A letter found close to the scene of a blast outside the Israeli Embassy in New Delhi was a death threat to the Ambassador that warned he was being constantly being watched and could be attacked at any time, timesofisrael.com reports on January 31. The handwritten note, in English, but riddled with grammatical and spelling errors, was addressed to Israel’s Ambassador, Ron Malka, and referred to him as a “terrorist of the terrorist nation.” It claimed to be from the India Hizbollah, a group that is not previously known. “This is just a trailer presented to you, that how we can observe you,” even when “eating your pie,” the letter began. Warning that Malka is in their crosshairs, the letter said “you cannot stop anyway no matter how hard you would pick, we can end your life anytime anywhere.” It said that while the attackers want to destroy Malka “we don’t want [to] flow the blood of innocent people around you.” It then listed “martyrs” Qassem Soleimani — Iran’s Islamic Revolutionary Guards Corps (IRGC) Commander who was killed in a January 2020 United States drone strike, Abu Mahdi al-Muhandis, a top Iraqi militia ‘commander’ who was killed along with Soleimani, and Mohsen Fakhrizadeh, the architect of Iran’s nuclear program, killed in a November 2020 attack Tehran has blamed on Israel.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres killed two persons accusing them of being ‘police informers’ under Belaghara Police Station limits in Kandhamal District of Odisha on January 30, reports The Hindu. Bodies of two villagers identified as Bhabani Shankar Patra, son of the Bhandarangi Sarpanch (head of the Panchayat, village level local self-Government institution), and Hemanta Patra of Gochaguda village in Tumudibandha block (administrative sub-division) in Kandhamal were found at different places. Reportedly, the Maoists belonging to ‘Bansadhara-Ghumusar-Nagabali (BGN) Division’ in a handwritten note left behind, stated that the two were among those who had tipped off Security Forces (SFs) about the presence of extremists in Belghar area of Kandhamal. In September 2020, five Maoists were killed in an encounter at Sikri village in the District. In the handwritten note, the Maoists warned other ‘informers’ to surrender before their ‘Jan Adalat’ (People’s/ Kangaroo Court organized by the Maoists) within 15 days or else, they will be sentenced to death. And the State Government, Director General of Police (DGP), Abhay, and Inspector General of Police (IGP), Intelligence, RK Sharma would be held responsible for the loss of lives, the handwritten note further read.

The villagers of H Hengjang village in Kangpokpi District of Manipur, are demanding security protection from the State Government following incidents of an armed group forcing villagers to vacate their houses, reports EastMojo on February 12. The first incident was reported on the midnight of February 6, when an armed group of 10 or more people brandishing automatic assault rifles ambushed and ransacked one of the houses in the H Hengjang village, which has about 30 households with a population of 150.The armed group, identified as the Kuki National Liberation Army (KNLA), headed by Paotinthang alias Paotin Kipgen, one of the accused in the murder of Thangkhotinlet Kipgen in 2019, the then village head of K Hengjang, is behind the attack, the locals said.K Hengjang village chief Ngamkholal Kipgen said the armed group forcefully entered the village and threatened the armless villagers to vacate their houses and relocate to another location.The armed group then went on a rampage and terrified villagers, especially women and children, by openly firing a number of bullet rounds in the air. They even fired bullets at the vehicles parked nearby.

The threat, issued on February 9, went viral on social media on February 13. The press note, titled “Patrkaar Evam Samaj Sevak Ke Aad Mein Corporate Gharano Kee Seva Mein Lage Farukh Ali DalaliHarqatonkeeNinda Karo...”, called for condemnation of ‘persons like Farukh Ali’ who, the press note alleged, were ‘serving the corporate families in the name of journalism and activism.’ “The corrupt and agents of corporate will surely be punished in the ‘jan adalat’ (kangaroo court),” claimed the press statement, purportedly issued by the southern sub-zonal bureau of CPI-Maoist. The note named former BBC journalist Shubhranshu Choudhary, journalists Ganesh Mishra and Leeladhar Rathi, anti-Maoist campaigners Farukh Ali and P Vijay as ‘corporate and government agents.

