A militant of National Socialist Council of Nagaland-Reformation (NSCN-R) identified as ‘corporal’ Mankub Phom and three civilians were arrested for procession of illegal arms and ammunition from Longleng in Mokokchung District on April 1, reports Nagaland Post. The arrested civilians were identified as Taushong Phom, Nganom Phom and Phamugee. Nine muzzle loading rifles, one 12 bore rifle, one .22 rifle and pistol with magazines, ten live AK-47 rounds, 12 live 12 bore rounds, 46 live .22 rounds, 27 live 7.35 rounds, 50 grams gun powder, brown sugar and opium worth INR 1,15,000 and INR 30, 742 were recovered from the arrested individuals.

A team of the National Investigation Agency’s (NIA) Hyderabad unit on April 10 arrested Roustam (35) in connection to the Fake Indian Currency Notes (FICNs) case in Visakhapatnam, Andhra Pradesh, reports Telangana Today. Earlier [unspecific date], a total of INR 50 lakhs were recovered from another man—Saddam Hossain. Preliminary interrogation has revealed that Hossain travelled to Malda District in West Bengal on the instructions of Amirul Hoque and collected FICNs from Roustam at four different occasions. Roustam was a part of FICN conspiracy as most of the suspects were based in Malda District and recruited people for trafficking and circulation of the FICNs, with an intention to harm the monetary stability in India, revealed the investigation.

Seven Communist Party of India-Maoist (CPI-Maoist) cadres were arrested from three different places during search operations in Narayanpur District on April 10, reports India.com. In the first incident, Security Forces (SFs) arrested three CPI-Maoist cadres identified as Jaitram Kashyap (30), Mandiram (35) and Manaji Katlami (26) from Irpanar village forest in Narayanpur District. In the second incident, Budhram Wadde (40) and Sonaru alias Gadge Wadde (45) were arrested from Gumiyabeda-Kotnar forest in Narayanpur District. In the third incident, Laluram Usendi (50) and Jhankai Katlam (19) were arrested from Orchha Police Station area of the Narayanpur District. All the arrestedwere active as cadres of ‘jan militia’ ('people's militia' of the CPI-Maoist) and ‘janatana sarkar’ ('people's government' unit of the CPI-Maoist) squad of Maoists and allegedly tasked with arranging meetings of Naxals[Left Wing Extremism (LWE)], conducting recce for them, damaging public property, putting up pamphlets, posters and banners and planting explosives to harm the SFs, Superintendent of Police (SP), Jitendra Shukla said.

Roshan Zameer Bhat, a resident of Nowpora Frisal was arrested based on an information that members of terror outfits - Hizb-ul-Mujahideen (HM) and Lashkar-e-Toiba (LeT) were planning to carry out attacks on SFs personnel to snatch their weapons, a Police spokesman said. “During initial investigation, the accused person disclosed that he has kept the illegally acquired explosive material at his residence. All accused were radicalised by an unknown ISI agent through social-media. The ‘Referendum 2020’ is a project initiated by the United States (US) based Sikh radical group—Sikhs For Justice (SFJ) and supports the ideology of Khalistan—a separate nation of Sikhs. The accused were conspiring to showcase the ‘Referendum 2020’ posters during the upcoming cricket match of the Indian Premier League (IPL) in Mohali (Chandigarh) in a bid to gather the attention of international visitors, said Assistant Inspector-General (IG) of Counterintelligence H.P.S Khakh. All accused are in their early twenties of age and were lured by the offer of lucrative jobs. The accused were frequent visitors to the Facebook page and came in contact with a Malaysia-based woman—Deep Kaur. Through a group on WhatsApp, Deep Kaur introduced all four accused to her leader—Fateh Singh, who instructed them to create chaos by setting up liquor shops and public transport buses on fire. Because, ‘Referendum 2020’ is not popular among Punjab’s youth, they [accused] wanted to highlight the issue through criminal means, said Khakh. The Enforcement Directorate (ED) on April 23 arrested Mohammad Farooq (39) from the Chhatrapati Shivaji International (CSI) Airport in Mumbai, Maharashtra, for his alleged involvement in Hawala (illegal money transfer) operation of foreign remittance of worth INR 2,253 crores in which 13 companies (non-disclosed) were also involved, reports Hindustan Times. During 2015-2016, 13 companies (non-disclosed) remitted around INR 2,253 crores to overseas destinations by submitting non-existing and forged import documents to banks. The actual bills of entry amount to INR 24 crores while the remitted amount was INR 2,253 crores, said the unnamed ED official. Farooq is known to confidential information that would assist in unravelling the truth behind the said scam. However, Farooq has not cooperated with the ED officials so far and has denied any links with the 13 companies that are being investigated. Farooq has been sent to custody till April 26, said ED prosecutor Hiten Venegaonkar.

