The State Police’s recruitment drive in Communist Party of India-Maoist (CPI-Maoist)-affected Bankura, Purulia and West Midnapore Districts has received a strong response, reports The Indian Express. The Government has fast forwarded the process of recruitment of constables and home guards in the wake of the killing of Maoist politburo member Mallojula Koteswara Rao on November 24, 2011. According to official records, in 28 Police Stations across Bankura, West Midnapore and Purulia districts, 93,285 tribal men and women have submitted forms for the post of special Police Constable. The government in its notification issued in September announced that 5,000 youths will be recruited as special police constables while another 5,000 to be recruited as national volunteer force.

Intelligence agencies have reportedly received inputs that the Communist Party of India-Maoist (CPI-Maoist) has sought the help of Assam based insurgent group, Kamtapur Liberation Organisation (KLO), indicating a retaliation of an “unprecedented scale” to avenge the killing of its politburo member Mallojula Koteswara Rao alias Kishanji in West Bengal on November 24, 2011. Talking to Nagaland Post, a senior Police official said they have received inputs that “something big” would happen anytime, anywhere. He said Centre has also informed all Maoist infested states to be on high alert. Reports said that ground-level intelligence gathered by Central agencies revealed that top Maoist leadership has been constantly interacting with KLO in the last one month. According to highly placed sources, Maoists have sought “on an urgent basis” large consignment of sophisticated weapons, including AK rifles, rocket launchers, claymore mines and even RDX to specifically target security agencies. “This is specific human intelligence received from the ground level so the inputs are very specific and precise. Thus we have already cautioned concerned security agencies and states. The news of Naxals using RDX in future attacks is indeed very disturbing. This reveals they are desperate and determined to cause large scale damage,” a senior Government official said. It has been learnt that the KLO has communicated to their counterparts and even United Liberation Front of Asom (ULFA) leadership in Bangladesh the fresh demand by Maoists. Vigil along the India-Bangladesh border has been stepped up anticipating delivery of large quantity of arms and ammunitions.

In a path-breaking measure, the Union Government has decided to involve missionary groups of various hues in taking its programmes to the people in areas affected by Naxalite [Left-Wing Extremism (LWE)] activities, reports The Hindu. Apart from giving the green signal to engage Ramakrishna Mission Ashram in Narainpur District in Chhattisgarh, which the Communist Party of India-Maoist (CPI-Maoist) claims to be a liberated zone, Union Minister of Rural Development Jairam Ramesh has decided to engage the services of Catholic bishops to spearhead development activities among the tribals of Odisha, Jharkhand and Chhattisgarh, three States affected by LWE activities. In a letter to Chhattisgarh Chief Minister Raman Singh, Ramesh has given his clearance for an INR 230 million proposal of the ashram to undertake various activities in the Maoist-affected District. According to Ramesh, the ashram is the only group working in Narainpur District since its inception in 1985 while the Government has been unable to make its presence felt.

And if the accounts of four surrendered Maoists are any indication, it's everything but ideology that forced them to take up arms against their own people. Squad members Lombodar Majhi, Bhojohari Mahato, Karan Koiborto and Sukdeb Mahato had surrendered before Chief Minister Mamata Banerjee in Jhargram on January 12 and were allowed by police to speak to the media in Midnapore on January 16. They said they were quickly disillusioned with the Maoists.

A special Central Bureau of Investigation (CBI) court in Lucknow sentenced a State Bank of India (SBI) official and two others to six years rigorous imprisonment in a Fake Indian Currency Notes (FICNs) recovery case, the investigation agency said on January 18, reports CNN-IBN. Sudhakar Tripathi, the then Cashier of SBI at Domariaganj and two persons, Abid Ali and Ram Shankar Singh, were sentenced to six years Rigorous Imprisonment and a fine of INR 500,000 was imposed on each of them in connection with the recovery of FICNs from their possession, an unnamed CBI spokesperson said. "Further, the genuine currency to the tune of Rs 17.19 lakh [INR 1.71 million] which was recovered from the residence of Sudhakar Tripathi was ordered to be confiscated in favour of the State," he said. The agency had seized FICNs with a face value of INR 500,000 from the possession of Abid Ali while INR 5,000 worth FICN were recovered from Tripathi and Singh, the official said. CBI had filed a chargesheet against all the three accused on October 21, 2008. "The trial Court found the accused guilty and convicted them. One of the accused Ram Shankar Singh has also been earlier sentenced to four years Rigorous Imprisonment with a fine of Rs 5,000 on October 24, 2011 in another FICN case investigated by CBI," he added.

The Police on January 21 claimed to have uncovered a Communist Party of India-Maoist (CPI-Maoist) plot to target the Nimpura Police Camp near the Indian Air Force base at Kalaikunda in West Midnapore District as “revenge” for Mallojula Koteswara Rao alias Kishanji’s death, reports Indian Express. According to sources, some documents including the “blueprint” of the plot were recovered when the Police, acting on a specific tip-off, raided a Maoist shelter at Akrashol village in Jhargram in the night of January 20. Nobody has been arrested so far. “There were several letters written by a senior leader of the West Bengal-Jharkhand-Bihar-Odisha regional committee of the CPI-Maoist. The squad members of Bengal had been directed to carry out the attack at the Nimpura Police camp and loot arms from the camp to take revenge for Kishanji’s death,” said an unnamed senior Police official. “State secretary Akash was given charge of the attack and several squad members from Jharkhand and Bihar were assigned. The letter was dated December 15,” he added.

