Divya alias Santhi alias Wallasi (26), a Communist Party of India-Maoist (CPI-Maoist) ‘commander’ was arrested by Border Security Force (BSF) troopers from near Chitrakonda in Janbai area of Malkangiri District on April 1, reported The Times of India. A laptop, believed to contain information on the movements of Maoists, a diary containing phone numbers of various leaders and a 9mm pistol were recovered from Divya who was a member of the women's organisational team, later serving as a member of the local organisation squad (LOS). Divya belongs to Tokalla in Koyyuru mandal (administrative unit) of Visakhapatnam District. She was assigned to provide security to Andhra Odisha Border AOB special zonal secretary Modem Balakrishna alias Bhaskar. Later, she was made member of the Galikonda 'area committee, one of the strongest committees in east division. Divya was allegedly involved in the abduction of former Malkangiri District collector R. Vineel Krishna in February 2011 and was also allegedly involved in the killing of 38 Police personnel [including 36 Greyhounds personnel of Andhra Pradesh] on a motorised vessel in the Balimela reservoir June 29, 2008. Divya is married to ‘area committee member’ Julumuri Chinnayya alias Anand.

Separately, Police arrested a computer engineer with links to the Lashkar-e-Toiba (LeT) for allegedly “planning and executing” the car bomb explosion near Bijbehara town in Anantnag District on March 22 that left his accomplice, Mohammad Abbas Dar, dead and 20 others injured, The Hindu reports. The arrestee was identified as Mohammad Iqbal Bhat alias Mudasir from Awantipora town. The IED was prepared by Bhat in the Junglenar area of Awantipora. Investigations revealed that Dar, who was working as an overground worker for militants seven years ago but had been lying low till recently, was an accomplice of Bhat and got killed when he went to check the IED after it did not explode with the mobile phone trigger. Senior Superintendent of Police (Anantnag) R.K. Jalla said, “They had tried to explode the IED twice using the mobile phone detonator which failed. Dar went to check the battery connection of the device, which exploded due to his fiddling.” Jalla said Dar was working for the LeT and he had brought the IED-laden vehicle to the spot. He said the module was working under the command of Lateef Kachru, a ‘commander’ in the Awantipora area.

Times of India reports that Security Forces (SFs) arrested a cadre of the Naga National Council (NNC), identified as Khapwang Mema, from Deomali in Tirap District on April 1. An amount INR 15,600 and an extortion note addressed to market officials of Deomali on the letterhead of NNC was also found in his possession. Mema was carrying out extortion in the town for the last couple of weeks. Assam Rifles (AR) claimed to have arrested two “tax collectors”, identified as Chisho Sumi and Anandju Sangtam, near Dhansiri Bridge at Burma Camp in Dimapur District at around 5.15pm on April 10 while they were allegedly collecting money from truck drivers, reports Nagaland Post. Daily Pioneer reports that one suspected Indian Mujahideen (IM) operative, allegedly involved in the blasts at the Chinnaswamy stadium in Bangalore during an IPL match in April 17, 2010, was arrested from Metiabruz-Garden rich area in Kolkata by a team Karnataka Police on April 10. The IM operative, identified as Kamal Hassan alias Bilal (24), was arrested during a manhunt to arrest blast mastermind Yasin Bhatkal, City Police Commissioner Jyothiprakash Mirji said. Hassan, a native of Bihar, was sent to Bangalore and produced before the jurisdictional magistrate and was remanded in Police custody, Mirji said.

The militants had set up a temporary hideout in the vicinity of a house belonging to one ‘Colonel’ Yaritiva Lotha of NSCN-IM, who is presently said to be residing at Hebron Camp. It was reported that the cadres were using the safehouse for transit and storing the weapons and ammunition for short duration meant for further supply to other parts of the State. AR cordoned the house and searched the area while the cadres panicked and attempted to flee. In the process, the fleeing cadres were arrested. AR in a statement said the operation incorporated humanitarian facets to act within existing cease fire ground rules, however “law breakers” were arrested to maintain peace in Nagaland.

Kanhai Meetei disclosed that he joined PREPAK in the year 2010 under the command of ‘Sergeant Major’ Sanjoy Singh. Further he disclosed that he was earlier arrested by Imphal East commandos in the month of December 2011. After release on bail, he again joined the group. According to his statement he began working for CorCom (Coordination Committee of seven valley based militant group), under one Abujam Lamphel alias Puremba of Changangei, ‘Second Lieutenant’ of United National Liberation Front (UNLF), in recruiting youths for militant groups. It has also stated that recently they recruited one Aheibam Johnson (16) and handed over to a group for basic training. On follow up action, Abujam Lamphel Singh was also arrested on the same day at about 6.20am from his residence.

