A Policeman was killed and another seriously injured in an encounter with United Liberation Front of Asom (ULFA) militants at Kochgaon Tinthengia in Dibrugarh District on April 11, reports Telegraph. The slain Policeman was Sisuram Das of 19 India Reserve Battalion (IRB). No militant was killed in the encounter. Additional Director-General Of Police (special branch) Khagen Sarma said that the Police team launched an operation in the area on the basis of information provided by three arrested ULFA cadres that a group of about five cadres, led by Ratul Bora, was camping in the area. The trio were arrested while trying to extort money from a brick kiln in the area.

The recovery included two lethode bombs, 296 rounds of 7.62, 48 live rounds of AK-47, 39 rounds of M-16, 59 live rounds of US Carbine 9-mm, 58 rounds of locally made weapons, a mobile camera phone, illegal wooden logs (Burmese Teak) and vehicle with cash INR 32,700. The arms peddlers were identified as Thangjalet (30), L. Chandra Singh (45) and Saiboy (20). They along with the recovery were handed over to the Imphal West District Police.

A group of militants is reported to have intruded into the Indian Territory, taking probably for the first time Gurdaspur (Punjab) route, in the night of April 18, reports Daily Excelsior. However, two of them were trapped by Police and Security Force (SF) personnel at Chabe Chak Nursery along Ujh River under the jurisdiction of Rajbagh Police Station, about eight kilometres from Jammu-Pathankot national highway, in the Kathua District in the evening of April 19. The militants opened firing on Police personnel before taking shelter inside the Nursery, about 400 meters away from the populated area of village Chabe Chak. Retaliation by Police left one of the militants injured. While only two militants have been spotted so far, Police didn’t rule out the possibility of some more militants having succeeded in infiltrating into this side but maintained that at no other place movement of the intruders has been observed. “We have surrounded entire Chabe Chak Nursery, spread in 400 kanals of land, along Ujh River. Besides, entire village, where the militants were hiding, and surrounding areas leading to Jammu-Pathankote national highway have been sealed. People have been advised to observe extreme restraint while venturing out of their houses with confirmed presence of two militants,” said Senior Superintendent of Police (Kathua) Gareeb Dass. Official sources said there was a strong possibility that the militants had intruded into this side from forward village of Simbal Skole in the Bamial sector of Gurdaspur District of Punjab where Pakistan troops resorted to heavy firing at 10.20pm in the night of April 18 and damaged border fencing in 400 meters of area by firing rockets. Another possibility was that the militants had infiltrated through Tinda Post in Paharpur area of Hiranagar sector but there was no visible evidence of intrusions as the fencing was in tact, sources said. According to sources, the group of militants included some activists of Dashmesh Regiment of the Khalistan Zindabad Force (KZF) besides Pakistani militants. While the KZF militants were reported to have left for Punjab, the Pakistani militants intruded into Kathua District.

Gopal Burman later revealed that Jeevan Singha, the self-styled ‘chief’ of the KLO, is renewing abductions and extortion bids to mobilise funds for the militant outfit. Police added, “We have specific information that Singha is trying to spread his network across north Bengal after staying in hibernation for six-seven years.” According to sources, a plan has been chalked out to abduct businessmen, doctors and engineers from North Bengal to raise funds for buying arms and ammunition for the outfit.

Noklem Wansu, a hardcore cadre of the National Socialist Council of Nagaland-Khaplang (NSCN-K) operating in Longding sub-division of Tirap District, was arrested from Longding market in Tirap District by the Assam Rifles April 4, reports Telegraph. During interrogation, it was revealed that he was using his Army identity card to carry out criminal activities, including extortion. A senior Assam Rifles officer said “We have recovered an Indian army identity card bearing No. F479968 from Noklem Wansu, a self-styled sergeant major in the NSCN (K). During the initial interrogation he revealed that he was enrolled into the Assam regiment of the army in 1996 and after 11 years of service he deserted his battalion.” Post desertion, he joined the NSCN-K in 2007. Being a trained soldier of the Army, he was enrolled as ‘sergeant major’. Using the Army identity card, he could easily access the Government offices and pass through Police and security checkpoints, the official added. The NSCN-K also used Wansu to spread rumours that many more like him were deserting the Army and joining the outfit. Initial interrogation has also revealed that he had collected huge amount of ransom from Government Departments and the people in 2009. Wansu is a resident of Zedua, a village near Longding, which is considered a hub of militant activities.

