoting intelligence sources has estimated that there are approximately 50 Al Qaeda terrorists taking refuge in Pakistan's tribal belt. According to these sources, the Al Qaeda fugitives were currently in the tribal area where people are sympathetic to them. "They have been abandoned by the Al Qaeda that fled Afghanistan following the US-led military operation there," an unnamed defence official was official was quoted as saying in the report. Information based on military intelligence indicates that these operatives are mostly from Chechnya, Russia and Uzbekistan. Other Al Qaeda cadres believed to be hiding there are suspected to be nationals of Egypt, Morocco and Jordan.

The Daily Times has reported that Pakistan’s security agencies are hunting for an Afghan national Hamdullah, popularly known as Mufti Inaam, who was the head of the intelligence agency under the erstwhile Taliban regime and has close contacts with Osama bin Laden. Mufti Inaam reportedly distanced himself from the government shortly after the 9/11 attacks and consequent to the US military campaign in Afghanistan, he crossed the border and hid in the northwestern region of Pakistan. He is suspected to have remained underground in Peshawar for quite some time and also helped many of his friends and colleagues in Afghanistan enter Pakistan through safe routes before the fall of Kandahar. He is also believed to have assisted many Arab families migrate to Pakistan and arranged their safe settlements in various parts of the country. In Pakistan, Mufti Inaam remained in contact with certain terrorist groups and Al Qaeda operatives for many months.

At least 29 mosques in Karachi have reportedly been declared disputed and some have been put under surveillance to avoid untoward incidents between rival religious groups. Seven out of the 29 disputed mosques were sealed. Among the several sects, those of Deobandi and Barelvi were allegedly responsible for a majority of the disputes, according to official sources. While some mosques are reportedly disputed between sectarian groups, some others are said to be a matter of dispute for other differences. In Karachi, according to The News, where a total of 2,223 mosques are present, 988 out of them belong to the Deobandi sect, 957 to the Barelvi sect, 58 to the Ahle Hadees sect, while 210 Shia mosques area also operational.

According to an unnamed DST operative cited in Le Figaro, "Bin Laden has indeed been able to move about regularly, although in a highly-protected fashion, within networks or tribes which we know ourselves to be practically inpenetratable and where he is known to be in great security… And, as these are the same tribes, which travel back and forth across Afghanistan's frontier with Pakistan, or that with Iran, observers along the way believe they've seen him just about everywhere. Which is why nobody can pretend to say, to this day, that Osama bin Laden is in any way dead."

According to The Friday Times, the Jaish-e-Mohammed (JeM), rechristened as the Khuddam-ul-Islam, has split following the expulsion of the outfit’s Karachi unit chief Abdullah Shah Mazhar by the Jaish chief Maulana Masood Azhar. Mazhar and his colleagues have reportedly formed their own faction. The report said that Azhar expelled 12 leaders, including Abdullah Mazhar and Abdul Jabbar, and is also reported to have informed the Punjab Government about his decision two weeks ago. While Abdul Jabbar, now known as Maulana Umer Farooq, is the chief of the breakaway faction, Mazhar has been nominated the nazim-e-aala (chief organiser) and secretary general of the splinter faction. The conflict between the two groups surfaced when the Mazhar faction disallowed Masood Azhar from addressing a sermon at Masjid-e-Bataha in Karachi’s Sakhi Hasan locality. About two weeks ago, the two groups reportedly clashed during an attempt to capture a mosque, which is currently in the possession of the Mazhar faction. Later, Masood Azhar attempted to deliver a Friday sermon at the Binori Town Mosque, but the mosque’s administrator, Abdur Razzaq Iskander, refused permission for the same. Another scuffle was reported at a mosque in the Korangi area and in this incident, the Azhar faction succeeded in capturing the mosque.

Daily Excelsior has reported that over 95 per cent of people in a district of Pakistan occupied Kashmir (PoK) have opted for independence from the Pakistani regime. According to a release issued by All Parties National Alliance (APNA), in a survey carried out in Rawalakote district of PoK, over 95 per cent of people favoured independence rather than accession to Pakistan. APNA, reportedly an amalgam of various political parties in PoK, had earlier announced that it would be holding a phased survey in all the districts, including areas like Gilgit and Baltistan. APNA along with the Gilgit-Baltistan National Alliance (GBNA), an amalgam of political parties in the Northern Areas, has been demanding its inclusion in the peace process between India and Pakistan.

