A tribal organisation called Naxal Hinsa Prapidita Manch has raised its voice against the Maoist killing of innocent civilians in Koraput District on February 2,reportsThe Pioneer. They lodged their protest in a huge rally against the Maoists in Narayanpatna block of the District. The forum consisting of more than 2,000 tribals took out the rally and appealed to the Maoists to refrain from violence. “As the Maoists are against development and are killing our innocent people, they must not be our well-wishers. So we want them to leave our area,” said Suresh Sirika, leader of the forum. The forum submitted a memorandum to the Chief Minister (CM) through the Block Development Officer (BDO) Narayanpatna and Sub-Divisional Police Officer (SDPO) Laxmipur.

More than 200 Dongria Kondhs (tribals) under the banner of Niyamgiri Suraksha Samiti (Niyamgiri Defence Committee) on February 7 locked Munikhol gram panchayat (village level local self government institution) office in Muniguda block protesting Police action against them, reports The New Indian Express. They submitted a memorandum to Chief Minister Naveen Patnaik through Muniguda Block Development Authority (BDO) Rajib Behera. In the memorandum, they alleged that the District Police and Central Reserve Police Force (CRPF) troopers are torturing innocent tribals in the name of Maoists at Niyamgiri. “When we are organising any developmental meeting in the hill area, the Security Forces are attacking us suspecting us to be Maoist supporters,” they alleged.

The Police detained Jammu and Kashmir Liberation Front (JKLF) chairman Mohammad Yasin Malik and other senior leaders in Srinagar on February 8, to deal with the shutdown called by the separatists to mark the death anniversaries of Parliament attack convict Afzal Guru and JKLF founder Maqbool Bhat on February 9 and 11, reports The Hindu. The detained leaders were presented before a magistrate, who remanded them in judicial custody for seven days. The JLKF planned to take out a protest march on the two days. Sources said banners and posters depicting Bhat, who was hanged in 1984, and Guru, executed in 2013, has been printed in large numbers by the separatist groups.

Scores of JKLF activists were rounded up as they tried to march towards the city centre Lal Chowk, demanding the mortal remains of Parliament attack convict Afzal Guru, who was hanged in 2013, and Maqbool Bhat, who was hanged in 1984.

The Manipuri film industry shut down indefinitely on February 17 to protest against extortion threats by National Revolutionary Front of Manipur (NRFM) to the Film Forum Manipur, reports The Telegraph. "We have decided to suspend all Manipuri film-related activities after the National Revolutionary Front Manipur issued threats to us for not meeting its monetary demand. We will not resume our activities until the threat is withdrawn," the chairman of the Forum, L. Surjakanta, said. According to Surjakanta, the militant group first approached the Forum for "financial assistance" late last year (2015). In response, the Forum suspended all film activities from November 14, 2015. The Forum resumed work on December 28 after a public meet, attended by civil society and student organisations, appealed to the rebels to withdraw the threat. Surjakanta said the militants have not mentioned the exact amount to be paid, but continue to issue threats to the Forum. "Within days of resuming our activities, telephone calls came from the group, threatening us and warning us that no activities would be allowed until the group is paid. Our repeated appeals and pleas to withdraw the demand and threat went unheeded. After reviewing the situation and also in view of the rigid stance of the group, we have decided to suspend all activities indefinitely from today," Surjakanta said.

The Dongria Kondhs of Muniguda, Kalyansinghpur and Bisamcuttack blocks of the District led by Ladda Sikaka, convener of Niyamgiri Surakhya Samiti (NSS), staged the protest. Sikaka said, unable to fight against the Maoists, Police are targeting innocent Dongria Kondhs out of frustration. As an active member of NSS, Dasru was fighting for Niyamgiri Hill and has no connection with the Maoists, Sikaka added. In the recent past, Police had arrested Haribandhu Kadraka, Drika Kadraka, Tela Karkara, Nepal Takri and Padmanav Choudhury on similar charges. Another tribal, Manda Kadraka was killed in Police encounter and Drika Kadraka had committed suicide following Police torture, added Sikaka. Tribals also submitted a memorandum to Governor seeking his intervention in release of Kadraka and preventing Police atrocities on Dongria Kondhs. They have threatened to resort to rail roko (halting of Railways) at Muniguda if their demands are not met at the earliest.

