According to PTI, with the catch line "who is against development?", the Union Government is hitting at Naxals (Left Wing Extremists) with a media blitzkrieg by putting out an advertisement in national and regional newspapers about the destruction of vital infrastructure by the Communist Party of India-Maoist (CPI-Maoist). The advertisement carries photographs of a bridge and railway wagons damaged by the Maoists through their subversive activities and full particulars of the telephone towers, school buildings and railway properties destroyed by the extremists during 2009. Through the advertisement, the Union Ministry of Home Affairs (MHA) wanted to highlight the Naxal menace, its impact on people and society. "Who is against development?" the advertisement questions people, in an attempt to isolate the Maoists. It says that during 2009, the Naxals destroyed 38 railway properties, 53 telephone towers, 20 panchayat buildings, 47 schools buildings and 121 forest buildings, roads and culverts. This is for the second time that the Home Ministry has come out with such an advertisement in three national and several regional newspapers (in Naxal-affected States) against the Maoists and the latest one is part of Government's larger media plan to corner the Naxals and convince people about the ill-effects of left-wing extremism.

Bihar Government sent 428 Police Personnel, from constables to DSPs, to different Central Police organisations for specialised training in jungle warfare, weapon tactics and counter insurgency and commando operations, reports Times of India. While some of them have returned trained, most of them are still being trained. "After all of them return, the Bihar Police would have a good strength of commandos and we can think of forming our own ATS [Anti Terrorist Squad]," said ADG (headquarters) U.S. Dutt. In fact, the Union Ministry of Home Affairs (MHA) has advised all the States to form an ATS to take on terrorists or even Communist Party of India –Maoist (CPI-Maoists) as and when required. The State has currently 700 officers and personals deputed in the Special Task Force (STF), an elite battalion of the Bihar Police which has specialised in anti-Maoists operations as well as overpowering hardcore criminals operating in different Districts.

Express Buzz reports that while infrastructure programme like the rural connectivity is not making headway in the hinterland due to direct opposition from the Maoists, rural electrification programme is not facing any problem from the Maoists. Three Central agencies - NTPC, NHPC and PGCIL - executing the massive infrastructure programme in the State reported that the Government works undertaken in the Maoist-stronghold areas are going very smoothly. However, the contractors and their people have been warned against associating with the local Police and bring any Police personnel to their work sites. They have been further instructed to come to the workplace with identification card which should be visible and cooperate with the Maoists. They have been asked to suspend their works during bandh (general shut down) calls or economic blockades by the extremists, a highly placed source in the Government said. Although no significant progress has been achieved in Malkangiri, the contractors and their workers have not faced any problem in the District.

A Union Home Ministry report revealed that among the worst Naxal (left wing extremism)-infested states, maximum Naxalites were killed in Chhattisgarh, Director General of Police (DGP) Vishwa Ranjan said, according to Business Standard. Minimum Naxal incidents had taken place in the state in the last one year as well, he added. Ranjan said 217 encounters took place between the Security personnel and Naxalites in various parts of the state in 2009. During the encounters, 107 Naxalites were gunned down, the DGP said. The figure could be much more as the Police officially take down the number on the basis of bodies found. Since the rebels carry away the bodies, Police suspect that the number will be more. "Even the Naxal literatures underline heavy casualties in Chhattisgarh," Ranjan added. Referring to the operation against the Naxalites, Ranjan said the drive of Chhattisgarh Police was on while the joint operation with the central forces would be launched soon. "We are getting support from the villagers to the Centre in our operation against the Naxalites," he added. The central Government had provided adequate forces for the operation against the ultras while the assistance would continue in future as well, Ranjan said, adding that after the inhuman acts of the Naxalites, villagers in the interior areas of red zone are helping the Security personnel. The Police chief said the urban network of the Naxalites was under scanner and Police were keeping a close vigil as without an urban base, the Naxals cannot operate an underground movement in the forests

The Home Ministry on January 12 convened a meeting of Chief Secretaries and Directors General of Police (DGPs) of nine States which are most affected by the Left Wing Extremism (LWE), reports PTI. Official sources said the 24th meeting of the coordination on LWE, discussed the developmental activities that needs to be undertaken in the Naxal affected areas. The meeting was attended by Chief Secretary or their representatives of Orissa, West Bengal, Uttar Pradesh, Jharkhand, Chhattisgarh, Maharashtra, Madhya Pradesh, Andhra Pradesh and Bihar. The DGPs of all the nine States were also present except that of Uttar Pradesh, the sources said.

