A suspected cadre of Communist Party of India-Maoist (CPI-Maoist), identified as Guddu Singh, was arrested from Kosamba, around 48 kilometres from Surat city in Surat District of Gujarat on January 2, reports Times of India. Guddu Singh, who was living in Kosamba for the past 10 years, was wanted in Jharkhand for several offences. He was arrested in a joint operation by Jharkhand Police and local forces.Guddu was staying with his family and had changed his identity to avoid being arrested, said Police adding that he is wanted in six cases, including murder, kidnapping and attempt to murder, offences related to the Arms Act and the Explosive Substances Act, all dating back to 2011 and 2013.

Police arrested two Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Sodi Kosa Mooda and Podium Moodaalu, along with explosive materials from Mulugu District of Telangana on January 22, reports Telangana Today. The duo worked as members of Dandakaranya Aadivaasi Kissan Mazdoor Sangham (DKAKMS) of CPI-Maoist in the District. After receiving reliable information about the movement of the Maoists, a team of Security Forces (SFs) launched a combing operation. “While conducting combing operation, they have found some members armed with fire arms and deadly weapons like knifes, bows and arrows who were planting explosives with the intension to kill the Police party. On seeing the SFs, they tried to escape. However, two of them were caught along with some explosive material,” said Assistant Superintendent of Police (ASP) Gaush Alam.

Circle Inspector (CI) B. Ashok stated that a search team comprising Cherla Police, Special Party personnel and Central Reserve Police Force (CRPF)’s 141 Battalion spotted three persons moving suspiciously in the forests. The SFs chased them and took two persons into custody while the third one ran away. The arrested persons were identified as – Kovasi Bhimaiah of Dokupadu in Chhattisgarh and Sodi Deepak of Burugupadu, in Charla Mandal. The Superintendent of Police (SP) M. S. Dhillon said huge quantities of firearms and equipment were recovered from the gun factory in the dense forest and hilltop of Rishikund Bhelwa under Shampur Police Station limits inthe District. The recoveries included - 13 pistols of 7.65 mm bore, 17 half-finished pistols, 28 magazines, eight live cartridges, two cell phones, seven barrels, 18 base machines, drilling machines, spring wires used in triggers, about two dozen razors, screwdrivers, hacksaw blades and steel plates. The Maoists managed to escape from the gun factory carrying complete firearms. However, one of the skilled workers engaged in manufacturing the firearms under Maoists’ supervision, identified as Akhilesh Singh alias Karu Singh was arrested from the spot. Police also arrested a gun runner identified as - Mohammad Haider, from Bakahrapur village under Muffasil Police Station in the District and recovered four firearms, eight magazines and 20 live cartridges from his possession.

Bhadrachalam Assistant Superintendent of Police (ASP) Vineeth G, said Dummugudem Police and Central Reserve Police Force (CRPF) personnel who were engaged in vehicle inspection at Reguballi village of Dummugudem Mandal spotted two persons moving suspiciously, took them into custody and recovered explosive material from them. Based on the information they provided, Police arrested six others at Cherla bus stand. The arrested persons were labourers working at Sita Rama Lift Irrigation project and Polavaram Project. They stole the explosive material to supply them to the Maoists on the orders of Maoist ‘Gundala Area Committee’ in-charge Bhadru alias Papanna. Acting on a tip-off, a Hawk Force team of Policelaunched an operationin Malkua-Chiklona forest area, where Maoists numbering between 15 and 20 were camping. An exchange of fire ensued following which Shyamlal was arrested. “Fifteen cases are registered in Madhya Pradesh, eight in Chhattisgarh and 61 in Maharashtra against Shyamlal, and the three States have announced rewards of INR 300,000, INR 500,000 and INR 600,000 respectively,”Superintendent of Police (SP) Abhishek Tiwari said.

