There have been 136 terror attacks in India in last 27 years, according to Union Ministry of Home Affairs (UMHA), First Post reports on January 5. The state of Punjab has witnessed 34 terror attacks over the, the highest. The majority of the attacks occurred during the 1990s, with the latest attacks reinforcing a view that India’s security forces cannot cope with small bands of terrorists. Jammu and Kashmir (J&K) and Delhi have witnessed 27 and 18 attacks, respectively, during the same period. A majority of the 34 attacks in Punjab over 27 years were between 1990-1992, a time when Sikh militancy was at its peak; 31 of 34 attacks took place in the 1990s, while the 16 years between 2000 and 2015 saw three attacks in Punjab. Maharashtra (primarily Mumbai) and Jammu and Kashmir have seen more attacks over this period.More than 2,000 people died in these attacks, and more than 6,000 were injured, of the 135 attacks, 121 attacks were on civilians and 14 attacks on VIPs. There were more attacks in 2004 than any other year. In 17 attacks that year, more than 170 people were killed and more than 350 injured.

Meanwhile, the Border Security Force (BSF) will deploy around 2,000 additional personnel along the Punjab and Jammu borders in order to plug unfenced riverine and forest gaps even as it submitted a fresh report to the Government on January 6, stating there was no evidence of infiltration along the International Border (IB) in the wake of the terrorist attack on the Indian Air Force (IAF) base in Pathankot in Punjab, reports Daily Excelsior. Officials said BSF submitted a report to the Union Home Ministry (UHM) after force Director General D K Pathak undertook a forward area tour along the IB on January 5, including at Bamiyal, a border village in Pathankot, which is believed to have been used by terrorists to infiltrate into the country and attack the air base.

The flow of suspected hawala funds from Gulf countries is adding to the woes of security agencies in Jammu and Kashmir as the illegal money is reported to be mainly used for creating infrastructure for radicalization of youths in a bid to wean them away from centuries old Sufi tradition, reports Daily Excelsior on April 25. As new religious institutions dot several parts of the Kashmir valley, they have been attracting youths more where, according to the security assessments, the young men are indoctrinated with the type of religion being followed by likes of banned Islamic State of Iraq and Syria (ISIS) and al-Qaeda terror groups. The new trend has left many religious heads, worrying as they believe that the new generation of youth is being weaned away from Sufi tradition that has been followed in the Valley for centuries.A senior security official, who spoke on the condition of anonymity, said while older generation families offer prayers at their traditional mosques, the youth prefer to pray at the new religious places which have been built in the last couple of years. As questions crop up over the funding for new mosques, the Army, Police and Central security agencies believe that large amount of illegal funds are been pumped into the Valley from Gulf countries and they apparently go unchecked. “The funds come in small amounts to avoid detection. Besides we believe that certain business houses having their establishment in these countries; over invoice their products and pass on the surplus funds,” a senior Police official said. This large inflow of hawala funds from Gulf countries and more Kashmiri youths getting sucked into militancy are dangerously stoking terrorism in the Valley in a fresh test for Security Forces (SFs) in their anti-militancy operations. An axis from Tral, Batapora, Panjgaon and Yaripora in South Kashmir is witnessing a dominance of terror group Hizbul Mujahideen (HM), while in the other axis from Palhalan to Sopore this group and few militants of Jaish-e-Mohammed (JeM) are calling the shots, according to officials.

