Intelligence sources said on January 3 said that the cache of carbines, rifles and ammunition seized in Nagpur on December 28 was meant for the indigenous Naxalite groups, according to Daily News Analysis (DNA). They also said the cache may have been procured from the Maoist rebels in Nepal and Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka. Sources in the security establishment told DNA that the weapons and the ammunition were found manufactured in the United States and Pakistan. All weapons and bullets sported detail and the name of their manufacturing countries, a source said. They also said four persons had been arrested so far in connection with the incident.

On February 13, the 15th meeting of the Task Force in Naxalism (left-wing extremism) was held in New Delhi, reports Press Information Bureau. The meeting was chaired by the Additional Secretary (Anti naxal cell) in the Ministry of Home Affairs (MHA) and was attended by nodal officers of the naxal affected States. The States were requested to further streamline inter-State joint operations, pinpointed intelligence collection and sharing, fine tune action plans wherever required, fill up vacancies in State Police in naxal areas in a time-bound manner, ensure full utilization of funds under the Police Modernisation Scheme, giving special emphasis on investigation and prosecution of cases of naxal leaders/cadres.

Communist Party of India-Maoist (CPI-Maoist) cadres have killed five villagers dubbing them as police informers in the past month in the tribal areas of Etapalli region in Gadchiroli district of Maharashtra, bordering Chhattisgarh and Andhra Pradesh, reports Hindustan Times. According to the report, the latest victim of the Maoists was a civilian, Patali Zhole of Tambda village in the district who was killed on February 28. Earlier, Dolu Zhure, a police informer of Kamke village was killed on February 18. Similarly, Namdeo Bhilavi of Dubbagudam and Shyamrao Dhurve of Tambde village were killed by Maoists in February. Maoists also killed one Haridas Korami of Ghotsur on January 4 this year.

Daily News & Analysis reports that the killings mostly occurred in the Gadchiroli, Gondia and Chandrapur areas. The Inspector General of Police (Anti-Naxalite operations), Pankaj Gupta, said, "It is a trend that surrendered Naxalites are getting eliminated by their former colleagues, who remain at war with the government. The need of the hour is to put in place a proper plan to shield surrendered guerrillas."

Times of India reports that the Communist Party of India-Maoist (CPI-Maoist) has put two ministers in the Orissa government, Finance Minister Prafulla Ghadei and Scheduled Caste/Scheduled Tribe Welfare Minister C. P. Majhi, in their hit-list. The State's intelligence department received information about the name of Ghadei figuring in the hit list a month ago after police interrogated some extremists operating in the State's industrial and mining belts. On May 28, the Central government has reported the presence of Maoists in tribal belts of Rajasthan’s Udaipur division and has asked the state authorities to deal with the problem, according to Zee News. Union Minister of State for Home Sriprakash Jaiswal told reporters in Jaipur that there have been intelligence reports of Naxalite (left-wing extremist) presence in some areas of Rajasthan. He also said that Naxal groups were holding meetings and started their activities like organising agitations, creating law and order problems and carrying out extortion in tribal belts especially in Dungapur, Banswara and Udaipur districts.

A report of the Intelligence Branch of the West Bengal Police, submitted to the State home department, has indicated that the Naxalites (left-wing extremists) are establishing their network in the closed tea gardens in north Bengal, reports Daily News & Analysis. The report says that after having successfully established their strongholds in the West Midnapore, Bankura and Puruliya districts of West Bengal, the extremists are utilising the poverty of the people to shore up their base in the area by roping in workers of the closed tea gardens under the banner of Majdoor Kishan Sangharsh Samity (Worker-Farmer confrontation Committee). The Naxalites are also reportedly inducting locals for advanced guerrilla ambush training.

