The Maoists were identified as Arjun Ramlal Yadav, Surajlal Rupjiram Gond, Jankuram alias Dholuram Virsing Gond, Chandu alias Chanda Bavanji Gond and Sonmati Rasiya Gond. On April 10, the Pune Police arrested a gangster, identified as Asif Dadhi alias Asif Mohammed Iqbal Shaikh, from the Laltopi Nagar area in Pune, reports Express India. Asif was suspected to have links with radical Islamic groups, including the banned Students Islamic Movement of India (SIMI), and the underworld. The Police have recovered a pistol, two live cartridges and a mobile phone, all worth INR 54000, from his possession. Sources said Asif’s mobile phone carried some suspicious messages and had also saved some numbers in the mobile phone in code languages. According to Police records, Asif was involved in more than 11 crimes, including a murder at Hadapsar in 2007.

A team of the Anti Terrorist Squad (ATS) of Madhya Pradesh Police arrested an Indian Mujahideen (IM) cadre, identified as Saif ur Rahman, from a Mumbai-bound train in Jabalpur on April 12, reports Indian Express. Rehman was a resident of Azamgarh and was reportedly planted bombs in Jaipur on May 13, 2008 and in Ahmedabad on July 26, 2008. “He was least prepared when the Police arrested him,” said Inspector General (Special Task Force) M. S. Gupta. Rehman became a member of the IM after 2005 and was trained to plant bombs and explosives after conducting a recce of potential targets, said an officer. His modus operandi was to purchase a bicycle, plant bombs on it and then posing as a student, park it at a local railway station, sources said. Besides Jaipur and Ahmedabad, he could also be involved in Uttar Pradesh blasts. A Chief Judicial Magistrate court in Jaipur had earlier issued an arrest warrant against him in connection with the May 13 serial bomb blasts.

In a joint operation launched in Koppa, Sringeri, N. R. Pura, Jayapura and Belehonnur, Police seized 100 kilograms of explosive material, ammonium nitrate, 50 gelatine sticks, 10 detonators and pamphlets containing Maoist literature from the house of a person, identified as Nazir, in the Kachige village of Megunda revenue division. Based on information extracted from Nazir, they later raided the house of one Hamid from Baisigadde in Heggarkodige and recovered 23 detonators, 150 kilograms of explosives, ammonium nitrate and 70 gelatine sticks. In addition, Manju and Afsar, who were carrying explosives within the Balehonnur Police Station limits, were also arrested and 33 detonators, 58 gelatine sticks, 100 metres of electric wire, five kilograms of explosives and ammonium nitrate were recovered from their possession. According to the Superintendent of Police M. N. Nagaraj, the arrestees were tacitly supporting Maoist activities.

Mupti Ibrahim was reportedly the mastermind in the grenade attack on Bangladesh Prime Minister Sheikh Hasina in Bangladesh in 1999 and He was the nephew of HuJI-B commander, Mukti Hannan, Ibrahim. He hails from Kotalipara in Gopalgunge and joined HuJI-B after Hannan returned from Afghanistan in 1993 where he fought for Taliban as a mujahid, adds, Times Of India. Mupti crossed over to India five years ago and was running an umbrella shop in Baguihati area, the source said. Although there were reports that he had undergone plastic surgery on his face, the CID said it was yet to be verified. "We have taken him in custody and are interrogating him", the source said. One AK-47, some ammunition and documents belonging to the group were recovered from their possession. Police said Gokul Giri Nepali had supplied about 300 AK-47 rifles and large quantity of live ammunition and explosives while Somarjit Hashu had gone to collect some consignment from Gokul’s house. The duo confessed during interrogation that two AK-47 rifles along with 233 live rounds of AK 47, which were smuggled from Myanmar, were passed on to a militant group two days back. According to Police, the duo also revealed that the BW was commanded by one ‘Lieutenant Colonel’ James and was active in the entire Northeast, especially in Assam.

