Train services in the Kharagpur-Tatanagar route of South-Eastern railway were disrupted on January 2 after a landmine hoax created panic in West Midnapore District, reports PTI. A pilot train and a team of joint SFs rushed to a spot near Jhargram railway station after a driver of the Howrah-bound Sambalpur Express noticed some banners and a tiffin-box with wires spread out lying on the railway tracks, Police said. An inspection by the bomb-disposal squad revealed the absence of any explosives. Police said that this was a ploy by the Maoists to create panic, as a result of which several local trains in the route were cancelled while long-distance trains got delayed.

According to Indian Express, after receiving intelligence reports that cadres of the Communist Party of India-Maoist (CPI-Maoist) are planning to blow up railway installations, security has been tightened in Bihar. The Railway Protection Force (RPF) personnel frisked passengers and checked their luggage with bomb detection devices, and stepped up patrolling of platforms as a part of the drill. Officials said a high alert was ordered since there was information that some anti-social elements from neighbouring Nepal had sneaked into the city.

A number of villagers are compelled to migrate to different places for safety following threats from Communist Party of India-Maoist (CPI-Maoist) cadres in Sundergarh District, reported ANI. About 3,000 villagers of the five villages, namely, Jharbeda, Mahubeda, Sanbalijor, Langlakata and Relhatu under Relhatu Gram Panchayat (village level local self Government institution) deserted their homes due to continuous harassment by the Maoists. The tribal villagers were antagonised by Maoists, who used to demand food from the poor villagers. The Maoists used to force them to attend meetings and participate in creating road-blocks during the bandhs (general shut down) called by the extremists. The Naxalites had also directed the villagers that one youth from each household must join the outfit. Any voice of resentment against Maoists’ diktat would only mean suffering for the villagers.

The United Liberation Front of Asom (ULFA) on January 6 threatened to attack Security Forces (SFs) and vital installations in Assam ahead of the Republic Day celebration on January 26, according to Sentinel. "We are going to step up our offensive and target security forces and other vital installations," self-styled ULFA ‘commander-in-chief’ Paresh Baruah said in an e-mailed statement. Titled ‘new guidelines and instructions’, the rebel statement also warned of action against Assam Police personnel and ‘informers’. "We are not going to spare those who act as informers to pass on inputs to the security forces," the ULFA leader said. The rebel statement also threatened action against ‘intellectuals’ who are anti-ULFA. "We shall identify the intellectuals and first warn them and then take action on such people," the statement said.

Determined to spoil the Trinamool Congress chief Mamata Banerjee’s rally at Jhargram in West Midnapore District on January 15, the leadership of the Communist Party of India-Maoist (CPI-Maoist)-backed People’s Committee against Police Atrocities (PCPA) is not ruling out the possibility of violence during the meeting, reported The Hindu. The PCPA has already issued a diktat to the local tribal population against participating in the rally. This is being seen as a reply by the Maoists and the PCPA to Banerjee’s demand to deploy the Army in the region to tackle the Maoist menace. Speaking to The Hindu on January 13 over telephone from the Lalgarh region, spokesperson of the PCPA Asit Mahato said, “How does Ms. Banerjee expect the people of the region to listen to her at the rally, when she is asking for deployment of the army against the same? It is a publicity stunt on her part to brighten her party’s prospects in the forthcoming State Assembly elections. But the people of Jangalmahal are not going to be pawns in her political game.” Asked if the PCPA would use force to thwart the rally, he said: “Though we do not have any such plans, but we cannot give any assurances if agitated people do something on the spur of the moment. Ms. Banerjee and the State government are speaking in the same tone these days.”