The Union Ministry of Home Affairs (MHA) has received substantive inputs that many Communist Party of India-Maoist (CPI-Maoist) leaders, including its ‘general secretary’ Muppala Laxman Rao alias Ganapathi, have slipped out of their forest hideouts and entered urban pockets, reported Telegraph. They have reportedly sought shelter in traditionally non-Naxalite (left wing extremist) States like Gujarat and Tamil Nadu and in pockets of western and coastal Maharashtra. This, sources claimed, was happening essentially on account of the “build-up of security heat” on Naxalite concentrations in south Bastar (Chhattisgarh) and the “fear of joint operations” across most-affected States. The information on Naxalite letters scattering away is based mainly on recent telephone intercepts which reveal that most of them are frequently changing locations, sometimes twice or three times during the course of a day. Asked why the Security Forces hadn’t arrested any senior Naxalite leader since Kobad Ghandy if precise information on their movement existed, a source said: “There is mostly a time lag in the receipt and analysis of such intercepts. Most often by the time you have pinned down a location, the person has moved. Not only to another place but also to a new mobile phone.” ANI reported that since costs of procuring arms and ammunition have skyrocketed due to inflation, the Maoists have increased their protection money. They have increased their levy rates by 5 to 10 percentage in 2010. The Maoists illegally levy huge amounts on contractors, traders and even Government servants to allow them function in a hassle-free way.

The CID also said it has unearthed a major arms racket involved in acquiring illegal firearms through private security agencies using forged licences and then selling them off to several militant groups in North Bengal and Communist Party of India-Maoist (CPI-Maoist) in the Left Wing Extremism-affected Districts of the State. The CID came to know this after its officials seized illegal firearms from a BSNL telephone exchange in Tiljala on January 5 followed by a similar recovery of arms cache from the water treatment plant of Kolkata Municipal Corporation (KMC) at Palta on January 9. “This business has been going on for a long time and the Government offices have become the store houses for these illegal arms. We have reports that the arms have been passed on to several militant groups, including Maoists, operating in Bengal,” said an unnamed senior CID officer. “We are investigating it. But at present, we are concentrating on seizure of illegal arms,” the officer added. At present, the CID is conducting several raids in different parts of the state, and till date 53 illegal guns and forged licences have been unearthed from various Government establishments. Security agencies came across the Maoists’ innovative skills when a Central Reserve Police Force (CRPF) team neutralized an arms manufacturing unit in the forests close to Gobardaha village in the Chatra District of Jharkhand and recovered a number of ‘duplicate’ AK-47 and AK-57 rifles of “high standard”. The CRPF also seized as many as 59 different types of instruments, which were used to manufacture and assemble these rifles and various types of pistols. An unnamed official said, “Though Security Forces have busted other arms manufacturing units of the Maoists in Chhattisgarh, Maharashtra, Madhya Pradesh and Andhra Pradesh in the past, they have for the first time come across such sophisticated weapons of high standard, manufactured by the ultras.” The first big arms manufacturing unit of the Maoists was neutralized by Andhra Pradesh Police in 2006 when they recovered a huge stock of rocket shells and launchers in the State. Though West Bengal Director-General of Police Bhupinder Singh declined to comment on whether Kishan was injured, he said: “It is suspected that several of those rebels injured in the firing have succumbed to their injuries.” There was also a report that a student of the city-based Jadavpur University was one of the Maoists killed in the exchange of fire, but Singh said there was no confirmation on the matter.

There were only 529 incidents of LWE violence in 2009 in Chhattisgarh as against the 620 in 2008. Similarly, in Andhra Pradesh, as against the 92 such incidents in 2008, there were only 66 in 2009, according to the Annual Report 2009-10 of the MHA. Interestingly, 2009 has seen an overall increase in incidents of LWE violence from 1,591 in 2008 to 2,258 in 2009. West Bengal has seen a seven time increase in LWE violence with the State reporting 255 such incidents in 2009 as against a mere 35 in 2008. In Orissa, the incidents have more than doubled as compared to 2008. While there were 103 such incidents in the State in 2008, there were 266 in 2009. Other LWE infested States like Jharkhand, Maharashtra, Bihar and even Uttar Pradesh have seen an increase in LWE violence. Overall, 908 lives were lost to such violence in 2009 as against 721 in 2008.

