Madvi Hinge and Madvi Masa were arrested by a joint team of the Central Reserve Police Force’s 208th Commando Battalion for Resolute Action (CoBRA) battalion and District Force during an anti-Naxal operation, Superintendent of Police (SP) Sunil Sharma said, adding, the two militia members had set fire to vehicles engaged in construction works in the district last year.

On April 10, Rajasthan Police arrested four persons, identified as Amar Lal Bhadu, Ramchandra Bishnoi, Jogendra Singh and Madhav Singh, from Mohangarh area in Jaisalmer District of Rajasthan and recovered heroin (narcotics) worth INR 350 million, reports Times of India. On April 10, Security Forces (SFs) have neutralised a terror module and arrested two terrorist associates of the Lashkar-e-Toiba (LeT), identified as Farooq Ahmad Parra and Saima Bashir, from Baramulla District of Jammu and Kashmir (J&K), reports Daily Excelsior. One pistol, two pistol magazines, five pistol rounds, an Improvised Explosive Device (IED) weighing around two kilograms and one remote control device were recovered from their possession. “During their further questioning, the terrorists revealed they were working as terrorist associates with an active LeT terrorist, Abid Qayoom Lone from Wussan village in Pattan Block of Baramulla District in J&K”, officials stated.

The National Investigation Agency (NIA) on April 6, conducted raids at the Chennai residential and business premises of eight suspects in the case aimed at the revival of Liberation Tigers of Tamil Eelam (LTTE), and arrested one person identified as Ayyappan Nandhu, who was managing the drug trade on behalf of Muhammed Asmin, a Sri Lankan refugee and a drug trafficker who had conspired with other accused to revive LTTE through drugs and arms trade, reports NDTV. During the searches, the NIA seized a huge cache of cash, gold bars, digital devices (mobile phones, memory cards), drugs and documents, along with other incriminating material. The seizure included INR 68, 000,00 billion and INR 1,000 Singapore Dollars, nine Gold Biscuits (total 300 gram) as well as INR 12,00,000 billion. The NIA stated, "Investigations into the case have shown that the proceeds of drugs and arms trade in Sri Lanka were received in India through Hawala agents, including one Shahid Ali of Chennai."

Gaya senior superintendent of police (SSP) Ashish Bharti said Mishra and Yadav were arrested in an operation conducted on a tip that Mishra was in Jarhi Tola village under Tikari block of the district to meet a relative. According to Police records, Pramod Mishra hailed from Kasma village in Aurangabad District and joined the Maoist Communist Centre of India (MCC) in the early nineties. He was elevated to the central committee of the CPI-Maoist which was formed in 2004 after the merger of the MCC and People’s War Group (PWG). In 2007, he was made a member of the CPI-Maoist ‘politburo’ and became the in-charge of its operations in Delhi at the 9th Party Congress and was believed to have played an important role in expanding the outfit’s base in Delhi, Haryana, Punjab, Jammu and Kashmir. His name also figured in the United States Country Report on Terrorism in 2006. Dummugudem Sub Inspector (SI) P Keshava Rao, along with staff and Central Reserve Police Force (CRPF) 141th bn personnel, chased and caught a car that did not stop for the inspection at Nallaballi in the district. Upon questioning, the passengers in the car were found to be Maoist couriers and were identified as Kunja Raghuvaran of Bhadrachalam, Pulipati Raviteja of Andhra Pradesh, Baireddy Sathish, and Ubbanapalli Dinesh Kumar of Chhattisgarh. Kasif Khan, is a resident of Jabalpur, Madhya Pradesh, and had been inspired and motivated by the ideology of IS to spread mayhem in India. On August 25, the National Investigation Agency (NIA) arrested Lingam alias Adi Lingam, a key conspirator in the alleged smuggling of drugs and arms to raise funds for reviving the banned Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka and India, reports The Hindu. Adi, who was earlier employed in a Central Armed Police Force (CAPF), had extensive connections in the Tamil Nadu film industry. Investigators alleged he was closely associated with Gunasekharan alias Guna, the prime suspect in the case who along with Pushparaj alias Pookutti Kanna and Haji Salim (a supplier based in Pakistan) was operating the illegal drugs and arms trade from the Special Camp in Tiruchi for the revival of the LTTE. So far 14 suspects have been arrested in the case registered in July 2022. The central agency said that Lingam, a resident of Chennai, acted as a benami for Guna’s illegal transactions relating to laundering the proceeds of drugs and arms trade in India and Sri Lanka. He had also forged proof of identity/address documents for members of the racket in an attempt to legitimize their illegal stay in India. “All the accused in the case were dealing actively in the illegal drugs trade in India and Sri Lanka. They were using the money earned from the drugs trade for funding acquisition and amassing of weapons for the revival of LTTE in the two countries”, an official statement said.

