Dosti bus service, a low-cost convenient way to travel between Delhi (India) and Lahore (Pakistan), has come under terror threat, dnaindia.com reports on January 8. Following intelligence inputs received from a foreign agency on January 2 of a possible fidayeen (suicide) attack on Dosti bus service, both the countries have stepped up security measures for the bus service that originates from Delhi on every Tuesday, Thursday and Saturday and from Lahore every Monday, Wednesday and Friday. Sources said under the new arrangement, instead of carrying the full journey in a single bus, the passengers will have to get down at the borders of their respective countries cross over the border on foot and board another bus to reach their destination.

The Australian Government warned that terrorists were planning attacks in India, and urged its citizens to "exercise a high degree of caution" while travelling through the country, The Times of India reports on January 7. "We continue to receive reports that terrorists are planning attacks in India and assess that attacks could occur anywhere at any time with little or no warning, including in locations frequented by Australians," said a statement on smartraveller.gov.au, the Australian government's travel advisory site. The advisory asked Australians to "exercise a high degree of caution" in India. Australia's department of foreign affairs and trade said the warning applied to all parts of India. It pointed out that in mid-December 2014 Indian authorities increased security at Metro stations and other public spaces in New Delhi.

The Communist Party of India-Maoist (CPI-Maoist) on January 10 allegedly threatened sarpanches (village heads) and panches (members of village panchayat) of different villages near Badesetty village in Sukma District against participating in panchayat (village level local self government institutions) elections scheduled for January-end and February, 2015, reports The Hindu. The Maoists had summoned 107 sarpanches and panches for a meeting. “Maoist ‘commanders’ Kesa, Madhu, Bhime and Ramesh first advised all of us to stay away from elections. Then they threatened to kill anyone of us who dares to contest elections,” a sarpanch of a village in the Konta block said.

A letter, purportedly written by banned terror outfit Students Islamic Movement of India (SIMI), has threatened to blow up a marriage hall on Thana railway road in Meerut in Uttar Pradesh, reports The Times of India on January 13. According to a complaint filed by the manager of Agrasen Bhavan, the letter was found on January 1 at the gate and it threatened bombing at gate number 1 and 2, between February 6-10, as it is rented out to ‘kafirs’ (non-Muslims), sources said. The letter, written in Hindi by someone claiming to belong to SIMI, said the organisation had joined hands with the Lashkar-e-Toiba (LeT), and was bracing to launch attacks across India. Police said that prima facie going by the language of the letter, the letter appears to be a hoax, but the Police have nevertheless taken the matter seriously and are investigations are on.

Suspected Maoist Community Centre (MCC) cadres have sought INR 10 million, firearms and ammunition as levy from the Railways and have threatened to blow up railway tracks between Motihari and Paniahwa railway stations in Bihar if their demands are not met, reports Zee News on January 21. Divisional Security Commandant (DSC) Kumar Nishant said the demands have been made through a letter sent to Divisional Railway Manger’s office through post and signed by one Ramji Sahni, who claimed to be the ‘area commander’ of the Maoist Community Centre (MCC). “Apart from Rs 1 crore cash, Sahni has demanded 50 rifles, 50 self loading Rifles, 50 carbines and 3,000 bullets and has threatened to blow rail tracks between Motihari and Paniahwa stations,” Nishant added. The DSC also said the letter seems to be a "mischief" by anti-social elements and not written by Maoists as their demands include firearms, which are not in the possession of the DRM.

A Tamil language newspaper, Dinamalar received a letter threatening an attack similar to the one on the office of French satirical magazine Charlie Hebdo, The Times of India reports on January 27. "We have received the letter from the newspaper and a probe is on," a senior Police official said. The letter, typed in English, says "Yesterday-Paris Charlie Hebdo, Tomorrow — Dinamalar." The words appear against the background of India's map. The letter was sent through post by unidentified elements claiming to belong to an outfit called "The Base Moment," and said to be based at "3/10, Ukkadam, Kovai, Tamil Nadu, India." Below the map is a picture of Osama bin Laden and the words "By al-Qaida," and some Arabic words appearing like a signature, the police official said. "It can be a fictitious outfit or someone may be trying to play mischief or it may have some other motive ... we do not know ... only after the probe's completion we will be able to comment," the official said, declining to elaborate. Security personnel have been deployed at the office of the newspaper.

