Bihar Police has claimed that it has been successful in containing Left-Wing Extremism (LWE) in the State with arrests of Maoists and recovery of explosives, reports The Economic Times on January 10. According to the figures released by Bihar Police Headquarters, though there were 105 incidents of Maoist violence in 2014 in comparison to 103 in 2013, only 20 civilians were killed against 36 in 2013. The number of Police personnel who died during such incidents shows a sharp drop to six in 2014 from 25 in 2013. "There were 21 encounters between police and naxals this year against seven such incidents in 2013, and the extremists did not succeed in snatching any arms from our forces. In 2013 we had lost 36 weapons to them," said Bihar Police Additional Director General (ADG) (Headquarters) Gupteshwar Pandey. Pandey said that the Police arrested 354 Maoists in 2014 in comparison to 259 in 2013. The forces also seized 1,785 kg of explosives last year in comparison to 40 kg recovered in 2013. The number of detonators recovered also shot up to 2,181 last year as against 243 in 2013. "This is a big achievement of Bihar Police. It shows the LWE is losing ground," added Pandey.

Heart attacks, malaria and a host of other diseases coupled with suicide cases have killed more personnel in Central Reserve Police Force (CRPF) than encounters with Naxal-[Left-Wing Extremist (LWE) groups and insurgents over the last half decade, reports, The Pioneer on January 13. A report prepared on the state of affairs of this vital force of the country has said amongst the diseases, heart attack and cardiac illness instances have claimed the maximum number of lives of the CRPF personnel and women as over 600 personnel have succumbed to them between 2009 and 2014. The report said “hard and harsh” working conditions in the force have led to “adverse bearing” on the physical and mental state of CRPF officers and personnel. While over 2,900 personnel of the force died due to diseases and non-operational tasks during the said period, 252 personnel were killed during operations or security tasks during the comparative period. Amongst the other major medical causes which claimed the lives of CRPF troops are suicides (207 cases), cancer (231 cases), malaria (102) and HIV/AIDS (153 cases. A total of 614 cases of death due to heart attack or cardiac diseases were recorded during the same period, making it the most alarming cause of medical challenge for the three-lakh personnel strong central paramilitary. Amongst the other causes of death in service for these men and women were fratricide (36 cases), tuberculosis (33 cases) while 1,544 troops died due to other reasons like hepatitis, jaundice, brain hemorrhage, renal failure, heat stroke, accidents and a variety of idiopathic illnesses. In the past 10 years, the Communist Party of India-Maoist (CPI-Maoist) has organised as many as 489 training camps for more than 40,000 cadres who have been taught about the use of sophisticated weapons and guerrilla warfare, according to information obtained under the Right to Information (RTI) Act from the Union Ministry of Home Affairs (UMHA), reports dnaindia.com. The information provided by the UMHA under RTI shows that while there was a year-on-year increase in the number of training camps – from 16 in 2004 to 93 in 2010, thereafter the numbers decreased to five in 2014.

In reply to an Right to Information Act (RTI) query, the Union Ministry of Home Affairs (UMHA) has revealed that a total of 12,062 civilians have been killed in Naxal-[Left-Wing Extremism (LWEs)] violence till now since 1980, reports The Times of India on January 21. The detail was given in reply to a question filed under RTI rules by a Meerut-based activist. Interestingly, when the Naxalite movement began in India, only three states were involved - Andhra Pradesh, Bihar and West Bengal. But by 2014, eight states had got dragged into it. While in 1980, 70 people had died in the violence, in 2010 the number was a far higher 720. The reply also mentions that 3,078 security personnel were injured in Naxal-related violence in the last 34 years. MHA, however, did not disclose the actual number of security personnel dead in the same period. Lokesh Khurana, who had filed the RTI query on December 4, 2014, had asked for information on 10 points.

The Odisha Government has brought huge relief to the 347 Special Police Officers (SPOs) by appointing them as Constables in the Odisha Auxiliary Police Force (OAFP), reports odishanewsinsight.com on April 23. This is in recognition to their satisfactory performance over the last three years. These SPOs, mostly tribal and women, will help the special forces in combating Maoists in various areas of the State. Their appointment as Constables was approved by CM Naveen Patnaik on April 22. Out of these 347 personnel, 196 are from Rayagada, followed by Koraput (67), Deogarh (35), Jajpur (20), Ganjam (12), Keonjhar (8), Rourkela (6), Sundargarh (2) and Nuapada (1).

