After a slew of abductions and repeated threats from Communist Party of India-Maoist (CPI-Maoist) during recent months, Indian Railways employees posted in far-flung areas which fall under Maoist-affected zones have sent an SOS to Railway Minister Dinesh Trivedi for better protection during duty hours, reports The Indian Express. While the coal belts in eastern and central India and key routes in the east coast region are the main areas from where these complaints have poured in, a new section proving to be a headache is Gadchiroli in Maharashtra, bordering Chhattisgarh. The Lumding section post in Tinsukia, Assam, is also another area from where complaints have poured in. The matter came to a flashpoint when an assistant loco pilot was abducted late last year and money had to be paid as ransom to get him released. Faced with this problem, the railway unions have threatened to pull out men and women engaged in vital operation-related work in these areas. “We have taken up the matter with the apex level in the ministry, including the chairman and member staff. No one wants a crippling strike, but with so many complaints pouring in, we might have no other option if we cannot find a solution,” said Shiv Gopal Mishra, general secretary of All India Railwaymen’s Federation.

According to Sub-Divisional Police Officer (SDPO) Binay Kamila, the Maoists set ablaze two mobile communication towers at Goudagotha village and another at Barada village, located near Ganjam-Gajapati-Kandhamal border where Maoists are trying to increase their hold. The Maoists also pasted posters asking people to make the bandh a success and to protest anti-Maoist operations. The Maoists also threatened the company officials and staff of the Vedanta Alumina Refinery to immediately give up their jobs and leave the area, adds The Pioneer.

Several posters written in red, blue and green ink were pasted by the Communist Party of India-Maoist (CPI-Maoist) cadres at public places and Government offices in Dandai and Chinia areas of Garhwa District in the night of January 6 asking the villagers, Government officials and newly elected panchayat (village level local self-Government institution) representatives to change their modus operandi, reports The Times of India. A day before [January 5], the Maoists also posted similar posters on the walls of Ranka and Ramkanda block (administrative division) offices, Ranka market, passenger shed, pramukh office and Udaypur bazaar of Ramkanda block. The posters also warned the Tritiya Prastuti Committee (TPC) to stop its activities. However, Police removed all the posters. Garhwa Superintendent of Police Michael Raj S said, "We have information that Maoists have been active in some parts of the district in a bid to consolidate their support base." Police are aware of the recent activities of the Maoists.

As the filing of nominations for the panchayat (village level local self-Government institution) elections began on January 7, Communist Party of India-Maoist (CPI-Maoist) posters were found in Nuapada District where the Maoists claimed that they would participate in the polls, reports IBN Live. The posters, written both in Hindi and Odia, were found in Nuapada and Komna blocks (administrative division) on January 7. However, in both the areas, the posters carried different messages. Posters written in Odia - issued by CPI-Maoist Chhattisgarh-Odisha division - were found in gram panchayats of Komna block, Bhainsadani gram panchayat of Boden block and Nangelbeda and Ghatmal gram panchayats of Sinapali block asking aspirants to take their consent for contesting in the polls. The Maoists also stated that those daring to contest the polls without intimating the outfit, would face dire consequences. In the posters written in Hindi - issued by CPI-Maoist Mainpur division and found in Dharambandha and Bharuamunda gram panchayats of Nuapada block - the Maoists have asked people to stay alert for the polls. The Maoists stated that those willing to contest ‘should be poor, committed for the cause of the poor, be truthful and honest’.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres abducted three labourers of a private construction company after setting ablaze five earthmoving machines at two places in Sitamarhi District on January 10, reports The Telegraph. The Police said about 25 armed cadres raided the construction site of Rajendra Singh and Brothers Construction (Private) Ltd Company at Maniari on Sitamarhi-Riga Road around 10.30pm [local time] and held the labourers captive. The Maoists also fired in the air and hurled bombs to terrorise the residents, who could not muster courage to challenge them. The Maoists later escaped from the area abducting three labourers. They also left pamphlets demanding money from the owner of the company. The abducted labourers were identified as Ram Lal Mahto, a resident of Purnahiya in Sheohar District, Harendra Singh of Musahari in Muzaffarpur District and Shishupal Yadav of Runnisaidpur in Sitamarhi District.