The survey showed that in Karachi, a total of 466 seminaries of the Deobandi school of thought, 368 seminaries of the Barelvi school of thought, 24 seminaries affiliated to the Ahl-e-Hadees and 11 of Ahl-e-Tashee school of thought were reportedly operating. After the initial crackdown on them following the ban, these five groups are "back in business" with changed names and identities, the magazine quoting a report by Pakistani intelligence said in its latest issue. Four of Pakistan’s top sectarian outfits have effectively regrouped and are operating their respective networks as openly as before though under different names, it said. "According to a report prepared by Pakistani intelligence earlier this year to assess the situation a year after the ban was enforced, the move has failed to check either the activities or the relentless funding of these terror outfits from all corners of the world," it said. Further, the military regime has been unable to stop the "relentless funding" from Saudi Arabia and other countries to the terrorist groups, even in cases where Pakistani missions abroad were aware of the identities of financial sponsors of these organisations, it said.

Declassified US intelligence documents have reportedly revealed that Pakistan helped Al Qaeda terrorists launch their operations in Afghanistan in the 1990s and also clandestinely ran a major training camp used by Osama Bin Laden’s network. The documents, prepared by the Defence Intelligence Agency (DIA) in 2001 and declassified in a censored version this past week, also indicate that Afghan Northern Alliance guerrilla commander Ahmad Shah Masood may have been killed two days before the 9/11 attacks because he had discerned Bin Laden’s plan and "began to warn the West". The documents were obtained under the Freedom of Information Act by National Security Archive, a Washington-based think tank. However, the DIA has clarified that these documents represent only raw intelligence. "Taliban acceptance and approval of fundamentalist non-Afghans as part of their fighting force were merely an extension of Pakistani policy during the Soviet-Afghan war," said one of the DIA dispatches. It said that Pakistani agents "encouraged, facilitated and often escorted Arabs from the Middle East into Afghanistan". Pakistan is alleged to have built a training camp located outside the Afghan village of Zahawa, near the border between the two countries. According to the DIA, the camp was constructed by Pakistani contractors funded by the Inter Services Intelligence (ISI). However, in Islamabad on September 14, a Foreign Ministry official said that Pakistan had not yet officially received the DIA report, but said its "contents seems to be absurd and baseless." "This is a baseless report. The document itself says the information is raw. It does not seem to be founded on hard evidence," the unnamed official added.

After questioning he was later taken towards an undisclosed location. "Since then we have no information regarding his whereabouts," the official said adding "We have informed his government but so far we did not receive any response." Unnamed official sources were quoted as saying that Gunawan had been handed over to the US authorities. Meanwhile, an Indonesian student arrested from a seminary in Karachi on September 20 on suspicion of links to the Jemaah Islamiyyah is a brother of Hambali, an official said on September 22. The News quoting an official report has indicated that over 100 sectarian terrorists wanted in hundreds of sectarian murders during the last one decade in Pakistan remained untraced by the security agencies thus far. Profiles of 133 terrorists from the proscribed sectarian outfits – the Lashkar-e-Jhangvi (LeJ) and Sipah-e-Mohammed (SMP) - wanted in sectarian killings were prepared by the security agencies. Official sources have indicated that thus far an estimated 33 have either been arrested or killed in encounters with the police. Further, many of these wanted sectarian terrorists were regrouping after a brief lull in sectarian violence since the fall of the Taliban regime in Afghanistan. These terrorists are allegedly responsible for the fresh wave of sectarian violence in Quetta, Karachi and now in Islamabad. An official report has reportedly revealed that majority of these wanted terrorists had been living in the President Palace in Kabul during the Taliban regime. The Federal Government has reportedly sought cash pledges from over 1,000 activists of three terrorist groups proscribed on November 15 in an attempt to prevent banned groups emerging under new names. "The government has asked around 1,000 activists of the proscribed organizations to submit bonds worth Rs 100,000 each that they will not indulge in terrorist activities," Brigadier Javed Iqbal Cheema, Director General of the National Crisis Management Cell at the Interior Ministry, told Daily Times on November 19. Cheema said that the demand for the bonds was made in the context of Schedule IV of the Anti-Terrorist Act. Meanwhile, Interior Minister Faisal Saleh Hayat said that the Government had decided to seek "guarantees" from the terrorists instead of arresting them as "a new strategy". "We are not going for the arrest of members of these banned groups… We are closing down their offices to deny them a forum. We are seeking guarantees from them that they do not indulge in such activities in the future. This is providing them an avenue to correct their behaviour. If they disobey the government ban again they will be punished," said Hayat. The Minister added that "We have decided to ban a few more groups and a decision in this regard will be announced in a few days."
