Director General of Police (DGP) Neyaz Ahmed applauded the efforts of Police personnel and expressed satisfaction over the achievements of the Police. "Several top leaders of rebels like Nune Narshima Reddy, Udaiji were arrested and over a dozen of their training camps were busted by the Police," Ahmed said. Meanwhile, the Police lost 24 of its troopers in anti-Naxal [Left Wing Extremism] operations in 2010 as compared to 2009 when it lost 64 of its troopers. "Most of the jawans had died in landmine explosions triggered by Maoists," Ahmed said. "We expect more success in 2011 and we will change the strategy slightly like moving Security Forces to new places and launching operation on border areas, and having more cooperation with Bihar, Odisha and West Bengal," Ahmed said. "During the year-end operations, the police had busted a Maoist laboratory in Bokaro that got vital information which scuttled their (Maoist operational) plans," he added.

Deccan chronicle reports that the Planning Commission has finally recommended the inclusion of three more Districts from Andhra Pradesh in the Prime Minister’s Special Development Package for the areas affected by Left Wing Extremism (LWE) on January 31. Andhra Pradesh was insisting on including Warangal, Karimnagar and Visakhapatnam in view of their strategic location, for carrying out anti-Communist Party of India-Maoist (CPI-Maoist) operations. The Centre initially included Khammam and Adilabad but ignored the State’s plea for including the above three Districts.

According to Zee News, five States hit by Naxal (Left-Wing Extremist) violence want to acquire additional fleet of helicopters for operation, planning to rope in private players to hire them as the Government chopper fleet has "limited" flying hours and pilots. The prominent States which need more helicopters to tackle the Naxal threat "effectively" are Odisha, Chhattisgarh and Maharashtra while States like Jharkhand and Bihar also want to supplement their air fleet. "The Union Home Ministry has asked us to hire from private players and hence many states have formulated policies to hire these machines on a long-term basis," sources involved in anti-Naxal operations said.

According to a Times of India report, the Communist Party of India-Maoist (CPI-Maoist) extorts industrialists, illegal miners and even poor villagers to raise close to INR 20 billion every year. Police forces in States where the CPI-Maoist has a strong presence concede they do not have the exact earnings of the outfit but say it can rival a mid-size corporate house with an annual turnover upwards of INR 15 billion. "Our estimates put the all-India annual collection of the (CPI-Maoist) to be between Rs 1,500 crore and Rs 1,600 crore. We suspect 10% of this is collected from Odisha," an unnamed Senior Police Officer from the State said. The Chhattisgarh Director General of Police Vishwa Ranjan recently said the Maoists make close to INR 20 billion through extortion. He called the figure a "guestimate" based on seized Maoist cashbooks and other vital papers recovered in recent months. From Bihar the Maoists collect about INR 2 billion every year. While Maoists extort nearly INR 3.2 billion every year from Jharkhand, extortion estimates from Maharashtra are somewhere between INR 50 million and INR 250 million.

According to a Times of India report, the Communist Party of India-Maoist (CPI-Maoist) seems to be garnering international support, thanks to a solidarity initiative launched by Maoist parties and groups across the world. Their slogan is "Let's sustain the people's war in India". According to a statement made by "International Committee to Support the People's War in India," a week-long international campaign to "sustain" the people's war in the country will be held from April 2 to 9, 2011 across nations. Posters have been made in various languages - like French and Spanish -showcasing the CPI-Maoist cadres and their slogans in Hindi. "International Committee in support of the people's war launches a great international campaign, to be conducted in all forms, in the most number of countries as possible, through a week of action," states an official release. It, however, does not specify what "all forms" refer to. The solidarity forum does not name its member groups. But, Maoist movement in the form of World People's Resistance Movement (UK), Communist Party of Philippines, Maoist Communist Party of Italy, Revolutionary Communist Party, Canada and Maoist groups in France and US are likely to be participating in it.

