Divya alias Santhi alias Wallasi (26), a Communist Party of India-Maoist (CPI-Maoist) ‘commander’ was arrested by Border Security Force (BSF) troopers from near Chitrakonda in Janbai area of Malkangiri District on April 1, reported The Times of India. A laptop, believed to contain information on the movements of Maoists, a diary containing phone numbers of various leaders and a 9mm pistol were recovered from Divya who was a member of the women's organisational team, later serving as a member of the local organisation squad (LOS). Divya belongs to Tokalla in Koyyuru mandal (administrative unit) of Visakhapatnam District. She was assigned to provide security to Andhra Odisha Border AOB special zonal secretary Modem Balakrishna alias Bhaskar. Later, she was made member of the Galikonda 'area committee, one of the strongest committees in east division. Divya was allegedly involved in the abduction of former Malkangiri District collector R. Vineel Krishna in February 2011 and was also allegedly involved in the killing of 38 Police personnel [including 36 Greyhounds personnel of Andhra Pradesh] on a motorised vessel in the Balimela reservoir June 29, 2008. Divya is married to ‘area committee member’ Julumuri Chinnayya alias Anand.

Recoveries made from the hideout included one Light Machine Gun (LMG) with two magazines and 300 rounds, one Pakistan made Under Barrel Grenade Launcher (UBGL) with five grenades, two Chinese stun grenades, 300 rounds of PIKA gun, one round of RPG, one 12 bore muzzle loading rifles and a large quantity of ration items.

At least 40 crude bombs were recovered from a passenger train in Guntakal railway junction in Anantapur District on April 10, reports The Times of India. While the crude bombs did not explode, it caused some tension among the passengers. The crude bombs were found by a woman worker from a bogie of Tirupati-Guntakal passenger which arrived at the junction at 10 am. The train was hauled to the yard for maintenance works when the worker found a parcel containing the bombs and immediately alerted the higher authorities.

Nagaland Post reports that Assam Rifles (AR) arrested 13 National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres along with one .9mm Pistol, one .22 Rifle, more than 3000 rounds ammo of various weapons, detonators and large amount of communication and surveillance equipments in an operation at Chumukedima ward No. 1 in Dimapur District on April 13. The militants had set up a temporary hideout in the vicinity of a house belonging to one ‘Colonel’ Yaritiva Lotha of NSCN-IM, who is presently said to be residing at Hebron Camp. It was reported that the cadres were using the safehouse for transit and storing the weapons and ammunition for short duration meant for further supply to other parts of the State. AR cordoned the house and searched the area while the cadres panicked and attempted to flee. In the process, the fleeing cadres were arrested. AR in a statement said the operation incorporated humanitarian facets to act within existing cease fire ground rules, however “law breakers” were arrested to maintain peace in Nagaland.

Security Forces (SFs) on April 13 neutralised a militant hideout at Chirdoori village in Lolab area of the Kupwara District near the Line of Control (LoC) and recovered a huge cache of arms and ammunition, reports Daily Excelsior. One AK rifle, four AK magazines, one pistol with magazine, one hand grenade and one Improvised Explosive Device (IED) switch were also recovered from hideout. The other recoveries include two anti-personnel mines, two fuse mines, 12 detonators, two IEDs, 1.5 kg of explosives, 23 kg of urea and 1 m of cordex wire. The recoveries comes after the SFs tightened vigil along the LoC following reports that the militants across in Pakistan occupied Kashmir (PoK) are desperate to infiltrate following the killing of their top commanders and their depleting numbers in Kashmir valley.

During the search operation, SFs found out multiple blood stains in the area suggesting that a few Maoists might have been injured too. Two claymore mines, a pipe-bomb, wire, detonator and other material used by the Maoists were recovered from the encounter site.

"The recoveries included a Chinese Pistol, four under barrel grenade launchers (UBGL), two Pistol Magazines, two PIKA magazines, two Improvised Explosive Device (IED) standard boxes, three radio sets with Antenna, two Circuit IEDs, nine rounds of PIKA gun, 210 rounds of AK-47 rifle and a Pouch," said Police officials. "The forest range of Handwara in Kupwara has seen some of the bloodiest encounters and recently there were at least two major encounters in which around 10 militants were killed. Since the militants are on run we suspect that they have left behind the arms and ammunition. A manhunt has been launched to arrest the militants and we are hopeful that the operation would be successful very soon," added the Police. No arrests were made so far.