On March 17, a suspected Jamaat-ul-Mujahideen Bangladesh (JMB) terrorist, identified as Muktar Hossain, accused of abducting a Bangladeshi national, was arrested by the Kolkata Police Special Task Force (STF) from West Bengal's South 24 Parganas District, reports uniindia.com. The Security Force (SF) personnel during raids recovered hand grenades, rocket launcher maps and huge cache of spare parts for making these items besides detonators, safety pins, fuses, codex wires, which were meant for supply to the Maoists in Bihar and Jharkhand. A senior STF officer said, Parshuram Singh and his associate Sanjay Singh were arrested from their native Bistaul village under Karauna Police outpost in Jehanabad District, while Parshuram’s two sons Rakesh Singh, Gautam Singh were later arrested from their residence with lathe mechanic Mohammad Badaruddin at Gajadhar Chak under Danapur Police Station area. He also said two hand grenades, three maps of making rocket launchers, four detonators, one pressure switch, two safety fuses, numerous safety pins and grenade levers were recovered from the Danapur residence of Rakesh and Gautam. He said, “Seized items include more than 600 detonators, one regular rifle, seven magazines, six rifle bolts, 25 live cartridges, two wireless sets, three police uniform, electric wire bundle, 279 detonator caps, two strike pins, 685 safety catches, rubber washers for grenades, five partially manufactured grenades, three grenade launching base, Maoist literature and other items.” The senior STF officer said, “They were involved in procuring raw materials, manufacturing spares on lathe machine and supplying them to Maoists,” adding, besides manufacturing these items, Gautam was working with an electronics showroom in Patna. He said Parshuram used to supply all these parts and manufactured materials to Maoist ‘commander’ Arvind Singh before he died two years back. “Arvind was also from Karauna and was a member of the Jharkhand’s special area committee of CPI (Maoist) politburo. He was working for another Latehar based Maoist leader Radhe Yadav,” the officer said. “Rakesh and Gautam used to ask Badaruddin to make parts of different designs on lathe machine for manufacturing grenades, IEDs, rocket launchers and weapons. These were supplied to Maoists through Parshuram,” he said. The officer also said at least two tractor trolleys were dug out from the courtyard of Parshuram till March 31 night.

Singhrai Soren is wanted in case of seizure of a huge quantity of arms and ammunition and the arrest of 15 armed CPI-Maoist cadres at Giridih District in March 2018.According to the NIA investigation, Soren, had criminally conspired with other members of the group with the intention to promote their terrorist activities and regularly harboured the CPI-Maoist cadres at his residential premises, and was also instrumental in concealing prohibited arms and ammunition and explosives substances. The arrested CPI-Maoist cadre, Deva is a “Deputy Commander” of the CPI-Maoist party’s 5th company, 2nd Platoon ‘A’ section and resident of Goddaliguda village which falls under the limits of Dornapal Police Station of Sukma District in Chhattisgarh. He joined CPI-Maoist in the year 2011 and worked in Sukma and Kanker Districts of Chhattisgarh and was involved in exchange of fire incidents with Border Security Force (BSF) jawans near Ravugat area, Marram village under Kolibeda Police station limits and in an attempt on the life of a BJP leader, Manthu in Pakhanjur area in Kanker District in 2015. People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist) cadre identified as Ram Bhengra was arrested after an encounter at Digri Jhariatoli locality under Rania Police Station of Khunti District in Jharkhand on May 18, reports The Pioneer. Ram Bhengra, a native of Kulap village and Security Forces (SFs) recovered two country-made fire weapons, two live bullets, five bikes, three mobile phones, two backpacks and some daily utility items after the exchange of fire. The encounter continued for around two hours when PLFI cadres opened fire on SFs. Police opened around 20 rounds of fire on PLFI cadres. No casualty or injury was reported during the encounter. SFs comprising of Khunti Police and 94th battalion of Central Reserve Police Force (CRPF) were jointly carrying out an anti- Naxal [Left Wing Extremism (LWE)] operation on getting intelligence inputs that PLFI cadres are planning some attacks in the forest area bordering Khunti and Gumla Districts of Jharkhand. The intelligence inputs further confirmed that PLFI ‘area commander’ John Topno along with his armed squad is moving in the bordering area. Some other members of that armed group were identified as Nakul Singh, Bishram Kongari and Wilcon. Topno was along with a dozen PLFI and they decamped in the forest area except Bhengra who was arrested. SFs recovered explosive substances including two pressure cooker bombs, two tiffin box bombs, four detonators, electric wire bundles, batteries and a walkie-talkie from his possession. Communist Party of India-Maoist (CPI-Maoist) ‘sub-zonal commander’ identified as Uday Oraon