According to Police sources, there has been no new recruitment of local people in the CPI-Maoist in Karnataka. “We have been keeping track of villagers in the Naxal-affected districts and no one in the last two years has gone missing or has been abducted by the Maoists,” said an officer from Udupi. The Highways Ministry has made elaborate plans to build roads in neglected areas and untouched zones in the next five years, reports The Times of India. These include roads in Naxal [Left Wing Extremism (LWE)]-infested areas and tribal dominated zones. The Ministry will spend at least INR 160 billion during the 12th plan which will provide greater employment opportunity to locals during construction besides opening roads for economic activities in these areas. In its document submitted to the Planning Commission, the Highways Ministry has proposed to complete 4,426 kilometres in LWE affected areas by 2015 with budgetary support of INR 53.76 billion and another 8,014 kilometres would be completed by the end of the plan period. This second phase of road development in LWE affected areas is yet to be approved by the Centre. Similarly, under the Tribal Sub Plan (TSP), the Ministry proposes to take up development of State roads in Districts identified in Andhra Pradesh, Himachal Pradesh, Gujarat, Odisha, Rajasthan, Maharashtra, Chhattisgarh, Madhya Pradesh and Jharkhand. The Ministry proposes to take up development of about 1,000km roads to two lane standards in these Districts with an investment of INR 50 billion during the 12th plan period. "These stretches have to be built with complete budgetary support since these are financially unviable for any private developer. Moreover, the focus of building these roads is to push equitable socio-economic development of these areas to bring these areas into national mainstream," said an unnamed senior official. These roads will be developed in regions and Districts other than those covered under the special programme for development of roads in the LWE affected areas. Further, the Ministry is also pushing the plan to develop better road network along borders, which would be developed by the Border Road Organization (BRO) with a gross budgetary support of INR 30 billion during the five-year period. Moreover, it has submitted proposals to build 103 strategically important stretches in Jammu and Kashmir; and for this the Ministry needs INR 7 billion budgetary allocation from the Centre. On top of this, at the behest of Delhi Mumbai Industrial Corridor Development Corporation (DMICDC), the Highways Ministry has identified about 812 kilometres State roads in Rajasthan and Maharashtra to be developed to 4-lane standards. The operations were halted for a day after Ram's family made a request on the basis of media reports that he would be released if they were halted, Garhwa Superintendent of Police (SP) Michael S Raj told the reporters in Garhwa. The anti-Maoist operations were launched in Garhwa, Palamau and Latehar Districts after 13 Policemen were killed in a landmine blast near Bariganwa forests. The rank of Ram, who was posted with the Garhwa District Police, has not been disclosed. He was deputed as a security guard to Garhwa Zilla Parishad chairperson Susma Mehta. Ram was accompanying her and two others to Bargarh. All of them were were abducted by Maoists after the landmine explosion. The Central Government on January 30 admitted that execution of road projects in Naxal [Left Wing Extremism (LWE)]-hit States has been delayed and only 730 kilometres of the proposed 5,477 kilometres highways network could be completed so far, reports IBN Live. "So far, work in 730 kilometres length has been completed. There has been poor response from contractors for works in Chhattisgarh, Jharkhand, Maharashtra and Odisha," an official statement by the Road Transport and Highways Ministry said. The Government had approved a programme for development of 5,477 kilometres roads in 34 LWE affected District in eight States at an estimated cost of INR 73 billion, the statement said. The completion period of the projects vary from one to three years. However, it added that it has relaxed the eligibility criteria for the contractors to encourage larger participation and at present work is underway on 140 projects entailing an investment of INR 44.28 billion in affected States.

The Security Forces (SFs) have unearthed the whole plan recently. In addition, SFs have also managed to get the names of at least a hundred CPI-Maoist members from Assam. The plan consists of setting up a strong base in Myanmar through Arunachal Pradesh. The CPI-Maoists have already set up a strong base in the Sadiya area of Assam and they have already opened a route to go to Myanmar through Manipur by signing an accord with Manipur based militant group People’s Liberation Army (PLA). The second proposal is for a fully fledged military station at Chakarbhata near Raipur. Sources said the Government is starting land acquisition for the station. Earlier reports had speculated that the Army wanted to shift its Special Forces Training School from Nahan, Himachal Pradesh to Chakarbhata. The third is the decision to ensure a regular military presence in the Narainpur Maneuver Range in Chhattisgarh. It says weapons numbering 10,594 (value INR 148 million) including 5,596 modern weapons (35 per cent) valued INR 138.3 million were retained in the State provincial store at Cuttack as on March 2011 un-issued on the ground of non-availability of trained staff to handle these weapons. “All these weapons meant for countering Left Wing Extremism (LWE) activities were not supplied even to the field units in LWE affected districts. About 47 per cent of the total available AK-47 rifles remained idle at the State Provincial Store,” CAG said. According to reports, in 36 Police Districts, despite availability of 28,814 weapons valuing INR 351.8 million in its armouries, including 10,281 modern weapons, the same were not issued to police stations and outposts (Ops) on the ground of non-availability of trained staff to handle these weapons. “Records of 48 test checked police stations and outposts in eight test checked police districts revealed that while no weapons were available in 13 police stations and four outposts, one pistol each was available in three police stations, modern weapons like AK-47 rifles were available only in two police stations. In remaining 26 PSs, old weapons like musket, bayonet and revolvers were available,” CAG finds.