According to Ganjam Superintendent of Police (SP) Rajesh Pandit, a team of Central Reserve Police Force (CRPF) and Special Operation Group (SOG) personnel located the Maoist camp in the morning of April 27, when they could find a ‘sentry’ of Maoists sitting on a hillock in the area. The items recovered from the spot included a generator, Maoist propaganda material, clothing handbook of Maoists, bullet proof jacket, food materials like rice, dal stored in drums, water jerkins, anti-malaria medicines, intravenous fluids like glucose saline, petrol, blood testing kits etc. Presence of generator and laptop hinted that Sabyasachi Panda, the secretary of Odisha State Organising Committee (OSOC) of the CPI-Maoist was present at the spot. Two US made 7.65 mm Pistols, one .22 mm Chinese made Pistol and ammunition were recovered from the militants. UPDF is involved in extortion and kidnapping and other illegal activities in Namsai and adjoining areas. Five Lashkar-e-Toiba (LeT) militants were killed in an encounter with the Security Forces (SFs) in the Kramhoora forest area of Handwara in Kupwara District on April 5, reports Daily Excelsior. Superintendent of Police (SP, Handwara), Choudery Aslam said that SFs launched a joint operation early in the morning in the Kramhoora forests. The SP said that during the operation militants fired upon the SFs resulting in a fierce encounter that lasted for several hours. The identity of the militants is being ascertained; he said adding that five AK rifles were recovered from the dead militants. The SP said that firing has stopped but the operation is going on and it may continue tomorrow (April 6, today) also as the SFs apprehend that there are few more militants in the area. The SP said that the five militants killed today were part of the same group which was killed on March 28. The SP said that these militants were operating from the forests at least for last one year. He said that SFs were planning operation against the militants operating in these dense forests for last few months. He said that around 15 LeT militants were still operating in the Rajwar forests that have dense vegetation and it gave ample cover to the militants.

The explosions took place between 7.37 and 8.15 pm during rush hour in the heart of the city on Junglee Maharaj Road, full of restaurants, shops and the large Sambhaji Park, popular for family outings in the evening. The first blast took place outside the Balgandharva auditorium used to stage plays, at a statue near that theatre, opposite a McDonald’s outlet and near a bank. One of the bombs, placed on a cycle, was hooked up to sophisticated circuitry. The Police said that the explosives near Dena Bank and Garware Bridge were left in the wire-meshed carrier bags, attached to the front of the bicycles and the explosion outside McDonalds went off in a dustbin at its outer gate. According to The Hindu report, the first explosion occurred around 7.30 p.m. near the Balgandharva Rang Mandir, an auditorium on Junglee Maharaj Road followed by second explosion in a dustbin outside the popular fast food joint McDonald’s. Soon after, the third and fourth blasts were reported at Dena Bank and Garware Chowk, in the same vicinity, with the explosive material planted on cycles. The Police said that the explosions were set off with pencil cell detonators placed in a plastic bag, a dustbin and on cycles at two locations. Home Secretary RK Singh said that the injured person is being treated as suspect and questioned by the police. Mr. Singh also suspects a terror angle as it was a planned attack. After the blasts all cities across India are on high alert. A bomb disposal squad swept Jantar Mantar in New Delhi where Anna Hazare and his activists are on a hunger strike, supported by a large crowd.

The Shillong Times reports that West Garo Hills Police conducted an operation inside North Garo Hills District in the afternoon of August 14 and shot dead two militants, including the ‘commander-in-chief’, identified as Waiston Marak, of the newly formed militant outfit A’chik National Unit Force (ANUF). The other militant killed was ‘area commander’, identified as Jakriel Sangma alias Rocky. The Police recovered AK-81 rifle and a revolver used by the two militants with several rounds of live ammunition of both weapons along with incriminating documents of the militant group. “The AK-81 was given on loan by the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB-RD). The arrested militants have also revealed to us that they had plans to buy new weapons and a sum of INR 1.5 lakh had been kept aside for the same,” informed Superintendant of Police Mukesh Singh. The incident took place when the Police followed the duo who were travelling in a vehicle from Tura to Rari village of Bajengdoba. The movement of the militants was revealed after one of the members identified as Roring Sangma alias Gud was arrested by Police in civilian clothes from Ringrey market of Tura on August 13. He was sent to Tura to purchase food items and make camouflage uniforms for the cadres of the outfit. He also confessed that the outfit had plans to abduct a businessman from Rari village. Based on his confession, police teams fanned out to different parts of Tura and managed to arrest Bilchang R Sangma alias Racheng of Rongrekgre village and Impu B Marak alias Bijoy Marak of Rongchandalgre village. Racheng was the ‘western commander’ of the militant group.

