Two Communist Party of India-Maoist (CPI-Maoist) cadres, Konda Mavula alias Azad, aged 20, and a 15-year-old girl, were arrested during a joint combing operation by the Andhra Pradesh and Orissa Police near Pedabayalu in the Vishakhapatnam district. District Superintendent of Police V.V. Srinivasa Rao on April 24 described as a human rights violation the recruitment of children by the Maoists to work as couriers. Rao said that the 'Andhra Pradesh-Orissa Border special zonal committee' documents seized by them recently had revealed that the Maoists were giving priority to use the tribal children for acting as couriers. The arrested minor girl who was recruited as a member of Bala Sangham during her early childhood became a dalam (squad) member two years ago. She worked in the Gurtedu dalam, Pedabayalu dalam and Bodagandi local organising committee. At the time of her arrest, she was reportedly carrying a .303 rifle and 60 rounds of ammunition.