Paolo estimated Panda has just about 20 cadres, including 10 women, each armed with a gun. The unit has one VHF set, one walky-talky, two tiffin bombs, one laptop with data card and one generator. He described the OSOC leader as "sick". "He regularly takes medicines. I don't know what they were," Paolo told the Police. "They change their places frequently and never stay in villages. They prefer hill tops with streams nearby. I too travelled with them from one place to the other," a source quoted the Italian as saying. Paolo said he slept with others in the jungle one night when Panda woke up everyone and asked them to "lie down quietly". That was the time when members of "another group" reportedly came searching for them, a police source said. The former hostage even remembered the names of the Maoist cadres and identified pictures the Police showed him. Paolo's statement corroborated messages received earlier that one Suresh, a unit commander belonging to Andhra Odisha Border Special Zonal Committee (AOBSZC), along with about 30 cadres had been scouting for Panda through the tribal hamlets located in inaccessible regions. OSOC is said to have fallen out with the AOBSZC.

The maximum number of causalities have been reported in Jharkhand (68), followed by Chhattisgarh (22), Maharashtra (20), Odisha (16), Bihar (10) and Andhra Pradesh (1), till April 15, 2012. "The number of incidents of (naxal-related) violence has declined, whereas the number of consequential deaths has remained almost at par compared to the corresponding period of 2011," Minister of State for Home Jitendra Singh told Lok Sabha in a written reply. During the same period in 2011, Maoist violence had claimed 136 lives. A total of 461 incidents of Naxal violence, as compared to 538 in 2011, were reported during the same period in the nine Naxal-affected States which also include Uttar Pradesh, Madhya Pradesh and West Bengal. A secret Intelligence Bureau (IB) report suggests that apart from the regular weapons the cadres of Communist Party of India-Maoists (CPI-Maoist) Maoists are normally associated with, they now have facilities to manufacture parts for even complex systems like grenade and rocket launchers, reports India Today. The IB report also establishes that the Maoists are aided in their efforts to build modern weapons by the Chinese intelligence. Revelations of the supremely concealed Maoist war factories were spelt out in great detail by captured Maoist mastermind Sadnala Ramakrishna, who was apprehended on March 1 in Kolkata. The Maoist leader has provided agencies details of the weapon manufacturing and maintenance industry the Maoists have built up in the forests. The Maoists have seven such arms factories, which they call Technical Research Arms Manufacturing Unit (TRAM). These units are manned by 15 scientists who oversee production and supply of weapons and systems to the Maoist cadres. From rocket launchers to grenade launchers and from assault rifles to mortars, the Maoists have ramped up their self-reliance making it less necessary to seek weapons from outside. The Maoists even have bank accounts, fronted by aliases and used with impunity to pay hardware companies in Mumbai and Kolkata for essential nuts and bolts that cannot be made in the jungles. The secret report also indicates the spreading of the movement to the North East region, where assistance from China has only helped in the terror linkages. The IB report establishes that Chinese intelligence units have been training, arming and funding the Maoists to help them wage a violent and seemingly inexorable war against India. It reveals how Maoists have been training in Nagaland, funded by the Chinese. It shows how certain Maoist units are now being given encrypted wireless communication devices. The report reveals that China has been organising the Maoists and militant groups from Jammu and Kashmir and the North East region into a single war-fighting machine to hit Indian states. The report also makes specific warnings pointing to how Chinese intelligence agency has been pushing Manipur-based militant outfit -- People Liberation Army (PLA) -- which it funds into a cooperative arrangement with Maoists and Kashmiri terror groups. The report also suggests that the country should probably get used to the abductions of VIPs by the Naxals.

