Chhattisgarh Police on January 1 claimed a significant drop in Maoist-related incidents with 409 incidents being reported in 2012 compared to 530 the previous year. "The state has witnessed 23 per cent fall in Naxal [Left Wing Extremism] related incidents last year (2012) as against 2011," Director General of Police (DGP) Ram Niwas told reporters. He said as against 530 Naxal-related incidents reported during 2011, a total of 409 such incidents were reported in 2012 till December-end. The DGP said that encounters between Maoist insurgents and SFs have also declined. "At least 117 gun battles reportedly occurred last year (2012) compared to around 147 in 2011," he added. While 37 Maoists were killed and 436 arrested in 2012, 103 land-mines and arms, detonators, magazines and wireless sets in large quantity, have been recovered during the same period. Impressed with policies of the State Government for rehabilitation of Maoists, 37 Maoists laid down arms in 2012, the DGP said. "Police casualties in Naxal-related incidents during 2012 were 41, while four assistant constables died in the whole year," he informed. For the first time in the state, 120 constables were elevated to sub-inspector rank while 60 head constables were promoted as platoon commanders under 'one-time promotion scheme', the DGP said, adding nearly 74 Police officials have been given out-of-turn promotions for their brave services in Naxal-infested areas.

According to the State Intelligence Bureau (SIB) of West Bengal, the Communist Party of India-Maoist (CPI-Maoist) cadres are again regrouping in Jungle Mahal region (West Midnapore, Purulia and Bankura Districts), reports Zee News, on February 1. The latest intelligence reports said the Maoist cadres in small groups were trying to regroup in the area and rebuilding their movement from a scratch. Commenting on the matter, SIB Additional Director General (ADG), Banibrata Basu, said, "We have specific inputs that Maoists are trying to regroup in the region. The squads of Maoist leaders Bikash in the Lalgarh area (West Midnapore), Ranjit in Ayodhya hills (Purulia), Madan Mahato in Jambani, Akash and Jayanto are trying to regroup and recruit new people." According to sources, Maoist commanders Bikash’s wife Tara, Madan’s wife Jaba and Jayanto are engaged in reviving the movement and rebuilding the support base among the tribals.

Deo Kumar Singh alias Arvindji, the Communist Party of India-Maoist (CPI-Maoist) central committee member and mastermind of Latehar encounter of January 7, is being considered for a promotion to the politbureau in the Maoist outfit, reports The Times of India, on February 5. Arvindji, who is also the chief of the Maoists operations in Jharkhand, has reportedly caught the fancy of his seniors for his abilities to inflict maximum injuries on the anti-Maoist forces. Sources in the Ministry of Home Affairs (MHA) said that the intelligence agencies recently picked up chatter between Maoist leaders deliberating over pushing Arvindji up the party hierarchy and including him in its politbureau. The Maoist politbureau, which is reduced to a six-member body in the wake of killings and arrests of several leaders, is to be reconstituted at the party Congress that has been due for almost a year now. Arvindji hails from Bihar's Jehanabad District and was reportedly close to Maoist leader Kishenji, who was killed by Security Forces (SFs) in November, 2011. Sources said Arvindji has a post-graduate degree from Patna University in the 1980s and has a well settled family — he has two sons, one of them an IITian, and a daughter. His wife was nabbed by the Bihar Police in Jehanabad in 2012.

The Government has decided to move unmanned aerial vehicle (UAV) base for anti-Naxal [Left Wing Extremism (LWE)] operations from Hyderabad to Bhilai in Chhattisgarh, closer to the ‘red corridor’ where Security Forces (SFs) are engaged in a bloody battle with the Left Wing Extremists (LWEs), reports The Times of India. It would also be setting up a couple of more UAV bases to improve surveillance of the insurgency area, sources said. According to sources, the UAVs of National Technological Research Organization (NTRO), presently based in Begumpet (Hyderabad), would be shifted to Bhilai airport. The airport is part of the Bhiali steel plant of the Steel Authority of India Limited (SAIL).

he Union Ministry of Home Affairs (MHA) has convened a meeting of top Police and civil officials of states affected by Communist Party of India-Maoist (CPI-Maoist) violence on February 20 to review anti-Maoist operations and improve the efficacy of the strategies, reports The Times of India. Chief Secretaries and Director Generals of Police of Chhattisgarh, Jharkhand, Bihar, Odisha, West Bengal, Maharashtra, Andhra Pradesh, Madhya Pradesh and Uttar Pradesh will take part in the meeting during which in-depth deliberations will be held on the security situation in the 'Red Corridor'. Sources said the meeting would deliberate on the issue of coordination among State Police and Central Police Forces and decide on a strategy to tackle Maoists who are known to flee from one state to another after committing a crime. The meeting will also review the development programmes being carried out in Maoist-hit Districts and ways to speed them up to reach the maximum number of people.