The duo were arrested by the Security Forces (SFs) during combing operations in the area, when they had spotted two persons moving suspiciously and questioned them about their whereabouts on April 6, and recovered one kilogram of cordex explosive material from their possession. The duo joined the CPI-Maoist following the encouragement by the Venkatapuram Area Committee (VAC) ‘secretary’ Sukhdev in 2013. Since then they have been supplying the goods required by the Maoists. In 2016, Arun was promoted as the ‘commander’ of the militia. Arun had been involved in several criminal cases including planting the pressure mines and torching of the cell tower in Venkatapuram Mandal. On a tip-off that a group of Maoists was present at Kulhi jungle, the SFs launched a search operation on August 10 night, Police said. In course of the search operation, the security personnel found two persons trying to escape under the cover of the forest and arrested them following a chase on the early hours of August 11. The two arrested persons confessed during interrogation that they were cadres of a Maoist squad, the Police added. The identities of the arrested Maoists are yet to be ascertained.

According to NIA, Abdullah Basith, who was caught in 2014 and 2015 before he could leave India for Syria to fight for the IS, and his associate Mohammed Abdul Qhadeer were arrested for ‘conspiring to further the activities of IS (and) carry out terrorist acts in India’. Both are part of a group of eight men from Hyderabad who are being questioned by NIA on suspicion of planning to carry out subversive activities at the behest of IS handlers, officials said. The Indian Express had reported on August 9 that NIA had raided seven locations in Hyderabad and apprehended the eight on the basis of “suspicious” online activity.

The National Investigating Agency (NIA) on August 28 conducted simultaneous raids and arrested a Deputy Superintendent of District Jail Amphalla Jammu and a militant for hatching conspiracy inside Central Prison in Srinagar to recruit youth into the militancy and send them to Pakistan occupied Kashmir (PoK) for arms training to wage war against the country in Jammu and Kashmir, reports Daily Excelsior. The Pune Police of Maharashtra in a joint operation, on August 28, carried out raids across the country and arrested five activists who allegedly subscribed to Naxal [Left Wing Extremism, LWE] ideology, reports DNA. The Police teams raided the homes of prominent activists in Pune, Mumbai, Delhi, Telangana, Haryana, Ranchi and Goa. The investigators allege that those arrested are connected to the Elgaar Parishad, which is allegedly funded by the Communist Party of India-Maoist (CPI-Maoist). According to Police, the arrests were made based on the information received while probing the Naxal connection with the Elgaar Parishad in Pune. Varavara Rao was arrested from Hyderabad in Telangana, while the other four persons arrested include Sudha Bharadwaj, a trade union activist from Faridabad of Haryana, civil rights activist Gautam Navlakha from Delhi, activist Arun Ferreira from Thane and Vernon Gonsalves from Mumbai in Maharashtra. However, both (Bharadwaj and Navlakha) are under house arrest. Investigators stated that evidence suggested that the arrested persons are alleged Naxal sympathisers and allegedly involved in Naxal activities. There are allegations that some of the arrested persons had even hatched a conspiracy to assassinate Prime Minister Narendra Modi. Reportedly, Mohammed Jahidul Islam is wanted in Burdwan blast case, and masterminded Bodh Gaya blast case, and several terrorist attacks in Bangladesh. In a search of Jahidul’s house, the team recovered a laptop having images of tourist spots, Mosques, temples and other establishments in and around Bengaluru, Karnataka, said an unnamed NIA official. For his rent agreement, Jahidul produced a copy of Aadhaar Card—a biometric ID proof, for verification, claimed Jahidul’s landlord Rafiqh Khan. Acting upon the specific information, the NIA team led by Inspector Vinod B. Kadam raided the house in Alur and arrested three men—M.G. Raju, Gangadhar Kolkar, and Sajjad Ali. The preliminary interrogation revealed that Sajjad Ali, was procuring FICNs across the border and smuggled into the Bengaluru city to distribute the FICNs in the market. On August 8, the team raided a house in Srirampura and arrested a woman and recovered INR 2.5 lakh from her possession. The total FICNs recovered amount to INR 6.84 lakh.

The Income Tax (I-T) department on December 2, raided 100 lockers of a private vault in a shop located at Naya Bazaar of Chandni Chowk in Delhi, and recovered INR 25 crore of Hawala (illegal transfer) money, reports Daily Pioneer. The recovered cash is unaccounted and belonged to some [unidentified] big players who runs the network of hawala from the area, said an official [identify undisclosed]. The I-T raids were linked to the businesses and alleged illegal financial transactions of a Dubai-based hawala operator Pankaj Kapur. Pankaj is already under investigation by the respective investigation agency in a hawala case of worth INR 3,700 crore.

The Raipur Police on December 2 arrested a couple—Nikhil Kumar Singh (29), and his wife—Poonam Agrawal (30), and recovered the Fake Indian Currency Notes (FICNs) worth INR five crore, from Amlidih area of Raipur District of Chhattisgarh, reports The New Indian Express. Nikhil was a Civil Service aspirant from Bihar and came to Raipur with his wife—Poonam. Later, both got indulge in illegal activity of printing FICNs. They were in contact with some industrial houses and the Non-Government Organisations (NGOs). Both of them printed large quantity of FICNs and prepared its video clippings to win the confidence of the big companies and the NGOs to deceive them. As a modus-operandi, they had tried to convince various companies about their close contacts with several NGOs and promised them to return 80 percent of the sanctioned Corporate Social Responsibility (CSR) funds immediately; if they sanction the amount to the NGOs that will get remaining 20 percent, said Raipur’s Additional Superintendent of Police (Add. SP) Prafulla Thakur.