Police said they arrested three militants, including a woman identified as Paban Das, Jaya Boro and Ganesh Das from the District while they were on their way to Guwahati and recovered two grenades from their possession. Tinsukia Superintendent of Police (SP) P P Singh said that Paban Das was assigned by the top brass of the ULFA-ATF to bring the grenades to Guwahati and trigger blasts ahead of the Prime Minister's visit. The cadres visited the village to serve extortion note to a local businessmen in the area and had forcibly taken shelter in the house. Two US made 7.65 mm Pistols, one .22 mm Chinese made Pistol and ammunition were recovered from the militants. UPDF is involved in extortion and kidnapping and other illegal activities in Namsai and adjoining areas. The Shillong Times reports that West Garo Hills Police conducted an operation inside North Garo Hills District in the afternoon of August 14 and shot dead two militants, including the ‘commander-in-chief’, identified as Waiston Marak, of the newly formed militant outfit A’chik National Unit Force (ANUF). The other militant killed was ‘area commander’, identified as Jakriel Sangma alias Rocky. The Police recovered AK-81 rifle and a revolver used by the two militants with several rounds of live ammunition of both weapons along with incriminating documents of the militant group. “The AK-81 was given on loan by the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB-RD). The arrested militants have also revealed to us that they had plans to buy new weapons and a sum of INR 1.5 lakh had been kept aside for the same,” informed Superintendant of Police Mukesh Singh. The incident took place when the Police followed the duo who were travelling in a vehicle from Tura to Rari village of Bajengdoba. The movement of the militants was revealed after one of the members identified as Roring Sangma alias Gud was arrested by Police in civilian clothes from Ringrey market of Tura on August 13. He was sent to Tura to purchase food items and make camouflage uniforms for the cadres of the outfit. He also confessed that the outfit had plans to abduct a businessman from Rari village. Based on his confession, police teams fanned out to different parts of Tura and managed to arrest Bilchang R Sangma alias Racheng of Rongrekgre village and Impu B Marak alias Bijoy Marak of Rongchandalgre village. Racheng was the ‘western commander’ of the militant group.

Punjab Police confirmed the arrest of a Communist Party of India-Maoist (CPI-Maoist) cadre, who was absconding since 2009, in Phillaur in Jalandhar District of Punjab on August 19, reports The Pioneer. Police said that in 2009, a case was registered against Maoist Jaiprakash Dubey and his accomplices, including Manvir Singh, under the Unlawful Activities Provision Act 1967. Station House Officer, Phillaur Police Station, Gulshan Lal, said Manvir Singh had brought Dubey to Punjab and had given shelter to him. “Manvir Singh alias Kedi alias Lajpat Rai, a Maoist working with top leader Jaiprakash Dubey has been arrested from Muktsar. Security Forces (SFs) arrested three Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) linkmen from a dhaba (roadside eatery) on the Duliajan-Naharkatia road, near Madhabpur Tiniali, in Dibrugarh District on August 19, reports Times of India. The three arrested linkmen have been identified as Minaram Dhadumia (33) alias Renu Dhadumia, Satyajit Gogoi alias Kalia Gogoi (27) of Tingkhong and Karuna Gogoi (34) alias Bunda Gogoi of Naharkatia. Naxal [Left Wing Extremism (LWE)] literature, mobile phones and several vehicles were seized from the spot, Singh said. Sashastra Seema Bal (SSB) Lucknow Frontier Inspector General Anil Agarwal said, “The five men in the group said they belonged to Kupwara and Baramulla Districts of Kashmir, and had gone to Pakistan 22 years ago.” Sources said the five men in the group, all in early 40s, said they had gone to PoK in 1990. They claimed to have worked at militant training camps, but never attended any training. On April 30, a group of 40 Kashmiris — 11 men, seven women and 22 children — was intercepted at the same check-post by SSB personnel. Police on August 21 claimed to have arrested a Policeman who carried out assassination bid on Law and Parliamentary Affairs Minister, Ali Mohammad Sagar on December 11, 2011, and 12 other attacks in Srinagar city since 2011 on behalf of Hizb-ul-Mujahideen (HM) outfit, reports Daily Excelsior. Inspector General of Police (IGP) Kashmir, S M Sahai, said that they have arrested two persons making claims for militant attacks in Srinagar city over the past 18 months. "One of them is a Policeman while another is a released militant", he added. Sahai said that arrested policeman, Abdul Rashid Shigan, a constable of the armed Police and posted with the security wing, was operating under the shadow name of Omar Mukhtar and General Usman. "He was acting as spokesman for Kashmir Islamic Movement, a shadow outfit of Hizb-ul-Mujahideen", the IGP added. He said that Shigan was working in coordination with a released militant, Imtiyaz Ahmad alias Raashid, in carrying out the attacks. He said that Shigan had a militancy background before he joined Police force in 1998. "He was an Over Ground Worker of Harkat-ul-Mujahideen. He was discharged from Police department while undergoing training for his involvement in militant activities and detained under Public Safety Act for one year. He was reinstated on court orders in Police department in 2002", added Sahai. He was recently transferred to security wing of the Police and was performing duty with Superintendent of Police Bandipora. The IGP said that Shigan confessed carrying out 13 attacks in Srinagar since January 2011. The IGP said that during the raid and searches conducted on the house of Shigan one coil electric -wire, one mine, two radio sets kenwood , 11 Batteries, one radio set Frequency setter, four Chinese pistols, six pistol magazines, 100 rounds of pistol ammunition, five grenades, two knifes, 13 UBGL shells, one Kiran Kove rifle, two AK 47 rifles, 16 AK 47 magazines, large quantity of AK ammunition, two UBGL thrower, two kits for cleaning, two pouches, one fire extinguisher, three bags, one water bottle, one first aid kit, one ladies hair wig, two scooter helmets, four grenade pins, one IED and 11 detonators were recovered. Sahai said that besides this, his hand writing matched with the statements he was issuing to the press and a cell phone that he used to call a local news agency was also recovered. S M Sahai also said that Police have to rethink and conduct scrutiny of Police Force that has been on the forefront of fighting militancy in the State after involvement of Policemen in militant activities came to light. Sahai said that militants are adopting new tactics of forming small modules, which were very difficult to uncover. He said that normally any militant attack that took place in Srinagar was solved in a couple of months but for the past 18 months [January 2011 to July 2012] police had failed to uncover these 13 attacks which took place in Srinagar. He said that subversive activities of such kind where Policemen are involved are possible in militancy infested areas but Police have been able to uncover it. He said that such modules are working independently and they are difficult to uncover. He further said that the attacks they carried out had given an impression that militancy is on the rise in Srinagar. "However, this is not correct. Statistically also the number of incidents has come down compared to last year," he added. It may be mentioned here that four Policemen were arrested in June 2012 for militant links and carrying out subversive activities in Srinagar city. "With the arrest of Shigan all these cases have been solved," Sahai said, adds India Today.