Doda Deputy Inspector General of Police H. K. Lohia said that Nissar had slipped through the Police net more than once in the past and that his girlfriend Zahida Bano (20) proved crucial in tracking him down. "Nissar, one of the most wanted terrorists in the district, was proving very elusive for us till we stumbled upon his affair with Zahida," he said. He said as soon as Police came to know about the affair, sleuths were hot on her trail. Zahida was kept under watch for 10 days. "We closed in on Nissar when we discovered Zahida was to meet him," Lohia said. A team of Security Force personnel followed Zahida to Nissar's hideout. "Nissar and Mohammed Rafiq Nazni, another terrorist accompanying him, were asked to surrender. When they didn't, security forces fired at them," Lohia said. He said Nissar and Nazni were killed while Zahida was critically injured. "Zahida, who had been working for the LeT as an Over Ground Worker (OGW), later died in a local hospital." Lohia also said that a LeT OGW arrested last week had tipped the Police about Zahida's terror link. Superintendent of Police Parbhat Singh said the two militants had been active in the forest area around Doda for a long time. "Their elimination is a major success for counter-insurgency operations in the area," he said, adding, two AK-47 rifles were recovered from the encounter site.

"Udaya is the third in the rank in the Vansadhra division and a link between (the Maoists’) Andhra committee and the Orissa unit," District Superintendent of Police Ashish Kumar Singh said. Two of the associates arrested, Surendra and Jadu, are "hardcore cadre", Singh said, adding Padmana is an area committee member who provided logistics support to Udaya and others. Udaya was one of the masterminds behind the murder of Swami Laxmananda Saraswati, a Hindu right-wing leader, and four of his associates in Kandhamal on August 23, 2008, Singh said. Since being sent to Orissa in 2001 to expand the Maoist network, Udaya was involved in over 20 cases of murder, rioting and looting of Government armouries in the Udaygiri and Nayagarh Districts, Singh added. Some of the weapons seized from Udaya and others bore marks of the Nayagarh District armoury. Udaya, who has been with the CPI-Maoist for 18 years, originally belonged to the insurgents’ Srikakulam division in neighbouring Andhra Pradesh. Four persons were detained on April 3 from the southern Chennai suburb of Thiruvanmaiyur by the Security Forces neutralising yet another Liberation Tigers of Tamil Eelam (LTTE) ring that sought to smuggle war material to the outfit, reports IANS on April 5. The detainees included a LTTE cadre identified as Sahanthan who belonged to the Mullaitivu District in Sri Lanka. He had arrived in India about a year ago and his mission was to coordinate activities aimed at supplying the LTTE war material, sources told IANS. Detained along with him was a British national of Sri Lankan origin, Jayanathan, who flew into Tamil Nadu recently and who reportedly has had links with the LTTE in the past. The other two detainees were identified as Babu of Rameswaram and Guhan of Cuddalore in Tamil Nadu. Both are Indians and said to be linked to the Vidhuthalai Chiruthaigal Katchi, a pro-LTTE group in Tamil Nadu that is now allied to the ruling Dravida Munnettra Kazhagam. Seized from them were several satellite telephones, Global Positioning System, night vision devices as well as medicines. It is the first action on the LTTE in 2009 in Tamil Nadu.

A group of four Communist Party of India-Maoist (CPI-Maoist) cadres beheaded their former comrade, Baldeo Besra, on August 9, reports Times of India. The incident occurred between Nagi and Chano panchayats (village level local self government institutions) of Bishnugarh Police station in the Hazaribag District, said Hazaribag Superintendent of Police (SP) Pankaj Kamboj on August 10. The SP said four Maoists went to the residence of the deceased and asked him to accompany them for some discussion. As soon as Besra was taken to the jungle near Nagi, he was beheaded with a sharp weapon. The Maoists then escaped with his head, which Police are yet to recover. In the note attached to the dead body, thrown on the Nagi-Chano road, the Maoists have accused Besra of being an informer and also warned others of meeting with the same fate if they dared to follow Besra. The SP said 50-year-old Besra was a former Maoist Communist Centre (MCC), now known as CPI-Maoist, cadre and was involved in several Naxalite (left wing extremist)-related cases. He was also arrested by the Hazaribag Police and released on bail about a year ago. Kamboj said Besra was regularly attending the Sessions Court in Hazaribag in connection with the trial of his case. But he was not a Police informer as claimed by the Maoists, the SP said. The SP claimed that the Maoists, demoralized by the recent arrests of their important cadres, committed this crime to terrorize villagers in that belt. Besra was earlier abducted on August 7, adds PTI. He was an active member of the MCC from 1995.

