A militia member of the Communist Party of India-Maoist (CPI-Maoist), who was involved in the Chamundia beat-house torching case in July 2016, was arrested by Police in Senepuri forest near Badasilinga in Nayagarh District on January 5, reports The Telegraph. The arrested Maoist, Santosh Majhi (35), had been working with the Kalahandi-Kandhamal-Boudh-Nayagarh (KKBN) division of the CPI-Maoist for the past three years. Nayagarh Superintendent of Police (SP), KV Singh said the District Voluntary Force (DVF) led by Khandapada Sub Divisional Police Officer (SDPO) and Inspector-in-charge (IIC), Bania carried out a raid on a rest shed on Badasilinga-Gochabari route. Three CPI-Maoist cadres were asleep when the Security Forces (SFs) arrested them. Two associates of Majhi escaped during the raid. One of them has been identified as Bipin, while the other’s identity is yet to be established. Majhi and a dozen of his associates had damaged the beat house and set fire to a jeep which was being used for anti-poaching operations in Nayagarh Forest Division (NFD). Majhi was booked under several Sections of the Indian Penal Code (IPC), Explosives Act and Arms Act. He was produced in the court and remanded in judicial custody on January 6. The Police may seek his custodial remand in a few days, sources said.

Five Naxals [Left Wing Extremists (LWEs)] were arrested with arms and ammunition from Gumla and Garhwa Districts on January 6, reports The Telegraph. Two cadres of the People's Liberation Front of India (PLFI) were arrested from Palkot in Gumla District while three cadres of the Tritiya Prastuti Committee (TPC) were arrested in Ranka, Garhwa District. A country made gun, bullets and mobile phones were found on PLFI cadresVinay Gope and Ravi Gope while Police recovered 25 kilograms explosive from TPC cadres Rajesh Yadav and his aides Sunil Singh Kharwar and Mehboob Alam. All five were produced in respective courts of Gumla and Garhwa, which remanded them in judicial custody. Gumla Superintendent of Police (SP), Chandan Kumar Jha said Vinay and Ravi had demanded INR 300,000 levy from a petrol bunk owner on December 30, 2016. In Garhwa, Police first arrested Rajesh. During interrogation, he revealed about his aides who were arrested from Ramkanda village. Police seized mobile phones, pamphlets and posters.TPC and PLFI are splinter groups of the Communist Party of India-Maoist (CPI-Maoist).

While a ‘commander’ rank cadre identified as Vetti Varsa was arrested from Katekalyan Police Station limits, two others were arrested from Kotwali Police Station area, a senior Police official said. Of them, Varsa was active as Jan militia ‘commander’ under Katekalyan area committee of Maoists, he said, adding that the rebel was carrying a reward of INR 100,000 on his head. Two others arrested were identified as Masa alias Kumma Madvi, head of Janatana Sarkar group and Panda, a member of the same group, he added. The two were tasked with the recruitment of fresh cadres for the banned outfit, the official said, adding Masa was also carrying a reward of INR 100,000 on his head.

Alangulam village in Madurai District on the charge of having links with Communist Party of India-Maoist (CPI-Maoist) on January 8, reports The Hindu. The Q Branch CID Police had been conducting surveillance on advocate A. Murugan ever since the two alleged CPI-Maoist cadres – Kala (53) and Chandra (51) – were arrested in Karur District on July 2016. Sources said that Murugan’s younger brother, Velmurugan (35), an active CPI-Maoist cadre, was accused in two naxal cases in Varushanadu in Theni District and Uthankarai in Coimbatore District. The advocate used to appear for CPI-Maoist in court. The Q Branch CID team seized a huge quantity of homeopathic medicines allegedly in possession of the advocate, which, sources claimed, were being supplied to some Maoists. A few printed literatures relating to Maoists were also alleged to have been recovered.

