Even as the Kuki State Demand Committee (KSDC) sponsored agitation has begun from 5 pm on January 24 demanding initiation of political dialogue with Kuki militant outfits, the United Naga Council (UNC) has stated that the agitations should not be allowed in ‘Naga areas’. According to the UNC, some sections of the people have been recalling time and again the ‘so called Kuki rebellion’ of 1917-19 and the 1990s ethnic cauldron to create a kind of artificial history and from there a political aspiration is to be based. “Such thing will not work,” asserted the UNC. Meanwhile, the KSDC sponsored public blockade has begun in the evening in Kuki inhabited areas.

the Kuki State Demand Committee’s (KSDC) sponsored agitation entered its third day on January 27 in Manipur with a vehicle reportedly set ablaze along the Imphal-Jiri road (National Highway 37). KSDC information Secretary George Guite informed that their agitation will continue as long as the Central Government refuses to start a political dialogue with the Kuki militant outfits. The KSDC has started its ‘public blockade’ since January 24-evening in Kuki areas. At least 21 vehicles including 11 four wheelers have been damaged during the public curfew imposed in Kuki inhabited areas of Manipur by KSDC registering a boycott of the Republic Day celebration in Manipur, adds Nagaland Post. Police sources, on January 27, alleged that the vehicles were damaged by public curfew supporters at various parts of Churachandpur District where the stir affected mostly. The Times of India reports that the agitating Autonomous District Council (ADC) has urged Governor Gurbachan Jagat to direct the State Government to give autonomy and devolve powers to the council. About 156 irate members belonging to six District councils - Ukhrul, Tamenglong, Churachandpur, Chandel, and two in Senapati District including Sadar Hills - threatened to resign en-masse if their demands are not met. A 15-member delegation of the ADC Coordinating Committee Manipur (ADCCCM), led by its convener, Ngalangzar Malue, submitted a memorandum to the Governor on January 24 lamenting that no real powers have been devolved to the six councils so far. The memo also urged the governor to report to President Pranab Mukherjee about "the failure of the administration at the grassroots level as a result of the negligence of the mandated District council Governments in hill areas of Manipur."

The committee further demanded that a dialogue with Pakistan for facilitating visit to Shardha Peeth temple in Pakistan Occupied Kashmir (PoK), establishment of Shardha Peeth University in J&K and passing of the pending Kashmir temples and shrines bill by J&K assembly.

On February 9, around 40 persons, including 23 policemen, were injured in clashes that broke out between protesters and Police in several parts of Kashmir Valley after authorities imposed indefinite curfew in Srinagar City and other major towns of the Valley. Director General of Police (DGP) Ashok Prasad said February 9 protests were basically confined to North Kashmir, including Baramulla, Sopore and Pattan in Baramulla District and Handwara in Kupwara District. The Central Kashmir was normal, he added. Prasad said few incidents of protests were reported from Srinagar but they were tackled. In South Kashmir, there was negligible impact of protests, he added. The state police chief said protests were also reported from parts of Jammu region but they passed off peacefully. In the meantime, curfew continued for second consecutive day in Srinagar and other major towns of Kashmir valley to prevent protests against Guru's hanging.

On February 10, one youth died while six were injured during protests against the hanging of Parliament Case attack convict Mohammed Afzal Guru on February 9, reports Daily Excelsior. Residents of Ganderbal area (Ganderbal District) claimed one Tariq Ahmad Bhat and two others jumped into the river when they were chased by Security Forces. One youth managed to swim ashore, residents said adding another was saved by some persons. An unnamed Police spokesman denied the allegation saying the youth drowned after a boat capsized on the river. The death of youth led to fresh protests in the area. The police spokesman said that six persons were injured in Watergam area of Baramulla District while "tackling" law and order situation.

Malik and some of his supporters observed a 24-hour fast in protest of Guru's hanging, according to The Times of India. On Malik's meeting with Saeed, Indian Foreign Minister Salman Khurshid said that he would look into this matter after getting details from the Union Ministry of Home Affairs. On queries as to whether any action will be taken against Malik for sharing dais with Saeed, Union Home Minister Sushilkumar Shinde said, "I will look into the case."