Ram, with the objective of arresting CPI-Maoist leaders like Navin Manjhi, Prabal Manjhi, Ranvir and Kundan Pahan, all of whom were said to be hiding in the area. Launched on August 10, the combing operation is being led from three sides by Bokaro SP Laxman Singh, Hazaribagh SP Pankaj Kamboj and Giridih SP Asim Vikrant Minj along with the Central Reserve Police Force’s 26th battalion Commandant V.S. Sharma. Sources said that while the Hazaribagh police entered the Bokaro zone from Vishnugarh, Girdih police entered the zone through the Nimia Ghat route. The Bokaro police entered the Maoist bastion from Penk, Nawadih, Suarbasua, Chotki Kuri even as the CRPF battalion entered the forests through Joramana. Yadav was reportedly responsible for the outfit's operations in Ranchi, Latehar, Chatra, Lohardaga and parts of Hazaribag Districts. Senior Superintendent of Police (SSP) Praveen Kumar said Yadav was wanted in over two dozen cases of extortion, murder and burning of mine vehicles, trucks and machinery in the mining areas. "Yadav was staying in a rented accommodation under Sukhdeo Nagar police station and used to shift his residence every five to six months to evade arrest," Kumar said. The SSP said Yadav was arrested along with one Rakesh Kumar and a teenaged girl, Rekha Kumari, who use to collect extortion money on behalf of the former. Yadav told Police during interrogation that his squad had sophisticated weapons like SLRs and AK-47s. Telegraph adds that Yadav had a cash reward of INR 100000 on his head. “Yadav was once a CPI-Maoist associate and worked as a sub-zonal commander between 2002 and 2005. In 2006, he met Dinesh Gope and formed Jharkhand Liberation Tigers (JLT), which was later renamed PLFI. Yadav was in hiding in the city for a year and a half,” said the SSP. The primary task of the organisation is to extort money from contractors, businessmen and disrupt development activities. PLFI is active in Gumla, Khunti, Chatra, Hazaribagh, Garhwa, Palamau and Daltonganj. It is a rival faction of the CPI-Maoist and the Tritiya Prastuti Committee.