Drugs, arms, and Fake Indian Currency Notes (FICNs) brought from Pakistan and Dubai were seized in Bhatinda District on August 22, Hindustan Times reports. Several arrests have been made in separate such incidents. In one such incident, suspects Jora Singh and Bhagwan Singh of Ferozepur District bought heroin from Pakistan on August 18 and ran away from border when challenged during smuggling, the Police added. The Border Security Force (BSF) then found seven kilograms of heroin and FICN worth 573,000 dumped on the spot. "During interrogation, the suspects revealed smuggling 11 packets of heroin on August 12 from Pakistan, which is all distributed," Inspector General Jatindra Jain of the counter-intelligence Police said. Jora Singh and Bhagwan Singh smuggled heroin worth INR 900 million from across the border in the past 10 days, the counter-intelligence Police have said Jatindra Jain said, "At the appointed hour on the night of August 18, the suspects threw a stone at other side of the border at Bareke village, and in came the packets of heroin, fake currency, and Chinese pistol and magazines from Pakistan." Some of the drug packets were caught in the fence, setting off an alarm. The suspects picked up the pistol and magazines and tried to flee. "The BSF and police seized five cartridges, a motorcycle, and Rs. 2.15 lakh [INR 215,000] cash from suspect Jora Singh," said the IG, "and a Chinese pistol and 15 cartridges from Bhagwan Singh." IG Jain cited the continuing arrests in similar operations. "On August 21, we arrested Raj Kumar Raju of Bathnda and seized 500-gram smack worth INR 700,000 from him. The paper used is to make these notes is the same grade as is used by the Reserve Bank of India’s (RBI's) currency note presses in India. A Crime Branch official commented, "This type of paper is sourced from Pakistan and the accuracy achieved in putting in the watermarks proves that the counterfeiters are professionals, operating from across the border”. Faced with this evidence, Ramesh confessed. He told the cops that he owns a tile factory and is a trader of marble and granite. "He claims a Bengali worker at his factory showed him some fake Rs 1,000 and Rs 500 currency notes. Impressed by the quality of the fake notes, Ramesh told his employee to get him some more. He initially paid Rs 2,500 for Rs 5,000 of fake notes. After using them to make purchases and in other market transactions, Ramesh decided to buy more notes," said crime branch officials.