The Hindu reports that while the training programme for first time MLAs and MLCs in Visakha Agency was coming to an end on January 11, cadres of the Communist Party of India-Maoist (CPI-Maoist) pasted posters at Chowdupalli in Chintapalli mandal (administrative unit) of Visakhapatnam District in the early hours of January 11 demanding the people's representatives to pass a resolution against mining of bauxite in the Agency. An alert has been sounded in Sonepur Railway Division of East Central Railway (ECR) in the wake of intelligence reports on January 13, that the Communist Party of India-Maoist (CPI-Maoist) might target railway stations on Republic Day, reports Hindustan Times. According to intelligence inputs received by the Railway Protection Force (RPF) in Samastipur, Maoists might target railway stations on Republic Day, particularly Karpoorigram railway station under Sonepur division in Samastipur District. The RPF had received threats from ‘sub-zonal commander’ Kamleshwari Thakur alias Ranjit, ‘area commander’ Rakesh alias Bihari and Women squad ‘commander’ Shila, the sources said.

A number of such posters were spotted at Dandabadi and Ramagiri areas under Boipariguda Police limits and at several areas under Narayanpatna Police limits on January 16. Maoist fear in Narayanpatna is evident given that single candidates have filed nominations in six out of nine panchayats in the block for the post of sarpanch (head of panchayat). Similarly, seven out of nine posts of samiti (block level local self-government institution) members are uncontested in the block. Sources said people preferred not to file nominations in the Maoist-dominated panchayats in Narayanpatna. The victim was, identified as Guru Khillo (48), of Tonkoguda village under Mudulipada Police limits of the same District. According to sources, a group of armed Maoists reached Tonkoguda and forcibly took Khillo away from his house. Villagers later spotted the dead body of Khillo in Bododural village. "The deceased was shot at. Maoists had tied his hands prior to pumping bullets into him. We are trying to retrieve the body," said an unnamed senior Police officer in Malkangiri. A Maoist letter written by Malkangiri Divisional Committee of the CPI-Maoist found at the spot mentioned Khillo was ‘punished’ for passing information to the Police about them. The letter also warned of similar consequences for anyone who tries to act as a Police informer. The Police, however, denied receiving any intelligence input from the deceased. "We have never ever received any information from the deceased. He was not our informer. Investigation is on and the reason behind the murder will be found out," an unnamed Police officer said.

Police said a group of 15 armed GNLA militants came in search of the ANVC cadres — Dion G. Momin, Jangsan Momin and Milseng Momin, at their residences at Soksan village under Mendipathar Police station. After finding that the cadres and the families had already been moved out, the GNLA cadres fired several rounds in the air and also assaulted a villager, Sengrik Sangma, alleging that he was a Police informer. The militants left after warning the villagers. The motive behind the incident is yet to be known, but according to the police, the terror tactic may be because of suspicion that the ANVC cadres were helping the police to track down the GNLA militants. Another reason could be to establish supremacy in Garo hills.

Nagaland Post reports that a new militant outfit, the United Peoples’ Democratic Front (UPDF) on April 12 threatened those involved in the illegal trade of coal, timber and stone from Lohit and Changlang Districts. Police said, the threat is meant to extort money from traders. The outfit is headed by Sumona Munlang, once a trusted sharpshooter of Dawood Ibrahim’s gang, Police said. Munlang sought to attain an Autonomous District Council (ADC) by clubbing together some areas of Lohit and Changlang Districts through armed struggle. A senior Police official said Munlang started the group with about 12 cadres, but it now has around 70 members. ‘Besides, the outfit has been extorting money from traders in the two districts,’ the official said. He said Munlang was arrested in 2002 by Arunachal Pradesh police but managed to escape and went to Mumbai later. In Mumbai, he joined the Dawood’s gang and worked for them for a few years. ‘He came back to Arunachal Pradesh in 2010 and started the UPDF,’ the official said adding some cadres of the lesser known militant outfit - Tai-Khamti Liberation Front (TKLF) also joined the group.