Indian Express reports that the Jharkhand Government proposes to set up a new force called State Industrial Security Force (SISF) to provide security to industry and banks in the Communist Party of India-Maoist (CPI-Maoist)-infested areas, in the State Budget presented in the Assembly by Deputy Chief Minister Hemant Soren on March 7. The battalion of SISF, comprising ex-servicemen, planned to be raised will be recruited and their training will be completed by the end of fiscal year 2011-12. To deal with the Maoists, the Budget proposes to open 92 Police Stations and strengthen the Special Branch of the Police by setting up Cyber Security and Surveillance System and Intelligence Training School for its staff. Soren, presented a deficit budget of INR 38.6577 billion, said 18,000 Police posts were vacant. Of these, 11,000 posts of constables and 850 posts of Sub-Inspectors would be filled up in the coming financial year. "In order to overcome the problem of the Naxalites [Left Wing Extremism], the administrative officers were sensitised. The effort was also being made to help improve institutional system," Soren added.

Sify.com reports that the Chhattisgarh Government has purchased 3,065 bullet-proof jackets for its Police Force in its fight against the Communist Party of India-Maoist (CPI-Maoist) cadres, State Home Minister Nankiran Kanwar told the Raipur Assembly on March 8. In April 2010, Chhattisgarh saw one of the worst Maoists attacks on its Security Forces in which 75 troopers were killed. Each jacket, weighing 6.3 kilograms and will cost INR 56,137.50. Kanwar, in his written reply to Congress member Shakrajit Nayak, also said that the Union Home Minister had exempted the jacket purchase from customs and excise duty.

Times of India reports on March 8, that over 2,600 civilians and Security Force (SF) personnel were killed between 2008 and 2010 in several incidents of Left Wing Extremist (LWE) violence across the country, says Minister of State (Home Affairs) Gurudas Kamat. According to the information given by Kamat in Lok Sabha, out of the total of 2,632 casualties, including 1,799 civilians and 833 SF personnel, a highest of 1,003 was in 2010, followed by 908 in 2009 and 721 in 2008. Incidentally, there has been an increase in the number of incidents of economic targets by Communist Party of India-Maoist (CPI-Maoist). Jharkhand has already 22 STF and five IRBs, he added. Informing the house that in all 547 extremists had been killed and 4,084 Maoists were arrested since the States creation on November 15, 2000, Ram said Maoist presence was felt in hitherto untouched Santhal Pargana region where six Districts are located. Stating that 18 of the 24 Districts were affected by Left-Wing extremists, Ram said Security Forces personnel were doubled in 118 Police Stations in LWE-hit areas. PTI reports, the white paper released by State Home Department stated that Communist Party of India-Maoist (CPI-Maoist) cadres killed 75 persons including 53 civilians while the Security Force personnel killed only 12 Maoists in Odisha during 2010. Though 61 persons were killed by the Maoists in 2009, the number of killing increased last year. While 28 civilians were killed by the Maoists in 2009, the number of civilian casualty increased to 53 in 2010, the paper said adding that 20 Maoists were shot dead by the SF personnel in 2009. Many innocent persons were being killed by the Maoists in the name of Police informers. "People opposing the Maoists activities were also victims," the paper added. In a bid to weaken the morale of SF personnel, the Maoists used to organise bandh (general shut down), road blockade and blew up culverts and telephone towers, it said adding while ten Maoists had surrendered before the Police in 2009, the number rose to 44 in 2010. The white paper further said the number of Districts hit by the Maoists increased to 19 by 2010 even as Paramilitary Forces were deployed in the entire southern Odisha. As part of efforts to combat the Maoists, the State Government has taken several steps like banning the CPI-Maoists and its six frontal organisations, creation of a Unified Command to monitor anti-Maoist operation and setting up of new battalions among others.

The candidates have withdrawn their nomination on their own free will, Dumaria's Block Development Officer (BDO) Anil Kumar said. He, however, could not explain the reason behind withdrawal of all candidates from the forthcoming Panchayat polls in the Panchayats under Dumaria block. The candidates, who withdrew their candidature, included 218 for the post of panchs, 248 for ward members, 133 for Panchayat Samiti (block level local self-Government institution) and 83 for mukhias (president/ chief of Gram Panchayat, the village level local self-Government institution). While all 682 candidates in fray for various posts in nine Panchayats have withdrawn their candidature, no candidate had filed nomination for any post in two Panchayats - Sahchar and Mangia - under Dumaria block. Announcing the two new battalions of the force, CRPF Inspector-General (IG) Alok Raj on April 18 said reinforcement had become necessary because the troopers were not just fighting the Maoists in these places, but also splinter outfits like the People's Liberation Front of India (PLFI), Tritiya Prastuti Committee (TPC) and Jharkhand Prastuti Committee (JPC). Currently, the CRPF has 13 battalions and two Commando Battalion for Resolute Action (CoBRA) units in the State. “Even six years ago, the Police did not dare to enter the Saranda forests in fear of Maoists. But in the past year, the CRPF entered the zone four times. The continued presence of Paramilitary Forces in Jhumra, which was once the training hub of Maoists, has dealt a severe blow to the Maoist outfit,” Raj said. “While we have strengthened our base, the same has been done by Maoists in Chatra, Latehar, Palamu, Khunti and Dumka. So, the need to raise more battalions,” he added.