The Communist Party of India-Maoist (CPI-Maoist) cadres set afire 12 vehicles, including seven tractors, hiwa, poke-lane machine, shifter and others in a bid to disrupt road construction work at Keshkal area in Kondagaon District of Chhattisgarh on March 25, reports Free Press Journal. The vehicles were engaged in road construction between Batrali to Cherbeda area in the District under Pradhan Mantri Gram Sadak Yojna (PMGSY). Around 20 armed Maoists of the ‘Kuemari area committee’ stormed the place, and overpowered the construction workers and the contractor on the gun point and set the vehicles on fire one by one. They also gave life threats to construction workers and asked them to leave the site.

Proscribed Independent faction of the United Liberation Front of Asom (ULFA-I), on April 8, issued a warning to Amalgamated Plantations Pvt Ltd (APPL), the second largest tea producer in the country, to shift all its offices to Assam and hire indigenous youths of the State, failing which the outfit will take action “to prevent it from doing business in Assam”, reports East Mojo. In a statement signed by the member of publicity department of the outfit, Rumel Asom, the ULFA-I said that the company’s head office is outside the State of Assam where no “indigenous” people from Assam were recruited, despite the fact that the company was doing business in Assam and making profit. “It is unfortunate that you have not taken your responsibility with the importance it deserves,” it added. The statement said, “We are aware that you are recruiting your workers from outside Assam instead of the unemployed indigenous youths in Assam. This is contrary to the spirit of a ‘win-win’ relationship between a corporate and the locals.” The statement further read: “We are giving notice with this statement that, with immediately effect you relocate all your administrative offices to Assam and you will recruit only indigenous people of Assam (Thologiri) workers in various positions that open up in your company from now on.” “If you fail to comply with our just demand promptly, we shall take action to prevent your company from doing business in Assam,” the statement said, adding that no one connected with the company would be allowed to travel in the state in their business interest. “We trust that no one in your organization will take it as an empty threat and ignore this notice,” it further said.

Suspected armed Communist Party of India-Maoist (CPI-Maoist) cadres laid siege to Chaura railway halt in Jamui District and took its station master and few other staff hostage at gunpoint around 3.45am on July 31, disrupting train services on Jamui-Jhajha section of Patna-Kolkata route for a few hours, reports The Times of India. The Maoist attack was part of their ongoing ‘martyrs’ week’ (July 28-August 3) being observed in Bihar and other States. Police said, the Maoists allegedly threatened the station master, Vinay Kumar, to blow up the halt if the train services were not stopped immediately. Sources said train services on both Up and Down track were immediately stopped and remained disrupted for a few hours after the incident. Reportedly the Himgiri Express (02332) remained stranded at Jamui station and Tata-Chhapra Express (08181) at Jhajha station. The sources said armed Maoists kept Kumar and few other railway staff hostage for at least half an hour before leaving the station.

An armed group of 10-12 Maoists arrived at the village late night and dragged Grama Rakhi Santosh Dandasena (40) out from his house. Other family members were warned not to follow while Santosh was taken around 50 metres from his house and shot dead. The rebels had reportedly warned five villagers including Santosh with dire consequences on the charge of being ‘Police informers’. After the Maoists left, family members reached the spot where Santosh’s body was lying and recovered hand-written notes of the Maoists. In the notes, the 'Bansadhara-Ghumusar-Nagabali (BGN) divisional committee’ of the banned CPI-Maoist claimed responsibility of the killing. Speaking at a press conference, Superintendent of Police (SP), Dr S Ibomcha Singh informed that based on the reliable information about the presence of some active cadres of PREPAK-pro in and around Lairikyengbam Makha Leikai to commit pre-judicial activities like hurling of bombs and planting Improvised Explosive Devices (IEDs) at private business centre, shops, etc., the commando teams conducted Cordon and Search Operation (CASO) at some suspected houses during which one active PREPAK-pro cadre identified as Naoroibam Joyshankar Singh alias Loyumba alias Khougang (37) son of N Inaocha of Lairikyengbam Makha Leikai was arrested from his house at 5 am. Joyshankar joined PREPAK-pro in 2009 through one Herojit from Salanthong and got basic military training for three months at Ngayensong, Myanmar under Army No 39914 of 39th batch, the SP said and informed that the accused is a ‘self-styled Lance Corporal’ and worked under the command of the outfit's ‘self-styled captain’ Jiten and ‘chairman’ Subhash alias Palheiba alias Muni. The recoveries included one set of IED fitted in a tin fish can, a Chinese hand grenade, one air gun rifle, four PEK cakes, three electronic circuits, one remote control device, three detonators, 10 batteries of 3.7 volt, three batteries of 4.5 volt, two batteries of 9 volt and soldering equipment use in assembling IED. On preliminary questioning, the captive stated that he had threatened one Naoroibam Boge of Lairikyengbam Makha Leikai by lobbing two Chinese grenades and triggered explosion in the paddy field near his house on Tuesday (September 21) around -12:30 am. He was also involved in IED attacks at the CM's Bungalow Gate on August 10, 2013 and at Route 39 restaurant at Mantripukhri on August 17, 2013, the SP said.