was arrested by Police at Murhu-Karcha Chhapar Toli village under Pesrar Police Station in Lohardaga District of Jharkhand, reports Dainik Jagran on June 2. Uday Oraon belongs to Dalam (armed squad) of Ravindra Ganju, the regional ‘commander’ of CPI-Maoist, who carries a reward of INR 1.5 million over his head. The arrested CPI-Maoist sub-zonal commander, Uday Oraon is involved in killing of Munshi, road construction worker under Pesrar Police Station, kidnap and killing of a villager in Mungo in Serendag Police Station area, set ablaze of many vehicles and other Naxal [Left Wing Extremism (LWE)] incidents. Intelligence officials along with Police teams have interrogated Uday separately and started work on the Naxal incidents. During the interrogation, Uday had provided information related to the CPI-Maoist outfit including planting series bombs in the forests of Lohardaga District. It has given important information to the Police about weapons, pressure bombs, cane bombs, landmines, Naxal squads. Gaddam Madhukar and a courier were arrested during a vehicle-check by Police. Madhukar was suffering from Covid-19, had come to Warangal for the treatment with the help of the courier, a minor. Several cases against him were pending in the Police Stations of Bastar Division. Madhukar who hails from Kumaram Bheem Asifabad District in Telangana had joined the Sirpur Dalam (armed squad) of the then People’s War Group (PWG)) in 1999. The Naxal [Left Wing Extremism (LWE)] outfit later shifted him to DKSZC and since then, he was involved in several offences including killing of Police personnel and snatching away their weapons. The CPI-Maoist courier went to Venkatapuram forest area in a car and was bringing Madhukar to Hanamkonda for admission in a hospital. When Police searched the vehicle at the check post, Madhukar was found hiding in the car’s boot. Police arrested both of them and seized INR 88,000 cash. Madhukar was later admitted to a hospital for treatment, said Warangal’s Commissioner of Police, Tarun Joshi. Madhukar informed to Police that a large number of senior Maoist cadres are suffering with COVID-19. But the CPI-Maoist is not allowing them to go outside for better treatment. The cadres in exceptional cases are allowed to go outside for getting better treatment, only after their health condition turns worse. Superintendent of Police (SP), Ajay Linda, said, Jharkhand Government has announced a reward of INR 200,000 on the head of Purty, who was wanted in over 50 cases including murder, attempt to murder, extortion, riots, attack on security personnel etc. Of the 50 cases, SP, Linda said 43 ultra-related cases were registered against Purty alone in West Singhbhum District while seven cases were pending in adjoining Khunti District. Apart from Purty, the other seven PLFI cadres were identified as Akila Sandi Purty, Dupan alias Topaan Kandulana, Herman Sandi Purty alias Sukhram Sandi Purty, Douro Munda, Polus Sandi Purty, Galu Sandi Purty and Prabhu Sahay Sirum. Bhadrachalam, Assistant Superintendent of Police (ASP), G Vineeth said, the arrested militia members were identified as Pando Iramaiah, Ravva Bandi, M Laxmaiah, P Gangaiah, and Sodi Bhadraia, who were collecting the wall posters and pamphlets of CPI-Maoist for supporting ‘martyr week’ celebrations of Maoists from July 28 to August 3, and had come to the Cherla town for dropping the wall posters and pamphlets on the roads for supporting the celebrations. On a tip-off that about 20 Maoists are gathered in Jairasi village, a Police team reached the spot and surrounded them, Police said in a statement. "When asked to surrender, the Maoists started firing while retreating towards the forest. Police also retaliated in self-defence. One of the Maoists, identified as Sandeep Kunjam, was arrested by the police," the statement reads. According to the Balaghat Police, Kunjam, a resident of Kuakonda village under Bengur Police Station in Dantewada District of Chhattisgarh, is an ‘area committee member’ (ACM) of the Khatiya Mocha Area Dalam (armed squad) of the CPI-Maoist. State Home Minister Narottam Mishra said, the arrested Maoist was carrying a total reward of INR 800,000, including INR 300,000 in Madhya Pradesh and INR 500,000 in neighbouring Chhattisgarh, on his head, adding, "The MP government is running an operation to eliminate Maoists from the state. The accused have been identified as Boda Venkatesh (23), Saikuri Prasad (22), and Kondeti Veerababu (25). While Boda and Saikuri hail from Telangana, Kondeti is from the East Godavari Agency. The trio were operating in Yetapaka Mandal (administrative sub-division), and their modus operandi included instilling fear and extorting money from traders. Posing as Maoists, they used to put up threat pamphlets at traders' premises. Unable to endure harassment, traders approached Police and sought protection. Police recovered two CPI-Maoist party letterheads, a motorcycle, three cell phones, and cash of INR 2,280 from their possession. The accused also confessed to have extorted INR 50,000 from fertilizer traders in Thotapalli and Lakshmipuram villages, Police said.