Umesh Paswan and Shyamdeo Singh Kharwar, and Tritiya Prastuti Committee-II (TPC-II) member Satyendra Singh were arrested from different parts of Palamau. Shiv Kumar Korba and Mukhdeo Choudhary were arrested from Ramkanda area in Garhwa. Tritiya Prastuti Committee (TPC) is a splinter group of the Communist Party of India-Maoist (CPI-Maoist) while TPC-II, a splinter group of TPC. Security Forces (SFs) have recovered a country made pistol, cartridges, five sets of camouflaged uniforms, mobile phones, TPC pamphlets and a motorcycle from their possession.

three cadres of the People's Liberation Front of India (PLFI), a splinter group of the CPI-Maoist, who were part of the group that set ablaze heavy machinery engaged in Indian Oil Corporation's (IOC) Paradip-Ranchi-Raipur underground pipeline project on January 10, were arrested from Murhu area of Khunti District on January 12, reports The Telegraph. The trio has been identified as Dinesh Gudiya - brother of PLFI ‘zonal commander’ Jeedan Gudiya - Sunil Nag and Batu Kachchhap. One Naxalite [Left Wing Extremist (LWE)], identified as Mahendra Manjhi, was arrested in a major anti-Naxal operation carried by the 26th central Reserve Police Force (CRPF) and local Police in Lugu-pahari forest area in Gomia block in Bokaro District on January 13, reports The Pioneer. The CRPF also seized large quantity of fire arms, including a rifle of .315, with one magazine, three .315 cartridges and five 303 cartridges from him. Mahendra was a close associate of Santosh Mahto group. However, no loss of life reported and no Policemen were injured in the operation, said Additional Superintendent of Police (ASP), Sanjay Kumar (Operations).

The District Police have arrested a relative of Naxalite [Left Wing Extremist (LWE)], Thota Ramulu (35), in Karimnagar District on January 13, reports The Hindu. Foreigners, judges, politicians and police officers were on the hit-list of these members, the NIA chargesheet states. Known as the Omar Al-Hindi ISIS Module case, the NIA had found that eight persons had entered into a criminal conspiracy to target prominent persons.These members were also involved in the radicalisation of several other youth in Kerala and Tamil Nadu, the chargesheet alleges. These persons were arrested when they were conducting a secret meeting of the IS module named Ansarul Khilafa Kerala which was formed in August, 2016, under the leadership of the absconding accused, Shajeer Mangalassery. Investigations have established that the accused formed an IS module that conspired and prepared to target prominent persons including high court judges, political leaders and senior police officers besides foreigners on visit to India. Members of the module, within and outside India, used online social media platforms the Facebook and, predominantly, Telegram, in which various secret groups were formed for conspiring and planning the terrorist attacks. The accused persons had tried to radicalise and recruit their friends or associates into the module and had also collected funds for the terrorist organisation.

Jamui Superintendent of Police (SP), Jayant Kant, said Marandi was arrested from his hideout on the Jamui-Banka border where the rebels had assembled to carry out a major operation, during a raid jointly conducted by the Jamui Police, Special Task Force (STF), Shashtra Seema Bal (SSB) and Central Reserve Police Force (CRPF). According to Jamui SP, Kant, 106 live cartridges, three country-made pistols, three detonators and two hand grenades were also recovered from Manoj's hideout. CRPF sources said Umesh hailed from Kuchugaon in Kokrajhar District of Assam. Fluent in English, Hindi, Assamese, Santhali and Bengali, he frequently changed his name as he operated in Bihar, Jharkhand and Assam. "It's a major achievement... Laxman Bhaskar (45), active as a ‘Janmilitia’ member of Maoists, was arrested from the District hospital in Dantewada town where he had arrived for his treatment, Dantewada Superintendent of Police (SP), Kamalochan Kashyap said.Acting on a specific tip-off that a Naxal [Left Wing Extremist (LWE)] was in Dantewada District hospital due to some illness, a joint team of Police from Bhansi Police Station and Cyber Cell raided the place, the SP said. Laxman, a native of Kamaloor Pujaripara village, was associated with the CPI-Maoist since past five years and working under Kamaloor Bhansi LOS (local organisation squad) of Maoists, he added. Police recovered one revolver, three pistols, 49 live rounds, two magazines and 20 electronic detonators from them," Siddipet Police Commissioner Shiv Kumar said. Police Commissioner Kumar said that Police arrested one R Swamy, working as a courier for Maoists, from the Venkatraopet village in Siddipet District. "Based on the information given by him, raids were conducted in Hyderabad and YadadriBhuvangiri District and five others were arrested today," the Police Commissioner said. They are identified as V Ramachandram, who hails from Nalgonda District in Telangana, Ranjit Kumar, a native of Jaunpur District in Uttar Pradesh, B Narasimha Chary and G Venkatesh (both from Yadari District), and N Balaswamy, who hails from Siddipet District, the officer said. He said Ranjit Kumar is the supplier of arms. "V Ramchandram had purchased a pistol from Kumar for Rs 60,000 in 2012 whereas R Swamy recently purchased two pistols, two magazines and 39 bullets for Rs 80,000 from Kumar," he said, adding that several cases are pending against Ramchandram in Nalgonda District.