The Ministry of Home Affairs (MHA) has decided against hiring armoured helicopters for anti-CPI-Maoist operations again after it nearly landed in a controversy over leasing six MI-17 choppers in 2012. Commenting on the matter a source said "A decision has been taken that the Home Ministry should not get into direct procurement or hiring... This should be done by the Security Forces concerned which will refer the deal to the Home Ministry for scrutiny."

A total of 170 people have been killed in incidents of Naxal [Left Wing Extremism (LWE)] violence in the last six months, the Minister of State for Home Affairs, R P N Singh told the Lok Sabha (Lower House of Indian Parliament) in a written reply on February 27, reports The Business Standard. While 127 civilians were killed between the period August last year and January 2013, 43 Security Force (SF) personnel also were killed in the same period which saw 533 such incidents in various parts of the country. The Minister further added that while 30 Communist Party of India (CPI-Maoist) cadres were killed, 871 were arrested. He also said "The government is implementing the Special Infrastructure Scheme (SIS) in Left Wing Extremism (LWE)-affected states with a view to cater to critical security infrastructure gaps”. Singh said "It is proposed to continue the scheme in 12th plan with an added objective of funding upgradation of Special Forces in some of the LWE-affected states in order to effectively combat the LWE,"

In a written reply to Congress legislator Kawasi Lakhma, Home Minister Nankiram Kanwar said eight officers of the Chhattisgarh Armed Forces resigned from their jobs while five officers and 75 constables from the District Force quit between January 2006 – January, 2013. The Union Home Ministry (MHA) has written to Bihar Chief Secretary, Ashok Kumar Sinha, to take immediate steps to counter the Maoists, reports The Indian Express, on March 6. Gaya, the Ministry noted, was the most affected. The contribution of anti-Maoist Special Forces is not visible in Bihar, a senior official said. This could have serious repercussions as the Maoists would attempt to regain areas they have been driven out of over the years. In its letter to Sinha, the Ministry also complained that the Revolutionary Democratic Front (RDF), alleged to be a Maoist front organisation, enjoyed a free run. It was allowed to hold a rally at Muzaffarpur in December 2012 though the Centre was against it, sources said. The rally, organised under the banner of Janata Par Yudh Virodhi Manch and attended by more than 1,000 people, has not gone down well with the central forces fighting the Maoists.

After the 2010 Jnaneswari Express disaster which killed 148 passengers, the possibility of another strike by the Maoists looms large. Commenting on the matter, a highly-placed source revealed "We have information that the Maoists are planning a strike. They won't target a passenger-carrying train as the Jnaneswari strike led to bad publicity. They are planning to attack an escort party instead. Of the total arrested Maoists, 17 belong to their top leadership ranks, ‘area commander’ and above. A total of 181 Maoist incidents have been reported in 2013 against 197 in 2012 and 202 in 2011. Police claim to have killed 22 Maoists between Jan 1 to May 31, but the bodies of only 10 Maoists have been recovered. Police have also recovered 51 Improvised Explosive Devices (IED), 2,575 detonators, about 2,646 kg of explosives and INR 1, 63, 000 in cash collected as levy by the Maoists.

Shortage of almost 300,000 Police personnel in nine Left Wing Extremism (LWE) affected States is jeopardising the fight against the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu on July 8. Chhattisgarh, Jharkhand, Odisha, Bihar, Andhra Pradesh, Maharashtra, West Bengal, Madhya Pradesh and Uttar Pradesh had 250,000 vacant positions of head constables and constables, while 50,000 posts of inspectors and sub-inspectors need to be filled. Similarly, these States also need over 1,000 Additional Superintendents of Police and Deputy SPs. The highest number of shortage in Police force is in Uttar Pradesh (180,000 personnel), followed by Andhra Pradesh (30,000), West Bengal (29,000), Bihar (16,000), Chhattisgarh (13,000), Jharkhand (10,000), Madhya Pradesh (6,000) and Odisha (2,000). Notably, in Maharashtra, there are 379 various vacant positions in just two LWE-hit Districts of Gadchiroli and Gondia. At last month’s (June) Chief Ministers’ conference on internal security, Union Home Minister Sushilkumar Shinde told these States that they need to fill these vacancies and that the Centre cannot always fulfil their demands for increasing the deployment of paramilitary forces. Currently, over 80,000 personnel, mainly from the CRPF (66 battalions), the BSF (12 battalions) and the ITBP (five battalions), are deployed in the LWE-hit States. For speedy recruitment, the MHA told these States to relax certain recruitment norms and give preference to locals, who can be appointed on contract basis.

