A suspected militant was shot dead by a combined team of the Thoubal District Police and Assam Rifles during an encounter at the junction of Thoubal Khunou and YVU road in the night of April 1, reports Imphal Free Press. While the other militants managed to escape, a 9-mm pistol, a magazine with two live rounds of 9-mm ammunition and one .36 HE hand grenade with detonator were recovered from the encounter site. On further search, a demand letter of the Kangleipak Communist Party (KCP) for INR 1500000 signed by one Wanglen was recovered from the possession of the slain militant.

Police recovered a huge cache of explosives hidden in a water tank by the Maoists in the Bhalua forest area in Gaya District. "We raided a bunker and found arms and ammunition stored in a water tank. There were seven country made sten guns and 16 bombs, weighing 20 kilograms. We are further investigating the incident," said M. R. Nayak, the District Superintendent of Police. Separately, a joint team of the Police, Central Reserve Police Force and Indo-Tibetan Border Police recovered a large cache of explosives from Imamganj jungle in the District. "In Lutwa jungle near Imamganj village, we conducted a joint search operation. We recovered 72 boxes of ammunitions from there. The Maoists fled away before we could reach the spot," said Nayak.

On April 10, ten Central Reserve Police Force (CRPF) personnel, including a Deputy Commandant, and three suspected Communist Party of India-Maoist (CPI-Maoist) cadres were killed during an encounter near Minta village under Chintagufa Police Station in Dantewada District , reports PTI. Deputy Commandant Diwakar Tiwari, a sub-inspector, four head constables and four constables were killed in the encounter, while 11 others, including an Assistant Commandant, were injured, an unnamed CRPF officer said in New Delhi. The incident occurred in the forests of Kotampalli when troops of the 55th battalion of the CRPF, who were on a patrol in the area, walked into an ambush set by the CPI-Maoist leading to a gun battle. One AK-47 rifle and a few wireless sets were also recovered from the encounter site. Times of India adds that the two-hour encounter started around 1 pm when the CRPF personnel were returning to their camps in two batches after a routine patrol, said Deputy Inspector General of Police (anti-Naxalite operations) Pawan Deo.

On April 10, the Pune Police arrested a gangster, identified as Asif Dadhi alias Asif Mohammed Iqbal Shaikh, from the Laltopi Nagar area in Pune, reports Express India. Asif was suspected to have links with radical Islamic groups, including the banned Students Islamic Movement of India (SIMI), and the underworld. The Police have recovered a pistol, two live cartridges and a mobile phone, all worth INR 54000, from his possession. Sources said Asif’s mobile phone carried some suspicious messages and had also saved some numbers in the mobile phone in code languages. According to Police records, Asif was involved in more than 11 crimes, including a murder at Hadapsar in 2007.

Separately, SFs personnel recovered a huge quantity of arms and ammunition from the site of the seven-day operation in Gurez sector of Bandipora District. The recoveries include one mobile phone with SIM card, 36 rounds of 9mm ammunition, one 9mm magazine, one radio set antenna, one pouch, two ruck sacks, two water bottles, two hand grenades, some winter clothing and eatables made in Pakistan like medicine and first aid kits. One militant was killed in the gunfight on March 26 in the area close to the Line of Control.

Telegraph reports that five Central Reserve Police Force (CRPF) personnel were killed and three others injured when Communist Party of India-Maoist (CPI-Maoist) cadres opened fire on them inside Jalko forests under Arki Police station in Khunti District on April 11. “It appears the rebels had already taken positions on the hills of the forests,” said Inspector General (provision) and State Police spokesman S.N. Pradhan. “While the jawans were passing through, they opened fire,” he mentioned. The slain Paramilitary personnel were identified as Hoshiyar Singh, Majhar Ali Khan, Sunil Rai, Sahadilip Singh and N.N. Sharma. “We have recovered a large number of bullets and empty cartridges from the venue. In a joint operation launched in Koppa, Sringeri, N. R. Pura, Jayapura and Belehonnur, Police seized 100 kilograms of explosive material, ammonium nitrate, 50 gelatine sticks, 10 detonators and pamphlets containing Maoist literature from the house of a person, identified as Nazir, in the Kachige village of Megunda revenue division. Based on information extracted from Nazir, they later raided the house of one Hamid from Baisigadde in Heggarkodige and recovered 23 detonators, 150 kilograms of explosives, ammonium nitrate and 70 gelatine sticks. In addition, Manju and Afsar, who were carrying explosives within the Balehonnur Police Station limits, were also arrested and 33 detonators, 58 gelatine sticks, 100 metres of electric wire, five kilograms of explosives and ammonium nitrate were recovered from their possession. According to the Superintendent of Police M. N. Nagaraj, the arrestees were tacitly supporting Maoist activities.