Police on April 5 arrested the Hizb-ul-Mujahideen (HM) militant who was injured in a failed attempt on the life of a Congress party leader in the Pulwama District in the night of April 4, reports Daily Excelsior. Arshad Ahmad, who was injured in the shootout with the Personal Security Officers (PSO) of Congress District President Abdul Gani Dar, was found by Police in critical condition in a lane some distance away from the Dar's house in the Rohama area of Rajpora in Pulwama, official sources said.As reported earlier, three militants knocked at the door of Dar at around 8.30pm. Dar's PSOs did not open the door and sought to know the identity of the visitors. The refusal of the PSOs to open the door infuriated the militants, who threatened the cops of dire consequences, as they wanted to "talk to the Congress leader". A shootout ensued in which one militant, Aslam Kalas, was killed while Arshad was injured. The third militant managed to escape from the spot. All the three militants belonged to the HM. One AK rifle with magazine, one pistol with magazine and two hand grenades were recovered form the possession of the slain militant and his injured accomplice.

Police also recovered a pistol and some explosives from his possession, Police sources said on April 6. According to sources, Chesti was a member of now-defunct Students Liberation Front (SLF) in the early days of militancy in Kashmir. He was arrested and after his release several years ago, he had given up arms to lead to normal life. However, he told the Police, that he was wooed back to militancy recently as efforts were on to revive the Al Umar Mujahideen militant group in the city by recruiting fresh youth into militancy and to recycle those who had given up arms earlier. Al Umar Mujahideen, an outfit which was believed to be the armed wing of Awami Action Committee headed by Mirwaiz Umer Farooq, is headed by Mushtaq Ahmad Zargar alias Latram. The chief ‘commander’ of the outfit was arrested by Security Forces in mid-1990s and released, along with Jaish-e-Mohammad (JeM) chief Maulana Azhar Masood and British militant Omar Sheikh, in exchange of the hijacked Indian Airlines plane from Kathmandu to Kabul (IC-814) in December 1999. The militant outfit had lost most of its cadres during counter-insurgency operations during the decade of 90’s and was considered almost defunct. The outfit kept itself alive by claiming responsibility for some grenade attacks in the old city areas in the early years of past decade.

Police said the SIM cards of four private telecom operators — Airtel, Aircel, Idea and Tata Indicom — were recovered from two “active Over Ground workers (OGWs)” on April 6 in Kupwara. The detained OGWs had procured SIMs in the Pulwama District and were travelling to Kupwara in a Sumo when a Police team intercepted them. The Police also recovered five mobile phone sets from them. “The two active OGWs identified as Owais Ahmed Wani and Owais Bashir are from South Kashmir’s Pulwama District. They had procured SIMs of four telecom companies in Pulwama and had to hand them over to militants in Kupwara. But we got an input and arrested them at Sogam,” Superintendent of Police (Kupwara) Mohammad Yousuf Mir told Indian Express. “We also arrested the driver of the Sumo for questioning,” he added. This is the first time that Police have come across SIM cards being smuggled by suspected militants from South Kashmir to North Kashmir. The Home Ministry had in November 2009 banned prepaid connections in the State in view of security concerns. However, the ban was lifted on January 21, 2010 after a “foolproof” plan was finalised by the Ministry to ensure proper verification for prepaid cell phone subscribers.