Despite huge success by the Security Forces (SFs) in neutralizing the terrorists, about 159 militants and over 1800 Over Ground Workers (OGWs) are still active in Jammu and Kashmir (J&K) thereby necessitating the maintenance of heightened security apparatus, reports Daily Excelsior on April 26. According to the data of the State Home Department, a total of 159 militants of different outfits and 1808 OGWs are active in different parts of the State with maximum presence in Sopore, Awantipora, Handwara and Pulwama areas of the Kashmir valley. However, the situation is comparatively better in six Districts of Jammu province, where at present there is no presence of militants but their sympathizers are in large number.In Sopore, there are 25 militants and 21 OGWs while as in Handwara and Awantipora there are 22 militants each with 220 and 26 OGWs respectively. Pulwama is also having presence of 14 militants and 50 OGWs. In Srinagar district, there are 5 militants and 100 OGWs, 8 militants and 27 OGWs in Kupwara, 6 militants and 107 OGWs in Baramulla, 5 militants and 77 OGWs in Budgam, 7 militants and 53 OGWs in Anantnag, 1 militant and 69 OGWs in Ganderbal and 7 militants and 121 OGWs in Bandipora. As far as Jammu province is concerned, there is no presence of militants in Poonch, Reasi, Jammu, Samba, Udhampur and Doda Districts while as there are five militants in Rajouri with 81 OGWs and three militants with 43 OGWs in Kathua. The Ramban and Kishtwar Districts have 3 and 4 militants with 75 and 131 OGWs respectively. Out of 22 Districts of the State, only Leh and Kargil are ones which have neither presence of militants nor over ground workers. “The presence of 159 militants and over 1800 OGWs clearly indicates that there is no scope of showing any sort of complacency although huge success was made by the security forces during 2015”, sources in the Home Department said while disclosing that during 2015 a total of 103 militants were eliminated by the SFs in J&K. Moreover, 45 militants were arrested during the year but there was no surrender. During 2015, a total of 291 terrorist incidents took place in the State with 23 incidents of grenade attack, which was on higher side as compared to 2014 when only 10 grenade blasts took place. However, 26 civilians lost their lives and 61 sustained injuries in the encounters between security forces and militants during the year.Not only on eliminating militants, the SFs also achieved huge success in the form of recovery of arms, ammunition and explosive substances during the year 2015. As per the data, the SFs recovered 185 AK 47/56, 71 pistols/revolver, 267 hand grenades, 34 grenades, 47 under barrel grenade launchers (UBGL) and 5 improvised explosive devices (IEDs) either from the slain militants or from their hideouts, which were busted by the forces by ensuring proper coordination. The seizure also includes Research Department Explosive (RDX), other explosive material, anti-personnel mines, rocket launchers etc. Moreover, INR 675,684 in Indian currency was also recovered from the militants.

Centre has chalked out a multipronged approach this year to contain militancy, cross border infiltration and promote economic activity, besides strengthening the hands of State Government by supporting several welfare measures, reports Daily Excelsior on May 5. This was revealed by the official of the Ministry of Home Affairs (MHA) in their meetings with the members of the Parliamentary Standing Committee on Home Affairs. “While listing their priorities for the current financial year, the MHA officials clearly told the Committee that the principal focus on the Internal Security would remain on countering terrorism in Jammu and Kashmir”, says the report of the Committee. While commenting on the possibility of talks with insurgents, the Report says, “priority will be given to talks with militant groups, provided they abjure violence and seek resolution of their demands within the frame work of the Indian Constitution and come into the main stream of national life”. The documents says, “Union Government is also supplementing the efforts of the State Governments through various measures such as deployment of Central Security Forces to assist the State Authorities in counter insurgency operations and providing security to vulnerable institutions and installations based on threat assessment”. “Government of India in tandem with the Jammu and Kashmir has adopted a multipronged approach to contain cross border infiltration, promote economic activity, provide relief to victims and strengthen the State Government apparatus”, it added. Concerned over the use of conduits for providing financial support to militant activities in the State, the documents says, “the Government remains committed to disrupt and dismantle the funding of terrorism and all steps will be initiated to choke these channels”.