Security Forces chased a group of about 100 Maoists early in the day at Chandavila village where they had taken shelter. With the Maoists opening fire, a gun-battle ensued with the SF personnel retaliating, the Police said. The extremists fled the village and entered Purnapani village where another encounter followed. Faced with heavy firing from the troops, the Maoists split in two groups — one proceeding towards Tarki village and the other entering the dense Bhulagara forest. The Bhulagara group was encircled by the SFs after a brief encounter and some of them were arrested. However, none of the group members who fled towards Tarki could be arrested. District Police Superintendent Manoj Kumar Verma told The Hindu, “Some Maoists have been arrested and are being interrogated now. Heavy fire exchange took place in four places though there was no casualty on our side.” One of the arrested has been identified as Baidyanath Hembram (20) of Rautara village in the region. The duo, identified as Malsawm Kimi (31), of Ranhlun Vengthar in Aizawl, and George Lam Thang (31), of Electric Bazaar in Aizawl, were arrested from the Esplanade in the central part of the Kolkata, capital of West Bengal, adds Assam Tribune. Police on August 13 arrested a ‘zonal commander’, identified as Mahendra Singh Khirwar of the Communist Party of India-Maoist (CPI-Maoist) along with three of his associates from the Shahpur-Chainpur village of Palamu District, reports Times of India. The arrestees were identified as Anil Saw of Kerso, Rameshwar Singh of Jamuniatand and Mahendra Singh of Chinia. Garhwa Superintendent of Police (SP) Saket Kumar Singh that the arrests were made from Khirwar’s house located in the Shahpur-Chainpur village following a tip-off. Khirwar (28), who hails from Karso village under the limits of the Ranka Police station of Garhwa District, was quite active in the western areas of Ranka, the SP said. Later, Khirwar was also made the ‘zonal commander’ of Latehar. Before joining the outfit, Khirwar was a teacher in a private school at Kerso. The SP said that Khirwar was wanted in connection with several cases lodged in Palamu, Latehar and Garhwa Districts. He was also an accused in a case pertaining to opening indiscriminate firing on a passenger bus, leaving several persons injured. Besides being involved in a series of encounter with the Police, he had also set ablaze the Ranka check-post and a Reliance tower located in the Ranka market area, the SP added. Disclosing this on August 17, the Hazaribag Superintendent of Police (SP), Pankaj Kamboj, said that during the last two months the Police arrested several persons for supplying explosives to the extremist groups, including the CPI-Maoist. He said some arrested extremists confessed to Police during interrogation that they had been purchasing ammonium nitrate and other explosives from Prakash Mehta of Ichak More. The explosives were supplied to Maoist ‘zonal commander’ Navin Manjhi in the jungle areas of Bishnugarh Police Station in Hazaribag District and Bagodar Police Station in Giridih District during the recently held Parliamentary elections for laying underground landmines for killing the Security Force personnel. The SP said Police seized 364 bags of ammonium nitrate from Prakash's storehouse at Ichak More which was brought from Visakhapatnam in the State of Andhra Pradesh. Bobby confessed that he joined the PLA in 2000 and after undergoing training at Sajik Tampak, has been working in the auxiliary group of the outfit. The Bokaro Police seized more than 600 tonne of smuggled coal during raids in the Communist Party of India-Maoist (CPI-Maoist) infested areas and arrested five persons on August 19, reports Telegraph. The coal was recovered from the Maoist hideouts of Kanjkiro in Nawadih block, Mahuatand in the Gomia block and the Bokaro thermal zone, in raids led by the Bokaro District Superintendent of Police (SP) Laxman Singh in the last 48 hours. Among those arrested was Doman Sah, said to be a kingpin and close confidant of the Maoists. Police also registered First Information Report against 70 people at Nawadih and Mahuatand and a search is on for them. "The raids have fetched big gains. We will continue to break the backbone of Maoists who were making huge amounts of money by allowing the coal smuggling to flourish," the SP said. Police sources said the Security Forces (SFs) intercepted initial telephone conversation of Maoists asking cadres to counter the raid. But on seeing their numbers, and the presence of paramilitary forces, the extremists retreated.