The outfit has demanded billions from the four entrepreneurs and have threatened them to pay up or face a fate like that of former Khadim’s company chief Partha Pratim Roy Burman, who was abducted in 2001. The calls were traced to Dubai, Karachi and Nepal. According to intelligence sources, the IM is in a desperate bid to raise money. It made similar calls last months to several industrialists and developers in Mumbai (Maharashtra), Surat (Gujarat) and Chennai (Tamil Nadu). Police on April 5 arrested the Hizb-ul-Mujahideen (HM) militant who was injured in a failed attempt on the life of a Congress party leader in the Pulwama District in the night of April 4, reports Daily Excelsior. Arshad Ahmad, who was injured in the shootout with the Personal Security Officers (PSO) of Congress District President Abdul Gani Dar, was found by Police in critical condition in a lane some distance away from the Dar's house in the Rohama area of Rajpora in Pulwama, official sources said.As reported earlier, three militants knocked at the door of Dar at around 8.30pm. Dar's PSOs did not open the door and sought to know the identity of the visitors. The refusal of the PSOs to open the door infuriated the militants, who threatened the cops of dire consequences, as they wanted to "talk to the Congress leader". A shootout ensued in which one militant, Aslam Kalas, was killed while Arshad was injured. The third militant managed to escape from the spot. All the three militants belonged to the HM. One AK rifle with magazine, one pistol with magazine and two hand grenades were recovered form the possession of the slain militant and his injured accomplice.

It warned that under Section 39 of the Act, "any person who commits the offence of supporting such a terrorist organisation with inter alia intention to further the activities of such groups would be liable to be punished with imprisonment for a term not exceeding 10 years or with fine or with both." Asking the public not to become a victim of the CPI (Maoist) propaganda, the statement said: "The Communist Party of India (Maoist) and all its formations and front organisations are terrorist organisations whose sole aim is armed overthrow of the Indian state." The Times of India added that the law, Unlawful Activities (Prevention) Act, 1967, empowers the State to punish those collaborating with a banned organization with imprisonment up to 10 years. Besides, section 39 of the UAPA also provides for fine to be slapped on those found collaborating with extremists.

ANI reports that the Communist Party of India-Maoist (CPI-Maoist) cadres in Palamu District have threatened villagers not to hold weekly markets so as to prevent any kind of supply to Security Forces (SFs). The villages under the Chak Police Station limits in the District are faced with a Maoists threat for last two weeks. The connectivity to these villages has come to a standstill, as the Maoists blocked the Manatau Chak road, which is also a crucial supply chain for the SFs. The blockade is being viewed as Maoists new method against the SFs, as the latter get supply either from Manatu or from Daktonganj. The Maoists are also threatening villagers to stay away from the weekly markets, due to which supply of essential commodities, food grains and vegetables has been disrupted. Earlier, the local traders use to organise weekly markets on Tuesday and Wednesday.

The anti-talks faction of the National Democratic Front of Bodoland (NDFB) is planning to trigger off explosions in different parts of the State to show its strength, while the Security Forces (SFs) are being kept on high alert to thwart such a move after receiving inputs in this regard, reports Assam Tribune. Police said that Guwahati city was considered most vulnerable to possible NDFB attacks, while the other major towns in the north bank of the Brahmaputra including Tezpur were also considered vulnerable. There is no dearth of explosives for the NDFB and the outfit has the expertise of making powerful Improvised Explosive Devices (IEDs). The Police said that the strength of the outfit would be around 300 and the ‘zonal commanders’ were taking most of the decisions on their own after the arrest of NDFB ‘chief’ Ranjan Daimary. The outfit is still maintaining its bases in the Khagrachari area of Bangladesh, while the newly set up bases of the outfit in Myanmar are being maintained with the help of Manipur-based Kanglei Yawol Kanna Lup (KYKL). The NDFB still have a number of trained cadres as 26 batches of boys were trained in Bangladesh since 2004 and a number of trained militants are still at large, which is a major concern for the SFs. The outfit is also trying to strengthen its batches in the north bank of the river Brahmaputra and the SFs are handicapped by the fact that there is very little intelligence input about the movements of the militants.