Inspector General of Police, B Srinivas said, "The encounter has ended and both the militants belonging to JeM have been killed. One Army captain sustained injuries in the operation," Both the slain militants were Pakistani citizens and identified as Afaaq and Babar, he added further. Police said Gokul Giri Nepali had supplied about 300 AK-47 rifles and large quantity of live ammunition and explosives while Somarjit Hashu had gone to collect some consignment from Gokul’s house. The duo confessed during interrogation that two AK-47 rifles along with 233 live rounds of AK 47, which were smuggled from Myanmar, were passed on to a militant group two days back. According to Police, the duo also revealed that the BW was commanded by one ‘Lieutenant Colonel’ James and was active in the entire Northeast, especially in Assam.

A Lashkar-e-Toiba (Let) militant, identified as Nissar Ahmed, was killed along with his girl friend and an accomplice at Dori Bhagla in Doda District on April 19, Times of India reported. Doda Deputy Inspector General of Police H. K. Lohia said that Nissar had slipped through the Police net more than once in the past and that his girlfriend Zahida Bano (20) proved crucial in tracking him down. "Nissar, one of the most wanted terrorists in the district, was proving very elusive for us till we stumbled upon his affair with Zahida," he said. He said as soon as Police came to know about the affair, sleuths were hot on her trail. Zahida was kept under watch for 10 days. "We closed in on Nissar when we discovered Zahida was to meet him," Lohia said. A team of Security Force personnel followed Zahida to Nissar's hideout. "Nissar and Mohammed Rafiq Nazni, another terrorist accompanying him, were asked to surrender. When they didn't, security forces fired at them," Lohia said. He said Nissar and Nazni were killed while Zahida was critically injured. "Zahida, who had been working for the LeT as an Over Ground Worker (OGW), later died in a local hospital." Lohia also said that a LeT OGW arrested last week had tipped the Police about Zahida's terror link. Superintendent of Police Parbhat Singh said the two militants had been active in the forest area around Doda for a long time. "Their elimination is a major success for counter-insurgency operations in the area," he said, adding, two AK-47 rifles were recovered from the encounter site.

As Khan was approaching the house, the troops and militants exchanged heavy fire, resulting in Khan’s death. A Defence spokesman while confirming the death of the militant and Khan, however, refused to comment on the circumstances in which the latter was killed. Official sources said Doda Police received information about the presence of militants in the forest areas of Kashtigarh. While the Security Forces (SFs) were carrying out search and cordon operation, they were fired upon by the militants hiding in the house of Samad Hajam. In the militants’ indiscriminate firing, trooper Suraj Parkash and SPO Karan Singh were killed. In the retaliatory action by the SFs, a 24-year old female militant and a HM ‘commander’ were shot dead. A top Lashkar-e-Toiba (LeT) militant, ‘district divisional commander’ Yusuf Gujjar alias Kamran, and his two associates were shot dead by Security Forces (SFs) at village Sarawan in the Kishtwar District on April 2. Deputy Inspector General of Police (Doda range), Hemant Kumar Lohia, told Daily Excelsior that SFs launched a search operation at Sarawan at 10 am after securing specific information about the presence of three top militants, including Yusuf Gujjar, in the area. During the encounter that ensued after a search operation was launched, all three of them were killed. Unconfirmed reports said that a Territorial Army trooper, Zafarullah, who had deserted his battalion in March 2009 and joined the LeT outfit, was also present in the area. His killing in the operation has not been confirmed so far by the SFs. It has, however, been confirmed that Zafarullah had joined Yusuf Gujjar’s group after deserting the Army. Recoveries made from the incident site include one AK-56 rifle with three magazines, four grenades, six Chinese grenades, one pistol and a large quantity of ammunition.

