PTI reports that seven persons were arrested for having alleged links with the Communist Party of India-Maoist (CPI-Maoist) and planning to abduct a Government official in Keonjhar District, Police said on January 1."They were picked up by jawans [personnel] of the anti-Maoist Special Operation Group (SOG) and Police from Padang village in Telkoi Police Station area yesterday," Superintendent of Police Asit Panigrahi told reporters. The accused were planning to abduct the Block Development Officer (BDO) of Telkoi on November 18 after the arrest of two Maoist cadres from the area, he said, adding the BDO cancelled visit to his village after getting tip-off about the plot to kidnap him. Several Maoist literature and handwritten letters were seized from the arrested persons, hailing from Gudinarda village in Telkoi area.

The Hindu reported that Police arrested two Communist Party of India-Maoist (CPI-Maoist) cadres after an encounter in the Kachwar village of Rohtas District in the night of January 5. Acting on a tip-off, Police cordoned off an area at Kachwar where the extremists had assembled to plan a crime, they said. On seeing the Policemen, the Maoists fired leading to the encounter, in which both the sides exchanged few rounds of fire. 11 detonators, two kg of fuse wire, naxal literature besides a medical kit were recovered from the incident site, Police said. Meanwhile, IANS on January 6 quoted Rohtas Superintendent of Police Vikas Vaibhav as saying, "Fourteen suspected Maoists were arrested by a police team from Kachwar village."

Two Maoists were arrested from Tirilpiri village under Bundu Police Station area, about 40 kilometres from Ranchi, on January 5. The Police recovered explosives, woollen clothes and Police uniforms from a cave in Raghoi Hill on the basis of information provided by the arrestees, a legal cell in-charge Kalicharan Munda and fellow cadres Krishna Mahto. Speaking to the media, Senior Superintendent of Police (SSP) Praveen Kumar said Munda was responsible for killing four persons, including a minor girl, on August 28, 2009 at Bundu. "But Munda’s main job was to keep track of cases pending against extremists in different courts. He looked after the cases of rebels detained in Ranchi, Khunti and Chaibasa jails. It was he who decided how much was to be paid as legal expenses for each rebel in jail," Kumar said. Munda also supplied explosives, clothes and provisions to Maoist squads operating in the forests. The SSP said Munda was constantly in touch with the brother of Kundan Pahan, the custodian of levy collected from different sources. In order to protect his identity, Munda associated himself with a frontal organisation of the Maoists, Krantikari Kisan Committee (KKC), and regularly visited Ranchi, while Mahto used to collect levy from tractor drivers carrying sand from riverbanks.

The marijuana plants were traced when a Police team visited the interior pocket of Bastar region's Tarud village. "It was a 10 acre plot in a Maoist-commanded area where ganja (marijuana) plantations were found. After spotting the plants, a massive contingent of Policemen visited the field Tuesday [January 6] and uprooted the plants which were estimated to be worth millions," T. J. Longkumer, Inspector General of Police (Bastar range), told IANS. Describing this as the "first ever case in the state of Maoists' involvement in ganja plantations", Longkumer said that two people who originally belonged to Tamil Nadu were arrested while four others who were taking care of the plants were absconding. "A team of about 100 Policemen was rushed Wednesday [January 6] to track down the absconding men and the Maoists who were involved in the plantations. We are gathering details whether Maoists have more such plantations in the area," Longkumer added.

A joint operation against Maoists was launched in West Bengal on January 7 with Police forces of West Bengal and Orissa launching a major ground offensive against the Maoists at Gapiballavpur in West Midnapore District, reported Indian Express. Four companies of armed Police of Bengal and Orissa launched the operation at 1pm (IST) at Gapiballavpur, which borders Mayurbhanj District of Orissa. This is the first joint operation of West Bengal Police with forces of another State to curb the Maoists. "A lot of exchange of fire took place between us and the Maoists who triggered landmine blasts too. However, there have been no casualties or injuries on either side nor has there been any arrest. We will continue with our operation and such joint operations will continue," Manoj Verma, Superintendent of Police (West Midnapore) told The Indian Express. Earlier, Mayurbhanj Deputy Inspector General and his counterpart in West Bengal met in Midnapore on January 6 to discuss the operation. The Bengal Government had proposed a similar joint operation with Jharkhand too and is waiting for a response. The Bengal Government has also written to the central Government to send 5-6 companies of Central Para Military Forces to replenish the existing forces. The central Government had taken away some forces from for the elections in Jharkhand.