Statesman quoting intelligence agencies reports that finding it difficult to intrude into India through the Kashmir, Punjab and Rajasthan borders, militant outfits have now changed their intrusion route to the 2.9 million-square kilometer Indian coast, where it is easy to dodge the scarcely deployed coastal guards. Kashmir-based militant groups have earmarked certain soft routes in the western coastal areas to intrude into India. “At least half a dozen such incidents have recently been reported, where terrorists entered into India either by bribing those guarding the coastal areas or by dodging their eyes,” revealed an unidentified officer of a central intelligence agency. The officer also said that “Most of the arms and ammunition smuggled into India either for terrorists, Naxalites or other organised criminals, are coming through the coastal regions.” Interrogation of militants who were arrested by security agencies in Kashmir and wireless intercepts of terrorist conversations have also revealed the intrusion plans of the terrorists into the country. The Union Ministry of Defence has reportedly submitted a $700 million plan to buy military equipment for the coast guard to replace the obsolete technology of coastal patrolling.

According to The Hindu, 20 incidents occurred in States affected by violence during the two-day economic blockade called by the Communist Party of India-Maoist (CPI-Maoist) in protest against the economic policies of the Government. The blockade ended on June 27-midnight. Ten incidents pertained to damage to railway property, mainly in Chhattisgarh, Jharkhand and West Bengal, according to an assessment by the Union Home Ministry on June 28. Though the Railways would make a detailed assessment of the losses incurred by it during the blockade, estimates suggested that it could be about INR 100 crore. The other incidents are related to obstruction of the movement of goods on highways passing through the States.

Report said that they have launched a publicity campaign by circulating a one-hour documentary on their "military successes" in the Bastar district of Chhattisgarh. The Hindu reports that Video Compact Discs containing the documentary is in circulation in Bihar, Jharkhand, Chhattisgarh, Orissa and other States. The documentary not only shows the preparations of the People’s Liberation Guerrilla Army (PLGA), the military wing of the CPI-Maoist, cadres but also live footage of the raid on the Murkinagar police outpost in the Bijapur district on April 16, 2006. The footage further shows the ease with which the PLGA fighters mounted the attack and overran the police camp amid gunfire and the crackle of wireless sets used by them to coordinate the movement of their assault teams.

Naxalite (left-wing extremist/Maoist) violence has increased in the States of Jharkhand, Orissa and Bihar, while some improvement has been witnessed in Chhattisgarh, both in terms of incidents as well as fatalities till July 2007, as compared to the corresponding period in 2006, reports Economic Times. According to statistics presented in the Lok Sabha (lower house of Parliament) on August 14 by the government, 971 incidents involving Naxalites were reported till July 2007 against 967 incidents in the corresponding period of 2006. Fatalities have been lower at 431 than the 491 recorded in 2006. Civilian killings by Naxalites have fallen from 390 till July 2006 to 266 this year and security force personnel killed are higher at 165 this year as against 101 till July 2006. In Chhattisgarh, incidents have fallen from 453 till July 2006 to 399 in the corresponding period of this year. Fatalities too have been lower at 259 from 306 last year. In Jharkhand, incidents have risen from 191 to 259 this year and fatalities have declined marginally from 75 to 71. Orissa has recorded 47 incidents, up from 29 last year. Fatalities have doubled from 6 in 2006 to 12 this year. Bihar too has reported 87 violent incidents, up from 75 last year, and 39 deaths, up from 36 in 2006. In Andhra Pradesh, deaths are higher at 26 as compared to 24 till July 2006. Maharashtra has witnessed 63 extremism-related incidents and West Bengal 12 incidents and 2 deaths. Karnataka has recorded six incidents and five deaths as compared to no fatalities last year. Kerala has witnessed four incidents till July 2007.

According to IANS, the Communist Party of India-Maoist (CPI-Maoist) has set up central technical units (CTU) in Jharkhand to repair weapons and manufacture landmines and grenades. The four districts where CTUs have been set up are Ranchi, Lohadagga, Gumla and Latehar and the mobile CTU operates in Saranda forests, bordering Orissa and West Bengal, intelligence reports said. "The first CTU was established by Maoist rebels in Andhra Pradesh a few years ago. CTU helps Maoists to get their weapons repaired," said an unnamed police official involved in the anti-Maoist operations. He also said that the Maoists have already appointed skilled persons with knowledge of repairing rifles, pistols, self-loading rifles, AK-47s, AK-56s etc. The CTUs have expertise in developing hi-tech landmines, grenades and other explosive material used in detonating landmines.