Police sources said the duo were going to hand over the money to members of an international arms racket of Mizoram against which the militant group had already received the consignment of weapons, which included over 60 rifles of AK series. Out of the five militants, Prabhat Basumatary, Krishna Basumatary and Deithang Basumatary belonged to the National Democratic Front of Bodoland (NDFB) while Babul Ali and Yunis Ali were of the Muslim United Liberation Tigers of Assam (MULTA). Defence spokesman Colonel Rajesh Kalia said the militants were planning to abduct a businessman, Paras Gurung, of Lokhra area in the same district. The army said Prabhat Basumatary was a known operative of Pakistan’s Inter-Services Intelligence (ISI) and a key perpetrator in the bomb blast at Dhekiajuli. The army recovered five 9-mm pistols, a Chinese hand grenade, five kilograms of explosives, 10 detonators and 107 rounds of AK-47 ammunition from the encounter site. Two top commanders of the Lashkar-e-Toiba (LeT) were killed while an Army trooper was injured and three Police officials of Bhaderwah had a narrow escape in an encounter at Chinote in the Bhaderwah area of Doda District on April 30, Daily Excelsior reported. The slain LeT ‘commanders’, identified as Ashraf alias Jehadi and Mudassar alias Bhaya alias Abu Furqan 99, had escaped Police cordon in Domel forests of Bhaderwah three days back and since then were being searched by the Security Forces (SFs). One AK-47 rifle, two magazines, 30 rounds, three grenades, two pouches, RDX and a large quantity of documents and other belongings of the militants were recovered from the encounter site. With this incident, a total of eight militants, mostly LeT and Hizb-ul-Mujahideen (HM) commanders, have been killed in Doda District this month. Yadav was reportedly responsible for the outfit's operations in Ranchi, Latehar, Chatra, Lohardaga and parts of Hazaribag Districts. Senior Superintendent of Police (SSP) Praveen Kumar said Yadav was wanted in over two dozen cases of extortion, murder and burning of mine vehicles, trucks and machinery in the mining areas. "Yadav was staying in a rented accommodation under Sukhdeo Nagar police station and used to shift his residence every five to six months to evade arrest," Kumar said. The SSP said Yadav was arrested along with one Rakesh Kumar and a teenaged girl, Rekha Kumari, who use to collect extortion money on behalf of the former. Yadav told Police during interrogation that his squad had sophisticated weapons like SLRs and AK-47s. Telegraph adds that Yadav had a cash reward of INR 100000 on his head. “Yadav was once a CPI-Maoist associate and worked as a sub-zonal commander between 2002 and 2005. In 2006, he met Dinesh Gope and formed Jharkhand Liberation Tigers (JLT), which was later renamed PLFI. Yadav was in hiding in the city for a year and a half,” said the SSP. The primary task of the organisation is to extort money from contractors, businessmen and disrupt development activities. PLFI is active in Gumla, Khunti, Chatra, Hazaribagh, Garhwa, Palamau and Daltonganj. It is a rival faction of the CPI-Maoist and the Tritiya Prastuti Committee.

Senior Superintendent of Police (SSP), Reasi District, Anand Jain told that Army personnel launched a search operation in Kund forests at Bedan Gali at 4.30pm (IST) soon after developing a specific information that four top ranking militants of HM had taken shelter in the area. The slain militants were identified the as Shabir Ahmed Chopan alias Tufail, Nazir Ahmed Sheikh alias Nassir, Ghulam Mohi-ud-Din alias Mudassir and Abdul Rashid. Tufail and Nassir besides a HM commander Janbaaz, who was killed last month, were involved in the killing of three members of a family including a newly wedded boy Aiyaz Ahmed, his father Ahmed Din and mother-in-law Taj Begum on May 8, 2009 just a day after the marriage of Aiyaz with Taj Begum’s daughter. The bride-groom and his family members were killed as the boy had married a girl against the wishes of a HM militant. Deputy Inspector General of Police (Udhampur-Reasi range), Gulzar Singh Slathia, said a team of the Army, Police and Special Operations Group was carrying out search operations in Mahore forests following an intercept of LeT that a militant, injured in an encounter with the SFs at Gajna Top in Mahore last week, had taken shelter in a hamlet awaiting treatment. A Police team which observed his movement is reported to have asked him to surrender. However, the militant lobbed a couple of grenades towards the troops, who retaliated killing the militant on the spot. The slain militant has been identified as Altaf Ahmed, a resident of Ladda. He was operating in parts of Reasi District for more than three years and was involved in several subversive activities. From his possession, Police recovered four grenades, three detonators, one set, one pouch and some documents. With this, a total of eight militants have been killed in Mahore during the last one week in three operations while 12 militants were killed in the area during the past one month.