In a written reply in the Rajya Sabha, Minister of State for Home Affairs Jitendra Singh said the maximum cases were reported in Jharkhand (31 abducted, two killed) and Chhattisgarh (29 abducted and three of them killed). The six States are Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, and Odisha. However, no incidents have been reported from another four Maoist-affected States - Uttar Pradesh, West Bengal, Madhya Pradesh and Karnataka - so far till April 17 this year. According to the minister, 2009 witnessed 380 people being abducted and 93 of them getting killed while 490 were abducted and 113 killed the following year. Public sector Bharat Sanchar Nigam Limited (BSNL) will implement this plan in remote inaccessible areas in Red zones in consultation with States and Central Security Forces. "Union Home Ministry has already written to the Department of Telecommunication. The towers will be set up near establishments of Security Forces, Police Stations or other secured locations as the Maoists have often been targeting such towers in the past," said an unnamed official. He said the proposal would soon be submitted before the Union Cabinet for approval. Sources said the declaration had been delayed following an encounter between the Anti-Naxal Force (ANF) and the Maoists at Belthangady in Karnataka on March 10, 2012. The ANF recovered large quantity of arms and ammunition, besides Maoist literature in Malayalam, Kannada and Tamil from the camp in Belthangady after the encounter. It is learnt that ANF also seized detailed maps of the area of the proposed guerrilla zone from the camp. This exposed the Maoists' plans, forcing them to delay the declaration of the guerrilla zone.

Senior officers said that they have identified sensitive areas in the region, and in coordination with other District Police and the Central Reserve Police Force (CRPF) have already begun their operations. “We are coordinating with the Police of nearby Districts, and will be going out in full strength against the bandh. Besides our District Police, five battalions of the CRPF, Commando Battalion for Resolute Action (CoBRA) units and C-60 commandos will also be deployed in the operations,” said Veeresh Prabhu, Superintendent of Police.

The Maoists had formed Central Technical Committee (CTC) in 2001 which is a seven-member body headed by Ramakrishna and works directly under the control of Central Military Commission (CMC) of the CPI-Maoist. Production of weapons on large-scale is undertaken by it on sub-contract basis to a number of lathe works companies. The production units working under the CTC were named in code words like S1 for Andhra Pradesh State Committee, S2 for North Telangana Special Zonal Committee, S3 for Dandkaranya Special Zonal Committee, S4 Bihar, S5 for Karnataka, S6 for West Bengal and S7 for Maharashtra. The CTC used to meet every three months and representatives of the CMC attended such meetings once in a year to chalk out plan of action. Most such meetings were held in Latehar District of Jharkhand, except once in Dandkaranya forest of Chhattisgarh.

In a 17-page detailed paper, highlighting various issues pertaining to the "Peoples' movement" in Dandakaranya region in general and tribal Bastar region in particular, the Maoists said unmanned aerial vehicles (UAV) or drones manufactured in US and Israel are also being used on a vast scale in the region. Alleging that the UAVs were being used for suppression of the peoples' movement, the CPI-Maoist has condemned its usage continuing its tirade against presence of Army in tribal Bastar region in Chhattisgarh. It also accused the Bharatiya Janata Party (BJP) for extending its support to the UPA government at the centre and favouring deployment of Army. "The UAVs take real time images, find out about the guerrillas' movements and their camps on the ground and send the data to the control room and in turn they are sent immediately to the forces participating in operations through modern devices", the paper said adding that small UAVs named 'Netra' that run on rechargeable batteries are carried and used by the forces during the operations. It claimed that 1800 new mobile towers were being built in the Maoist movement areas. A Regional Navigation Satellite System is being established under the direction of Indian Space Research Organization (ISRO). Claiming that all these resemble war preparations, the Maoists' paper explained in detail their point of view regarding the presence of Army in tribal Bastar region. The rebels described the government claims a facade. The paper further pointed out that the troops' presence in Bastar was not just for training, alleging that it was an excuse to cover up preparations for war against revolutionaries.

This is part of the Maoist strategy for mass mobilization, the report said. It also pointed to recruitment of children by vigilante groups like the Salwa Judum (an anti-Maoist vigilante group). The report said, "In 2011, incidents of attacks on schools by Maoist armed groups continued to be reported." It quoted the Union home ministry statistics which showed that Maoists destroyed 258 school buildings, mostly in Chhattisgarh, Jharkhand and Bihar, between 2006 and November, 2011. "Government statistics indicate that the number of attacks on school buildings has declined progressively since 2009," the report said. Also, use of schools by security forces continued in 2011, it said. The Supreme Court, at least twice, ordered security forces to vacate schools in Chhattisgarh, most recently in November 18, 2011. "In January 2011, the Government of Chhattisgarh conceded that security forces were using 31 schools," it added. The Maoists have invited leaders of other groups to come together on one platform and fight against the unified command of the Centre and the State Governments carrying out Operation Green Hunt. Bihar Jharkhand North Chhattisgarh Special Area Committee (BJNCSAC) spokesman Gopal in a statement issued on June 24 said the decision of unilateral ceasefire was taken to invite the other armed groups working in individual capacity for the common people to work from a unified and stronger front. "We can set aside our personal differences in ideology for the betterment of common people and when the government is harassing villagers and trying to suppress their movement for neo-democracy, all the groups must understand the need of the hour and join hands," the release reads. The appeal has been issued in the name of the People Liberation Front of India (PLFI), Jharkhand Liberation Tigers (JLT), Jharkhand Janmukti Parishad (JJMP), Tritiya Prastuti Committee (TPC), Shashtra People's Morcha (SPM) and any other such armed group working for people's cause. The release says, "If these groups are working for the common people, they must come on one platform and accept the offer for ceasefire because the government has intensified the imperialist attack to gain control over jungles, villages and natural resources to hand it over to the corporate houses. If these groups do not understand the urgency of unifying our resources to fight the common enemy, their stance would be exposed," the release reads. A joint team of Central Reserve Police Force (CRPF) and Chhattisgarh Police had gunned down 17 persons at Sarkeguda in the night of June 28. Security Forces (SFs) had claimed they had launched an operation on the basis of inputs about the presence of Maoists in Sarkeguda and killed 17 Maoists. However, locals insisted those killed were not Maoists but innocent villagers, who had assembled for a village meeting. Later, on July 11, 2012, a one-member judicial commission, headed by Justice V K Agrawal, a retired judge of Madhya Pradesh, High Court, was formed which submitted its report to the State Government in November 2019. The Justice Agrawal report doesn’t use the words ‘fake encounter’, but indicates that those killed were not rebels. The panel has pointed out that they killed from “close quarters”, and that one of the victims was gunned down in the morning — several hours after the “encounter” took place. There was no firing by the villagers, but the SFs might have “fired in panic”, the report says. The Justice Agrawal report has also noted that the injuries suffered by six SF personnel were due to crossfire — possibly by bullets fired by forces. Observing that there was “clear manipulation in the investigation”, the commission also doubted the villagers’ claim that they had assembled for a meeting to discuss a festival.

