According to the Daily Times, there is a ban on seeking donations for jihad in Pakistan, but several jihadi groups plan to collect the hides of animals sacrificed on Eid-ul-Azha (Muslim Festival) for their cause. An estimated three million animals were sacrificed last year for Eid. The net value of the hides of these animals was an estimated Rupees 1.8 billion. The report added that the banned Tehrik-e-Khuddam-ul-Islam (TKI) had assigned workers to contact sympathisers on Eid and get them to donate hides. The banned Jamaat-ul-Fuqra and Millat-e-Islamia, and other groups like the Al Badr and Tehrik-ul-Mujahideen that are not banned but are believed to have links with jihadis, have similar plans. The Al-Rasheed Trust, an organisation not banned in Pakistan but on the United States "terror list", collected roughly Rupees 40 million worth of hides last year. The trust’s publications, the Daily Islam and weekly Zerb-e-Momin, are urging readers to donate hides to the trust this Eid.

The Washington Times reported on February 10 that the Al Qaeda is training hundreds of Islamist radicals in Pakistan and Kashmir to send them to "sleeper cells" in the US. Quoting unnamed American and foreign officials, the report said that at least 400 radicals have been trained or are in training in special camps, and many have already been routed through Europe to Muslim communities in US. US intelligence officials were quoted as saying that the camps operate in remote regions of western Pakistan and in Pakistan occupied Kashmir (PoK) and are financed by various terrorist networks, including the Al Qaeda and sources in Saudi Arabia. Training camps in PoK were reportedly being operated by the Harkat-ul-Ansar (HuA) and Lashkar-e-Toiba (LeT).

The London-based Sunday Express has reported that the US and British security forces have cornered Al Qaeda leader Osama bin Laden in a mountainous area in Baluchistan, near the Afghanistan border. Quoting "a US intelligence source," it said Osama and at least 50 of his associates were inside an area 16 kilometers deep "north of Khanozai town and Quetta." "He is boxed in," the unidentified source was quoted as saying, adding that US special forces were "absolutely confident" that he could not escape. Meanwhile, the Baluchistan Home Department on February 22 denied the report that any member of the Taliban or Al Qaeda was either cornered or arrested from any part of the province. "There is no truth in these reports," a senior official of the Home department told The News.

"These semi-alliances are the Kashmir Resistance Forum (KRF) 1, 2 and 3 and Kashmir Freedom Forum (KFF) 1 and 2, while only Hizbul Mujahideen (HM) is allowed to use its original name", unnamed UJC sources were quoted as saying. Pakistan receives almost $100 million per month, on account of logistics support, it provides to the US troops in the war against terrorism. According to a half yearly review report of the Asian Development Bank released in Islamabad on March 21, the logistics support payments increased by 83.3 per cent during July-December 2003 to total $581 million or approximately $97 million a month. According to The News, Pakistan and the United States signed an acquisition and cross servicing agreement (ACSA) in early 2002 to facilitate reciprocal provision of logistics support and services between the two armed forces, to be used primarily during combined exercising, training, deployments, operations or other cooperative efforts. Items permitted under the ACSA include food, water, transportation, communications and medical services and also covers use of facilities, training services, repairs and maintenance etc.

Police sources said on April 15 that two suicide attackers who killed 47 persons during a Shia procession at Liaquat Bazaar in Quetta, capital of Baluchistan, on March 2 belonged to the Hizb-ul-Mujahideen (HM) terrorist outfit. The Hizb is one the largest terrorist groups active in the Indian State of Jammu and Kashmir. Rehmatullah Niazi, a police investigator, was quoted as saying in Daily Times that the two attackers were Abdul Nabi and Hidayatullah Mengal from Kalat, a town approximately 150 kilometers south of Quetta. "Families of the two men said they belonged to Hizb, but they had been out of contact with them for the last six months," added Niazi. Meanwhile, Salim Hashmi, the Hizb spokesperson, said it was "baseless" to link his group with the massacre. "It is impossible that anyone involved in sectarian violence could be associated with Hizb… This is out of the question," claimed Hashmi.