A meeting was held in the Odisha Secretariat under the Chairmanship of the Chief Secretary Bijaya Kumar Patnaik to review on the progress of the Integrated Action Plan in 15 Maoist prone Districts. As per the information in the meeting, out of INR 3.75 billion financial assistance, INR 3.41 billion has already been utilized and the works of 7,587 projects are in progress. It is expected to take up projects of INR 4.50 billion in the next year. Including Development Commissioner Rabinarayan Senapati, Secretaries of Water Resources, Rural Development, Special Secretary of Planning and Coordination Department were present. It was emphasized to prepare the guide line as per requirement of the people, and to alternate arrangement if any project not applicable. After the meeting the Chief Secretary said, the first phase of INR 4.77 billion will be completed by the month of June. It is to be mentioned here that the Government has sanctioned INR 250 million each to 15 District Collectors in the year 2010-11 and has been instructed to utilize by June.

Times of India reports that the Union Government has decided to recruit more than 2000 retired Army personnel to help the Central Reserve Police Force (CRPF) troopers to gain expertise in crippling Improvised Explosive Device (IED) and hidden landmines while undertaking anti-Naxal [Left Wing Extremism] operations. The retired Army personnel and officers, including those from the Sappers regiment who specialise in this job, will soon be deputed with each of the 62 battalions of the Security Force (SF) deployed for countering LWE in various States. Each of the 62 battalions of the CRPF, including two of the specialised Commando Battalion for Resolute Action (CoBRA), will have 35 of these officers each, a senior CRPF officer said. As many as 434 retired junior commissioned officers (JCOs) and 1,736 non-commissioned officers will be inducted into the force soon and will in turn train the company commanders of the strike units to detect and defuse these hidden mines, the officer added. According to Home Ministry figures, a total of 10,268 casualties have been reported between 2005 and May 2010 due to LWE violence. Out of these, 2,372 deaths were reported in 2009 as against 1,769 in 2008 and 1,737 in 2007. A total of 1,999 civilians and SFs lost their lives in 2006 and 1,952 others in 2005. As many as 439 persons were killed between January and May this year, the data said.