"There are reports to indicate that the infrastructure for training terrorist elements across the border continues to remain intact," the 2009-10 annual report of the MHA said. It also mentioned that the Government was firmly committed to thwarting the challenge posed by terrorists and violence sponsored from across the border. "The available information reveals that the infiltration that consistently decreased since 2005 has reversed in 2009 and increased substantially when compared to 2008," the report said. There were 485 attempts of infiltration in 2009 in comparison to 342 in 2008. Giving an overview of the internal security scenario, the MHA annual report said, the situation in the country remains largely under control, though violence has increased in terms of number of incidents and casualties of civilians and security personnel, as compared to the corresponding period of 2008. "In the recent years, the concentration of Left Wing Extremist (LWE) violence has been mainly in the States of Jharkhand, Chhattisgarh, Orissa, Bihar, West Bengal and Maharashtra," the report said. Left wing extremists operate in the vacuum created by functional inadequacies of field level governance structures, espouse local demands and take advantage of prevalent dissatisfaction and feelings of perceived neglect and injustice among the under-privileged segments of population. "CPI (Maoist) [Communist Party of India-Maoist] philosophy of armed struggle to overthrow the Indian State is not acceptable in our Parliamentary democracy and will have to be curbed at any cost. Government has given a call to the Maoist to abjure violence and come for talks. This has not been accepted by them so far," it said. While the overall counter action by the affected States in terms of LWEs killed, arrested and surrendered has shown much better results in 2009, there is an urgent need to strengthen Police response particularly by Bihar, Jharkhand, Orissa, Maharashtra and Chhattisgarh by improving actionable intelligence collection and sharing mechanisms and strengthening their Police Force, the report said.

A circular by the Union Ministry of Home Affairs (MHA) alerts heads of paramilitary forces and Police in Maoist-affected States that the CPI-Maoist has 57 "front bodies" of peasants, labourers, women, students, tribals and trade unions who have helped the them raise the level of their tactical warfare, including winning court battles and getting their arrested leaders released. Among the groups being watched include People’s Union for Civil Liberties (PUCL) that has Justice (retd) Rajinder Sachar as one of its key members. The group was formed in 1976 by late politician Jai Prakash Narain. The others being closely watched are the Krantikari Lok Adhikar Aangathan of Uttarakhand, the Revolutionary People’s Front of Kerala, the Chhattisgarh Mukti Morcha, a political party that has fielded candidates for the Madhya Pradesh elections, the Disha Sanskritik Manch of Haryana and the Bandi Mukti Committee of West Bengal.

More than 380 civilians have been killed by Communist Party of India-Maoist (CPI-Maoist) cadres in the first five months of this year {2010], with West Bengal bearing the most brunt, reports DNA. According to statistics compiled by the Union Ministry of Home Affairs and circulated among affected States, Maoists killed approximately 600 people, including paramilitary and State Police personnel, between January 1 and May 30. The count was the highest in West Bengal at 291. Of these, 230 were civilians and the remaining state and central paramilitary personnel. An unnamed senior official in the West Bengal home department said the reason for the high casualty in the State was the recent Gyaneshwari Express sabotage that took 148 lives. Barring the Gyaneshwari victims, a majority of civilians killed by Maoists in Bengal were Communist Party of India-Marxist (CPI-Marxist) workers suspected to be Police informers. The second most casualties were in Chhattisgarh, where 202 people were killed by the Maoists in the said period. The civilian toll in the State, however, was comparatively low at 91. Jharkhand and Orissa lost 50 people each to the Maoist menace. Of these, 34 and 30 were civilians.

National Sample Survey Organisation’s (NSSO) study on Migration in India revealed that the migration of tribals is very low from rural areas of Naxal-affected states such as Chhattisgarh, Jharkhand and Orissa as compared to non-Naxal-affected tribal States. The migration-prone households in Chhattisgarh are 1.9 per cent, in Jharkhand 0.8 percent and 1.3 per cent in Orissa. In comparison, the number of such households in tribal-dominated States of Arunachal Pradesh, Meghalaya and Manipur was 4 per cent, 3.8 per cent and 2 per cent, respectively. However, the survey does not give reasons for fall in migration in tribal areas especially.