The rebels were arrested when a joint team of District Reserve Guard (DRG) and Special Task Force (STF) were carrying out a search operation on the forested hills between Kunna and Jongeras villages. Those arrested were identified as Kawasi Erra (25), Hidma Ram Markam (25), both 'Jan Militia' members while two others - Podiyam Hadma (26) and Devraj Markam (23) - are members of Dandakaranya Adivasi Kisaan Majdoor Sangathan (DAKMS) - a frontal wing of the Maoists, Police said. "Erra was allegedly involved in torching two trucks near village Lakhapal between Jagdalapur-Sukma on NH-30 on February 26," the officer said, adding he was also involved in other incidents, including planting IEDs (Improvised Explosive Devices), arson, loot and attacks on security forces. Two electrical detonators, wires, battery were recovered from them, a Police official said. Jamui Superintendent of Police (SP), Jayant Kant said after receiving a tip-off that some CPI-Maoist cadres were planning major attacks in Naini Pathar and Asarkho forest areas under Charkapathar Police Station in the District, a team of Central Reserve Police Force (CRPF), Sashastra Seema Bal (SSB), Special Task Force (STF) and Bihar Police rushed to the jungle and arrested nine of them. Separately, Police recovered 12 weapons in separate incidents in Narayanpur District on June 15, reports India Today. Narayanpur SP, Santosh Singh said that one Sonu Nureti, a member of Kohkameta LOS (Local Organisation Squad) of Maoists, was arrested from Kihkad village forest under Narayanpur Police Station limits on June 14. He said Nureti was caught near Kihkad by a joint team of STF, DRG and Indo Tibetan Border Police (ITBP) which had launched a search operation towards Kihkad, Bechagaon and Gongal villages, around 350 km from Raipur. A muzzle-loading gun was recovered from him. Further, when Nureti informed them about a Maoist dump of arms and ammunitions located on a forested hill between Bechagaon and Gongal, the Security Forces (SFs) raided the place, the SP said, adding the team came under indiscriminate fire by Maoists. The encounter between the troopers and Maoists lasted for 15-20 minutes, the officer said, adding that Maoists later fled to the core forest area. "During searching, 11 muzzle loading guns, one pipe bomb, a Maoist uniform and daily use materials were recovered from the spot," he said. According to the SP, Nureti was allegedly involved in several incidents of crime, including murder, loot and arson in the region.