In a detailed assessment, the Army Chief and the seven Army Commanders has decided to deploy at least 60-65,000 troops to provide an effective counter to the Naxal [Left Wing Extremism] threat, reports Indian Express on July 19. The Army top brass gave their stamp of approval in June to a massive troop relocation plan in case they are ordered into combat. Giving the go-ahead for preparations at a meeting in the Lucknow-based Central Army Command, the Army top brass agreed that at least six Army divisions will be needed to cover Naxal-affected areas in parts of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha and West Bengal. The decision was carried out on the Ministry of Home Affairs proposal suggesting on relocation of some Rashtriya Rifle units from Jammu & Kashmir to the Naxal-affected areas. Maoist-backed People’s Committee against Police Atrocities (PCPA) chief Asit Mahato and secretary Manoj Mahato held a meeting at Bakisol area in Jhargram while Suchitra Mahato the wife of Maoist leader Sasadhar Mahato, who was killed in a Police encounter, held another on June 5, according to the reports. Maoist spokesperson Akash alias Mansaram Hembram and another leader Bikas organised a series of meetings in Lakhanpur, Bagjhora and Madhupur all in Jhargram subdivision on June 15, it said. "A week ago, the Maoists held a condolence meeting at the Kantapahari school grounds for Sidhu Soren, a squad member killed in a police encounter, where all major Maoist leaders of the state were present," they said. The intelligence sources said, "It indicates that they are reorganising and restructuring the party which was dismantled by the joint operations in the past two years." The Trinamool Congress (TMC) party is reportedly raising armed squads in interior parts of Jungle Mahal (West Midnapore, Bankura and Purulia Districts of West Bengal) to counter attacks and extortion demands of the Communist Party of India-Maoist (CPI-Maoist). Repeated incidents of Maoists threatening local TMC Members of Legislative Assemble (MLAs), including Churamoni Mahato and Srikanta Mahato, as well as attacks on state Western Region Development Minister Sukumar Hansda, have forced the TMC leaders to raise the squads. The armed squad raised by TMC leaders of Jamboni and Belpahari area in West Midnapore is locally known as ‘Vairav Vahini’. Reportedly, the TMC has roped in People’s Committee against Police Atrocities (PCPA) cadres as well as Sidhu Kanho Gana Militia cadres who joined the TMC before the elections. The cadres are trained in handling arms and they have started training local villagers. Armed forces are being raised at Chandri and Baghjhapa in Jhargram, and Balidiha in Jamboni. Sisir Adkhikari, Union minister and senior TMC leader in charge of Jungle Mahal, said: “Maoists-backed PCAPA and militia members have been attacking our party workers everyday and extorting money. If the claims of the Police are to be believed, then for the first time, Security Forces (SFs) have reined in the Communist Party of India-Maoist (CPI-Maoist) who had gained control of the near 700 hills in the dense forests of Saranda, in the longest ever anti-Naxal [Left Wing Extremism (LWE)] operation called ‘Operation Monsoon’. SFs claimed that they have virtually pushed the Maoists out of their area of dominance, which in the parlance of the rebels is referred to as liberated zone. Saranda is spread over 85,500 hectares along the border of Jharkhand and Odisha where neither the Police nor any Government machinery ventured in the past one decade. The Times of India reports that Army has trained over 2,000 troops belonging to the Central Paramilitary Forces (CPMF) and various State forces to deal with Improvised Explosive Devices (IEDs), frequently used by the Communist Party of India-Maoist (CPI-Maoist) to carry out attacks. The training is being conducted at army training facilities located under the Lucknow-based Central Command and over 60,000 police personnel have been trained since 2006 for counter-naxal operations, Army sources said here. The courses are conducted on need basis to train the CPMF troops and state police personnel operating in Maoist-hit areas, they said. The training imparted by army includes lessons on identification of explosive devices buried in ground and defusing them safely.

Over 600 Police and paramilitary personnel lost their lives in the past one year during operations or attacks on them with the Central Reserved Police Force (CRPF), in its fight against Communist Party of India-Maoist (CPI-Maoist), topping the list of casualties, reports The Hindu. A total of 634 personnel from State Police and Paramilitary Forces like the Border Security Force (BSF), the CRPF and the National Security Guard (NSG) were killed during a period from September 1, 2010 - August 31 this year, according to official figures. The CRPF topped the list of causalities with 113 followed by Uttar Pradesh (112) and the BSF (72). The West Bengal Police lost 24 Policemen during the past one year while Maoist-affected States of Jharkhand and Chhattisgarh had 36 and 47 casualties respectively. The figures for other States: Delhi (15), Manipur (14), Maharashtra, Jammu and Kashmir, Bihar and Tamil Nadu (13 each), Madhya Pradesh and Uttarakhand (12 each), Odisha (11), Assam and Karnataka (9 each), Andhra Pradesh (6), Gujarat, Kerala, Meghalaya and Rajasthan (5 each) and Arunachal (4). Nagaland had three casualties, Tripura two while Sikkim had one. Among the other forces, the Railway Protection Force (RPF) lost 27 personnel during the period followed by Indo-Tibetan Border Police (ITBP) (18), the Central Industrial Security Force (CISF) (10), the NSG (3) and the Sashastra Seema Bal (2). During September 1, 2009 - August 31, 2010, 797 Police and Paramilitary personnel lost their lives during operations or attack on them with the CRPF topping the list 191 such cases. Similarly, during 2008 September and August 2009, the Police Forces lost 841 lives with UP topping the list with 107 cases followed by the CRPF (81) and the BSF (72).