A woman member of the zilla parishad also resigned after receiving threats to her life from the Naxals,” said Ravidas Raut, former corporator in the District. According to Raut, ironically, the resignations were tendered even as Maharashtra Home Minister R.R. Patil, who is also the guardian minister of the Gadchiroli District, was briefing the media that such resignations would not be accepted by the Government. The labourer, Sunil Bawre (26), was sleeping in his shack when a group of armed Maoists stormed the labourers' colony at Kundekata village near the construction site. They threatened labourers of dire consequences if they built the road and the bridge. Before leaving Maoist cadres forced Bawre to the bridge under construction and nailed him. On the bridge, the Maoists allegedly stuffed a piece of bamboo into Bawre's mouth before nailing him. Bawre was bleeding profusely when he was rescued by the contractor seven hours later. The project is part of the Pradhan Mantri Gram Sadak Yojana (PMGSY) scheme.

Earlier, on June 5, Jaish-e-Muhammed (JeM) had asked panchayat members in the area to resign triggering mass resignations of panchs (member of panchayats) and sarpanchs (head of panchayats) in south Kashmir, where Kulgam is located. Reports said the JeM’s purported threat along with a similar warning from the Lashkar-e-Taiba (LeT) earlier is the reason why around 20 panchs and sarpanchs have quit. A number have been shot at, mostly in their legs. Meanwhile, officials have denied such resignations. "None of the panchayat members have submitted their resignations officially," an unnamed official said. Another unnamed Police officer said, “(We are verifying) whether the posters were actually issued by militant organisations or someone else to keep them away from day-to-day work." India Today adds that locals say that posters of JeM were seen in villages of Pulwama and Shopian Districts this week, warning elected rural body members to resign within a week's time or face consequences. The posters were reportedly pasted on electricity poles, walls of mosques and shops in public places. Pulwama Superintendent of Police, Amit Kumar, admitted that three to four posters were seen in a few areas. One Abu Irfan has issued the letter. "We warn journalists to mend their ways or face dire consequences," it said. The letter warned editors against ignoring the warning and asked them to publish it in their newspapers. Earlier, KNS reported that members of eight little-known terrorist groups met under the ‘chairmanship’ of Lashkar-e-Toiba’s (LeT’s) Abdullah Ghaznavi and warned journalists "to remain away from security agencies and police officers". The posters, appearing at many mosques in Shopian District a few days ago, threatened, "If we spot any girl using mobile phone, she will be shot dead." Warning sarpanches (head of panchayat, village level local self Government institution) and panches (members of panchayat) in South Kashmir to relinquish their posts or face dire consequences, the posters asked them to announce their resignation during Friday prayers. The IMK in its statement issued to a local news agency announced "Operation Revenge" against the Police personnel and what it said "anti-movement elements." The spokesman of the outfit, Omar Mukhtar, told the news agency that the operation will be launched against the Policemen and officers on a large scale in a couple of days. He, however, asked the Policemen who have not been "anti-movement" to go to Masjids and other places without any fear. The IMK in its statement also claimed responsibility for the killing of Deputy Superintendent of Police (DSP, retired) Abdul Hamid Bhat, recent killing of Policemen in Kulgam District and at Daresh Kadal and Batmallo in Srinagar District and that of Inspector Bashir Gull at Tengpora in Srinagar in 2001. The IMK came to limelight in 2011 when it claimed assassination bid on the life of Law and Parliamentary Affairs Minister Ali Mohammad Sagar that took place in December 2011. Police sources said the arrested youths — Aqib Rashid Paul, 20, and Adil Rashid Koka, 21, both residents Shopian District — were over ground workers of a little known militant outfit Lashkar-e-al Qaida on whose behest they were pasting the posters during wee hours. “Police had been following their movements for some time and finally managed to nab them on Friday [August 31],” they said. The demand comes at a time when talks with the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) have reached a crucial juncture. Both are competing for over-lapping territories, claims that had led to large scale violence in 1993. “The Manipur government unilaterally extended the suspension of operations (SoO) agreement (on August 30) for only three months, citing violation of ground rules by cadres. We signed the agreement but our stand is that if a dialogue is not started we will abrogate the SoO,” KNO spokesperson Seilen Haokip said. The outfit signed the tripartite suspension of operations in 2005. The KNO claims a Zale’-gam (Land of freedom) that includes large parts of Manipur’s hills under one administrative unit within the Indian constitutional framework.