He said the Maoists were planning to launch the attack in both rural and semi-urban areas in West Bengal, Jharkhand, Orissa, Chhattisgarh, Andhra Pradesh and Maharashtra. "Apprehending threat, many political leaders in the areas dominated by the Maoists have started resigning from their respective political parties," the official said. Due to threats and mental harassment meted out by the Military Council faction of the Kangleipak Communist Party (KCP), a doctor belonging to the Radiotherapy Department of the RIMS left the State in apprehension for 15 days. The absence of the doctor has adversely effected the treatment of more than 400 plus cancer patients, said Medical Superintendent of RIMS, Y. Mohen, adding that some extortionist in guise of insurgents are operating from the Jails and are using widows to extract ransom. One such widow was arrested by the Police nearby the residence of a RIMS doctor a few days back and in the aftermath of the incident, the group has been pressuring the doctor that it was due to doctor’s information that the cadre was arrested. The outfit has been pressuring the doctor that the arrested women should be released and all the necessary court proceedings must be borne by the doctor himself, Mohen disclosed.

Vice-President of Tactical Intelligence, STRATFOR, Scott Stewart replied in affirmative when asked whether the sporting event scheduled in October faces any terror threat. "Yes. Two days after the February 13, 2010 blast in Pune, Ilyas Kashmiri (wanted al-Qaeda terrorist) threatened the Field Hockey World Cup, the Indian Premier League cricket competition and the Commonwealth Games," Stewart said in an interview. In support of his claims, the STRATFOR analyst quoted a warning of "continue attacks all across India until the Indian Army leaves Kashmir" posted by Kashmiri via the Asia Times Online on February 13, 2010. He, however, added, "Again, we would not expect to hear a threat from a group that was planning an attack, especially the closer we edge to the event they want to attack. They would be very quiet. Cadres of the outfit abducted Yumnam Manaoba (23), son of CPI Lamlai Council secretary Y. Megha on July 19 from their house at Yourabung in Imphal East. Police, however, rescued Manaoba from Imphal West and arrested two cadres of the outfit on July 23. The KCP had alleged that Parijat Singh gave contracts of his Department to his workers and relatives only besides committing irregularities in appointments. The outfit demanded INR 100 million-worth contracts and a sum of INR 20 million in cash from the Health Minister. The Minister dismissed the allegations and said, "If you want contracts, shun violence and join the mainstream."

Pakistan-based Sikh militants, supported by the Pakistani Inter-Services Intelligence (ISI), might carry out bomb blasts in New Delhi before the Commonwealth Games, the Punjab Police has alerted, reports Times of India. An advisory circulated recently among all senior officers in the State by the intelligence department of Punjab Police has pointed out that Sikh militant leaders based in Pakistan are under "tremendous pressure" from the ISI to carry out sabotage activities in India before the Games. "Militant leaders, including Khalistan Zindabad Force (KZF) chief Ranjit Singh Neeta are planning to undertake some militant actions, including bomb blasts, before the Games scheduled in New Delhi in October," the advisory said. It also stated that around 15 kilograms RDX was smuggled into India from Pakistan by Neeta's contacts, which was divided into three parts, most of which has been seized by Police from different places in the State including Ferozepur and Rajpura. Intelligence sources of the State Police have inputs that Neeta could himself enter India if those directed to carry out the nefarious designs failed in their task. "Certain militants sitting abroad are desperate to push four Sikh extremists into India to carry out nefarious activities," the advisory said. Meanwhile, police have been sensitised and directed to take necessary preventive and detective measures to avoid any untoward incident, official sources said.

The hand grenade which was found already triggered was removed by the Imphal West District Police. Laiphrakpam Babuchand Singh (42), the owner of the steel industry disclosed that there have been continuous threats to him for monetary demands from the cadres of the faction since July 23. He further said that a 30 year old unidentified woman came to the showroom of the industry pretending to be a customer but left a piece of paper and a hand-grenade apart from taking mobile telephone number of the manager. The paper was later found out to be a demand note of the KCP. He further disclosed that there has been continuous threat from unknown callers and they even threatened to close down the steel industry if it fails to meet the monetary demand. Sources in TAI, which has around 90 member gardens in Assam, said that the matter had been taken up at the highest level. The sources said the NDFB had recently served extortion notices to a few executives of Chikonmati and Panbari tea estates. Mandangi was a hardcore Maoist supporter earlier; he had contested the local body elections and was leading life as a contractor. According to Rayagada Superintendent of Police (SP) Anup Krishna, Mandangi was a key element in the anti-Naxal operations as he remained in regular touch with local Police and used to provide precise information about Naxalites' movement. For that, he had been under constant threat of Maoists. In the last week of July, a group of Maoists led by Naxal leader Suresh had abducted him and taken him to their secret hideout in jungles near Vardha. He had faced torture at the hands of Maoists who had also threatened to kill him, it was reported. The mental pressure might have driven him to suicide, Police said. He committed suicide while his room-mate had gone out. Police registered a case.