Nearly 10,000 children, including girls, have been "recruited" by Communist Party of India-Maoist (CPI-Maoist) across Chhattisgarh, Odisha, Bihar and Jharkhand to serve as intelligence gatherers or perform chores as cooks and couriers, reports The Times of India. Though these minor recruits — mostly aged between 10 to 15 — don't carry arms, they are given the basic training to handle weapons. While around 3,000-4,000 children alone stand enrolled into "bal sangham" in Chhattisgarh and Odisha, the young hands working for Maoists in Jharkhand and Bihar are organized under 'bal dasta'. The modus operandi of recruiting these minors involves prevailing upon the local tribal families to "give up" one of their children to the CPI-Maoist, by highlighting displacement issues and "police atrocities on their brethren". Usually, the villagers have little choice but to oblige. Not only this, if the children stage an escape back to their homes, their families face a violent reprisal from the Maoists. Intelligence sources told TOI that the main job of the child recruits is to gather information for the Maoists. Bal sangham in the Dandkaranya region has been operational since 1995. In Odisha, the recruitments are mainly undertaken in Koraput and Malkangiri Districts. The Chasi Mulia Adivasi Sangh, a Maoist front organisation, had recently recruited and inducted several children in Narayanpatna Police Station area of Koraput. In Bihar, the erstwhile Maoist Communist Centre (MCC), now merged into CPI-Maoist, had been recruiting children between eight-14 for its "bal dasta". The CPI-Maoist continues to draft children mainly from Districts like Aurangabad, Rohtas, Kaimur and East Champaran. In Jharkhand, the recruitment of children has been reported from Palamu, Chatra, Lohardagga and Latehar Districts.

Police have recovered RTI documents from a training camp of the People's Liberation Front of India (PLFI), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), in Torpa forests, which have details of 30-odd Government projects under Khunti District rural development agency, with names of contractors and estimated costs. "The Maoists use RTI documents as proof of a contractor's worth and then extort the 'due amount' from them," said Khunti Superintendent of Police (SP) M Tamil Vanan, who made the last such seizure on September 8. They usually demand between 10% to 30% of profit margins, said the Police adding that they have resorted to such tactics in the past as well. "In the last two years, I have come across four such RTI documents with Maoists and their sympathisers," said Vanan.

A former PhD student of history from Assam, earlier an active member of party cell, is now part of the Naxals' core team based at Abujmadh in Chhattisgarh. Sources claimed that the cadre had been christened by Naxals as Navin. "Navin was present on Facebook. He might have got some inkling about security agencies stalking him in cyberspace. The Facebook account was soon deleted but we believe he would be present through pseudonyms in social networking systems to remain in touch with his colleagues," said a senior officer.

The targets for abduction would be chosen carefully that would get the Government to surrender. The target will not be held hostage for too long or released if the Government does not give into the left-wing extremists' demands. Instead, the hostage will be killed shortly after abduction. This was decided at the recent fourth Central Committee (CC) meeting held after a gap of two years. In the CC meeting resolutions, Maoists said, "When we want to get important leaders released, we choose the target (class enemies) that would get the government to surrender. We must not give lot of time to the government to fulfil the demand. When we understand the government is taking an adamant stand, we must annihilate the people's enemy in our custody and withdraw from our area of struggle," The Maoists have also resolved not to appoint mediators to negotiate with the Government on their behalf. The CC meeting resolution said, "If we feel it is necessary, it would be better not to appoint liberal democrats (such as B D Sharma, Hargopal etc)". The Maoists believe mediators who work for them get branded and "they would face some limitations in working with other intellectual and democratic sections". Besides, these mediators would be vulnerable to harassment by police and security agencies. CC meeting documents reveal Maoists admitted the abductions have dented their image and turned many against them. The Maoists have also decided that senior party leaders must be involved in all abductions and take responsibility.

The joint intelligence committee of the Centre has accused Bihar Government of being soft on the CPI-Maoist resulting in a 41% increase in killings by Maoists this year compared to the previous year, reports The Times of India. The intelligence agencies have informed the Centre and the Prime Minister that Bihar Government has not taken effective steps to control Red terror. A report submitted by the committee says, "There has been continual deterioration in most parameters of the counterinsurgency grid in Bihar. Bihar government is soft towards the Maoists." The report has mentioned that 38 persons, including 25 civilians and 13 securitymen, were killed this year, compared to 25 last year. It says while there has been a substantial decline in Maoist violence in the country, Bihar has registered an increase. "Our concern is not only a sharp increase in security forces' casualties but also the fact that not a single Maoist cadre has been killed in counterinsurgency operations this year, compared to five during the same period last year," the report says. The performance of anti-Maoist grid in the state has been decidedly weak. While 17 encounters with Maoists took place in 2011, the number of cross-firings between security forces and Maoists decreased to 12 in 2012 and till August this year, only six encounters took place in Bihar. Moreover, recovery of weapons has also shown a downward trend - from 171 in 2011 to 47 in 2013. Though 32 out of 38 Districts of Bihar are Maoist-affected, the Maoist violence this year was confined to only 16 Districts. The most affected areas are Gaya, Aurangabad and Jamui Districts.