Deputy Superintendent of Police (DSP) Chhaterpur S K Tirkey confirmed the seizure of the posters. As its prime motive, it asks the stone crushing plant owner, Khurana, to refrain from grabbing the land of the Muslims of Munkeri village. Reports said that two militants barged into Airtel show room at General Bus Stand and snatched cell phones of the staff. They were seeking information about missing device which they might have installed on the tower in Sopore area. However, they returned their cell phones and left threatening them. The same group of militants later went to Vodafone office at Water Tank and sought information about the missing communication equipment. They also threatened the employees there. Later, they went to Aircel office at Main Chowk with same inquiry and snatched a laptop and I-card of an employee. All the showrooms of the cellular companies are closed since May 1 after the incident as militants have directed them not to open them. Sources said that militants might have installed some communication device which would have boosted the internet facility as they don’t use cell phones for communication after they were being traced through them. They mostly rely on internet for communication. They are using improved communication technologies which are difficult for security agencies to detect. Their reliance on radio sets and cell phones is a bare minimal. A lot of the communication is happening on Voice over Internet Protocol (VOIP) and over Skype. For this they need internet facility.

For revival of a 'jan jagaran abhiyan' (people’s awareness campaign) to wean away people from Maoists, a massive public meeting has been convened by ‘Vikas Sangharsh Samiti’ (struggle for development organisation) at Dantewada on May 25, second death anniversary of Mahendra Karma, who spearheaded the ‘salwa judum’ movement. Karma was among frontline Congress leaders killed in a deadly Maoist attack in Bastar in May 25, 2013. Former ‘salwa judum’ leaders, including Sukhdeo Tati and Chaitram Atami, are also associated with the fresh move to revive a movement against the Maoists. However, the Maoists issued a statement to the local media, describing the move as "Salwa Judum-II" and calling upon people to fight back the new 'repressive movement'. CPI-Maoist Dandakaranya special zonal committee spokesman Gudsa Usendi said party has given a call to Peoples' Liberation Guerrilla Army (PLGA), military wing of Maoists, to bring such people to peoples' court and take action. Maoists claimed Salwa Judum-II in the name of peace and development was in fact aimed at selling off the natural resources to domestic and foreign capitalists. "The heroic masses of Bastar will defeat Salwa Judum-II. On May 12, a Midnapore court had sentenced Mahato, the convener of People’s Committee against Police Atrocities (PCPA), and five others to life imprisonment after holding them guilty under UAPA for their alleged links with Maoists. The letter, signed by several Maoists, has been written by IIT dropout Arnab Dam and senior leader Patit Paban Haldar. Both leaders are currently lodged at Presidency Jail. The letter stated: “The chief minister held several meetings with Mahato and asked him to spearhead the tribal movement. She promised that Mahato would be released when she would come into power. However, she disowned him after assuming office. She would be punished for this treachery… She alone did not bring change in Bengal. Many people like Chhatradhar Mahato were with her.” However, the letter — written on white paper — is yet to reach Mamata and is lying with the superintendent of Presidency Jail.

Slain Congress leader Mahendra Karma's son Chhavindra Karma and other leaders had announced on May 5 that they would convene a meeting at Faraspal in Dantewada District on May 25 — the third anniversary of Bastar massacre — to chalk out strategies to re-launch a peoples' movement against Maoist rebels. Leaders of erstwhile Salwa Judum had also supported the move. While Maoists have threatened a bloody backlash against all those trying to revive any movement against them, mainstream political parties did not come out in open to support the proposed campaign fearing violence and bloodshed in the tribal region. Late Mahendra Karma's son and two former Salwa Judum leaders Chaitram Atami and Sukhdev Tati had formed a "vikas sangharsh samiti" to fight for the development of Bastar. In the process, they sought to project the proposed movement as the second phase of Salwa Judum, a controversial movement that led to bloodshed in Bastar between June 2005 and December 2008. They and their families would face boycott or physical action if they failed to surrender to the people and avoid promoting bauxite mining, ‘secretary’ of the ‘east division committee’ Kailasam said in a press release. The statement has names of 30 tribals on it and alleged that they had fallen to the Government’s plan to divide the tribals to facilitate bauxite mining in an easy way. Apart from the 30 persons named in the list some others are working secretly but all have been warned in the past through people’s courts, posters, banners and paper statements. In Jerrela alone people’s court was held three times but they failed to change their stand. They cannot bring disaster to their own people just for the sake of receiving a salary of INR 14,000 a month, Kailsam said and warned the government that would be held responsible for any action taken against the people the party had listed or those working secretly.