Referring to the recent UN report that deals with 'Children and armed conflicts', India's envoy to UN Hardeep Singh Puri told UN Security Council that operations of the Naxal groups did not fall into the realm of an "armed conflict". "At the outset I should make clear that the violence being perpetrated by these groups though completely abhorrent and condemnable, certainly does not make this a zone of armed conflict as defined by international law," he said. "We, therefore, cannot accept reporting on these incidents as falling within the mandate of the Special Representative of the Secretary-General on Children and Armed Conflict," he said, referring to top UN official Radhika Coomaraswamy. The report, which is produced by the office of Secretary General Ban Ki-moon and submitted to the UN Security Council, highlighted the recruitment and use of children by the Naxals in some Districts of the Chhattisgarh. "The Naxals have admitted that children were used only as messengers and informers but have admitted that children were provided with training to use non-lethal and lethal weapons including landmines," the report said. It also described the incident, in which Naxalites forced villagers to provide five boys and girls for their armed group in October 2009, and stated that the Jharkhand Police had vacated 28 of 43 schools in Naxal-affected areas of the State and was in the process of vacating 13 more.

These exclude the 48-hour bandh called by them from June 29-midnight against "anti-people policies of the Central government". According to figures compiled by the Bihar Police, the State during the past six months saw bandhs called by the Maoists on 38 days. In terms of hours - the Maoists usually give call for 24, 48 or 72 hours - they enforced bandh for 912 hours from January to June. The Maoists called bandh for four days in three phases in January, for six days in four phases in February, for six days in three phases in March, for a day in April and for 10 days in four phases each in May and June. An unnamed railway official estimated losses to the tune of a whopping INR 10 crore due to Maoist attacks on the railways' properties on each bandh day. A somewhat similar loss is incurred by the State Government, an unnamed Government official said and explained the Maoists destroyed Police pickets, school buildings, roads and bridges during such bandhs. Totalled, the loss comes to INR 740 crore, INR 370 crore each to the railways and the State Government, during the past six months.

A report submitted by security agencies to the State Government says that with Maoist Politburo member Koteswar Rao alias Kishan no longer mobile, the CPI -Maoist has set up new jurisdictional units with additional responsibility to Jharkhand-based Dwijen Hembram. Hembram alias Anantada is from Binpur in Jhargram. A regional and State Committee member, Hembram is prime accused in the November 2008 Salboni attack. The report indicates that frequent encounters with Security Forces and tighter Police surveillance have forced Maoists to shift their core operational base from the Lalgarh-Belpahari area in West Midnapore to the Ayodhya hills of Purulia. Combined forces battling the Communist Party of India-Maoist (CPI-Maoist) in seven States are not having much success, Union Home Ministry statistics for 2008, 2009 and the first six months of 2010 show. Combined forces men are running anti-Maoist operations in Orissa, Chhattisgarh, Maharashtra, Andhra Pradesh, Bihar, Jharkhand and West Bengal. Compared to previous years, the performance of the combined forces has slipped in 2010. In the first six months alone, 209 Security personnel have been felled by Maoists. In 2009, a total of 317 soldiers were killed and 231 were killed in 2008. However, fewer Maoists died at the hands of Security Forces (SFs). Between January and June, just 97 ultras were killed in encounters. A total of 217 Maoists died in 2009 and 199 in 2008. The high number of civilians killed by Maoists in these three years also goes to show how badly the combined forces have done. During the first six months of 2010, the number of civilians killed by ultra-reds stand at 325, whereas 591 and 490 were killed during the whole of 2008 and 2009. Very few Maoists surrendered this year too, which is another cause for worry. In 2008, 400 Maoists gave up arms and expressed their wish to join the mainstream. This number fell to just 150 in 2009 and to 134 between January and June 2010. The only silver lining was that the paramilitary were successful in destroying many Maoist training camps, the home ministry report shows. In 2008, there were 199 training camps. In 2009, Maoists set up 18 more camps, but the forces destroyed many and today, only 97 camps are known to exist.

