The Communist Party of India-Maoist (CPI-Maoist) leader Daya, the Secretary of Andhra-Odisha Border Special Zonal Committee (AOBSZC), has threatened Koraput District Member of Parliament (MP) Jayaram Pangi, on January 22, of dire consequences if he does not refrain from favouring bauxite mining by a private company at Mali hill, reports The Times of India. The letter written in Telegu released to the mediapersons in Koraput said, "While tribals are fighting for their rights over land, forest and water and opposing mining at Mali hill as they will lose their livelihood, Jayaram Pangi is favouring mining at Mali hill. If Pangi does not refrain from such anti-people activities then he will be punished." Commenting on the threat Pangi said "I have never favoured mining in the Mali hills. The allegations are not true. I have always worked for the people of my area."

According to The Times of India, the Communist Party of India-Maoist (CPI-Maoist) has declared that it will continue with the tactic of planting bombs in the bodies of killed Security Force (SF) personnel like they did in Latehar in Jharkhand recently. In a written statement dated January 16 on behalf of the Bihar-Jharkhand-North Chhattisgarh Special Area Military Commission of the PLGA, CPI-Maoist spokesperson Toofan said that since the attacks by SFs on Maoists did not follow any "rules of war", they would also go beyond the rules.

Residents found posters pasted on the shops in the morning in the village. The handwritten posters sought resignation of the Panchs (members of Gram Panchayat) and Sarpanchs (heads of Gram Panchayat) of village Wadpora and adjacent villages and threatened of consequences if they failed to comply. A Police party of Police Station Chogul Handwara reached the village and removed the posters and they registered a case and have started investigations.

A Communist Party of India-Maoist (CPI-Maoist) poster was found pasted on a hume pipe along the NH-57 near Sahajpal village under Baunsini Police Station limits in Boudh District of Odisha, on February 10, reports The Indian Express. In the handwritten poster in red, the Maoists threatened death penalty for corrupt officials and urged people to help identify them. The poster has been signed by one Arjun Singh who has identified himself as area commander of the Maoists. Reports of Maoists trying to regroup in the district have also been received. With Boudh strategically located with connectivity to Sambalpur, Angul, Phulbani, Nayagarh, Balangir and Sonepur, Maoists have long been planning to set up a base in the District. Boudh Superintendent of Police (SP), P Bhawani Shankar Mishra, said the poster is the handiwork of some mischievous elements.

The legislator informed that it was on May 12 that the GNLA ‘area commander’, Rang Dat, sent him an SMS asking him to pay the amount by May 14, failing which the militant threatened to kill him. The militant also sent another text message on May 13 reminding him to pay the amount by May 14 and after getting no response, the deadline was extended to May 18 through another text message sent on May 14. The legislator said that he has taken up the matter with Chief Minister Mukul Sangma and also informed the local Police station about the issue. Limison said that in 2012, on three occasions, the GNLA had sent demand notes to him asking to pay an amount ranging from INR five million to INR 500,000.

Apart from attacking the consulate, the letter has even threatened to conduct serial blasts in public places, including railway stations, in all major metros, including Hyderabad, Bangalore and Mumbai. On April 17, the Central intelligence agencies had warned the city police through a message about possible terrorist attack on US citizens and asked to beef up security measures. According to the message, it had received specific literature from a terrorist outfit which states: "We will blast the American Consulate and chief US Consulate officials are our target on 21 July 2013. Choudhary writes that Ramanna has been appointed the new secretary for the state replacing Kosa alias K Suryanarayan Reddy in Dandakaranya. He says the change of leadership led to the attack because the Maoists had earlier released Malkangiri collector Vineel Krishna and Sukma district collector Alex Paul Menon even though the government turned down their demands. Inspecting the security measures at the parade ground at Khanapara in Guwahati on August 13, Director General of Police (DGP) J N Choudhury said that both ULFA-I) and the I K Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) are trying subversive activities in the state. "While the ULFA hardliners [ULFA-I] may try to attack some areas in upper Assam, the Songbijit faction [NDFB-IKS] may try to carry out strike in lower Assam's Kokrajhar, Bongaigaon, Gossaigaon, Kajalgaon and Chirang areas. IK Songbijit faction of the NDFB (NDFB-IKS) has issued a fresh warning to the government saying it would target 'mainstream Indians' if the killings of innocent Bodos is not stopped in other parts of the country. In a press statement, the spokesman of NDFB-IKS, B R Ferenga, said the brutal attack on Raja Basumatary, who hails from Kashikotra village in Chirang District in Bangalore recently, is an example of how the people of the northeast are being targeted by 'mainstream Indians'. Raja, who was working in a Bangalore-based company, succumbed to his injuries on October 18, while returning home in an emergency ambulance. Ferenga said the Bodos condemn the killing of the innocent Bodo youth and will not tolerate such atrocities. "We have given 10 days to the Centre to take necessary action against the culprits and pay INR 1 million as compensation to the bereaved family members of Raja Basumatary. Otherwise, we will be compelled to take counter action against any Indian who are living in our state," he warned.

The page, created in September, spoke about the killing of Muslims in India, a fight for free Kashmir and formation of a separate state, Khalistan. The Union Home Ministry is being briefed about the developments. The Facebook page could be a hoax, officials said. Its title was designed on the pattern of the Tehreek-e-Taliban Pakistan (TTP), a banned outfit. ATS chief Rakesh Maria said, "We are making all efforts to find out the truth." The page spoke about atrocities against Muslims. "We have blocked the page and are conducting investigations," said Amitesh Kumar, additional commissioner of Police, ATS. The page had 102 likes and most visitors were aged 18 to 24. It displayed videos about Kashmir and had comments like 'We want a free Kashmir'. The photo of a masked gunman has been displayed on the page, with Ghazwa-e-Hind (fight in India) written over it. Ghazwa-e-Hind has been mentioned in Islamic history as one of the last battles that would involve Muslims.

The agency has given in writing refusing to take up the work following the threat and the Government would look into how it could be taken up, Singh said told the Assembly. The Umar Farooque faction People’s United Liberation Front (PULF-Umar Farooque) on December 24 warned that its cadres would go back to the jungles if the Centre and state government fail to look into their grievances by December 31, reports The Telegraph. This militant group, which is currently involved in a peace process with the government, accused both the Centre and state of failing to honour their commitments. “The government had promised us a onetime grant of INR 300,000 each for every cadre and INR 500,000 each for the politburo members. It is also not paying us a monthly stipend of INR 4,000 each, as promised. And vocational training still remains a dream,” Farooque said. After the homecoming programme, held at the Assam Rifles headquarters at Mantripukhri on the outskirts of Imphal, the cadres were told to stay at their respective homes for the time being. The Government had “promised” them a designated camp for their safety. More than two years after the ceremony they are still at home. The government is paying them some money from time to time in instalments. Farooque admitted that the cadres had received INR 28,000 each till today. The cadres are demanding vocational training, payment of the onetime grant, monthly stipend and a designated camp for their stay. “Because of the control of politburo members, our cadres have not committed any crimes till today. After December 31, we will not be able to control them and prevent them from going back to jungles,” Farooque said. Earlier, 41 PULF cadres of the group turned up at the “homecoming ceremony”, a sort of surrender programme on June 14, 2011. Later, more cadres joined the peace process and more than 150 cadres of this group have come overground.

Following a rumor that a suspicious-looking object was found on the railway tracks between Fakiragram and Kokrajhar railway stations in Kokrajhar District, train services were stopped. A joint search operation was carried out along the tracks but no explosives were found. Train services resumed around noon.