Andhra Pradesh Police arrested Tushar Kant Bhattacharya alias Srikant (50), a top leader of the Communist Party of India-Maoist (CPI-Maoist), from Warangal on an unspecified date and was produced in a Warangal court on January 8, reports Telegraph. Unspecified sources said the Maoist was arrested in Hyderabad city two days ago but the Police had kept the news under wraps till the evening of January 8. Bhattacharya, a Bengali from Andhra Pradesh’s Adilabad District, is chief of the "Triple U" unit, the CPI-Maoist militant wing that operates in Uttarakhand, Uttar Pradesh and "Uttar" (north) Bihar. Saswati Das alias Mili Panda, who was staying with her girl, was said to be heading media and publicity wing of the CPI-Maoist in the State. Police also seized huge quantity of publicity materials, many incriminating documents, a laptop computer and cash of INR four lakh from her possession. “Acting on a tip-off, we intercepted a jeep carrying four sacks of CPI (Maoist) publicity literature. We took the driver into our custody and accompanied the vehicle to its destination,” said Inspector General of Police (Operation) Sanjeev Marik. He said Saswati Das was a very active member of outfit. “She has been involved in fund mobilisation, creation of support base through alleged frontal organisations posing to be human rights groups and staying in touch with rights activists.” Saswati, aged around 40, was also suspected to have conducted a reconnaissance of different Police establishments before hundreds of CPI-Maoists launched daring attack on Nayagarh District headquarters town displaying mobile warfare tactics in 2008. The Police official said, “She will be produced before court soon.” Saswati’s nine-year-old daughter has been handed over to her maternal grandfather, Police sources said. One suspected Maoist was also arrested. The CRPF also seized five Improvised Explosive Devices (IEDs), one of which weigh 15 kilograms. Other ammunition and explosives have also been seized. A number of duplicate AK series rifles have been seized from factory, which was manufacturing and assembling the fake AK rifles, CRPF sources said. The STF Superintendent of Police (SP) Prakash Kumar Sinha told Times of India that an amount of INR 18 lakh cash and a pen drive were seized from the arrested Maoist. Sinha said the pen drive had financial details of how much money the banned outfit collected as levy from different sources and how the money was spent. Five CDs and five mobile phones were also seized from him, he added. The SP said Subodh had collected INR 1.23 crore as levy between September 2008 and November 2009. Of these, INR 70 lakh had been spent. The pen drive also carries important information and decisions taken at different zonal committee meetings of the Maoists apart from the video clippings of meetings and training programmes. Subodh was also in-charge of the outfit's students' wing, the Democratic Students' Union. He was given responsibility to introduce reforms in the working of the Maoists' Magadh Zonal Committee.

He has been remanded to custody. The ATS recovered “one bag containing objectionable literature of CPI-Maoist [Communist Party of India-Maoist (CPI-Maoist)] and PWG [People’s War Group].” One CPU [central processing unit], one pen drive, a mobile phone and other materials were also recovered. “He was also found in possession of an election card and a Central Railway pass bearing his photograph but both these cards bore the name of Bharat Raman Gandhi,” an ATS press note said. “During preliminary interrogation, Surya admitted his connection with the banned CPI-Maoist organisation,” the note said. Prabhakar also said he had been associated with the PWG since 1978. “He is a key person who played an important role in deciding policies of the organisation in the region. He used to frequently change names and residences and has worked in Gujarat and Chhattisgarh as well,” ATS chief K. P. Raghuvanshi told Mumbai Mirror. In Mumbai, Suryadevra allegedly worked along with another state committee member Vernon Gonsalves, who was arrested in 2007. “Vernon and Suryadevra were assigned the job of expanding CPI-Maoist activities in the tribal areas around Surat in Gujarat, and Dhulia District in Maharashtra. Suryadevra also supervised activities of the Gondia-Balaghat armed division of CPI-Maoist,” an unnamed ATS officer said. Suryadevra, ATS has claimed, was allegedly involved in the Naxalite violence witnessed in north Gadchiroli District 2009 Assembly polls.

On a tip off that a plenary camp of 150 Maoists was being held in the forest area, the Chhattisgarh Police along with Special Armed Commandos swung into action and surrounded the camp and asked them to surrender immediately. However, the Maoists opened fire which the Security Forces retaliated. 13 Maoists and a Salwa Judum activist were killed in the firing which began after midnight of January 18 and continued till the morning of January 19. Two Police personnel were also injured in the incident. According to Bijapur Superintendent of Police Avinash Mahanti, the dead bodies of Maoists were yet to be identified. He added that most of the Maoists escaped into the forest soon after the exchange of fire began. The Police also recovered kit bags and Maoist literature from the incident site. IANS, however, quoted him as saying, “A contingent of District Force (DF) and Special Police Officers (SPOs) exchanged heavy gun fire with Maoist ultras in a thickly forested area. Several Maoists were killed but no body was recovered as the other ultras dragged the bodies deep into the forests. The casualty figure of ultras may be up to 12. We arrested two rebels as well but lost a SPO in the battle while two other SPOs received gunshots...”