National Investigation Agency (NIA) and Central intelligence agencies have information that Naxals [Left-Wing Extremists] have set up weapons testing laboratories in the Abujmaad forests of Chhattisgarh, reports Deccan Chronicle on July 17. “We did get some leads during Techie Anna’s [RK] interrogation but then more intelligence was developed following which we got concrete information that Naxals were developing dangerous weapons through R&D at these laboratories. Now we trying to trace their exact location,” a senior investigating official said. Sources claimed that the equipment for developing rocket launchers was sent to these laboratories from various cities, including Kolkata and Mumbai, by Naxal sympathisers. Investigations have also revealed that at least 22 truckloads of equipment was sent from various places across the country to these weapons laboratories for developing rocket launchers under the direct supervision of Techie Anna. “There is also information that Naxals book various consignments under false names showing that they are transporting some goods, though in reality they send weapons and important components for developing weapons by trucks to Chhattisgarh,” the official said. Intelligence sources also added saying that Naxals have been working on their rocket-launcher project for a few years now and have achieved 90 per cent accuracy with this weapon.

The plan involves converting 5,624km of roads in eight states into two-lane highways as part of the government’s attempt to tackle the Communist Party of India-Maoist (CPI-Maoist). It is part of the proposed second phase of the road requirement plan (RRP-2), and will cover 34 Districts in eight States that include Jharkhand, Chhattisgarh, Andhra Pradesh, Madhya Pradesh, Bihar, Odisha, West Bengal and Maharashtra. “We have circulated a note for the second phase to the Planning Commission and finance ministry, among others, for discussions. Panchayat Samiti (block level local self-Government institution) officials frankly admitted that there is always a threat to their lives due to Maoists presence, while Police officers said that they cannot move in Maoist-affected areas without following the Standard Operating Procedure (SOP). In many cases it has been found that the Police do not reach even murder spots or remote areas where other serious crimes have occurred. Often, victims' relatives themselves are forced to carry corpses or material evidence to Police Stations. Police officials feel that the Maoists might attack them if they rush to locations without following SOP. The Gumma area committee in Malkangiri District set up a janata sarkar in the interior villages of AOB on August 5 when the Maoists distributed rice to 800 tribal families. The rice was reportedly collected from contractors and businessmen. They assured the tribals that they would construct cement concrete roads to the interior villages and appoint teachers to the schools with their own funds. They also assured the tribals that medical facilities in PHCs (public health centre) would be provided by them very soon. Gumma area committee secretary Rukdhar, top leader Golla Ravi alias Madhav alias Sridhar along with five other key leaders were present at the rice distribution programme, sources said. The tribal welfare programmes would be implemented regularly, Maoist leader Rukdhar said. He said that education was a basic necessity to develop the tribal areas and stated that he would appoint doctors to provide necessary medicines to the tribals, who are susceptible to malaria and other water-borne diseases. "The influence of Maoists in areas is assessed on the basis of both overground activities by front organisations and violent activities by underground cadres," Minister of State for Home Jitendra Singh told the Rajya Sabha (Upper House of the Parliament) in a written reply on August 8. The Home Ministry has also said the CPI-Maoist operates in Delhi through the city committee of the outfit and that Left-wing extremist groups, such as CPI (ML) New Democracy and CPI (ML) Liberation, are active in the Capital. "Besides, front organisations of the CPI (Maoist) like Revolutionary Democratic Front, Committee for the Release of Political Prisoners, People's Democratic Front of India, and Democratic Students Union are active in Delhi," the ministry has said. MHA details reveal that the number of Districts reporting any sort of Maoist violence or having Maoist influence has reduced to 173 this year, as on June 30. Last year 203 districts in the country had reported Maoist violence, while 208 districts were affected by rebel violence in 2009. "It is clarified that around 26 districts of India account for nearly 80 per cent of the total Maoist violence. The total number of 'violence affected' districts has to be viewed in this overall context," the minister told the upper house. MHA figures shows the Maoists have killed 82 Security Force personnel till June 30 this year, compared to 142 in 2009. Also, there have been 864 incidents of Maoist violence in the first six months of this year, compared to a total of 1764 incidents last year. A total of 244 people, including Security Forces, have lost their lives at the hands of Maoists this year, while 49 Maoists have been shot dead by Security Forces in 2012. Bihar has emerged as the biggest problem for the security establishment on the Maoist front. 30 out of the 38 districts in Bihar have reported Maoist violence this year, making it the state with the maximum Districts affected by Left-wing Extremism.