The Odisha State government is actively considering funding of Modernisation of Police Forces (MPF) Scheme, reports The Times of India on April 30. "The Centre has decided to stop financial support to states for modernization of police forces, including augmentation of infrastructure and procurement of modern equipment and vehicles," Director General of Police (DGP) Sanjeev Marik told the media after the state-level empowerment committee meeting, which was presided over by Chief Secretary G C Pati, in Bhubaneswar. According to official sources, the chief secretary has asked the Home Department to calculate the expenditure in a year. "The scheme is necessary to augment infrastructure of police forces to meet new challenges," said an officer. The State used to receive INR 1.27 billion every year from different central sources. In 2013-14, the expenditure under MPF Scheme was ammunition (INR 26 million), equipment (INR 57 million), purchase of vehicles (INR 78 million), procurement of intelligence equipment (INR 7.7 million), Police training (INR 7.4 million), communication (INR 10 million), investigation (INR 3.7 million), forensic (INR 29 million), solar power for Crime and Criminal Tracking Network & Systems (CCTNS) project (INR 28.4 million) and modernization of home guard (INR 8.3 million). Similarly, a huge amount was spent on fortification of Police Stations in Communist Party of India-Maoist (CPI-Maoist) zone, and construction of staff quarters and office buildings of home guards and vigilance, the sources said.

The Union Ministry of Home Affairs (UMHA) data shows civilian killings have almost doubled as compared to the combined killings of security personnel and Communist Party of India-Maoist (CPI-Maoist) cadres over the last five years, reports intoday.in. Since 2010, around 61 percent of the killings in the Red zone have been of civilians. Most of them were branded as ‘police informers’ by Maoists. Nearly 45 percent of the civilians killed are those who are suspected to be helping the Police. This could also include people who do not follow the orders of the Maoist leaders. Officials on the ground say the number of civilians killed by Maoists could be much higher, but most cases are never reported. "Families of victims and the locals live in fear, they don't even have the courage to report a killing to the police," said an official.

A recent document published by the Dandakaranya Special Zonal Committee (DKSZC) of the Communist Party of India-Maoist (CPI-Maoist) has revealed at least two major cases of sexual misconduct against two senior cadres, leading to one being demoted and the other being shot dead after inquiry and public court hearing, reports The Indian Express on June 27. The latest Comptroller and Auditor General (CAG) report released on July 26 reveals that in Chhattisgarh as only 31% of the road construction work undertaken between 2009-14 has been completed, reports The Times of India. According to the report, while Centre had approved a special programme for improving connectivity in Left Wing Extremism (LWE) areas in 2009 by constructing 2021.73km of road, a mere 618.34km (31%) was completed in five years. The task for constructing the road network was handed over to Union ministry of road transport and highways (MORT&H), through state public works department and INR Rs 28.9709 billion was sanctioned for Chhattisgarh during 2009-14. While physical progress on the 53 sanctioned projects was only 31%, fund utilisation was Rs 805.04 crore (27%). CAG reviewed the records of eight divisions ( of nine divisions including Bastar, Bijapur, Dantewada, Kanker, Kondagaon, Narayanpur, Rajnandgaon, Surguja and Sukma executing LWE works) and examined 32 works out of total 39 for which agreements were signed. Of these, work on 11 roads could not be started due to non-participation bidders and no process was initiated in case of three road works. In some cases finalisation of tender could be done only after 12 bids.

Of these, 482 rebels have surrendered in Gadchiroli District alone, considered as a Naxal hotbed. Maharashtra Government had launched a Naxal surrender policy on August 29, 2005 which has been extended time and again till date, official sources from Anti-Naxalite Operations (ANO) of Maharashtra Police said. The first rebel to surrender was Madan Anna alias Balan Ballya in 2005, they said. "Police and district authorities motivate Naxals to give up their arms. In 2013 and 2014 around 49 and 40 Naxals surrendered respectively while 25 Maoists turned themselves in till September this year," sources added. Among the ultras who have surrendered are one state zonal committee member, six divisional committee members, 16 commanders, 24 deputy commanders and 218 dalam members besides 110 Gram rakshak, 127 Sangam members, they said. According to them, while men are given skill training through Industrial Training Institute and taught motor vehicle driving, women are trained in sewing and selling vegetables.

According to sources, a major anti-Maoist operation might be launched anytime now, but the CRPF and the State Police remain divided on who would lead it. “Inspector-General of Police, Bastar range, S.R.P. Kalluri is keen on operating with the DRG (District Reserve Guard) which consists of mostly local Koya boys. However, the CPRF wants to operate with the CoBRA (Commando Battalion for Resolute Action) with some help from the DRG,” said a senior police officer based in Bastar. Another source informed, “...this time the operations would be properly planned and coordinated. The MI-17s are primarily used in rescue operations. “During some of these operations, the Maoists fired on the helicopters. To deal with this situation, senior police and IAF officers have decided to evolve a new strategy,” said a statement from the Chhattisgarh Police Headquarters. According to an unnamed officer in Bastar, the choppers have been authorised to fire in retaliation for a long time. “But they are reluctant. It’s difficult to understand what stops them. The armed commandos on the chopper must retaliate when the Maoists attack them. But there have been times when Maoists in civilian clothes attacked the choppers but the gunners failed to retaliate,” said the officer.