An audit report, released in Ranchi on August 20 by the State's principal accountant general (PAG), revealed that five Naxal [Left Wing Extremist]-affected Districts - Palamu, Ranchi, East Singhbhum, West Singhbhum and Hazaribagh - have shortfalls of main strike weapons ranging between 29 to 64 per cent. While Ranchi, one of the worst hit Districts by Communist Party of India-Maoist (CPI-Maoist) activities, has shortfall of 64 per cent, East Singhbhum and West Singhbhum have shortfalls of 42 and 47 percent respectively. In Ranchi District, the total strength of Police manpower is 4,895 whereas only 1,773 main strike weapons and area weapons are available, causing shortfall of 3,122 weapons (64 per cent). Similarly, East Singhbhum and West Singhbhum Districts have shortfall of 969 and 1016 weapons, which constitute 42 and 47 per cent less that the sanctioned strength of Police manpower. Palamu and Hazaribag that always remain in news for Naxal attacks on Police and civilians, have shortfall of 29 and 45 percent weapons, respectively. "Though two units of Jharkhand Armed Police, JAP-one and JAP-five, were found to be over armed by 77 and 81 per cent respectively; the newly formed and centrally-funded India Reserve Battalion (IRB-2), one of the main combat force of the state Police, was found to be under-armed to the extent of 49 per cent," the audit report reads. The IRB-2 has shortfall of 463 such weapons. Similarly, only 12 per cent Police personnel deployed in these Naxal-hit Districts have bulletproof jackets and bullet proof helmets. As per convention, each personnel should have one set of bulletproof jacket and helmets. "The shortfall in strike weapons and their irrational distribution could lead to under-performance and casualties in anti-insurgency operations, especially in Naxal-affected Districts," the PAG, Jharkhand, Rakesh Kumar Verma told Hindustan Times. The State Director General of Police (DGP), Neyaz Ahmad said, "Efforts are underway to purchase more strike weapons and bullet proof jackets for the State's constabulary. We have already placed orders for supply of such gadgets under the Police modernization programme."

Besides, they are trying to establish fresh contact with several Naxalite groups that had so far been dormant. The MHA has pointed out that the Maoists are trying to rope in former members of Kamtapur Liberation Organisation (KLO) and use them as conduits. Already, two Maoist "linkmen" have been arrested from Kokrajhar with AK-47. The Maoists are now contacting militants in Assam and also looking for supply of arms, the MHA missive says. A report signed by spokesperson Abhay and released on October 4, said the Maoists had lost 1500 of their comrades after the formation of the party and 300 in the last one year. In all, 10,000 people died in the Naxal movement in the country, the report said. It stated that there was a qualitative change in counter-intelligence activities after UPA came to power for the second time. The party said the "War on People" in Andhra-Orissa, Telangana-Chattisgarh, Jharkhand-Orissa, Jharkhand-Bihar and Dandakaranya regions was influenced by the "War on Terror" unleashed by the US." The report also noted that though the movement had suffered some setbacks in Andhra Pradesh and north Chhattisgarh and north Orissa, it had many successes which compensated the loss and gave a boost to the self confidence of the cadres. According to the note, eight top most leaders, including Azad, were killed between May 2009 and June 2010 and another 10 state-level leaders were either killed or were put behind bars. The party listed the attacks of Singanamadugu, Tadimetla, Kongera (Chhattisgarh), Laheri (Maharashtra), Sankrail and Silda (Bengal), Gumla, Vishnupur, Latehar (Jharkhand) Tandwa Bazar (Bihar) as successful attacks and said all these incidents won the party the support of the revolutionary forces, intellectuals, democrats, progressive and patriotic forces.