A cache of arms and ammunition, including two Chinese and Italian-make pistols, one locally-made revolver, six empty pistol magazines and cartridges of different bore, were recovered from the houses of the three and the residence of Ashok Singh, who, however, managed to escape. A cellular phone and a car belonging to Sandeep were also seized by the Police. The Superintendent of Police (SP) Subodh Prasad said that during raids conducted to rescue HINDALCO’s 10 staff - who were abducted on August 17 from the company's mines in Gumla and later released on August 19 in the bordering areas - he was tipped off about CPI-Maoist ‘commander’ Sanjay Yadav's network in Lohardaga town. The SP said that several documents recovered during the raids suggest that the three persons were involved in supplying arms and levy collection. During interrogation, they revealed the names of several Maoist sympathizers, the SP said, adding that the police have also learnt about some others who provide logistic support to Maoists. The SP said that Sandeep's sister Sangita was married to a People Liberation Front of India (formerly known as the Jharkhand Liberation Tigers) activist, Sunil Yadav, of Line Mohalla in Chatra. Senior Superintendent of Police (SSP) Praveen Kumar said the breakthrough had come after someone tipped them about the ammunition supply. “I have informed my Munger counterpart who is conducting raids to arrest the supplier,” Kumar added, saying seven rounds of firing took place before the six persons could be arrested. Those arrested were identified as Bholo Shaw alias David, Pradeep Mahto, Rajesh Kumar Mahto, Prafulla Kumar Mahto, Mandal Das and Murari Hussian. Except Pradeep and Hussain, all were dressed as pilgrims visiting Baidyanath Dham during Shravan Mela (religious fair). Pradeep, riding the motorcycle, was escorting the ammunition-laden car, driven by Hussain, in which the other four were also traveling. Kumar said that Pradeep was arrested first near the village, about 40 kilometres from Ranchi. “After interrogation, Pradeep divulged the information and we targeted the car,” he added. The cartridges, supposed to be handed over to Maoist ‘sub-zonal’ commander Kundan Pahan were carried from Munger in Bihar in a car escorted by a motorcycle. Kumar said Bholo alias David was a key member of the Pahan group. “He has been active in Bundu and Tamar for the past four years and can be called Kundan’s right hand. The Special Operations Group of Jammu and Kashmir Police arrested the ‘chief commander’ of Al Badr militant outfit in the Sopore area of Baramulla District on August 23, Daily Excelsior reported. Zeenat-ul-Islam, a resident of Shopian District in south Kashmir, was operating under various codenames, including Zahid and Junaid, during his four-year stint as the operations chief of the outfit, official sources said. Zeenat-ul-Islam Shah was active in militancy since 2005 and was operating in the Lolab area of Kupwara District, the Inspector General of Police (Kashmir), Farooq Ahmed, said. He is reported to have shifted to Shopian only two months back. He used to report to top Al-Badr commander Yusuf Baloch in Pakistan. He was reportedly trained in Lolab by Pakistan trainer Sikander in 2005. A laptop and some documents were recovered from his possession. Official sources described the arrest of Zeenat as a major success of anti-militancy operations in Kashmir as he was trying to recruit new militants for fanning militancy while finding over-ground workers to guide the recently infiltrated militants from across the Line of Control to interior areas of the Kashmir Valley. Security agencies have reportedly been on his trail for the past couple of years after it emerged that he was coordinating operations with the Lashkar-e-Toiba (LeT) and other outfits in south Kashmir.

A Maoist sustained injuries in the encounter and died on way to the hospital, the SP said. One carbine, two country-made rifles and rounds of ammunition were recovered from the five arrested ultras, he added. However, Times of India reports that seven persons, suspected to be Maoists, were arrested following a clash between two groups near Barabar hills in Jehanabad District. One of them succumbed to his injuries on the way to hospital. Police also recovered some arms and ammunition from them. Mohammad Aslam, the suspected Lashkar-e-Toiba (LeT) militant arrested at the New Delhi railway station on August 25 was produced in a city court on August 26, which remanded him to 14-day Police custody, reports The Hindu. The Special Cell of the Delhi Police sought Aslam’s custody, submitting that he had to be taken to Maharashtra and Gujarat for investigations. The Police believe he was previously involved in some terrorist activities in Gujarat. During interrogation, Aslam reportedly revealed that he had come to Delhi from Jammu in the morning of August 25. He had been tasked to deliver the raw material for assembling Improvised Explosive Devices (IED) to some cadres of a LeT module in Aurangabad in Maharashtra. Aslam, who pursued his education in Gujarat and Lucknow (Uttar Pradesh), is alleged to have revealed several names. Efforts are on to zero in on his contacts, including those he had initiated into terrorism.

Bittu, who was involved in the Khalistan movement of 1980s, was arrested from his house following information provided by arrested terrorist Balbir Singh Bhutna, Police said. Bhutna, who is suspected of links with militant outfits Khalistan Commando Force (KCF) and Babbar Khalsa International (BKI), was arrested at Ludhiana railway station on August 25 after an encounter in which one person was killed and two Policemen were seriously injured. During investigation, Bhutna had revealed that they had plans to kill the Punjab Chief Minister and his son, who is also the Deputy Chief Minister of the State. Bittu is president of the Akali Dal (Amritsar- Panjpradhani), a party which he floated after his release from prison. Bittu was also associated with Simranjit Singh Mann's SAD (A) but had later formed his own party - SAD (Panch Pardhani).