Police foiled Lal Chowk sit-in protest by separatist Jammu and Kashmir Liberation Front (JKLF) against attacks on Kashmiri students in country’s institutes and detained its leaders and activists on April 11, reports Daily Excelsior. Dozens of JKLF supporters led by Vice-chairman Bashir Ahmad Bhat assembled at Maisuma neighbourhood and started sloganeering against the attacks on Kashmiri students and also against the detentions of youths. The protesters were holding banners and placards and amid sloganeering started to march towards Lal Chowk where they were scheduled to hold a sit-in. However, a heavy posse of Police personnel was deployed additionally on the entry point of Maisuma by authorities. As the JKLF protesters attempted to move towards the Lal Chowk, the Police personnel stopped them and bundled them into Police vehicles after brief scuffle. The protesters who also included senior JKLF leaders were then detained at a nearby Police Station. Earlier, the Police detained JKLF chairman Yasin Malik from his house to prevent him from leading the protest march. Pertinently, the JKLF called for a bandh (general shutdown) last week against attacks on Kashmiri students in parts of country on April 12.

According to reports the blast took place around 7.10 pm while the AR personnel were on normal duties in front of the camp. Life in most parts of Kashmir returned to normal after remaining paralysed for five days due to strikes, protests and restrictions but the curfew like restrictions continued in Handwara and Kupwara towns where five persons have been killed since last week, reports Daily Excelsior on April 18. A Police spokesman said that the situation remained normal and peaceful across the Kashmir valley on April 17. “There were no reports of stone pelting from any part of the Valley. Markets were open, transport and rail services operated normally at most of the places”, he added. There were no restrictions in Srinagar on April 17 and the day has passed off peacefully with no untoward incident reported from anywhere in the Valley. However, strict curbs on the movement of people remained in force in some areas in North Kashmir, including Kupwara and Handwara towns, for the fifth day to maintain law and order. The restrictions may be eased tomorrow in Kupwara and Handwara towns as the Sunday passed off peacefully in North Kashmir where five persons were killed in alleged security forces firing.

Hundreds of protestors came to the street to impose the ‘Sintha Leppa’ demanding immediate implementation of ILP in the state and enactment of three bills related for protection of indigenous people in Manipur. Asiya and her associate Fehmeeda Sofi were arrested at Kralkhud in Habba Kadal area of Srinagar this afternoon (October 4) and shifted to Kothi Bagh Police Station and they were later shifted to Women’s Police Station Rambagh in the evening. Earlier, clashes erupted at Saloora in Central Kashmir District of Ganderbal after Police tried to arrest Asiya who was leading a protest rally there. Police fired tear smoke to disperse the protesters. However, as the Asiya left Ganderbal Police was tracking her and arrested her. She was wanted for fomenting trouble in Kashmir by organizing protests. She was evading arrest even as Police conducted several raids since July 9, for her. Separatist leader Mirwaiz Umar Farooq has been kept under house arrest while Mohammad Yasin Malik was arrested and shifted to the Srinagar central jail on November 10. Syed Ali Shah Geelani continues to remain under house arrest. Mirwaiz, who tried to lead a march to Jamia Masjid from his residence, was detained outside his Nigeen residence. A large number of Police and Central Reserve Police Force (CRPF) personnel deployed outside his residence prevented him to march and detained him. He was lodged at Police Station Nigeen and later shifted home and put under house arrest. Police said that miscreants hurled two petrol bombs on Para-Military CRPF at Nawa Kadal area of Srinagar. The CRPF fired tear smoke in retaliation. However, no one was injured.

Police and SFs claimed that Narzary was a militant of I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), who was killed when he had challenged the security personnel. On the other hand, the villagers said that he was not associated with any outfit or organisation and demanded a probe into the killing. The villagers called off their protest when the Chirang District administration assured them of full cooperation in any probe related to the killing. Meanwhile, Chief Minister (CM) Sarbananda Sonowal instructed Lower Assam Commissioner Mohammad MU Ahmed to conduct a probe into the killing.