Police on August 21 claimed to have arrested a Policeman who carried out assassination bid on Law and Parliamentary Affairs Minister, Ali Mohammad Sagar on December 11, 2011, and 12 other attacks in Srinagar city since 2011 on behalf of Hizb-ul-Mujahideen (HM) outfit, reports Daily Excelsior. Inspector General of Police (IGP) Kashmir, S M Sahai, said that they have arrested two persons making claims for militant attacks in Srinagar city over the past 18 months. "One of them is a Policeman while another is a released militant", he added. Sahai said that arrested policeman, Abdul Rashid Shigan, a constable of the armed Police and posted with the security wing, was operating under the shadow name of Omar Mukhtar and General Usman. "He was acting as spokesman for Kashmir Islamic Movement, a shadow outfit of Hizb-ul-Mujahideen", the IGP added. He said that Shigan was working in coordination with a released militant, Imtiyaz Ahmad alias Raashid, in carrying out the attacks. He said that Shigan had a militancy background before he joined Police force in 1998. "He was an Over Ground Worker of Harkat-ul-Mujahideen. He was discharged from Police department while undergoing training for his involvement in militant activities and detained under Public Safety Act for one year. He was reinstated on court orders in Police department in 2002", added Sahai. He was recently transferred to security wing of the Police and was performing duty with Superintendent of Police Bandipora. The IGP said that Shigan confessed carrying out 13 attacks in Srinagar since January 2011. The IGP said that during the raid and searches conducted on the house of Shigan one coil electric -wire, one mine, two radio sets kenwood , 11 Batteries, one radio set Frequency setter, four Chinese pistols, six pistol magazines, 100 rounds of pistol ammunition, five grenades, two knifes, 13 UBGL shells, one Kiran Kove rifle, two AK 47 rifles, 16 AK 47 magazines, large quantity of AK ammunition, two UBGL thrower, two kits for cleaning, two pouches, one fire extinguisher, three bags, one water bottle, one first aid kit, one ladies hair wig, two scooter helmets, four grenade pins, one IED and 11 detonators were recovered. Sahai said that besides this, his hand writing matched with the statements he was issuing to the press and a cell phone that he used to call a local news agency was also recovered. S M Sahai also said that Police have to rethink and conduct scrutiny of Police Force that has been on the forefront of fighting militancy in the State after involvement of Policemen in militant activities came to light. Sahai said that militants are adopting new tactics of forming small modules, which were very difficult to uncover. He said that normally any militant attack that took place in Srinagar was solved in a couple of months but for the past 18 months [January 2011 to July 2012] police had failed to uncover these 13 attacks which took place in Srinagar. He said that subversive activities of such kind where Policemen are involved are possible in militancy infested areas but Police have been able to uncover it. He said that such modules are working independently and they are difficult to uncover. He further said that the attacks they carried out had given an impression that militancy is on the rise in Srinagar. "However, this is not correct. Statistically also the number of incidents has come down compared to last year," he added. It may be mentioned here that four Policemen were arrested in June 2012 for militant links and carrying out subversive activities in Srinagar city. "With the arrest of Shigan all these cases have been solved," Sahai said, adds India Today.