Signed by VPS Secretary Azad, the two-page pamphlet alleged that the Telangana Rashtra Samithi (TRS) Government had colluded with management of the OCTL. According to the pamphlet, the management had been exploiting the workers for e 30 years without following basic labour laws such as payment of minimum wages and holidays. The VPS alleged the OCTL had not even allowed the workers to form trade unions in the industry. About 25 officers working in six departments, belonging to high castes, were harassing the workers, the pamphlet said. When some workers had formed a trade union, the management had removed about 500 workers from the duties nine months ago, the pamphlet said.

In a release issued by the GNLA's ‘joint publicity secretary’ Garo Mandei Marak, the outfit has asked the non-tribal communities to neither contest nor cast their votes in the election. "Anyone taking part in the poll process will be responsible for their own fate," the outfit threatened. It also asked the political parties not to encourage non-tribal people in the district council polls. "The GHADC is solely meant for the benefit and welfare of the Garos. No political party or law can ever change the heritage of the A'chik," the release said. The outfit further warned members of district council, political leaders not to modify the Garo customary law for their personal benefits. At least 40 families of Kanaguda village under Kalimela Police Station in Malkangiri District of Odisha are alleged to have left their village on November 3, due to threat and harassment by the cadres of Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. According to sources, during the past few weeks they were being terrorised by Maoists. On October 14 night, two tribal youths of this village, Soma Madkami and Rama Madhi, had been shot by the Maoists. After that armed Maoists were reported to be coming to the village regularly to threaten the villagers accusing them of having links with the Police. As per reports, 40 families decided to leave their homes along with their domestic animals and things of day-to-day use. In May and June this year, 60 tribal families from Panasput and Andrapalli villages from cut off area of Balimela reservoir in the District had also left their villages because of harassment and torture of Maoists.

A few districts which have a background of terrorist activities have been instructed to be extra careful about the alert." Police officials believe Jharkhand has high risk of vulnerability to IS designs as its north-eastern border is situated close to Bangladesh. In September 2015 police arrested JMB second-in-command Tariqul Islam alias Sadiq alias Sumon from Ramgarh, a District which neighbours Ranchi. The arrest revealed that JMB was using Jharkhand as its hiding ground as its key man Rejaul Karim was arrested from Sahebganj railway station (close to Bangladesh border) in January (2015). A Haflong-based Assam Rifles (AR) spokesman on December 5 said the act of the suspected National Socialist Council of Nagaland (NSCN) militants was aimed at disturbing the peace and inter-community harmony in the hill district of Assam. He said the Kuki village of Leike was being re-established with help from the neighbouring Naga villages. It was working to bring back peace and was witnessing a growing inter-community harmony in Dima Hasao. Fourteen PULF militants had surrendered with weapons to the state government in 2012, along with 100 other militants of various groups, at a function held at the Assam Rifles (AR) headquarters in Imphal. Chief Minister (CM) Okram Ibobi Singh, Deputy CM Gaikhangam, who is the Home Minister, and senior AR and Police officers were present at the programme. The PULF cadres have claimed that they were yet to get any benefit of the Centre's surrender and rehabilitation scheme even three years after their surrender. "Despite our repeated requests, the state government remains indifferent. Our cadres are getting restive as they feel the government has betrayed them. We were promised rehabilitation and a normal life after leaving the jungles," Md Kaji Umar, former chairman of PULF said. He said none of the militants who surrendered with weapons in his group got the promised benefits. "We are setting the deadline for extending all the benefits to my cadres by January 10 next year (2016). If there is no response from the government, we may launch an agitation or go back to the jungles," Umar warned. The PULF is one of militant groups which operated in Manipur valley.