It shows Maoist plan to “intensify and consolidate” its violent movement by taking newer areas in its stride. The Security Forces (SF’s), according to an intelligence report, have not been able to achieve “enough attrition” in the Maoist ranks even as the ultras are looking at the Northeast insurgent groups to get support in terms of arms supplies. As many as 95 Districts have registered incidents of Maoist violence of which 80 per cent incidents are from 24 Districts in six States. Jharkhand remained the worst affected State followed by Chhattisgarh, Bihar and Odisha. However, a significant fall was observed in Naxal violence in West Bengal but new areas in Odisha, Chhattisgarh and Assam showed incipient ultra-Left extremism.

In 2008, every third District, 223, on an average was under the shadow of the Maoists. Union Home Minister P Chidambaram had put this figure in public domain in August 2009, making it clear that the Maoist challenge was tough and very real. The statistics put out by Minister of State for Home, Jitendra Singh in the Lok Sabha indicated the change in trend. The Maoists have been on an expansion spree since 2003-04. Except 110-odd Districts from where violence is reported, most of the others are in the early stages of what the Maoists call "revolutionary mobilisation". This is when the cadres try to create a basic network. A ministry official said a public outreach campaign by the Government — focusing on Maoist atrocities on innocent villagers — helped show their "real face". So did the swift action by the Police in States such as Haryana when Maoists tried to use industrial unrest to build their support-base.

According to a press release of the Ministry of Home Affairs (MHA), the incidents of Communist party of India-Maoist (CPI-Maoist) violence have declined in all Left Wing Extremism (LWE) affected States in 2011 till Nov 14, except in Bihar and Maharashtra, as compared to corresponding period of 2010, Union Minister of State for Home Affairs, Jitendra Singh told the Rajya Sabha on November 23. As against 1925 Maoist incidents in 2010, there were 1468 in 2011 till November 14 and as against 207 deaths from blasts triggered by the Maoists in 2010, the toll is 49 in 2011 till the same period, Singh said in a written reply to a question. The Minister said that the Maoists have formed a number of front organizations which espouse various causes including alleged human-right violations. Such organisations are very active in urban and semi-urban areas of many States. No inputs are available to suggest direct links between CPI (Maoist) and Muslim fundamentalist elements, he said.

"It is a fact that the CPI (Maoist) have formed a number of front organisations who espouse various causes including alleged human right violations. Such organisations are very active in urban and semi-urban areas of many states," Jitendra Singh said in a written reply in Rajya Sabha. Singh also said that a total of 512 people have been killed in incidents of Maoist violence till November 14 this year. Deaths due to landmine and other blasts triggered by the Maoists were recorded the maximum--29-- in Maoist-hit Chhattisgarh during the same period. The number of incidents of abduction and extortion by Maoists in various states were recorded at 169 and 149 respectively in the same period.

In another report on violence faced by educational institutions globally, UNESCO has cited various examples of Naxal violence including destruction of 11 schools in Jharkhand and nine schools in Bihar between January and July 2009. The MHA, in its report, said the highest number of schools hit by Naxal violence was in Chhattisgarh, followed by Jharkhand. While the figure in Chhattisgarh was 131, it was 63 in Jharkhand. 46 schools were destroyed by the Maoists in Bihar between 2006 and November, 2011. In 2009, a total of 71 schools were attacked by the Naxals in six Maoist-hit States -- Chhattisgarh, Jharkhand, Bihar, Odisha, Maharashtra and Andhra Pradesh. Altogether 59 schools were destroyed by the Naxals in 2006, 43 in 2007, 25 in 2008, 39 in 2010 and 21 in 2011 (till November), it said. In its worldwide report - Education under Attack, 2010, UNESCO said that in the whole of 2009, at least 50 schools were attacked in Jharkhand and Bihar as part of Naxals violence. Maoists also torched the house of a para-teacher in Chowka, Jharkhand, and beat him up, it said. In April 2009, a boy in Mandar, Jharkhand, was reported to have been tortured for refusing to join the Naxalites' children's brigade. In Bihar, four schools were blown up, the UNESCO said.