Hindustan Times reports that a total of 577 civilians have been killed while more than 260 Security Forces (SFs) personnel lost their lives across the country in Naxal [Left Wing Extremist] violence in 2010 up to October 31. During the same period, 137 cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed with the maximum of them in Chhattisgarh (72) followed by West Bengal (37) and Jharkhand (12). The information was given by Union Minister of State for Home Affairs Ajay Maken through a written reply in the Lok Sabha on November 9. The maximum number of civilians were killed in West Bengal (185), Chhattisgarh (143), Jharkhand (112) and Bihar (48) amongst others. Chhattisgarh accounted for the maximum number of casualties for SFs personnel with 163 casualties, while West Bengal (34) and Jharkhand (22) were the other states where the forces lost the most number of their troops. Maken further said, "Sixty nine development schemes of various ministries of Government of India are being implemented for comprehensive development of naxal affected areas in the country...Planning Commission has been monitoring progress of the development initiatives in 35 Left Wing Extremist affected Districts of the central government's flagship programmes." Planning Commission has initiated the process of preparing Integrated Action Plans (IAPs) for Left Wing Extremism affected disticts, which envisage comprehensive and rapid development of affected areas, he said.

The Hindu reports that the Cabinet Committee on Economic Affairs (CCEA) on November 26 approved the commencement of an Integrated Action Plan (IAP) in 60 selected Districts affected by Naxal [Left Wing Extremism] violence with the aim of giving a fillip to development schemes in tribal and backward regions. The IAP would be an additional central assistance scheme on a 100 per cent grant basis. It is aimed at quick resolution of problems concerning healthcare, drinking water, education and roads. In 2010-11 alone, each of the 60 Districts will be given a block grant of INR 250 million, with the total coming to a INR 15, 000 million. In 2011-12, the grant will go up to INR 300 million each. “This is in pursuance of the Finance Minister's announcement in his budget speech of 2010-11 and the Prime Minister's address to the National Development Council on July 24. The scheme, to begin with, will be implemented over two years – 2010-11 to 2011-12,” Home Minister P. Chidambaram told journalists. Schemes would be decided by a committee, headed by the District Collector. The Superintendent of Police and the District Forest Officer would be its members. The IAP would be reviewed for implementation in the 12th Plan at a later stage, Chidambaram said.Meanwhile, the existing Kalahandi-Bolangir-Koraput (KBK) plan would continue, with an annual allocation of INR 1,300 million for all the eight Districts (Kalahandi, Naupada, Bolangir, Subarnapur, Koraput, Malkangiri, Rayagada and Nabarangpur) in Odisha put together. The eight KBK Districts have been included in the IAP. They would get an additional block grant of INR 250 million each in the current year, 2010, and a suitable additional amount under both State and District components of the IAP in the subsequent years. The IAP would focus on improvements in governance and the States would have to comply with specific preconditions before availing themselves of the second tranche of the additional financial assistance in 2011-12 under the State component of the IAP. However, these conditionalities would not apply to the District component of the IAP, according to the CCEA decision.

The estimate is the first of its kind on the Maoists done by Central and State intelligence agencies. Twelve States — Odisha, Chhattisgarh, Jharkhand, Andhra Pradesh, Maharashtra, Karnataka, Bihar, Bengal, Madhya Pradesh, Uttarakhand, Tamil Nadu and Kerala — were included in the study. Thirty-three public properties, including panchayat (village level local self government institution) offices and schools, were damaged by the Maoists in the month, Chidambaram said in the report. He said the Government was pursuing its 'two-pronged strategy' of arresting Maoists and ensuring developmental projects in the Maoist-hit areas. He said the INR.33 billion recently earmarked for development in Maoist-affected Districts would be allocated in a phased manner in the next 16 months.

An important task the Maoists have set for themselves is to create a liberated zone, in Bihar, Jharkhand and Dandakaranya (Chhattisgarh). Towards this end, the party's strike force — People Liberation Guerrilla Army (PLGA) — is being developed. This was stated by Prasad, party's Andhra-Orissa Border State ‘committee member’ during an interview at a remote place on the Andhra-Orissa border. Prasad said the PLGA should be transformed into the people's liberation army for which a liberated zone was necessary. PLGA formations were being developed to achieve this target and it had also carried out “mobile” war by carrying out raids on targets at faraway places, by mobilising its armed cadre from different parts and taking assistance from the people along the way. “The creation of a liberated zone and beefing up PLGA for this purpose is in its early stages. The process is being commenced by forming village-level committees which will be expanded to mandal (taluk) and District levels. Already, the Janatana Sarcars, Revolutionary People's Councils (RPCs) have been formed in Dandakaranya,” Prasad said. The PLGA, which has grown to the strength of creating companies, is also planning battalions. “We have already reached this stage in Dandakaranya. We don't have a timeframe for other areas but the process will be completed early if the conditions suit us, that is until people take up armed struggle”, Prasad added.