Eleven persons were killed and many injured when Security Forces (SFs) opened fire to quell groups of protesters ransacking polling stations and preventing other voters from casting their ballots at several places in the Rabha Hasong Autonomous Council (RHAC) areas in Goalpara District during the third and final phase of Panchayat (village level local self Government institution) elections on February 12, reports The Assam Tribune. The clashes that erupted between the SFs and groups of protesters armed with machetes, knives, iron rods and sticks left three dead at Kathalmuri Palsa under Dhupdhara Police Station, two at Kachadal under Ranjuli Police Station, one at Siluk under Dudhnoi Police Station, three at Bekipool under Khrishnai Police Station and two at Dhuptola under Mornoi Police Station. According to sources, four columns of Army have been pressed into service to contain the situation in the district amid unconfirmed reports of fresh group clashes spreading to new areas. Meanwhile, curfew was clamped in the areas under Mornoi Police Station after fresh reports of group clashes between two communities were reported from Dhuptola area following killing of two persons who allegedly placed two hand bombs outside the polling station at Raikhashini Jawaharlal Nehru Vidyalaya. Earlier, mob set ablaze a village under Krishnai Police Station where around 60 houses were destroyed. The mob also indulged in brick-batting and torched two police vehicles, a bus and a Bolero vehicle standing on NH-37 leaving some Central Reserve Police Force (CRPF) personnel and the Officer-in Charge of Krishnai Police Station, Haten Ali Ahmed, injured. The series of clashes occurred following a call given to the people living in the RHAC areas by the Rabha Hajong Joint Movement Committee (RHJMC), an umbrella organisation of 34 bodies, to oppose holding of Panchayat elections in the RHAC areas. In the meantime, according to official sources, the Goalpara District recorded a peaceful polling of 60 percent at the 659 polling centres while polling could not take place at the rest 173 centres.

The people attacked on-duty cops, forcing the latter to open blank fire. No one, however, was injured in the skirmish. Protesters attacked and damaged the All India Radio (AIR) station and set ablaze two forest department offices in Diphu town. The protesters also attacked the Axom Sahitya Sabha building, which also houses the Diphu museum, at Lorulangso in Diphu town of Karbi Anglong District. The mob’s attempt to set ablaze the building was, however, foiled by police who reached the site immediately after receiving reports about the incident. Further, unidentified arsonists set ablaze a local Congress office at Phuloni and a Public Works Division (PWD) inspection bungalow at Dengaon in Karbi Anglong District. The disturbance also spread to Bokajan & Hamren subdivision where mobs set ablaze three buildings, including two inspection bungalows, a local education department office and a timber-laden truck respectively. A Police source said more Security Forces had reached the hill district today to boost strength of the existing eight companies of Army and Central Armed Police Forces. Meanwhile, former ‘publicity secretary’ of the now-disbanded United People’s Democratic Solidarity (UPDS), Wajuru Mukarang, said that people were angry because the Centre had lied to them, saying no new state was possible without putting in place a States Reorganisation Commission (SRC) first, reports The Telegraph. UPDS leader, Wajuru Mukarang further said, “We were never satisfied; that was not what we wanted. We were made to sign the memorandum of settlement.” Mukarang warned that if the Government could betray them, they could go back to militancy too. Also, Hill State Democratic Party (HSDP), which is demanding a State comprising Karbi Anglong and Dima Hasao District, has called a 100-hour Bandh (strike) from August 5.

The Garo Hills State Movement Committee (GHSMC), on August 6, launched its first round of agitation with a two-day sit-in protest outside the Deputy Commissioner’s Offices in all five districts of Garo Hills. “Our agitation to mount pressure on the government has kicked off today. We will continue with our struggle for Garoland till we achieve it,” GHSMC general secretary Augustine Marak said. He said the government should consider creation of Garoland based on linguistic lines of the States Reorganisation Act, 1965. The GHSMC has also announced a 12-hour bandh (general shut down) in all the five districts of Garo Hills on August 8. “We will launch a series of agitations after the Independence day celebration to strengthen our movement for a separate state,” Marak said. The GHSMC is a conglomerate of various organisations whose members include those from the Garo National Council (GNC), the All India Garo Union (AIGU), A’chik Youth Welfare Organization (AYWO) and All A’chik Youth Federation (AAYF) among others.