As many as 149 people of divided families of Jammu and Kashmir (J&K) and Pakistan occupied Kashmir (PoK) crossed the Line of Control (LoC) in a weekly bus service via ChakanDaBagh crossing point in Poonch District on May 9, reports Daily Excelsior. Of these, 78 people crossed over to PoK from J&K side, while 71 travelled to the Indian side from PoK via the ChakanDaBagh crossing point, officials said. From the J&K side, there was one new traveller while the remaining 77 were PoK returnees who were going back after staying here with their relatives, they said. Quoting an instance and telephone number of the person, who had received such call and the telephone number from where the call was made to gather strategic information, the Army has alerted the District administration to sensitize civil persons especially elected members and office bearers, who had some information pertaining to Army and Indo-Tibetan Border Police (ITBP), who man the borders with Pakistan and China, to remain alert and not to give any kind of information to the callers. A senior Army officer has written a detailed letter to the Deputy Commissioner, Leh intimating him about telephone call from inimical foreign intelligence operatives being received by the local people of Leh for trying to gather information about specific unit and key appointments in the area of Ladakh. Though the letter, didn’t mention whether the inimical foreign intelligence operatives belonged to Pakistan or China, the latter is being doubted as China shared large un-demarcated Line of Actual Control (LAC) with India in Eastern Ladakh and often resorts to transgressions on the Indian side though all such issues were now being resolved in meeting between the two sides at the Border Meeting Points (BMPs).Citing one of the instances, the senior Army officer in his official letter has stated that a call was received by Durbuk Sarpanch Stanzin, when he was incidentally present in the Army area on his mobile telephone number 9419344560 from telephone number 011-404609809. “The caller identified himself as a Colonel and was trying to extract information of ORBAT (Order of Battle) plan of Army formation from the Sarpanch,” the letter said.

They are making desperate attempts to sneak in before the end of the summer and some of them have already managed to infiltrate. According to Multi Agency Centre (MAC), 36 militants have already sneaked in this year till ending May while last year 35 had infiltrated throughout the year. A report submitted by the Army says that more than 40 training camps are operating in Pakistan, mostly in PoK, with 19 of them most active and are imparting map reading, GPS use, weight, weapon and tactical training to the militants who are concentrating along the LoC for launching.The report says that these camps are at Skardu opposite Gurez, Kel opposite Macchil, Karko opposite Keran, Dullu Muzaffarabad opposite Kupwara, Titwal opposite Tanghdar, Chakoti opposite Uri, Kotli opposite Poonch, Dehri opposite Mendhar, Barhal Mirpur opposite Naushera and Chaprai Sialkote opposite R S Pura. According to Multi-Agency Centre (MAC) figures, 72 militants, mostly belonging to Lashkar-e-Toiba (LeT), have infiltrated into Kashmir this year till July while last year the number was 35 for the whole year. However, a senior Police officer said that it is a conservative estimate and as per the ground reports the number could be double than that of the official figure. He said some of the groups, who have recently infiltrated into Kashmir, are yet to come under Security Forces (SFs) radar. The security agencies gave two reasons for the increased infiltration this year. One, Pakistan wants to step up militancy in Kashmir and second, this year the SFs achieved major success against militants by killing 102 of them so far which is highest in recent years. Sources said that there are more than 40 training camps operating in Pakistan occupied Kashmir (PoK) with 19 of them most active and are imparting map reading, Global Positioning System (GPS) use, weight, weapon and tactical training to the militants who are sent to launching pads along the LoC for infiltration. These training camps are at Skardu, Kel, Karko, Dullu, Titwal, Chakoti, Kotli, Dehri, Barhal Mirpur and Chaprai. Army said that over 200 highly trained militants are waiting on these launch pads for infiltration and Army is on heightened alert along the LoC to foil their attempts. The Army patrols along and beyond the LoC fence have been intensified to foil infiltration attempts by militants who are conducting recce daily. Army has also intensified search operation in the forests of North Kashmir so as to tackle the infiltrated militants there only and prevent them from coming out to the populated areas.Sources said that this year surprisingly Hizb-ul-Mujahideen (HM) militant outfit that had infiltrated last group in 2012, has infiltrated two groups of militants, 6 each, since July. They said that 4-5 militant groups of HM are waiting on launch pads along the LoC at 5 different places, mostly in Neelam Valley. They said that there are more HM militants in the training camps who will move towards launch pads soon. HM which is the indigenous militant group has sympathizers across Kashmir and they are also recruiting educated youth and have activated their Over Ground Workers (OGWs) as well during the unrest.