Disclosing this on August 17, the Hazaribag Superintendent of Police (SP), Pankaj Kamboj, said that during the last two months the Police arrested several persons for supplying explosives to the extremist groups, including the CPI-Maoist. He said some arrested extremists confessed to Police during interrogation that they had been purchasing ammonium nitrate and other explosives from Prakash Mehta of Ichak More. The explosives were supplied to Maoist ‘zonal commander’ Navin Manjhi in the jungle areas of Bishnugarh Police Station in Hazaribag District and Bagodar Police Station in Giridih District during the recently held Parliamentary elections for laying underground landmines for killing the Security Force personnel. The SP said Police seized 364 bags of ammonium nitrate from Prakash's storehouse at Ichak More which was brought from Visakhapatnam in the State of Andhra Pradesh. A massive search operation was still on in Kushaal forests by the Security Forces (SFs) to neutralize the two absconding militants, who reportedly include Shaheen Parvez, a ‘district commander’ of the HM. Haseeb Mughal, the Superintendent of Police in Kishtwar, said SFs launched a search operation at Kushaal in the early hours after developing specific information that four hardcore HM militants had been hiding in the area. The militants include ‘district commander’ Shaheen Parvez, Shakoor Ahmed alias Zubair of Ramban, Bashir Ahmed alias Javed of Laloor in Doda and Manzoor Wani of Kishtwar. In the resultant encounter, two militants were killed while two others managed to escape taking cover of the grown up crop and a hostile weather. A cache of arms and ammunition, including two Chinese and Italian-make pistols, one locally-made revolver, six empty pistol magazines and cartridges of different bore, were recovered from the houses of the three and the residence of Ashok Singh, who, however, managed to escape. A cellular phone and a car belonging to Sandeep were also seized by the Police. The Superintendent of Police (SP) Subodh Prasad said that during raids conducted to rescue HINDALCO’s 10 staff - who were abducted on August 17 from the company's mines in Gumla and later released on August 19 in the bordering areas - he was tipped off about CPI-Maoist ‘commander’ Sanjay Yadav's network in Lohardaga town. The SP said that several documents recovered during the raids suggest that the three persons were involved in supplying arms and levy collection. During interrogation, they revealed the names of several Maoist sympathizers, the SP said, adding that the police have also learnt about some others who provide logistic support to Maoists. The SP said that Sandeep's sister Sangita was married to a People Liberation Front of India (formerly known as the Jharkhand Liberation Tigers) activist, Sunil Yadav, of Line Mohalla in Chatra. A Maoist sustained injuries in the encounter and died on way to the hospital, the SP said. However, Times of India reports that seven persons, suspected to be Maoists, were arrested following a clash between two groups near Barabar hills in Jehanabad District. The joint police team of Gumla, Ghaghra and Lohardaga's Senha Police station seized arms, ammunition and several other incriminating items after an encounter with People's Liberation Front of India (PLFI) activists at Hapamuni village situated in bordering areas of both the Districts under Ghaghra Police station on August 27. SP Subodh Prasad said Police team had swung into action on a tip-off about PLFI activist, including its commander Rajesh Tiger alias Lal Tiger, accompanied by Surendra Oraon, who had escaped from Lohardaga prison and Budha Meer, were in the area. When police surrounded them they started firing. Police retaliated but the PLFI extremists managed to escape. The Police later seized a 9-mm pistol, a country-made pistol and a regular DBBL gun and 10 cartridges including 7 of 315 and rests of 12 bore. Some of the belongings of PLFI activists, which they left behind while escaping, were also seized. Two girls were also arrested from the incident site. Police personnel from the Senha Police station have been sent in a special mission against the PLFI squad who were reportedly taking shelter in a remote area under the same Police station, the SP said.