According to Daily Times, Pakistani women are being trained to become suicide bombers by the widow of an Uzbek terrorist. Intelligence agencies have reportedly submitted reports to the Interior Ministry revealing that Aziza, a citizen of Uzbekistan and widow of Ubaidullah, an active member of the Islamic Movement of Uzbekistan, is allegedly training female suicide bombers at a base in Pakistan’s mountains. Sources said that this is the first time in Pakistan that women were being trained for suicide missions. Ubaidullah was reportedly killed in January 2004 during an operation in South Waziristan conducted by the armed forces of Pakistan. The report said that in late March 2004, Aziza told her relatives that she intended to avenge her husband’s death by committing terrorist acts in Pakistan. Terrorist attacks might occur in the big cites of Pakistan and important Government officials could be targeted by trained female terrorists, sources added.

"We think the 9/11 commission is biased, partial and completely unscientific," said Foreign Office spokesperson Masood Khan while addressing a weekly press briefing in Islamabad. "The commission has chosen to interpret history very selectively," he added. The report said, "The Taliban’s ability to provide bin Laden a haven in the face of international pressure and UN sanctions was significantly facilitated by Pakistani support." However, the spokesman added, "We did have ties with Taliban regime in Kabul and we had relations earlier, with Mujahideen but we had nothing to do with Al-Qaeda."

Citing unnamed sources conducting preliminary investigations into the issue, the report indicated that during the past few months there has been an upsurge in the number of motorbikes being stolen from Karachi. Such motorcycles are allegedly smuggled by mafia gangs operating in the Lyari area to Baluchistan province and subsequently to Afghanistan. Further, "Infused with the spirit of camaraderie for the Afghan resistance against the coalition troops, the motorbike lifters are not even charging their cut for supporting the resistance," an unidentified source disclosed to The News.

Sponsored by US Representative Gary Ackerman, the legislation has been adopted by a voice vote as an amendment to the Intelligence Authorisation Act, according to Statesman. A similar bill has to be approved by the Senate before it can become law. Responding to the Bush administration's request for a five-year $3 billion aid package to Pakistan for its continued co-operation in the war on terrorism, Ackerman's amendment mandates an annual classified report for lawmakers to be produced in each of those five years detailing the degree to which Pakistan is supporting or subverting US anti-proliferation, democratisation and counter-terrorism goals. During a debate on the amendment, Ackerman said that ever since President Bush proposed more aid, "the media has been filled with reports of AQ Khan's nuclear network where, it turns out, 2/3 of the axis of evil got their nuclear technology and that Khan's agents tried to sell it the other 1/3."

The Baluchistan Government on June 29 released the report of a tribunal which investigated the March 2-sectarian massacre in which at least 47 persons are killed and more than 150 wounded when a procession of the Shia sect was attacked by rival Sunni extremists at Liaquat Bazaar in Quetta. According to Dawn, the report blames lapses on the part of security agencies for the incident. The tribunal, headed by Baluchistan High Court Judge, Justice Akhtar Zaman Malghani, in its report said the administration took the entire affair as a matter of routine, ignoring terrorist incidents, which had occurred in different parts of Pakistan at that time. They neither had any strategy to combat such a situation nor did they work out a plan after the attack to handle the situation, the report added.

Daily Times reports that the National Assembly on October 18 has amended the Anti-Terrorism Act (ATA) of 1997 because the government argued that changes were needed to counter terrorism at places of worship. The amendments has increased punishments for offences that fall within the precepts of the ATA. Also, the Anti-Terrorism Courts (ATC) are now empowered to try offences, including abduction or kidnapping for ransom and the use of fire or explosives in worship places irregardless of damage. The courts will also try those who are accused of firing or using explosives on the court’s premises. The courts were also empowered to order the impound of passports for anyone accused under the ATA. "(The bill) enhances both minimum and maximum punishments for acts of terrorism, limits the adjournments of cases and provides for appeals to be decided by special benches in the High Court," the government said in a written statement attached to the bill.