Former cadres of Dima Halim Daogah (DHD) threatened to take to the path of agitation in protest against the delaying attitude of both the Central and State Governments in implementing the Memorandum of Settlement (MoS) even after elapse of several years of signing along the dotted line, disclosed Dilip Nunisa, former chairman of DHD on December 20, reports Assam Tribune. He said the MoS was signed on October 8, 2012. But even after repeated persuasion by former DHD leaders, not a single clause of the MoS was implemented, following which the former DHD cadres have lost confidence on the Government. The Ex-DHD cadres, well-wishers and others have organized a get together where more than three hundred cadres from different parts of the Dima Hasao took part along with former DHD leaders Jewel Gorlosa, who is also the member of North Cachar Hills Autonomous Council (NCHAC).

A statement released by party Spokesman Syam contained the poser "Will you do it (awarding punishment) or shall we do it", indicating that they were waiting for the government to prosecute the financiers in question and their henchmen too. The Maoists charged the ruling party with shielding those financiers who sexually exploited several women by taking advantage of their poor financial background. Syam alleged that the government and the police were protecting member of Legislative Assembly (MLAs) and Member of Legislative Councils (MLCs) of the TDP despite victims filing complaints of regular extortion by the same leaders. "Even Chief Minister Chandrababu Naidu and a senior Police officer in the rank of Additional Director-General (not named by the banned outfit) were photographed with a key accused Dayanand," the Spokesman said, implying that there is a nexus between moneylenders and the authorities. Syam claimed that the Police top brass intentionally diluted the sex racket case and saved the 'kingpins' only at the behest of the CM. "A crackdown was launched across the state just to divert the public's attention from the main issues. The government sacked anganwadi teachers en masse even as the opposition took up cudgels on their behalf," he rued.

National Security Advisor (NSA) Ajit Doval and Union Home Secretary Rajiv Mehrishi have sought reports from Jammu and Kashmir (J&K) on the activities of Islamic State (IS) as direct link has surfaced in the State of three youths arrested from Nagpur following sensational disclosures that they wanted to reach Pakistan occupied Kashmir (PoK) via Kashmir for their onward journey to Iraq and Syria via Afghanistan, reports Daily Excelsior. The disclosures have been substantiated with recovery of IndiGo air tickets from Mumbai to Srinagar from the possession of three youths at the time of their arrest. Official sources told the Excelsior that J&K Police was in touch with their Hyderabad counterparts and didn’t rule out the possibility of a J&K Police team visiting Hyderabad to join interrogation of the youth, who had been arrested for second time in the past two years for their attempts to join the IS. Sources said Doval and Mehrishi have written to five States including Jammu and Kashmir, Telangana, Andhra Pradesh, Kerala and Maharashtra seeking details of radicalization of youth towards the IS. Though Defence Minister Manohar Parrikar and Union Home Minister (UHM) Rajnath Singh had recently stated that the Centre has minimized the impact of IS, the Centre wanted all vulnerable States to remain on high alert on the IS threat.

The advisory asked all states and Union Territories (UTs) to deploy additional forces in crowded places like railway stations, bus terminals, markets and shopping centres and religious places to foil any possible attempts by terror outfits to carry out attacks. The advisory was issued after intelligence inputs suggested that Pakistan-based terror groups may try to create trouble, official sources said. Separately, a group of Surrendered United Liberation Front of Asom (SULFA) threatened to go back to the jungle and pick up arms, claiming neglect by the Centre and the State Governments, reports The Assam Tribune on December 29. Demanding fulfillment of their demands, the All Assam Surrendered ULFA Committee on December 29 staged a day-long demonstration at the Jantar Mantar in New Delhi. President of the group, Raj Kumar Duara said that if the Central and the State governments do not solve their problems then they would pick up guns ‘for the safeguard of the future generation’. Stating that they are about 800 SULFAs who have surrendered since 1998, Duara said that they have not been offered rehabilitation and cases registered against them have not been withdrawn. The SULFA group is also demanding identification of the illegal Bangladeshis and introduction of Inner Line Permit (ILP) in the State, besides grading of Assam as a tribal State. Duara alleged that negotiations with the Government last took place in 1998, after which there been no contact.