The Police and Army launched an operation to intercept two terrorist associates who had procured a consignment from an unidentified individual (suspect) in Kupwara. "The individuals were traced to be moving towards Shatmuqam with instructions received from Laskar-e-Taiba commander Ghulam Rasool alias Rafia Rasool, originally a resident of Chandigam Lolab and now based in PoK [Pakistan Occupied Kashmir]. The arrested individuals were identified as Zubair Ahmad Shah Peerzada and Peerzada Mubashir Yousf, both residents of Shatmuqam," a JKP spokesperson said in a statement. The statement reads that the Security Forces (SFs) successfully arrested the suspects as they attempted to flee. "Five hand grenades and three mobile phones were recovered from them. The State Investigation Agency (SIA) of Jammu and Kashmir (J&K) arrested a key accused, identified as Liyaqat, wanted in a narco terror case in Poonch District of J&K on August 25, reports Daily Excelsior. Officials said that on May 30, 2023, an attempt was made by four associates in a narco terror module to smuggle drugs and explosives into India from across the border fence in Poonch District. The accused persons were intercepted by the Army and arrested with arms, ammunition, Improvised Explosive Devices (IEDs) and heroin, the officials said. Sources added that upon investigation it was revealed that the group of four persons (of which one had absconded from the spot) were being supervised by key accused Mohammad Javed who was recently arrested by SIA in Delhi. “Upon technical surveillance and human intelligence, it was ascertained that Liyaqat had played an important role in planning the entire conspiracy with Mohammad Javed and other accused persons,” sources said. They added that Liyaqat had also provided material assistance in carrying out the conspiracy and assisted Mohammad Javed to abscond after the case was registered and was transferred for further investigation to the SIA Jammu on July 6.

During the raid in the Adhaura Forest area, the Police recovered ready and semi-made firearms, equipment and material used in manufacturing guns, pistols and bullets along with Maoist pamphlets, incriminating literature and receipt books, officials said. The three arrested accused identified as Ramsurat Singh, Vijay Shankar Singh and Ayodhya Singh – confessed to manufacturing firearms for Maoists and repairing their weapons for over two decades. Earlier in 1998, Ramsurat Singh was arrested and jailed for making illegal firearms, the Police said.

A joint team of District Reserve Guards (DRG), Bastar Fighters, and Central Reserve Police Force (CRPF) 230 battalion personnel of Dantewada District caught these four Maoists while searching in the forests and hills of Hurrepal and Kondapal, Maoist-affected areas of the district. On interrogating the arrested Maoists, all four confessed to being involved in the incident of the arson of vehicles. The National Investigation Agency (NIA) December 15, arrested two persons during a crackdown on proscribed People’s Liberation Front of India (PLFI) in Jharkhand, Bihar, Madhya Pradesh and Delhi, reports The Indian Express. “We have arrested two persons; Raman Kumar Sonu alias Sonu Pandit of Bihar and Nivesh Kumar from South-West district of Delhi during the raids. An Indian Army uniform, along with arms, ammunition, incriminating documents and electronic devices, Rs 3 lakh in cash and jewellery were seized during the raids at 23 locations, mostly in Jharkhand, in a case of extortion and levy collection by the terror group,” NIA spokesperson said. “The people targeted during the crackdown were all cadres and sympathisers of PLFI, a banned terror organisation,” the official said, adding they were involved in a conspiracy to carry out violent acts and commit terror activities. A brief gunfight was also reported during the incident. The gunfight, according to sources had forced the kidnappers to flee and abandon their captives. Police identified the Maoist couple as Donga Gangadhar Rao alias Narsanna alias Bakkanna alias Vengo Dada (80), a ‘central committee member, CMC’ in the CPI-Maoist technical department, and his wife Bhavani alias Sujata alias Shayamala alias Laxmi (60), a ‘divisional committee member, DCM’ of the outfit’s Dandakaranya Special Zonal Committee (DKSZC). Police said that Rao had studied polytechnic in Visakhapatnam, Andhra Pradesh, in 1969 and moved to Hyderabad for a livelihood. He had worked at a private company in the city during which he got attracted to Naxal [Left Wing extremism, LWE] ideology and subsequently joined the then Peoples’ War Group (PWG) outfit in 1980. He had gone underground in 2000. The CPI-Maoist ‘central committee (CC)’ entrusted him with the responsibility of the technical department involved in the task of manufacturing weapons and explosives, the Police added. The couple had been staying in Indaram under a false identity for the last 10 months. They allegedly purchased land and constructed a small house in the village using fake Aadhaar and PAN cards. The couple had been tasked with strengthening the Maoist urban network, motivating youth to join the outfit, and carrying out disruptive activities at the behest of some senior Maoist leaders. A case has been registered under Section 120 (B) r/w 34 Indian Penal Code (IPC) and Sections 10, 13, 18, and 18 (b) of the Unlawful Activities Prevention Act (UAPA) 1967. Two fake Aadhaar and PAN cards, INR 157,900 cash, two mobile phones, electronic gadgets, copies of CPI-Maoist Telangana State second plenary resolutions and other documents were recovered from their possession.