The latest situation report on the Communist Party of India-Maoist (CPI-Maoist) prepared by the State Government indicates that the Maoists are importing cadres from neighbouring Chhattisgarh and Jharkhand to the Sambalpur-Deogarh-Sundargarh (SDS) Division, reports The Pioneer. They are trying hard to revive the SDS Division, which has been in limbo after the tough action initiated by the Police. According to sources, young boys and girls of these areas are reluctant to join the Maoist organisation, for which the top CPI-Maoist bosses have asked trained cadres from the neighbouring States to strengthen the SDS Division. While violence by the Bansadhara, Ghumusara and Kalinga Nagar Divisions of the CPI-Maoist is under control, the Maoist continue to pose problems for Security Forces (SFs) in Nuapada, Bolangir and Bargarh Districts, where they are reportedly on a spree of expansion activities, said sources. According to statistics, 71 incidents of Maoist violence have occurred in the State taking a toll of 18 civilian lives and 12 SF personnel till the end of July this year. Killing of civilians has been the highest in Koraput District where nine people were slain by Maoists this year, closely followed by Malkangiri, where five civilians were killed. SFs arrested 98 Maoists while 16 surrendered this year till last July.

Buoyed by the success of Korchi where the village headmen and their deputies withdrew their en masse resignations after a negotiation, District collector Abhishek Krishna felt that several elected representatives are willing to return to the democratic set up. "Only two out of four panchayat samiti members had furnished resignations in proper format but now both have withdrawn them. Other resignations were not accepted as they were not in a proper format," said Krishna. The withdrawal means that the panchayat samiti would become functional once again.

The Communist Party of India-Maoist (CPI-Maoist) has killed 5,665 civilians and 2036 Security Force (SF) personnel since 2001, Union Minister of State for Home Affairs Jitendra Singh told the Lok Sabha on August 14, reports Zee News. "During the last three years, Left Wing Extremists (LWE) outfits have abducted 1,594 persons. Some of these abductions are for ransom," he said. The civilians killed by the Maoists are usually branded as 'police informers', 'class enemies' etc. Many of them are 'tried' in ‘kangaroo courts’ called ‘Jan-Adalats’ and tortured and then brutally killed. "Statements of several surrendered women CPI-Maoist cadres of Odisha, Maharashtra, Bihar, Jharkhand and other states have disclosed several instances of sexual exploitation in Maoist camps," the Minister said. Singh said LWE groups, particularly CPI-Maoist, resort to imposition of levy through coercive means from a variety of sources, including contractors, businessmen and industries.

Notwithstanding the reservations within the Government and outside over the Army's role in Communist Party of India-Maoist (CPI-Maoist)-infested zones, the Naresh Chandra committee on national security has sought a larger presence of the forces in Maoist strongholds, reports The Times of India. The increased role for the Army, however, is sought by setting up of more military training facilities, like the one at Narayanpur in south Chhattisgarh, across the affected states, while strictly ruling out direct combat. The panel has suggested that these Army training camps be located in Jharkhand, Odisha, Gadchiroli in Maharashtra and Chhattisgarh. The purpose, according to an official involved in deliberations of the committee, is to set a deterrent for the Maoists and loosen their "hold" over areas in which these Army facilities shall come up. Also, even though Army will confine itself to training its men within the boundaries of the training establishment, it can reach out to the tribals residing in surrounding villages by offering them facilities like schools, medical care and potable drinking water. This may help in eroding the support base of the Naxalites. The Naresh Chandra panel submitted its report in May 2012.

Around 50 per cent of the total armed cadres belong to the Andhra-Odisha Border Special Zonal Committee (AOBSZC) operating in Koraput and Malkangiri Districts, a senior paramilitary officer said. The study also put the total number of armed Maoist cadre in Odisha at a little over 500. While many of them joined the outfit as recently as six months ago, some have been members for 30 years. The firearms they use range from single barrel muzzle loader to AK-47 and 9 mm pistol. “It’s the first time we could build a complete profile of Maoist cadres operating inside Odisha and the kind of firearms they use, their sociological background, their aliases, how long they have been operating in Odisha etc,” said an official at the home department. Only Andhra Pradesh has done such a profile of its Maoists so far. Officers admitted that the real numbers could be higher as there is a lot of movement from other states to Odisha, particularly from Chhattisgarh and Andhra Pradesh. There may be other Maoists offering cover to actual armed cadres whose number hasn’t been calculated. The AOBSZC is the biggest, with an estimated 240-250 cadres. The second biggest committee is Dandakaranya Zonal Committee, which has around 100 armed cadres, mostly from Chhattisgarh. The third biggest zonal committee is the Orissa State Organising Committee, which has around 80 armed cadres. Officials said Odisha Maovadi Party formed by the recently expelled Sabyasachi Panda may not have more than 20 armed cadres.