In a memorandum sent to the Prime Minister Manmohan Singh, the outfit resented that though its ‘commander-in-chief’ Niranjan Hojai led the surrender of the outfit’s leaders and 415 cadres on October 2, 2009, he was arrested on July 1, 2010. The National Investigation Agency (NIA) made the arrest and he has been sent to the jail custody. The wife of a key figure in the November 26, 2008 Mumbai terrorist attacks (also known as 26/11) warned US federal agents three years beforehand that her husband was training with a Pakistani militant group, the Washington Post reported on October 15. Citing sources close to the case, the daily said the wife of David Coleman Headley warned Federal Bureau of Investigation (FBI) agents in August 2005 that her husband had undergone intensive training with Lashkar-e-Toiba (LeT) and was in contact with extremists. Headley's wife, who was not named in the report, called a terrorism hotline after getting into a fight with him in August 2008, the Post said. The FBI agents followed up, and interviewed her three times, the newspaper reported in a story co-authored with journalism foundation Pro Publica. She told agents that her husband "was an active militant in the terrorist group Lashkar-e-Toiba, had trained extensively in its Pakistani camps, and had shopped for night vision goggles," the Post reported. Despite the warning, Headley was able to continue moving freely, travelling to Pakistan, India, Dubai and Europe in 2006, gathering information and material that made the attack possible. US anti-terrorism agencies did warn Indian counterparts about a possible LeT plot to target Mumbai in 2008, but it was unclear whether the warnings were based on Headley's wife's tip-off two years earlier. Headley was reportedly also bragging about being a US Government informant before the attacks, telling his wife and others that he is working for the Drug Enforcement Agency (DEA) and FBI. Headley did work as an informant for the DEA in the 1990s when he was known by his birth name Daood Gilani and had been arrested for smuggling heroin from Pakistan. After a second arrest and more work for the agency, he went to Pakistan, where he became radicalized, the Post reported. Then, after the September 11, 2001 attacks, he began telling people he was working for a joint DEA-FBI project. But FBI officials told the Post they did not believe Headley, who changed his name in 2006, had ever worked for the FBI. Headley, the son of a former Pakistani diplomat and a white American woman, is being held in the United States. He confessed to plotting the attacks and in exchange for pleading guilty, US prosecutors agreed he would not face extradition to India or the death penalty.

According to Assam Tribune reports on November 2, in reaction to the threat call by the anti-talk faction of the National Democratic Federation of Bodoland (NDFB- Anti talk), the security arrangement has been beefed up in entire Kokrajhar District. According to a highly placed Police sources, the security has been stepped up along the 70 Kilo Metre railway track in the District and as many as 45 railway culverts have been put under strong vigil. It is also revealed that a strong contingent of NDFB cadres has banned out across a few inaccessible hideouts in some vulnerable pockets with the aim of carrying out subversive activities in the area. As part of security measures, Government installations and public places have been put under strict vigil while mobile check-posts, random patrolling have been intensified to foil any attempt of violence and sabotage, the source said. Official sources said the Union Home Ministry has asked the Intelligence Bureau and other concerned agencies to look into the matter and report its findings. They said the inquiry was ordered following media reports that two militants from the Chechnya, identified only by their code names of Umar and Usman, were spotted from a photograph recovered by the Jammu and Kashmir Police during a recent anti-militancy operation in Sopore in Baramulla District. The photograph had shown the alleged Chechen militants armed to teeth with latest assault rifles and other ammunition, sources said. They said more than 60 militants, mostly foreigners, are active in Sopore.