Several arrests have been made in separate such incidents. In one such incident, suspects Jora Singh and Bhagwan Singh of Ferozepur District bought heroin from Pakistan on August 18 and ran away from border when challenged during smuggling, the Police added. The Border Security Force (BSF) then found seven kilograms of heroin and FICN worth 573,000 dumped on the spot. "During interrogation, the suspects revealed smuggling 11 packets of heroin on August 12 from Pakistan, which is all distributed," Inspector General Jatindra Jain of the counter-intelligence Police said. Jora Singh and Bhagwan Singh smuggled heroin worth INR 900 million from across the border in the past 10 days, the counter-intelligence Police have said Jatindra Jain said, "At the appointed hour on the night of August 18, the suspects threw a stone at other side of the border at Bareke village, and in came the packets of heroin, fake currency, and Chinese pistol and magazines from Pakistan." Some of the drug packets were caught in the fence, setting off an alarm. The suspects picked up the pistol and magazines and tried to flee. "The BSF and police seized five cartridges, a motorcycle, and Rs. 2.15 lakh [INR 215,000] cash from suspect Jora Singh," said the IG, "and a Chinese pistol and 15 cartridges from Bhagwan Singh." IG Jain cited the continuing arrests in similar operations. "On August 21, we arrested Raj Kumar Raju of Bathnda and seized 500-gram smack worth INR 700,000 from him. Acting on a tip-off, the district police force jointly with CRPF searched the naxal affected area and recovered one can-bomb and one pipe bomb between Ramatandi and Namolepo villages under Ghorabandha Police Station. Muthi-ur-Rahman Siddiqui (26); Shoaib Ahmed Mirza alias Chhotu (25); Abdullah alias Abdul Hakim Jamadar (25); Ejaz Mohammed Mirza (25); Mohammed Yusuf Nalbandh (28); and Riyaz Ahmed Byahatti (28), were also arseted from Bangalore. After interrogation, it was revealed that the five Maoists worked in the Venkatapuram area committee and were members of the Sukhadev and Sunil dalams. The five were identified as M Nanda, M Bhimaiah, M Pojjaiah, M Lakshmi and S Jogaiah. The slain militants were identified as Aamir Ali Kamaal alias Aamir alias Akram and Mohammad Shaffi Hajam code Saqib. The arrested has been identified as Sajjad Ahmed alias Rezwan. Two AK-47 rifles, three magazines, 15 rounds, one Chinese pistol and one magazine were recovered from the site of encounter. The Inspector General of Police (IGP, Jammu) Dilbagh Singh said with the killing of two militants and arrest of another, 27 militants were left in Jammu region. Of the three, only Aamir was an accused in September 7, 2011, blast at Delhi High Court. Aamir, a prime accused, carried a reward of INR 2 million on his head — 1 million each from the National Investigating Agency (NIA), which has been investigating Delhi High Court blast, and from the State Government. Aamir was the first accused of the blast who has been killed, while three others, Amir Abbas Dev, Wasim Akram Malik (Junaid's brother) and a minor, had been arrested earlier in Kishtwar and handed over to the NIA. Four accused were still at large, including Junaid Akram Malik and Shakir Hussain alias Chota Hafiz of Kishtwar, Abu Saifullah and Abu Billal, both Pakistanis. Aamir had helped the two Pakistanis execute the blast. Sources said three HM militants, operating in Kishtwar, who were wanted to NIA in Delhi High Court blast included Aamir Ali Kamaal (killed on August 6), Junaid and Chotta Haafiz. All three carried a reward of INR 2 million each on their head. The NIA had announced a reward of INR 1 million on each of the three militants. The State Government had also announced an equal amount making it INR 6 million for three NIA wanted militants. A ‘divisional commander’ of Lashkar-e-Toiba (LeT) was among three top militants killed in two separate incidents in Cherhar Tujar and Mundji areas of Sopore District on December 13, reports Daily Excelsior. Police identified the dead ‘divisional commander’ of LeT for North Kashmir as Pakistani national Abu Zarar. He was looking after Bandipora, Lolab and Sopore area of North Kashmir. The other two have been identified as a local militant Khitab of Kulgam district of South Kashmir and Pakistan national Yehya Khan of Jaish-e-Mohammad outfit. Three Army personnel also sustained injuries during the operations. The arrests include Communist Party of India-Maoist (CPI-Maoist) and People's Liberation Front of India (PLFI) cadres, including sub-zonal and zonal ‘commanders’. Commenting on the arrests, Ranchi, Senior Superintendent of Police (SSP), Saket Kumar Singh said "The arrests have been a result of a collective effort by the entire team." A total of 10 rifles, 18 guns and five powerful can bombs have been seized from rebels this year (2012), along with detonators, ammonium nitrate, boosters and live cartridges. The huge cache of explosives that Police recovered was enough to blow up a large part of the State capital, Ranchi. The prized catches of the year include the arrest of Dhneshwar Yadav alias Kargil Yadav, a ‘zonal commander’ of PLFI with six rifles, two revolvers and hundreds of bullets from Mahuazari village. He was arrested along with six members- Mohan Ram alias Machhar, Varun Yadav, Prem Yadav, Pintu Oraon, Vijay Oraon and Sanjeev Oraon. Of the 59 arrests, around 40 percent of the arrests have been made from Bundu, Tamar, Namkum, Itki, Bero, Lapung Silli and Mandar. A total of 69 LWEs were arrested in 2011.

Police recovered huge cache of explosives from a forest area in Bihar's Communist Party of India-Maoist (CPI-Maoist) infested Gaya District, following a two-day combat operation on December 18 and 19, 2012, reports news.webindia123.com quoting ANI. Commenting on the operation, the Sub-Divisional Police Officer (SDPO) of Sherghati, Rajesh Kumar, said "Yesterday, we recovered two cane bombs weighing 20 kilograms each, seven cylinder bombs weighing around 20-25 kilograms each and 10 kilograms of explosives and various other types of chemicals, 150 metres of electric wires, 15 metres of codex wires and four detonators from a Maoist camp." The officer further added that "Today, we recovered 26 pressure cooker bombs; pressure cookers are made of aluminium, 78 iron pipe bombs and 67 packets of explosives like gelatin and petroleum jelly weighing around 200 grams each from the site, where the blast had occurred."

The Boder Security Force (BSF) personnel recovered four big iron pipes used to make claymore mines, about 40 kilograms of gun powder and a few metres of wires belonging to the Communist Party of India-Maoist (CPI-Maoist), during a combing operation inside the Sapalguda forest in Narayanpatna block of Koraput District close to Andhra Pradesh border on December 19, reports Zee News. "No arrest has been made so far. Possibility of the presence of more explosives in the area cannot be ruled out. We have intensified our search operations," Sub-divisional Police Officer (SDPO) of Laxmipur, Y Jagannath Rao said.