The intelligence wing has gathered that top Maoist leaders take shelter in Chennai considering it to be relatively safe. Senior police officials involved in the anti-Maoist operations said they had information that even the central committee members of the CPI-Maoist would frequently visit Chennai. "Since a former chief minister was the target, the central committee leaders themselves must have planned and monitored the attack from Chennai. We suspect those who carried out the operation might have escaped to Chennai," a senior police officer said. One top Maoist leader who was arrested on the Andhra-Orissa border reportedly revealed that the Maoists conducted a recce in Visakhapatnam last year as part of their conspiracy to kill Janardhan Reddy and but could not execute the plan.

Maoists are taking the help of a few Non-Governmental Organizations (NGOs) in extending their networks beyond their stronghold in Bankura, Purulia, and West Midnapore districts. Daily News & Analysis (DNA) reports that the intelligence branch (IB) of police has come across specific instances where Maoist cadres have joined reputed NGOs, posing as social workers. "The Maoists have realised that the best way to reach out to the people is through NGOs and human rights groups. Since the NGOs are not under police scrutiny it is easy for the Maoist rebels to expand their support base without inviting trouble…… In some cases, wanted Maoist guerrillas join reputed NGOs as volunteers and then under the garb of social work do their networking. We have also come across instances when Maoists have funded individuals or groups to start an NGO," a senior IB official told DNA. Although the IB official refused to tell the names of the NGOs infiltrated by Maoists, he reportedly agreed that almost all organisations campaigning against the state government over the Singur and Nandigram issues have developed a nexus with the rebels.

The figure includes 129 civilians, 162 security force personnel and 93 Maoists. The highest number of killings were reported from Chhattisgarh (208), followed by Andhra Pradesh (59), Jharkhand (44) and Bihar (28). “Chhattisgarh accounted for 54 percent of the total killings as a direct consequence of the Salwa Judum campaign, which made Chhattisgarh the epicenter of the Naxal conflict,” claimed Suhas Chakma, director of ACHR.

The intelligence and police in the West Bengal have unearthed definitive evidence of collaboration of resources between the two ideologically divergent extremist organisations, the CPI-Maoist and the Harkat-ul-Jihad-al-Islami (HuJI), reports Daily News & Analysis. Recently, the Nadia district police conducted raids in Bansberia, Hijuli, Sitanathpur, Govindapur and Purkugachi in search of Maoists and during the course several documents were seized indicating close links between the HuJI militants and Maoists. According to the Intelligence Bureau (IB) officials, the seized documents also hint at similar tie-ups in other districts like South 24-Parganas and North 24-Parganas. Explaining the rationale behind collaboration between the Maoists and religious fundamentalists, senior IB officials said, “The Maoists, desperate to extend their network, are trying to use the local network of HuJI in to extend their reach.” Districts like Nadia, North 24-Parganas and South 24-Parganas, shares the borders with Bangladesh, have been found to be the hotbed of the two extremist outfits.

The Centre has provided INR 149.1 million to Orissa during the current financial year for tackling the Naxalite (left-wing extremist) problem that is spread across 16 districts, according to Naxal Terror Watch. The State government has decided to set up a Special Intelligence Wing, Special Operations Group and Special Security Wing to strengthen the police force. Besides, police stations in the Naxalite-affected areas are also being repaired and strengthened. Chief Minister Naveen Patnaik said that jails in the Naxalite-affected areas were being fortified and their staff being given special training. “Employees’ strength in 84 police stations in the affected areas had been increased and four special security battalions had been established. Police personnel are being given anti-Naxalite training gradually”, he added.