Communal clashes amid curfew broke out again in Kishtwar District on August 12 leaving at least five persons, including an Assistant Superintendent of Police (ASP) and two other Police personnel, injured, reports The Times of India. Sources said fresh violence broke out in three localities - Adyal, Muttah and Kulid of the Kishtwar District as protesters demanded the release of a person detained by the Police. On August 9, soon after Eid prayers, some people raised anti-national slogans in Kishtwar Town. It led to clashes between two communities. The violence spread to other parts of Jammu Division. So far, three people have been killed and 60 others have sustained injuries in the violence. As per officials a total of 68 shops, seven hotels and 35 vehicles have been damaged during the clashes.

Resolutions adopted after the procession expressed the desire that the State Government and the HPC-D would sign an agreement to bring permanent solution to the Hmar problems. “Though the people are against balkanisation of Mizoram, we demand implementation of the Mizoram government – HPC agreement signed in 1994 which stipulated that all the areas not under the Sixth Schedule of the Constitution should be included by creation of autonomous district councils,” the resolutions said. Sanjay Das, (35), of Takurikuchi Dakhinsubha village, was hacked to death while Dharani Kalita was injured in the clash at Jalagaon under Mushalpur Police Station in Baksa District. Five houses at Dhumni and two houses at Palasguri were vandalised. Sources said trouble began after strike supporters trying to impose it at Dhumni under Mushalpur Police Station in Baksa vandalised five houses around 1pm. Later, angry villagers in retaliation vandalised the houses of two leaders of Janagostiya Sangram Samiti, Mohan Das and Pankaj Das, at Palasguri, about 1 kilometre away. In another incident, goons attacked some daily labourers of a rubber garden at Bhalukdubi while they were at work. ‘Secretary’ of AANTSU, Altaf Hussain, said, “We have no objections against the council elections but we can never support the polls if the non-tribal villages are not removed from the Rabha Hasong area. If the villages are not deleted then the non-tribals will live as second-class citizens in the Rabha Hasong Autonomous Council, which we can never tolerate. The rally adopted a three-point resolution which includes: Naga public recognizes “One Government One Taxation” only and has decided to pay only one tax to one entity. This also means that as long as factionalism exists, the Naga public shall not pay tax; Naga public re-affirms its support for Naga movement and strongly urges the Government of India to settle the Indo-Naga imbroglio at the earliest; and Government of Nagaland should constitute a high powered committee within 15 days to study the whole gamut of unabated taxations and illegal collections involving the Naga Political Groups' (NPGs) and Government agencies/departments. The committee shall consist of at least five members headed by a retired judge of the Supreme Court or High Court with at least two members from ACAUT. The committee should submit its report within two months with its findings published in all the newspapers. In the event, the Government fails to constitute the committee within the said period, ACAUT will initiate further action in consultation with public.While Nationalist Socialist Council of Nagaland-Khole Kitovi (NSCN-KK) was not “for or against” the ACAUT, NSCN-Isak Muivah (NSCN-IM) was against the rally.

Two civilian have died in clashes between the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and local people at Mukalimi village under Pughoboto subdivision in Zunheboto District since December 28, reports The Telegraph. One person was killed and four were injured when NSCN (I-M) cadres fired at the group of people who tried to storm the camp of the militants on December 28.later, on December 29, one more body was recovered from the site. Sources from Zunheboto said heavy exchange of fire is still on between the cadres and the group of people despite intervention by the Sumi Hoho (apex organisation of the Sumi community). Thousands of people attacked the ‘ZB battalion’ of the outfit Zunheboto district after the militant group refused to hand over errant cadres to the authorities. The NSCN-IM said it would award befitting punishment to the errant cadres, but refused to hand them over to Police. Earlier, three NSCN-IM cadres had allegedly stripped two women missionaries from Arunachal Pradesh and assaulted two men while they were travelling in a taxi on December 21 near Aghuto village.