Over 500 people including 124 Security Force (SF) personnel were killed in 1,476 attacks carried out by Naxals [Left-Wing Extremists] in various States affected by Left Wing Extremism till November this year, reports Outlook India. According to latest Ministry of Home Affairs (MHA) data, out of the total of 513 deaths, the highest of 182 were in Chhattisgarh, followed by 137 in Jharkhand, 50 in Maharashtra, 49 each in Bihar and Odisha, and 40 in West Bengal among others. It said that Naxals carried out 1,476 attacks targeting various government and private installations, killing 389 civilians and 124 SF personnel. Law enforcement agencies have arrested 1,728 Naxals, recovered 546 arms and 344 Maoists surrendered during the eleven months. There were 219 incidents in which Left wing extremists targeted industries, railways, telephone exchange towers, power plants, mines, panchayat bhawans (buildings of village level local self-government institutions) and school building among others. Of these, basic transport infrastructure like roads in Naxal areas bore the brunt with 119 strikes, followed by 31 attacks on telephone towers, 23 on railways properties, 21 school buildings and 12 on economic installations including uranium mines and pipe lines.

Minister of State for Home Affairs Jitendra Singh, in his written response, also said: "The CPI (Maoist) operates in Delhi through the Delhi City Committee of the outfit. Besides the CPI (Maoist), several other left wing extremist groups - including CPML-New Democracy as well as CPML-Liberation - are active in Delhi". Although Singh admitted that no inputs are available to indicate that 'Sleeper Cells' of Naxalites are functional in Delhi, he said activities of the Delhi City Committee and these front organizations of CPI-Maoist were being closely monitored. The Ministry also informed the Rajya Sabha that the CPI-Maoist has developed "close fraternal ties with certain north-east insurgent groups like the Manipur-based RPF/PLA as part of their 'Strategic United Front' (SUF) against the Indian State. "They are constantly making efforts to incorporate more insurgent groups in the SUF. Government has alerted the states concerned of the north-east in this regard. It is also monitoring the situation closely", said Singh.

Hindustan Times reports that even after the killing of top Communist Party of India-Maoist (CPI-Maoist) leader Mallojula Koteswara Rao alias Kishanji, the Maoists still have the men and firepower for retaliatory strikes in West Bengal, according to an intelligence report sent to the Union Home Ministry. The subsidiary intelligence bureau (SIB) — a central intelligence agency — report details the status of Maoist squads active in Jungle Mahal (West Midnapore, Bankura and Purulia Districts) and other districts after Kishanji’s death in an encounter on November 24. According to the report, nine Maoist squads with more than 100 members are active in West Midnapore and Purulia Districts and all members are being given firearms. The biggest among these is Purulia’s Ayodhya squad, with nearly 40 members. The report lists the Maoists as having 30 sophisticated firearms including five AK-47s and five INSAS (Indian Small Arms System) rifles, apart from a host of other weapons. “As per our information, Maoists at present are suffering from an ammunition crisis. But they do not have a shortage of firearms. Kishanji’s death is a major blow to the Maoists. They are taking time to absorb it. But at the same time, they are preparing themselves to strike back. We are keeping a watch on the situation,” said Banibrata Basu, additional director general of state intelligence branch. According to the report, Maoist squads in Belpahari, Jhargram East, Jhargram West, Jamboni, Binpur, Nayagram and Lalgarh are active in West Midnapore District. Among these, Belpahari is the biggest, with more than 20 members under the leadership of Madan Mahato.

Year 2011, witnessed a historic low in the level of violence in disturbed areas like Jammu and Kashmir, the North Eastern States and areas affected by the Naxal [Left Wing Extremism (LWE)] violence, said P Chidambaram, Union Home Minister, on December 31 at a press conference, reports The Hindu Buissnessline. In areas affected by Naxalism, 447 civilians and 142 security personnel were killed this year against 718 and 285, respectively, in 2010. In Jammu and Kashmir, 31 civilians and 33 security personnel lost their lives this year against 47 and 69, respectively, in 2010. Chidambaram said that the Integrated Action Plan, for the Naxal-infested areas was a major innovation of the Centre. The plan had an outlay of Rs 1,500 crore in 2010-11 and Rs 1,800 crore in 2011-12. However, he was also quick to point that in Naxal hit districts like Gadchiroli in Maharashtra, not enough development has been done by the State Government, “I had reviewed the Gadchiroli situation last month and I'm not happy with the development there,” he said.