On December 9, the Manipur Police rescued one student who was allegedly abducted and arrested eight accused in the Imphal West District of Manipur, reports East Mojo. Police said that the alleged armed abductors were active cadres of the Kangleipak Communist Party-Peoples War Group (KCP-PWG) working under Lamyanba Khuman. According to a Police official, a student, identified as Laishram Chinglen Singh (22), from DM College of Science who was abducted for ransom was rescued. The accused were arrested in Yumnam Huidrom village during a search and rescue operation. The eight suspects arrested by the Police have been identified as Khwairakpam Rajen Singh, Sukham James Singh, Moirangthem Amarjit Singh, Taorem Rohit Singh, Kayenpaibam Hemjit Singh, Sandam Romen Singh, Khagembam Dayananda Singh, and Sarungbam Umananda. Deputy Inspector General of Police (DIG), Rajouri, Haseeb Mughal said the module was neutralised after an investigation was launched following the recovery of sophisticated Improvised Explosive Devices (IEDs) in the District on January 8 and 18. Officials also reported the recovery of two more IEDs on the basis of disclosures made by them, which were meant to be smuggled across the border and used to detonate explosions at vulnerable locations in an attempt to create chaos and challenge government order.

Imphal West District Police Commandos arrested three militants of National Revolutionary front of Manipur (NRFM) along with arms and ammunition in three different operations in Imphal East and Thoubal District of Manipur on February 15, reports The Sangai Express. In the first operation, one militant identified as Thounaojam Hemba was arrested from the Palace Compound area in Imphal East District of Manipur on February 15. In the second operation, one militant identified as Sagolsem Rahul was arrested from Palace compound area in Imphal East District of Manipur on February 15, reports The Sangai Express. In the third operation, acting on the information disclosed by Rahul, another militant of NRFM identified as Khulem Shyam was arrested from Shangaiyumpham Part 1 in Thoubal District of Manipur on February 15. The Police Commandos recovered one pistol along with five live rounds of 7.65 ammunition, three mobile phones and an Activa from the arrested militants. The Delhi unit of National Investigation Agency (NIA) on February 16 arrested one person in Hyderabad, identified as Abdul Kareem alias Arshad Khan, on charges of being the financier for the series of attacks in Hyderabad city, planned on festivals and major gatherings, starting from Independence Day reports The Hindustan Times. The case was initially booked by Hyderabad Special Investigation Team (SIT) and later taken up by the NIA. According to the Police, Kareem funded a total of INR 40,00,000 billion, which he received from Pakistan through hawala, to three suspected terrorists identified as Abdul Zahed alias Motu, Mohammad Sameeuddin alias Sami, and Maaz Hasan Farooq alias Maaz. The NIA stated in its FIR that Zahed has been accused of being involved in other terror-related cases in Hyderabad. He had recruited several youths on the directions of suspected Pakistan-based handlers belonging to Lashkar-e-Toiba (LeT) and Inter-Services Intelligence (ISI). Zahed was earlier arrested for his involvement in a suicide bomb case in 2005 but was released in 2017 for lack of evidence.