CCB sources said the FICN came to light after the RPF constable Selvaraj (45) deposited INR 30,000 at the ICICI Bank branch in Saidapet on August 15. 26 notes were fake. Following a complaint lodged by a bank representative, a CCB team probed the matter and detained Selvaraj. “Selvaraj along with his friends, who were part of a gambling circle, rented a room in a lodge in Anna Nagar and played a game of cards. According to Additional Director General of Police (Naxal operations), Ram Niwas, following an intelligence input that a number of armed Maoist cadres were meeting in the area, a joint team of Central Reserve Police Force (CRPF) and District Police comprising 300 troopers laid siege to a forested area of Narayanpur District around 8 pm. Seeing the SFs encircling them, the Maoists started firing indiscriminately at the SFs prompting an encounter, which lasted nearly three hours. Two Maoists were killed while four injured women Maoists, hiding near the spot, were arrested. SFs recovered the bodies of the two slain Maoists, 'Bharmar' guns, ammunition and Maoist literature from the site. No casualty or injury was reported among the SF personnel.

They were identified as Anil Chakma, Chowpinto Thaman, Sanjiv Singh and Arvind Singh. The Police recovered 8 mobile handsets, daggers and a black veil from their possession. During the course of interrogation Anil Chakma admitted in collecting money from the area and depositing the amount with one Bishnu Chakma. The ransom letter was written on UPDF pad and signed by its ‘commander’ Sumana Munglang, and its ‘finance minister’ R Gohain. The six other accused still at large were Bishnu Chakma, Boksu Chakma, Patharmoni Chakma, Dayalu Chakma and Mytiodhan Chakma. The UPDF had been continuing extortion in Bordumsa (Changlang District) area to strengthen their organizational setup.

11 persons with suspected links to terror outfits Lashkar-e-Toiba (LeT) and Harkat-ul-Jihad-al-Islami (HuJI) were arrested from Bangalore and Hubil in Dharwad District on August 29, reports The Times of India. A foreign made 7.65 mm pistol, seven rounds of ammunition and other gadgets were seized from the arrested. An employee of a Defence Research and Development Organisation (DRDO), Ejaz Mohammed Mirza, working for Airborne Early Warning and Control System, and a journalist were among six persons who were arrested from Bangalore on August 29. Muthi-ur-Rahman Siddiqui (26); Shoaib Ahmed Mirza alias Chhotu (25); Abdullah alias Abdul Hakim Jamadar (25); Ejaz Mohammed Mirza (25); Mohammed Yusuf Nalbandh (28); and Riyaz Ahmed Byahatti (28), were also arseted from Bangalore. Prior to that, five persons were arseetd in Hubli. According to a report in The Bangalore Mirror on August 31, five persons arrested from Hubli and were identified as Obeidulla Imran Bahadur alias Sameer (24), Mohammed Sadiq Lashkar alias Raju (28), Wahid Hussain alias Sahil (26), Baba alias Mehboob Bagalkote (26) and Dr Jaffer Iqbal Sholapur (27). The report also mentioned the name of the journalist arrested in Bangalore as Muthi-ur-Rahman Siddiqui. Bangalore City Police commissioner Jyotiprakash Mirji said that the arrests were made after gathering intelligence inputs for several days. Mirji also claimed that Police by arresting these people have foiled plot to target Members of Parliament, Members of Legislative Assemblies and media persons in Karnataka. Initial reports had said the four suspected Indian Mujahideen (IM) activists involved in the April 17, 2010, Chinnaswamy stadium (Bangalore) blast case were picked up by Police.

Anil Yadav, the head of the Communist Party of India-Maoist (CPI-Maoist) 'armoury' section in Bihar and Jharkhand, and a arms supplier Prafulla Malakar alias Pankaj were arrested form Silodar forests on the border of Chouparan tehsil in Hazaribagh District of Jharkhand and Barachatti in Gaya District of Bihar on August 29, reports IBN Live. On a tip-off, a special task force first arrested Malakar and seized arms from him and later arrested Yadav when he arrived at the spot with INR 800,000 to purchase the weapons, Hazaribagh Superintendent of Police (SP) Manoj Kaushik said. The seizure included a US-made rifle inscribed Colt M-16 and 14 ammunition of 5.56 mm cartridges, used by the US Army, a 9-mm Italian-made pistol, one bullet-proof jacket worth INR 400,000, manufactured by a company of Manchester in the United Kingdom. Malakar informed the interrogators that he had recently supplied four AK-47 rifles, two AK-56 rifles and three other Self Loading Rifles to Yadav.