The two neutralised Naxalite training camps were in Chaibasa area of West Singbhum District. Around 10 Improvised Explosive Devices (IEDs) and Naxal (LWE) literature were seized. At the camps, cooking stove and utensils enough to prepare food for 200 people, tents, medicines and water supply lines complete with Sintex tanks were found. The Central Reserve Police Force (CRPF) and Jharkhand Police arrested a ‘sub-zonal commander’ of the CPI-Maoist, Bhubaneswar Mahato, along the Bokaro-Hazaribagh border. His aide and suspected arms supplier, Quttubudin, is also in Police custody. Earlier, another Maoist ‘area commander’, Pandu Majhi, was arrested near Bokaro. PTI reports that in day-long operations over vast areas of Jangalmahal in the West Midnapore District, the joint Security Forces (SFs) arrested 14 cadres of the Communist Party of India-Maoist (CPI-Maoist), including a leader on March 15. Superintendent of Police Manoj Verma said Parameswar Mahato, a Maoist squad leader, was arrested from Lodhashuli forest area. Maoist literature, mobiles, several phone numbers were recovered from the possession of Mahato, known to be active in the West Midnapore belt, besides firearms. 13 other Maoists were arrested from Salboni, Belpahari and Jhargram areas of Jangalmahal, the forested Naxalite-dominated pockets of West Midnapore. Besides West Midnapore, parts of Purulia and Bankura Districts also fall under the stretch.

Chandrasekhar Gorebale alias Sudhakara alias Tippanna alias Nantappa, a cadre of the Karnataka State Committee of the Communist Party of India-Maoist (CPI-Maoist) was arrested at Aija village of Mahabubnagar District in Andhra Pradesh in the morning of June 13, reported The Hindu. Gorebale, who was in charge of North Karnataka Districts, was reportedly arrested while moving along with two others who managed to escape. Police suspect that the two who escaped could be Takkallapalli Vasudeva Rao alias Ashanna and Kanumukkula Ramesh alias Raju, known to be members of an Action Committee formed by the Maoist Central Committee. All the three cadres are members of the Maoist Military Commission and the Central Action Team. Police say Ashanna was involved in the killing of former State Home Minister A. Madhava Reddy in 2000 in a landmine blast near Ghatkesar village, about 50 kilometres from Hyderabad. He was also suspected to be involved in the attempt on the life of former Chief Minister N. Chandrababu Naidu at Alipiri in 2000. Police said Gorebale was not aware of who was to be hit by the action committee, in line with the strategy of Maoist hit teams.

Two city-based professors - Nisha Biswas and Kanishka Chowdhury, a teacher identified as Modhusudan and an editor of a local magazine Manik Mondal - were arrested along with other villagers from Kantapahari area under Lalgarh Police Station, said Manoj Verma. "They were arrested on charges of violating prohibitory orders banning assembly of more than two people at a time," he said. "Two days ago Gaya Police received information about a training camp of Maoists in Hazaribagh District. They could have planned a destructive incident on the basis of this information a special team was formed," said Gaya Senior Superintendent of Police (SSP) Amit Lodh. After a fierce gunfight that continued for two hours, Security Forces finally overpowered the Maoists and destroyed three of their camps. "When the team went there, Maoists opened fire. About 150 rounds of fire were opened and after that the forces retaliated by opening fire on the Maoists. They crawled up the mountain and chased the Maoists, and then blasted three of their camps. Dashrath is the brother of Baijnath Mahto, an ‘area commander’ of the CPI-Maoist, and son-in-law of Nago Mahato alias Ranvir, a ‘sub-zonal commander’ of CPI-Maoist. Indian Express reports that the Gadchiroli District Police raided Botezari village in the morning of June 18 and arrested four Communist Party of India-Maoist (CPI-Maoist) cadres. “We had concrete information on the Naxals staying in the village. A C-60 commando team led by a DSP [Deputy Superintendent of Police] reached the village and conducted the raid in the wee hours,” Deputy Inspector General of Police Sunil Ramanand said. “We had an exchange of fire with them. When two of them started running away, we caught them. They led us to the other two,” he added. Sadaram Narasimha Gawde, Gajru Dular Boga alias Naresh, Sundersinha Narasimha Helami alias Rakesh and an unidentified Maoist were arrested after a small encounter, the report said. The Police believe the unidentified Maoist, who is ailing, is from neighbouring State of Chhattisgarh.

Four suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) carrying 300 kilograms of ammonium nitrate, a chemical used in manufacturing explosives, were arrested from Chakai in Jamui District on June 25, reports PTI. The chemical was probably being taken to Charka Pathar in Jharkhand for the Maoists, sources said. Of the four, Nageswar Das and Bideshi Paswan were known Maoists while others could be their associates, the sources said.