J Manoj, a plantation labourer residing at the Kanan Devan estate quarters, had migrated to Munnar from Tamil Nadu and his arrest is expected to shed light on the suspected links between Pembilai Orumai and the Left-Wing Extremists (LWEs). Manoj is a close aide of Pembilai Orumai leader Gomathi. He had been an active campaigner, when Gomathi contested the local body elections. Superintendent of Police (SP) (city), Aman Kumar said transporter Parmeswar Prasad (55), a resident of Harihar Colony in Pandara Police Station area, had used the services of his acquaintance, Badal (32), who is PLFI cadre, to scare off the director of Paragon Finance that had financed a truck of his. "After Parmeswar defaulted in paying the loan instalment, director of the finance company Alok Gupta served a notice against him and subsequently filed a complaint with the civil court. The case was in connection with Rs 7 lakh pending against Parmeswar against which he wanted to seize the truck (JH01AE8889). But while the hearings were in progress, Parmeswar contacted Badal, alias Birju Dangi, alias Binay Singh, to bully Gupta," Kumar said. The Police had seized two cell phones from the two men. Kumar said PLFI member Badal was a resident of Hornali village in Chatra district. However, of late, he was staying on rent at Harihar colony in the home of one Manoj Singh. "We have got it verified that Badal is an active member of the PLFI and is wanted in as many as four cases in Chatra district," said the SP. The team comprising, Central Reserve Police Force's (CRPF) 229th battalion and District Force, was cordoning off a road between Kothaguda and Kanwarguda villages when it spotted a suspect who was trying to escape, he said. While three cadres were arrested from Dantewada District, two others were arrested from Narayanpur District, a senior Police official said. "Based on a specific tip-off, the ultras identified as Budhram Mandavi (45), Hunga Atra (20) and Laxman Atra (26) were held from Ghadi chowk area of Bacheli town in Dantewada when they arrived there for procuring daily use material," he said. Ration items, including rice and oil, besides a cache of torches and batteries, were recovered from their possession, he added. They were allegedly involved in the attack in Bacheli mining area of the National Mineral Development Corporation (NMDC) in Dantewada in February this year, wherein around 90 kg explosives, 1,550 meters wire, 149 detonators, two walkie-talkies were looted, the official said. They also seized two pistols, five live cartridges, four mobile phones along with SIM-cards, a JPC leaflet and one receipt book issued by the committee. The arrestees are identified as Suraj Singh, Shankar Ram, Md Asirullah Ansari and Intaf Ansari alias Jugnu. According to SP, Anup Birtharay on July 22, the four opened fire on a bus ferrying employees of Triveni Sainik Company to Hazaribagh, when the vehicle was passing through the dense forests of Fatah under Katkumdag Police Station of the District. He added that the company was engaged in extracting coal from the Pakri Barwadih colliery project of National Thermal Power Corporation (NTPC) Limited. Police registered two cases at Barkagaon and Katkumdag Police Stations against the cadres. JPC is a splinter group of the CPI-Maoist.

The arrested PLFI cadre was identified as Jasmindar Singh alias Jassi, a resident of Sanbotha village under Kolebira Police Station of bordering Simdega District. He is wanted in at least three cases, Sub-Divisional Police Officer (SDPO) of Basia, Bachandeo Kujur said. Jassi was a squad member of PLFI ‘area-commander’ Mukesh Baraik who was arrested earlier, he said. Jassi was involved in torching JCBs which belonged to Sumit Keshri, a contractor at Banaidega village in Palkot, on May 30 and June 6 this year, Kujur said. PLFI is a splinter group of the CPI-Maoist.

One cadre of the Jharkhand Sangharsh Jan Mukti Morcha (JSJMM), a Communist Party of India-Maoist (CPI-Maoist) splinter group, was arrested during a raid in Ambatoli area of Barkagaon Police Station in Hazaribagh District on August 2, reports The Times of India. Police seized two carbines, one pistol and four live cartridges of .315 from the spot. Superintendent of police (SP), Anup Birtharay said the arrest came after eight JSJMM cadres, led by its supremo Nishant ji, attacked members of a company engaged in the construction of a 40 kilometres road between Barkagaon and Urimani coal mining project of Central Coalfields Ltd. The SJMM cadres threatened to stop the road construction if the company failed to pay a hefty amount of money as ‘levy’. The SP added that it was for the first time that SJMM cadres, who were active in Latehar and Gumla, entered the Hazaribagh District and targeted a road construction company.