The Mising Autonomous Demand Committee (MADC) believes that there is a political force behind the birth of the outfit for which arms have been bought with money that was siphoned off the former Mising Autonomous Council (MAC). The existence of the LDCM came to light recently when cadres of the outfit were arrested in Lakhimpur District. MADC working president Jiban Kuli said, “There is a political force behind the LDCM. Large-scale corruption in the former MAC helped formation of the outfit. Money belonging to the previous Council has been used for buying arms for the LDCM.” Kuli also alleged that the LDCM had been formed at Jonai Member of the Legislative Assembly (MLA) Bhubon Pegu’s behest. Kuli observed that the LDCM could be used for destroying the Congress party in Mising-inhabited areas even as he said the sole aim of the outfit was to foment violence. “Majority of the LDCM members are people who were involved in cases of theft and looting,” he further added.

Three of the suspected Maoists were identified as Gurucharan Tudu, Ramapada Soren and Joyram Murmu from the Jhargram area. The Police claimed that Gurucharan is involved in some murders in Jhargram. Following their interrogation, the Police reportedly recovered four bodies buried beside a canal near Kumirkata village of Binpur. One of those four bodies was identified to be Monotosh Singh of Patiyara village of Binpur. The bodies of a man and two women are yet to be not identified. Following his disclosure, an Improvised Explosive Device (IED) weighing around five kilograms was recovered and defused by the Security Force. There was one magazine filled with bolts, bearings, nails and explosive materials in the IED. Angouton confessed that the IED was handed over to him by one ‘sergeant’ Angamba of the outfit to plant and trigger a blast at a spot in between Nambol and Bishnupur. He had undergone military training of the outfit inside Myanmar and he was a bomb expert. Angouton was also involved in the blowing up of an excavator of the Loktak Development Authority (LDA) on January 21.

According to the Bangalore Police Commissioner, Shankar Bidari, the four arrested by Hyderabad Police were leaders of naxal [left wing extremist] organisations. Altaf had sent visas for four of them and to and fro air tickets by mail. Addressing the media on August 13, Bidari said the arrests clearly indicate a link between ISI and Left-wing extremists. "It has exposed the Pak link of naxals and Maoists. The ISI has engaged Dawood Ibrahim and Chhota Shakeel to select Maoist leaders in India to facilitate them to carry out terror acts throughout the country," Bidari said. Times of India adds that an unlicensed pistol, seven bullets, visa and passport documents and INR 1 million in cash were seized from Devaiah's house in Rabindranath Tagore Nagar in north Bangalore, Bidari said. "Bangalore police received credible inputs to the effect that the ISI had engaged Dawood Ibrahim and through his accomplice Chhota Shakeel to engage Maoists - that is Naxalite leaders in India - and instigate them to commit terrorist acts," the Police Commissioner said. He said Vinay Kumar had received INR 2.5 million from a person identified as Altaf alias Rakesh of Dakshina Kannada to organize terror acts.

An Indian national on his way to Houston in US to deliver a lecture to the Hindu Congress of America was arrested on August 20 for possessing what has been described by authorities as “Jihadi material.” Vijay Kumar, a documentary filmmaker, was arrested at the George Bush Intercontinental Airport after officials noticed him behaving oddly in the line for a security check, according to reports. When he was taken aside for secondary screening, Kumar’s baggage was found to contain books on espionage, information on US military weaponry, and numerous publications on Jihad, including the mention of “infidels.” Also, a set of brass knuckles and approximately $10,000 worth of currency were uncovered in his bags.

One demand letter of the faction address to one L. Chandramani Singh of Thangmeiband Meisnam Leikai Muchi Leirak, demanding INR 5 00000, signed by one Lamyanba Khuman was recovered from the possession of Moiranthem Ibomcha. Police arrested Ramchandra Thakur from a forest adjoining Barkatha and Bagodar area in Hazaribagh District on August 19 reports Samaylive.com. Thakur was the chief of Kishan Krantikari Committee (KKC), a front organisation of the Maoists, Superintendent of Police (SP) Pankaj Kamboj said. Seven of his supporters who were with Thakur during the arrest were also taken into custody but were later released when they said they would stay away from the KKC, Kamboj said. The arrested Maoist had been campaigning among the villagers to join the KKC, he said, adding the Police seized from him a bag containing the party's mouthpiece ‘Lal Chingari’, some leaflets, posters and other documents. The SP said after interrogating Thakur, the Police got some vital information about the KCC.