The other arrested linkmen were identified as Jiaur Rahman of village Kachari Solmari under Rangiya Police Station, Moon Kakati of Becheria village under Bebezia Tiniali Police Station in Sonitpur District and Tankeswar Kalita of Milanpur under Rangiya Police Station. The District Superintendent of Police Amresh Mishra told PTI over phone that acting on a tip-off a Police team raided a hideout in the Kuakonda area where the insurgents were holding a meeting. An Italian made 7.65mm pistol, four bullets, two mobile handsets, five SIM cards, including two Bangladeshi cards and BNR 100 were recovered from the possession of the couple. The couple hails from Bolka Barobaisa of Jalpaiguri District in West Bengal. “After operation All Clear (Operation Flushout) in Bhutan, they went to Bangladesh and had been staying there. One pistol, six rounds of ammunition and a mobile phone were recovered from his possession. According to Deputy Superintendent of Police (DSP) Surjit Singh Paneswar, Niren had served an extortion notice to a small tea grower, Dipak Gogoi, who lodged an FIR (first information report) to the Police. When several bids to collect the extortion amount of INR four hundred thousand were foiled, Sarma set a deadline on August 31 and threatened to kill Gogoi if he failed to pay the amount. The DSP said that the SF personnel laid a trap in the vicinity of Gogoi’s residence in the night. In the ensuing encounter which continued for more than 20 minutes, Niren Sarma died at the spot while other members of his group managed to escape.

A plot by the Lashkar-e-Toiba (LeT) to target forward Army posts and other sensitive installations in border Districts has been averted by the troops who foiled an infiltration attempt by three fidayeen (suicide squad) militants from Sabjian in the Mandi sector of Poonch District in the night in which one infiltrator was killed while two others were forced to retrieve. The infiltrators, all top militants and members of LeT’s suicide squad, had been launched from Cobra 1 post of army in PoK. The intruders took positions at an isolated forest area and opened indiscriminate firing on the troops, who retaliated. The militants also lobbed grenades on the Army personnel. In approximately an hour long encounter close to the LoC, the Army personnel killed one of the infiltrators while two others retrieved to PoK taking cover of darkness. There were no casualties on Army side in the exchange of firing. According to sources, maps of Army posts in forward locations and other sensitive installations of Poonch have been recovered from the possession of the slain militant. More documents seized from the spot confirmed that all three militants were Pakistanis and part of a suicide squad of the LeT outfit. In addition to sensitive maps, other recoveries made from the encounter site include one AK-47 rifle, five magazines, four Chinese grenades, one Pathan suit, 130 AK bullets, a large quantity of dry fruit, mobile phones, batteries, chargers, two wireless sets and one compass.

Sources said Bhim Boro, who was an ‘area commander’ of the Ranjan Daimary faction of the NDFB, had allegedly masterminded the blast in Sonitpur District on July 13 in which an Army Colonel and his driver were killed. An Italy-made pistol, two live rounds of ammunition, three fired cases, a grenade, a mobile phone and some incriminating documents, including extortion notes, were recovered from his possession. Police also said the Daimary faction was planning to blow up the double-decker Saraighat Bridge before Independence Day (August 15). Bhim Boro, who was reportedly trained in Afghanistan, was the brain behind the plot, the Police added.

Javed Ahmed and Ashiq Ali were arrested by Delhi Police’s Special Cell from central Delhi’s Daryaganj area when they were traveling in a car. "We caught them from Mahavir parking area," Joint Commissioner of Police (Special Cell) P. N. Agarwal said. "We had Intelligence inputs about the movement of these militants and we tracked them," the officer said. He said two AK-47 rifles, about 100 cartridges and two grenades were also recovered from the militants, who were in their early 30s.