They were supposed to meet once every month, but so far this year, not a single meeting has been organised by these States. At the three-day State police chiefs’ meeting held last week, Prime Minister Manmohan Singh expressed concern at the problem… and asked the affected States to make the unified command more effective in dealing with the problem of left-wing extremism,” a senior official of the Home Ministry told The Hindu. A special session on the problem at the conference concluded that the Chief Ministers of Chhattisgarh, Jharkhand and Odisha should head the unified commands, instead of their Chief Secretaries. “Soon, we will be sending formal requests to these Chief Ministers… to head their unified commands for better coordination of … operations… It will also help in effective monitoring of development projects being carried out in these States,” the official said. The Cabinet Committee on Security decided in 2010 to set up the unified command in each of the worst-affected Chhattisgarh, Jharkhand, Odisha and West Bengal for carrying out planned operations; the command was expected to meet at least once every month. However, in the past two years, as against 24 meetings, Odisha’s command has met a mere six times. But the performance of the others has been the worst: while Chhattisgarh has held just two meetings (one each in 2010 and 2011 and is yet to organise one in 2012), the command has met just three times in both West Bengal (once in 2010 and twice in 2011) and Jharkhand (thrice in 2010).

The paramilitary force, through a multi-country tender, wants to procure a total of 3,804 passive night devices (monocular) besides 3,241 binocular devices which will be given to the troops conducting anti-Naxal [Left Wing Extremism (LWE)] operations during night as part of the new Standard Operating Procedures (SOPs) implemented by the CRPF recently. The mandatory requirement of these night vision gadgets, according to the tender, is to "detect and recognise human beings within 125-200 metres in star lit conditions without moonlight".

They can function in extremely windy and rainy conditions and have the capacity to be deployed within an hour of any operation announced by the Security Forces (SFs), thereby giving them an edge. CRPF officials said they were looking for a system which can’t be hacked or diverted by sending out false crash signals. Live images lifted by the UAV would be viewed on laptops and palm-tops. Currently, the CRPF uses Netra — mini UAV’s — developed by the Defence Research and Development Organisation (DRDO) which is said to have its limitations when used in dense forests.

Stepping up its effort to fight Communist Party of India-Maoist (CPI-Maoist) insurgency, the Union Government is all set to launch the second phase of its road expansion programme in 34 Districts spread across eight States, reports The Hindustan Times. As part of this, the Ministry of Road Transport and Highways (MoRTH) will be building approximately 5,700 kilometres of two lane roads at a cost of over INR 100 billion. Together with Phase I of the project, which was launched in 2009, this will result in a total road network of over 11,000 kilometres to be build at a cost of over INR 170 billion by 2017. In Phase-II, the maximum number of road stretches would be developed in Andhra Pradesh followed by Maharashtra, Chhattisgarh, Bihar, Odisha, Madhya Pradesh, Jharkhand and Uttar Pradesh. However, work on Phase I of the road development programme has been moving at a snail's pace. Of the 5477 kilometres stretch of two lane roads that was approved in 2009, the MoRTH has till now managed to complete construction of just 1865 kilometres stretch.

The Union Government suggests setting up of a standing crisis management group (CMG) in each naxal [Left Wing Extremism (LWE)]-affected State for swift response, seeking to formalize negotiations as a uniform policy to deal with hostage situation caused by Communist Party of India-Maoist (CPI-Maoist), reports The Times of India. The CMG, according to a draft hostage policy formulated by the Union Government, will be led by State chief secretary, who will assess the situation before preparing a counter-strategy that must be approved by the State's political dispensation. As per the draft hostage policy, the CMG in the state facing a hostage situation will set up a panel to negotiate with the Maoists. The panel, apart from comprising representatives of the State Government and independent persons who enjoy Naxals' confidence, will be mandatory to include experts with professional training in handling hostage situations. The ground rules proposed for negotiations require the panel to engage the abductors to ensure that the hostage is safe while in their custody. A possible failure of negotiations has to be factored in at the time of preparing the counter-strategy, and a back-up plan must be in place. The back-up plan will involve action by the Security Forces to rescue the hostages.

In the last few years, the number of informers killed by the Maioists is almost equal to the number of SFs killed in the Maoist-hit states. Sources said in the last four years, on an average, more than 200 informers have been killed every year. According to official records, from 2008 to 2011, 920 informers were killed by the Maoists. The number exceeds 1,000 if one takes into account the killings till October 2012. The number of SF personnel killed from 2008 to 2011 is close to 1,200, while the count of civilians becoming a victim of Left Wing Extremism (LWE) in the same period is 2,270. Of the total civilians killed, 920 have been claimed to be the informers of SFs. The targeting of informers is becoming a major concern for the Ministry of Home Affairs (MHA). "This appears to be a well-planned strategy of the Maoists. Our forces are always dependent on the locals for information regarding rebels' movement and other operations. By eliminating them, the Maoists are hurting our operations," said a MHA official.

