The hitherto inknown Sikh Secretariat (SS), recently founded in the United Kingdom, raised the demand for Azadi (independence) for Sikhs, Times of India reported on January 2, 2003. A few other Sikh bodies were backing the demand, the report claimed. They expressed the opinion that if rights given to Sikhs and as described in the Indian constitution were implemented in toto, they would have no need to demand a separate nation with territorial boundaries. The SS claimed that, in the UK, it has been reportedly able to get the Sikhs included as an ethnic group in various government forms, including in employment forms.

Police swung into action when the mob reportedly tried to enter the central district of the State capital against any attempt to divide Manipur succumbing to the National Socialist Council of Nagaland-Isak-Muivah’s (NSCN-IM) demand for inclusion of a sizeable area of Manipur in its notion of a Greater Nagaland. According to media reports, police used resorted to action agaginst the agitators in Thangmeiband, Uripok, Lamlong, Wangkhei, Yaiskul and many other entry points to disperse crowds. Reports added that the United Committee of Manipur (UCM) has organised these rallies.

The Karbi Students’ Association (KSA), on January 29, offered to mediate between the government and terrorist outfits operating in Karbi Anglong and Norht Cachar Hills district of Assam. While addressing a press conference in Guwahati, its president Hanu Ram Ingti said the Union government should also initiate a dialogue with the dissenting faction of the United People's Democratic Solidarity (UPDS) led by H.E. Kather, and this was required for the lasting peace in this region. According to him, non-implementation of Article 244 (A) was the reason behind terrorism in these areas. Article 244 deals with special provisions related to tribal areas of Assam, and other States. He further said the KSA welcomes the Naga peace process and was ready to unite other students' organisations to make it successful. However, he disapproved the National Socialist Council of Nagaland- Isak Muivah's (NSCN-IM's) demand of Greater Nagaland (Nagalim). The KSA president suggested that the Sixth Schedule of the Indian Constitution is insufficient to meet the aspirations and protect the identity of Karbis and Dimasas. He also indicated that the KSA might launch a stir demanding a separate State and against illegal immigration in Karbi Anglong district. The KSA would hold a general conference from February 10 to 13.

The two-day bandh (general shutdown) called by left-wing extremists—Naxalites of the Maoist Communist Centre (MCC), beginning June 10 affected normal life in the State of Jharkhand. Official sources said the shutdown was near total in the MCC-affected areas, where most of the shops remained closed and vehicular traffic also remained off the road. The bandh was called to protest against alleged police atrocities. While most of the bus operators had cancelled long route services, MCC cadres set ablaze a truck near Bundu in Ranchi on the National Highway (NH) 33. In Hazaribagh district, armed MCC Naxalites raided the Baralanga railway station located between Barkakana and Ramgarh section of South Eastern Railways and snapped the power connection. The Naxalites also attacked the Rai railway station near Khelari in Ranchi and locked the office of the station manager, bringing the traffic of coal rakes to a halt throughout the night. The loading and transportation of coal from the mines of Central Coalfields Ltd (CCL) to the railway sidings in Khelari, Piparwar and Kujju was also disrupted during the shutdown.

Citing ANVC ‘commander-in-chief’ Jerome Momin, reports said that the outfit has decided to take this step since "it had lost faith in Meghalaya Government's commitment to end insurgency in the state." Also the ANVC leader reportedly threatened to retaliate against police personnel posted in the Garo Hills area. Meanwhile, other reports have indicated that the ANVC has reportedly signed an agreement with the Cachar (Assam) based terrorist outfit Dima Halim Daoga (DHD) to intensify ‘mutual cooperation and understanding’.