In Dantewada, Chhattisgarh, 75 Central Reserve Police Force (CRPF) and 1 State Police personnel were killed by the Maoists in an ambush on April 6, 2010.” “Unified Commands have been created in the States of Chhattisgarh, Jharkhand, Odisha and West Bengal.” “The honorarium for Special Police Officers (SPOs) has been raised from INR 1, 500 to INR 3, 000 per month. The ratio of cost sharing per SPO between the Centre and the States has been fixed at 80:20. 12,000 additional SPOs have been sanctioned to Andhra Pradesh, Chhattisgarh, Jharkhand, Maharashtra and Odisha.” On July 14, 2010, the Prime Minister Manmohan Singh chaired a meeting the Governors/Chief Ministers of 7 LWE-affected States in New Delhi. “On the development front, Government has approved an ambitious Integrated Action Plan (IAP) for sixty Districts, affected by Left Wing Extremism. Sify.com reports that cadres of the Communist Party of India-Maoist (CPI-Maoist) tried to disrupt the fourth and penultimate phase of the panchayat (village level local self government institution) polls in some places in Jharkhand on December 20. According to Police, Maoists opened fire from the hilly terrain in Baridih Kanpur panchayat (booth No. 17) in Chakulia block in the early hours to terrorize the voters but the Security Forces (SFs) compelled the Maoists to retreat. SFs recovered six cylinder bombs buried under a road in Hunterganj in Chatra District. About 1.3 million voters, 66 percent of the electorate voted in the panchayat polls.

The Hindu report that although Left Wing Extremism (LWE) in Andhra Pradesh was under effective check during the year, has again showed an upward trend this year with a slight increase in its level with the Communist Party of India-Maoist (CPI-Maoist) continued to remain active in Visakhapatnam and Khammam Districts bordering Chhattisgarh and Odisha. "Of the 54 Maoist-related incidents in 2010, the maximum were reported from Visakhapatnam and Khammam," according to the data released by Director General of Police (DGP) K Aravinda Rao at the Annual Press Conference of the State Police in Hyderabad city on December 30. Against 17 persons killed by Maoists last year, 2009, the deaths went up to 21 this year, 2010.

The Hindu reports on December 30 that altogether 51 senior cadres of the Communist Party of India-Maoist (CPI-Maoist) have been arrested by Bihar Police up to November 2010, according to official sources. These included seven ‘zonal commanders’, 10 ‘sub-zonal commanders’ and 13 ‘area commanders’. The Police also seized 17,995 kilograms of explosive, 1.96 lakh detonators, 83 landmines and several bombs besides INR.3.525 million in cash during operations against the Maoists, officials sources added. Security men also recovered 130 weapons, 12 of them looted from Policemen, and over 8,200 different kinds of ammunition from the cadres. Altogether 166 Maoist-related incidents occurred in Bihar up to November, 2010 and the Police were engaged in encounters with Maoists at 21 places. Eight Maoist bunkers were also neutralised. A total of 14 Maoists surrendered before the Security personnel during the encounter. Maoists have also blasted 15 government buildings including Police posts, community centres, schools and block offices in 2010, the sources added.

The number of Maoists killed in encounters with Police came down from 16 to 13. The Security Forces (SFs) achieved notable success in anti-Naxal operations by arresting 220 LWE, Rao said adding they were involved in 14 incidents of exchange of fire, resulting in death of 13 Maoists, adds PTI. The statement said the number of Maoist-related incidents went up from 50 to 54 and the number of encounters from 13 to 14. 117 LWE surrendered and the Police seized 81 weapons, while 21 civilians lost their lives in the Maoists violence. There were, however, no casualties on the Police side, Rao added. Notable among Maoist leaders killed this year were politburo members Cherukuri Rajkumar alias Azad, State committee members Shakamuri Apparao and Solipeta Kondal Reddy alias Tech Ramana. A particular tribal group, which has migrated to Visakhapatnam District in large numbers, was providing food and shelter to the Maoists on the AP-Odisha border, Rao said. The Police were keeping a close watch on the activities of Maoists which is trying to regroup in North Telangana Districts, Rao added.