The DGP said Dubasi was involved in many heinous Naxal [Left Wing Extremism, LWE] related violence including the 2009 Damanjodi Exchange of Fire (EOF) in which 10 Central Industrial Security Force (CISF) personnel were killed, Jodamba EOF in 2018, Doraguda EOF in 2020, Theegalmetta EOF in 2021, Pebbampalli EOF in 2021, Januguda Ambush in 2012 in which four BSF personnel were killed and in Govindapalli land mine blast in 2010 in which 11 Police personnel died. Superintendent of Police (SP), Ajay Linda had received a tip off that an active member of the Kande Honhaga squad was about to come to Tonto. Soon a team was formed and as soon as the Police reached Tonto Chowk, a person started escaping after seeing the Police. The Police chased and arrested the person. On interrogating the arrested person, revealed his name as Bir Singh Mundari, a resident of Munda Sai Tola of Rengra Hatu village. In June 2021, he was involved in an encounter with the Police in the forest of Rengra Hatu. A First Information Report (FIR) has been registered against him in Tonto Police Station under 27 Arms Act and 17 Criminal Law Act (CLA). The trio mostly targeted industrialists and other businessmen in the Civil Township area in Rourkela and other parts of the Steel City. Police said three 7mm pistols and around 55 rounds of ammunition including few of Self Loading Rifle (SLR) automatic weapons and some Improvised Explosive Devices (IEDs) were recovered from the criminals. Rourkela, superintendent of Police (SP), Mukesh Bhamoo said that around 6-7 cases had been registered against Banti who confessed to have been working for PLFI cadre Arjun Rana. All the three arrestees were working on the instruction of Rana who mostly operates from Jharkhand. He used to hire criminals to run his extortion and other organised crime syndicate in Rourkela. “Most of these criminals work in small groups. Each of them has specific roles. While some would conduct recee, the others would threaten businessman by firing or hurling bombs to extort money,” said SP, Bhamoo, adding that the criminals used to smuggle Ganja to Jharkhand from Odisha. Kanju is a member of a Maoist team and was involved in more than a dozen offences. The Hazaribagh District Police zeroed in on his whereabouts and tipped off the local Police. On the orders of Deputy Commissioner, Madhavaram, E. Sundaravathanam, a special team was deployed in Ennore to trace him. Police said he was staying and working in an under-construction apartment of the Tamil Nadu Housing Board, opposite the Ennore Thermal Power Station, for the past six months. Villagers had organised a rally to protest against the Surjagarh mining project in Etapalli on Tuesday, a release stated, adding, Gadchiroli Police had received a tip-off that some Maoists had joined the rally, following which some plain-clothes personnel of the special operation squad were deployed to arrest the ultras. The Police arrested action team member Muda Masa Zohi (32) and ‘Jan Militia’ member Mainu Dorpeti during the rally. According to the Police, Zohi is a resident of Gorgutta village, which is located in limits of the highly sensitive armed outpost (AOP) Gatta Jambia, and was allegedly involved in three encounters over the last two years, and was recruited in Gatta Local Organization Squad (LOS) of CPI-Maoist as a party member. The Delhi Police has arrested a commander of People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), from Dhaula Kuan area in Delhi on October 29, reports latestly.com. The arrestee identified as Anurag Ram alias Anurag Sadlohar alias Dhalbir, had been evading arrest after escaping from a lock-up inside Jashpur District court in Chhattisgarh, Police said. Ram was an active member of the PLFI and was wanted in several cases. He was hiding at the border area of Punjab and Haryana for the last seven years, Deputy Commissioner of Police (Crime) Rajesh Deo said. During interrogation, Ram disclosed that in 2012, he came in contact with PLFI members, and got hold of firearms and started extorting money. He had rivalry with some of his villagers and had also fired at a man in his village, Police said. On February 26, 2013, Ram along with his associates entered the house of