The Hindu reports that three persons were abducted by the Communist Party of India-Maoist (CPI-Maoist)-backed Chasi Muliya Adivasi Sangh (CMAS) from Laxmipur in Koraput District on August 27 demanding release of two of their companions. Earlier, on August 26, Laxmipur Police had arrested two CMAS activists, identified as Jaga Hikaka and Tuku Subudhi for their involvement in damaging a foreign liquor shop at Laxmipur. In that incident about 15 CMAS activists raided a liquor shop and destroyed stocked liquor worth several thousand rupees. They also looted more than INR 50,000 from the shop. Around 3pm (IST) on August 27, over 400 CMAS activists, armed with their traditional weapons, agitated in front of the Laxmipur police station, demanding the release of their companions. Later, the mob proceeded towards the distillery and took three persons as hostages, said sources.

The joint police team of Gumla, Ghaghra and Lohardaga's Senha Police station seized arms, ammunition and several other incriminating items after an encounter with People's Liberation Front of India (PLFI) activists at Hapamuni village situated in bordering areas of both the Districts under Ghaghra Police station on August 27. SP Subodh Prasad said Police team had swung into action on a tip-off about PLFI activist, including its commander Rajesh Tiger alias Lal Tiger, accompanied by Surendra Oraon, who had escaped from Lohardaga prison and Budha Meer, were in the area. When police surrounded them they started firing. Police retaliated but the PLFI extremists managed to escape. The Police later seized a 9-mm pistol, a country-made pistol and a regular DBBL gun and 10 cartridges including 7 of 315 and rests of 12 bore. Some of the belongings of PLFI activists, which they left behind while escaping, were also seized. Two girls were also arrested from the incident site. Police personnel from the Senha Police station have been sent in a special mission against the PLFI squad who were reportedly taking shelter in a remote area under the same Police station, the SP said.

During interrogation, they confessed before the Police that the action group of the outfit was out to carry out the blueprint that had been prepared by its ‘chief’ Ranjan Daimary to assassinate Bodoland Territorial Council (BTC) chief Hagrama Basumatary, Member of Parliament S.K. Basumatary and BTC executive member Mano Brahma. The two militants have also said that Daimalu was among the five NDFB cadres who had attacked Basumatary at Panbari in Kokrajhar on April 24 when two persons were killed. Police on August 28 said two National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) linkmen, Joshua Ngobang and Samchang Wangsu, were arrested from a hotel in capital Itanagar on August 24, for trying to extort money from three politicians in Tirap District, according to Telegraph. Police reportedly arrested them after the Arunachal Pradesh Forest Minister Newlai Tingkhatra tipped it off about the NSCN-IM linkmen taking money from him on August 24. The duo also extorted money from a Legislator belonging to the Congress party, Kamthok Lowang, and another politician from the District, Anok Wangsa of the Naga People’s Front. Each of them was asked to pay INR 500, 000. The report adds that Naga militant outfits are targeting politicians from the Naga-dominated Tirap and Changlang Districts for extortion as the Legislative Assembly elections are drawing nearer.

The Police arrested five linkmen of the National Democratic Front of Bodoland (NDFB) from Nagaon near Baihata Chariali on NH-37 in the Kamrup District at about 4:00pm (IST) on August 28 and recovered one sophisticated Italy-made .303 pistol along with six rounds of ammunition. Police arrested Manoj Boro of Sonajuli Gorbasti village in Udalguri District while he was selling the pistol to three of his accomplices. The other arrested linkmen were identified as Jiaur Rahman of village Kachari Solmari under Rangiya Police Station, Moon Kakati of Becheria village under Bebezia Tiniali Police Station in Sonitpur District and Tankeswar Kalita of Milanpur under Rangiya Police Station. Based on Manoj Boro’s confession, Police, in the same evening at about 7:00pm, arrested another linkman, Pado Ram Basumatari of Gelabeel village in Udalguri District, while he was waiting for Manoj at Inter State Bus Terminus at Betkuchi in Guwahati.