As many as 212 officers in the rank of Assistant Commandants who have been freshly inducted into the force will also be sent to Communist Party of India-Maoist (CPI-Maoist) affected areas. The CRPF along with the Chhattisgarh Police is all set to launch a major offensive against Maoists in the next six months, CRPF Director General (DG) Pranay Sahay said. The CRPF DG, who visited four remote areas in Chhattisgarh — Narayanpur, Sukma, Bijapur and Dantewada, said he has asked his men to step up the operations in the state. DG Sahay also held a meeting with Chief Minister Raman Singh and asked him to enhance the role of the state police in the operations. “We have asked for more participation from the state police forces in these areas. We even met the Director General of Chhattisgarh Police and asked him to provide more manpower to work with our force,” Sahay added.

It has already been monitoring the movement of its personnel in remote areas and deep jungles through global positioning system (GPS), while using unmanned aerial vehicles (UAVs) to track the location and movement of Maoists. The CRPF is also in the process of acquiring the latest equipment and machinery to detect improvised explosive devices (IEDs) that cause maximum casualties in the force. “Initially our personnel were not very comfortable with their location and movement being tracked by us, but we managed to convince them it was for their own good,” a senior CRPF officer said. “Through GPS monitoring, we now know their exact location and can reach them in case of an emergency even if they are incommunicado. It is also helping us to alert our troops, thereby giving us tactical advantage over our enemy. And if they face any attack, it will help us provide them immediate reinforcements, besides medical aid and rations,” the officer noted.

To intensify anti-Communist Party of India-Maoist (CPI-Maoist) operations, the Union Government has decided to deploy around 10,000 additional Central Reserve Police Force (CRPF) personnel for anti-Naxal [Left Wing Extremism (LWE)] operations in Maoist-hit states, reported The Times of India on October 31. The CRPF has already deployed 75,000 personnel for the purpose, besides few battalions of other central forces such as Border Security Force (BSF) and Indo-Tibetan Border Police (ITBP). Sources in the Central Paramilitary Force said that while 4,000 of this additional force will be fresh recruits, who have joined the force, the rest 6,000 will be diverted from other areas. A senior CRPF official said, "The Union Home Ministry has asked us to deploy six additional battalions in Naxal-violence hit areas after withdrawing them from Jammu and Kashmir while about four other units can be picked from the regular training contingents. All the weapons and ammunition recovered from Maoists in Palamu, Hazaribagh and Simdega reached the State via Bihar. Jharkhand Police spokesman, Inspector General of Police (IG), S N Pradhan said, these weapons were once used by militants active in Northeastern States, and with the violence now receding, the insurgents do not want to keep these weapons with them anymore. The militants are only keeping the most advanced weapons as they have no use of these arms anymore. Pradhan said that according to information with the Police, the rebels are buying these M16 rifles for around INR 150,000 to INR 200,000 per piece. Kishanji was killed by Security Forces (SFs) in a gunfight on November 24, 2011. “We have information that Anand, who is a politburo member and among the senior leaders of the party is replacing or has replaced Kishenji. He would be or is heading the eastern regional bureau of the CPI(Maoist). We have alerted our forces who are keeping a strict vigil,” said a home department official. Sudarshan is known for his ability to draw up strategies in both the political and military spheres of action and mostly works at the planning stage. Sudarshan, who hails from Adilabad in Andhra Pradesh, is an engineer by training. He joined the Maoist fold in the 1980s. The Police describe him as “a soft spoken stocky man around 5ft 2inches tall with a dark complexion”. SFs suspect that Sudarshan planned the massacre of 75 CRPF personnel in Dantewada, Chhattisgarh on April 6, 2010.

West Bengal State Government will utilise the surrendered Communist Party of India-Maoist (CPI-Maoist) cadres for snooping on their former comrades, reports The Indian Express on December 27. Since 2010, 38 Maoists have surrendered in the State and five of them in recent months and the process of finalising their rehabilitation process is still on. Out of the remaining 33, except for Suchitra Mahato, 32 have got jobs as Home Guards (HGs) in the Department of Disaster Management, who will be, as per rule, put under the service of the Superintendent of Police (SP) of the Districts they belong to. The HGs will be deployed in the three Left Wing Extremism (LWE)-affected Districts of West Midnapore, Purulia and Bankura and will be paid INR 310 a day. Their training will begin from January 1 next year. A top official of the Home Department told “Some of the surrendered Maoists have special skills like working for photo shops and we are thinking of inducting them in our Intelligence Branch. We have special plans for them. In fact, we will use them according to their skills.” The State Government is recruiting them under a special category. The minimum educational qualification of Class X pass out and the age bar of 35 have been relaxed in a few of the cases to get the surrendered Maoists back to the mainstream.