The extremists are also said to have pasted wall posters in Pata Yellapur and Nachan Yellapur villages in Khanapur mandal (administrative unit) warning police informers of dire consequences. The Khanapur Police have denied the development, which however were confirmed by independent sources. According to sources, the action team is led by Maoist Adilabad ‘area committee’ member Atram Shobhan alias Charles and has Chunchu Bakkanna, a Left Wing Extremist who had surrendered himself to the Police a few years ago, and drew the rehabilitation package too. Bakkanna is said to have joined the ranks with his former comrades about one year back.

Barring minor clashes between Police and voters in Garhwa, Palamu and Giridih Districts, polling in 1,243 panchayats of 78 blocks, mostly Maoist-affected, passed off peacefully. In 2010, the first phase of panchayat polls had registered 64% voting. “Voter turnout was encouraging in the first phase. The overall polling percentage in 78 blocks will increase when the final figures are known in a day or two,” said state election commissioner Shiv Basant.

In a written reply, the CM said there were allegations of 272 persons getting killed by the Maoists during this period. However, nine deaths turned out not by the Left Wing Extremists (LWEs), he added. The Government had provided compensation to 235 families as per the ex-gratia scheme of the government. Total 28 families did not get assistance due to want of required documents from the beneficiaries, he added. The CM further said 895 persons from Malkangiri, Koraput, Nuapada and Keonjhar Districts had left their villages due to Maoist activities. Of them, 287 returned to their villages in Koraput. The Government has taken series of steps both on security and developmental fronts in the Maoist affected districts. He also said total five innocent persons were killed in the crossfire between Security Forces and Maoists in the state in 2015.

The Bastar Police on December 24 claimed that around “1,500 villagers” from the Chintalnar area of Sukma District “arranged” the surrender of 70 alleged Maoists in the “biggest event of Maoist surrender till date,” reports The Hindu. “Seventy Maoists surrendered before the Police at the Chintalnar Police camp in Sukma in the presence of Bastar Inspector-General of Police S.R.P. Kalluri,” said a statement issued by the Sukma District Police. “Around 150 Maoist supporters from the Chintalnar area had expressed their wish to surrender, of them 70 were found to be associated with the Maoists. These 70 surrendered on Thursday,” Kalluri said in Chintalnar. However, Sukma Additional Superintendent of Police (ASP) Santosh Singh said most of the surrendered Maoists were not “big Maoist cadres.” “But they are working or have worked in the Maoist organisation. Many of them have no offence registered against them, but we are trying to provide relief to them,” he said. The surrendered Maoists handed over two country made guns, one pipe bomb and some Improvised Explosive Device (IEDs), said the Police Statement.

Even though the incidents of the Communist Party of India-Maoist (CPI-Maoist) activities have been on the rise in Kerala in 2015, the intelligence wing has reviewed that the CPI-Maoist could not make any influence in tribal belts in the State and conduct fresh recruitment in the last one year, reports The New Indian Express on December 29. As per the Police, nearly a dozen incidents involving CPI-Maoist were reported in the State mainly in forest areas of Palakkad, Malappuram and Wayanad in 2015 but all these were carried out by cadres from the State who had joined the fold a couple of years ago. “As per the assessment, the insurgents could not make much influence on the tribal community and carry out fresh recruitment though there have been attempts to recruit them. Except for a few Keralites, majority of the cadres belong to Andhra Pradesh, Tamil Nadu and Karnataka,” said a senior officer in the intelligence wing.

"This was an outstanding year with arrests of more than 400 Naxalites, recovery of huge amount of explosives and weapons and (the police) lost no weapon," Additional Director General of Police (Operation) S.N. Pradhan said. These were the biggest achievements during the last 10 years, he added. Twenty-eight LWEs were killed as against four Policemen during anti-LWE operations in 2015, he said. Asserting that LWE violence would be nearly wiped out in the next two-three years through sustained operations, Pradhan said the year saw the Police targeting the top and middle level leaders in the Maoist ranks through arrests or their neutralisation. The mounting pressure hit hard on the Maoists as they lost on cadres while new cadres did not join them, he added.