a businessman and demanded INR 200,000, the DCP said. He was arrested in Jharkhand. Since he was wanted in cases registered in Jashpur, he was brought there on remand. On May 26, 2014, 23 under trial prisoners (UTPs) had been brought to the Jashpur District court from District Jail for proceedings and were kept in the court lock-up there, Deo said. The four persons, who were arrested on November 6, had allegedly planned extortions and robberies in Hyderabad and Yadadri Bhongir, Police said, adding that three country-made firearms along with live rounds, detonators, gas cylinders, drilling machines, letterheads of the Maoist party, mobile phones and other material were seized from them. The arrested persons were identified as P. Srinivas alias Srinanna (45) from Jangaon, V. Naga Mallaiah alias Mallesh (58) from Yadadri Bhongir, E. Srinivas Reddy alias Chandranna (49) from Chikkadpally and G. Swamy alias Mallesh (55) from Nalgonda. One suspect, Ashok, was absconding. National Investigation Agency (NIA) arrested a Communist Party of India-Maoist (CPI-Maoist) leader, identified as Ragavendran (32), at Pappinisseri in Kannur District of Kerala on November 7, reports The Hindu. The Kerala Police, who took into custody of Maoist leader Ragavendran, son of Rajan, a resident of Vellore in Tamil Nadu, on November 6 evening handed over him to NIA, who registered his arrest on November 7 morning. According to Kannur Police Chief R. Ilango, they had specific intelligence inputs and based on which they carried out checking and intercepted the vehicle, which was trying to speed away. During the inquiry Police found that he had multiple cases against him. Among the Maoists, he was known as Ravi Murukesh aka Gautam. A case has been registered in 2017 against him at Edakkara Police Station in Malappuram. The case was later taken over by the NIA. Ragavendran was arrested in the case of observing ‘Maoist day’ and for conducting weapon training in Nilambur forest in 2016. Earlier, footage of him giving weapons training was released and the case was registered at Edakkara Police Station.

According to reports citing the State Police, his wife, Sheela Marandi, was arrested along with him. Marandi is also a senior member of the Maoist cadre; the only woman in the ‘central committee, CC’, the foremost operational organization of the Maoists; and spent over a decade in jail in multiple cases in Odisha and Jharkhand before she was released from a Rourkela prison in 2016. Kishan Da, for four decades until a change in the Maoist leadership in 2018 -- when Nambala Keshava Rao aka Basavaraju took over from Muppala Lakshman Rao aka Ganapathy as ‘general secretary’ of the banned CPI-Maoist, Bose was largely considered the second most senior Maoist in the country. “When Basavaraju took over from Ganapathy, the idea was to make the leadership a little younger. A total of 450 rounds of 5.56 mm ammunition used in INSAS (Indian Small Arms System) assault rifles were recovered based on their information. On November 15, ATS Superintendent of Police (SP), Prashant Anand said, “We succeeded in arresting the trio while working in close coordination with the Bihar Special Task Force. The accused have supplied a huge quantity of ammunition to the CPI (Maoist) and criminal organisations, including the notorious Aman Sao group. The ATS has got vital information regarding sources of arms and ammunition during the interrogation of arrested persons. Further investigation is going on in the case.” The accused were arrested between November 14 and 16 during raids in Ranchi, Patna and Gaya. Around 20 pamphlets relating to the ensuing CPI-Maoist’s 21st annual ‘People’s Liberation Guerrilla Army (PLGA) week’, slated to be observed by the outlawed organisation from December 2 to 8, and 10 rice bags, each weighing 30 kilograms, were recovered from them, Police said. The arrested Maoist sympathisers, whose identities are yet to be ascertained, hail from two remote villages in Usoor Block in Bijapur District. Police sources said the arrested Maoist sympathisers were carrying the rice bags to hand them over to the Maoists as per the instructions of the Maoist leaders based in the forests in Usoor Block of Chhattisgarh.