The resignations have come from Palhalan, Goshbugh, Taapar, Wusan and Kalsari Nehalpora villages. Most of Panchs and Sarpanchs submitted their resignation to the Block Development Officers of the respective blocks. Some of them issued advertisements in local newspaper announcing their resignation. Others have announced their resignation through posters and by making announcements through the loud speakers of the Masjids. The killing of Palhalan Sarpanch took place after Lashkar-e-Toiba (LeT) posters had appeared in several areas of Pattan asking Panchs and Sarpanchs to resign or face consequences. These posters appeared outside Masjids. As reported earlier, militants in the evening of September 10 shot dead Sarpanch of Palhalan village in Baramulla District. A Communist Party of India-Maoist (CPI-Maoist) poster pasted at a high school at Badbanki village in Tureikela block in Bolangir District in Odisha, has caused panic and led to the school’s closure, reported The Telegraph on September 18. The institution has remained closed for the past 12 days, as teachers, parents and officials did not dare to open the school, for fear that the Maoists would attack. The poster pasted on the school’s closed gate issued threats to the headmistress and some officials. It said that the headmistress, the block resource coordinator and cluster resource co-ordinator would be awarded death sentence as they were the “main culprits (responsible) for degradation of the school”. The Maoists also demanded that more teachers be recruited at the school.

Police said over 40 armed Maoists appeared in the village at about 10 pm and went straight to the house of the contractor, Mohd Rice, and ordered him to come out. When Rice refused to comply, they set ablaze his vehicles and left with stern warnings. "They destroyed two vehicles -- Tata winger and a tractor -- by setting fire to them. They stayed in the village for about two hours and threatened Mohd Rice with dire consequences before they left the village," said Padmapur Sub-Divisional Police Officer (SDPO) N C Dansana. Security Forces (SFs) on September 30 arrested four Hizb-ul-Mujahideen (HM) militants, who were threatening Panchayat (village level local self Government institution) members, from Shopian District, reports Daily Excelsior. An unnamed senior Police official said that these militants were responsible for threatening Panches (members of Panchayat) and Sarpanches (heads of Panchayat) of the District besides extortion. Police few months back found them involved in several extortion cases. "Later, their involvement was also found in issuing threats to Panches and Sarpanches of the area", he added. Arms and ammunition including four AK 47 rifles, 16 magazines and 500 rounds of ammunition was recovered from the arrested militants. Police said that several Over Ground Workers (OGWs) of the outfit working with them have also been detained and they are being questioned. Police said that these OGWs might be involved in threatening Panchayat members through posters that appeared in the District in August 2012. All of them are posted in villages of Panasput, Andrapali, and Jodamba Gram Panchayats (village-level local self-government institution) of the cut off area of Chitrakonda reservoir under Chitrakonda Police Station limits. When contacted, Malkangiri Superintendent of Police Akhilesh Singh said on October 5 that no such letter had reached him or the Chitrakonda Police Station directly from the village guards. He, however, said that the so-called letter by the village guards raised some suspicion as it bears the signature of only one though names of 18 gram rakshis are mentioned in the letter. An investigation was launched to verify the authenticity of the joint resignation letter, he added. The resignation letter had come a few days after the murder of two village guards on September 25 in the Jodamba area by the Maoists.

"Fifteen officials of different departments were present at the meeting. On seeing the Maoists, seven officials fled while Maoists detained the rest," said a source at Kalimela. While three village guards of Boipariguda put in their papers on November 24, three from Batriput, Kathopoda and Koraput resigned on November 25. One of the village guards who resigned said "We don't want to meet the same fate like our colleagues." Sources said several village guards in the district are planning to resign after the recent murder of two village guards by Maoists. Gour Chandra Das of Dasmantpur village was killed by the Maoists on November 23 and Bhagaban Naik of Girliput village, a few days before that.

At a meeting held at Nisanimunda in the District on November 27, the Gram Rakhis set December 3 as the deadline to meet their demands, failing which they would tender mass resignation on December 4. However, though the Gram Rakhis have mentioned ‘health problem’ as the reason behind their resignation, but the reality is something different which they didn’t want to disclose fearing the CPI-Maoist cadres, sources said. The Village Guards in Malkangiri and Koraput Districts have become soft targets for the Maoists, who accuse them of tipping off the Police about their movement.