Bastar Range, Inspector-General of Police (IGP), Sundarraj Pattilingam said that the incident took place on September 23 evening at Madhoner village of the District, and around two dozen Maoists were involved in the attack. Sundarraj said the attackers thrashed the labourer at the construction site before setting ablaze a Joseph Cyril Bamford (JCB) machine, two tractors and two motorcycles there. The labourer who died has been identified as Sandip Bajan, who belonged to a village near the construction site. In addition, the CPI-Maoist issued a press release on October 2, 2021, and mentioned that operation Prahaar was a total failure and the forces of the People's Liberation Guerrilla Army (PLGA) killed at least 90 Policemen and injured 269 in a period of 8 months (November 2020- June 2021). During the cylinder explosion, the tank of Nal Jal Yojana under construction was also damaged. According to the information received, around 60 to 65 Maoists crossed the canal and reached Judahi village, and in the first instance abducted four to five villagers and took them across the canal with threats. The Maoists also assaulted some people and gave them a clear warning that they should go to their homes quietly. For about half an hour, the Maoists roamed the village and pasted the poster. When all the villagers entered their respective homes out of panic, the Maoists first blew up the Panchayat Bhawan by planting a cylinder bomb. After blowing up the Panchayat Bhawan, the Maoists started searching for the guard of the tower installed there, and when the guard did not leave the house, the tower was also set on fire. Approximately 40 Maoists are alleged to have threatened labourers and set ablaze construction machines including a hot mix plant, a JCB, a roller and a motorcycle engaged in the construction of the Bithali-Pathri road in the district. The locals present at the scene said that Maoists even took their phones before they fled the scene. Similar arson incidents were carried out earlier in Koraka on December 3 and Bodalijhola on December 6 in Balaghat District. In all the incidents, the Maoists left banners and posters mentioning the death of Ultras in an encounter in Gadchiroli, Maharashtra, and calling for a ‘bandh’ (general shut down strike). Maoists appear to have designated ‘Madhya Pradesh- Maharashtra-Chhattisgarh zone (MMC)’ as their latest area of expansion. Milind alias Deepak Teltumbde was tasked with the expansion and strengthening of the cadre in this zone. Post Deepak's death on 13 November this year, the MMC is currently headless. A number of Maoist women were also purportedly involved in the recent incidents of arson carried out by banned outfit CPI-Maoist in the Balaghat District. Delving further into details, Sajid Shapoo, Inspector General of Police (IGP), Naxal [Left Wing Extremism, LWE] operations, Madhya Pradesh said, "There have been some incidents by the Maoists of burning the construction vehicles in the region and we have increased our presence in the area. They are trying to re-assert their dominance and trying to prove that the death of Deepak has not weakened them to that extent. But it's not true. Communist Party of India-Maoist (CPI-Maoist) cadres shot dead a forest department scribe, identified as Boyram Lugun (25) was a resident of Paluhasa village, on the charge of being a ‘police informer’ in Ambrai Paluhasa under Goilkera Police Station limits in West Singhbhum District of Jharkhand on December 28, reports prabhatkhabar.com. Lugun, who supervised the work in forest department, was brought near the Goilkera-Chaibasa road and was shot dead. Maoists also left pamphlets at the spot, in which they (Maoists), have called Boyram, the Special Police Officer (SPO), an ‘informer’ of the Police. At the same time, in the pamphlet, a warning has been given to drive out rangers, foresters, forest mafia and contractors from the forest. West Singhbhum Superintendent of Police (SP), Ajay Linda said, the armed squad of Maoists also set ablaze the Joseph Cyril Bamford (JCB) excavator of a contractor working for the Forest Department in Paluhasa Forest. According to the information, excavation was being done by JCB by the Forest Department in Paluhasa. The Maoist squad reached there and captured scribe Boyram, the driver of JCB, and the helper. After questioning, the driver and helper were released.