Seven Naxalites [Left Wing Extremists, LWEs], including the ‘supremo’ of Jharkhand Kranti Morcha (JKM), a lesser know splinter group of the Jharkhand Jan Mukti Parishad (JJMP), which is a splinter group of the Communist Party of India-Maoist (CPI-Maoist), were arrested by Police from Patki Forest under Sadar Police Station limits in Latehar District of Jharkhand on December 14, reports bhaskar.com. On the basis of secret information received by Superintendent of Police (SP), Anjani Anjan, the seven LWEs including the ‘supremo’ of the organization have been arrested from Patki Forest of Sadar Police Station area. The SP told that for the last one month, contractors, traders and brick kiln owners were being threatened to kill in Latehar District by Shankar Ram alias Saurabh by forming an organization called JKM. Extortion was being demanded. The Police was keeping an eye on it, and eventually, the entire organization came together in the hands of the Police. The raiding team arrested two uniformed cadres, including a woman, on a motorcycle from near Patki Forest, with loaded pistols, live bullets, Naxalite cards, mobile phones. They were identified as Saurabh and Zarina Khatoon alias Haseena Khatoon alias Haseena. Five other cadres of the organization Upendra Ram alias Om Prakash, Vikas Kumar alias Monu Kumar, Pradeep Pal, Amit Kumar and Sameer Lakra were also arrested with loaded pistol and live bullets from Kope village under Manika Police Station limits. Saurav used to work in Maoist’s splinter organization JJMP in the past. He has been to jail before, and after coming out of jail, he started organizing the organization by intimidating him and getting involved in the work of collecting the ‘levy’ (extortion money). SP, Anjan said that Monu has already been jailed from Hussainabad in the Arms Act case. At the same time, the arrested Om Prakash has been an active member of the Tritiya Prastuti Committee (TPC), a splinter group of the CPI-Maoist, in the past. A case has been registered in this case under the Arms Act at Latehar Police Station. Four pieces loaded country pistol, eight pieces 315 live bullets, eight pieces JKM handwritten form, 28 pieces JKM leaflet, nine pieces mobile phone, five pieces bag, one piece motorcycle, three pieces Pied paints, three pieces of pied shirt, two pieces of diary, several items of daily use have been recovered from the possession of the arrested LWEs.

Six Communist party of India-Maoist (CPI-Maoist) ‘Jan Militia’ members (people’s army of the Maoists) were arrested by the Police in Mulugu District of Telangana on December 30, reports Telangana Today. The arrestees were identified as Kursam Sarveshwar Rao, Kursam Ramakrishna, Kursam Venkatesh, Kursam Ganapathi, Mede Papa Rao and Kursam Lakshmaiah of Venkatapuram (Nugur) Mandal (administrative sub-division) and the neighbouring villages of Chhattisgarh State. Disclosing the details at a press conference at Eturunagaram in the district on December 31, Assistant Superintendent of Police (ASP), Officer on Special Duty (OSD), Shoban Kumar said that the arrested had been working as militia members of the CPI Maoists party since 2019. “The CRPF police and Venkatapuram police had nabbed the accused while they were planting the landmine on a path between Tippapuram and Pedd Utlapally villages in the forest areas to kill the security forces who have been combing the forests for the Maoists,” he added.