The four terrorists who attacked the Army base in Uri sector in Baramulla District on September 18, killing 18 soldiers, belonged to Lashkar-e-Toiba (LeT), and managed to sneak in by cutting the perimeter fencing of the highly-guarded army installation at two places, investigations have shown. In an indication that the terrorists were well-versed of the layout of the army base close to the Line of Control (LoC), the assailants locked the cooking room and store from outside to prevent the soldiers from leaving before setting them afire, sources privy to the probe said on September 21. The investigators are not ruling out "insider help" to the terrorists in view of the precise nature of the actions undertaken by the intruders once inside the army base, the sources said, adding the attackers first cut the perimeter fencing at two places. After locking the cooking room and store, two of the terrorists started moving towards the officers’ quarters within the base but they were gunned down before they could inflict any further damage, they said. The two Global Positioning System (GPS) sets recovered from the slain militants were damaged during the attack and have been handed over to the National Investigation Agency (NIA), which is probing the case.

The infiltration of militants into Kashmir valley has gone up this year despite Army being on high alert along the Line of Control (LoC) and militants are making desperate attempts to sneak in even after surgical strikes conducted by Special Forces of Army in Pakistan Occupied Kashmir (PoK) last month, reports Daily Excelsior on October 17. According to MultiAgency Centre (MAC) figures, 83 militants, mostly belonging to LashkareToiba (LeT), have infiltrated into Kashmir this year till August while last year the number was 35 for the whole year. However, a senior security force officer said that it is a conservative estimate and the figure could be higher than official figure as since July 8, after the killing of HizbulMujahideen (HM) ‘commander’, Burhan Wani, the security agencies are not getting accurate picture about recently infiltrated militants. The officer said that some of the recently infiltrated groups are yet to come under Security Forces (SFs) radar. Some of these militants are still in North Kashmir’s forest areas near the LoC while others have managed to reach the hinterland unnoticed. The infiltration attempts are still going on despite the surgical strikes against the militant launch pads in PoK at Dudniyal in Kail, Neelam, Leepa, Bhimber and Tata Pani. At Dudniyal in Kail area, the LeT suffered major damage where lot of their cadre who were planning to infiltrate were killed. Sources said that despite the surgical strikes the militant training camps are still active in PoK with 19 of them most active including those at Skardu, Kel, Karko, Dullu, Titwal, Chakoti, Kotli, Dehri, Barhal Mirpur and Chaprai. In these training camps, the militants are receiving rigorous training besides map reading, global positioning system (GPS) use, weight, weapon and tactical training. They said that over 200 militants are still waiting at launch pads for infiltration before the onset of winter but now they are alert. The militant leaders want to push in more infiltrators this year ahead of winter as security forces achieved major success against militants this year by eliminating over 115 of them so far. Army has intensified its vigil along the LoC and already two Brigades of Army have been sent to LoC in North Kashmir to take on the infiltrated militants and one more Brigade of Army has been sent to South Kashmir after increased militancy in the area. Militants taking advantage of the unrest have recruited locals into militancy and have activated their Over Ground Workers (OGWs) as well. The involvement of locals into militancy is a major challenge for the security agencies.

Sources said that security agencies have listed 1242 OGWs across Kashmir and are keeping a close watch on their activities. These OGWs, as per reports, are helping militants in logistics and are carrying out reconnaissance for militant attacks. However, unofficially the number of OGWs in Kashmir has been put at 1850. Out of these OGWs, 350 are in North, 350 in South and 200 in Central Kashmir. However, unofficially the figure of OGWS in North, South and Central Kashmir is at 550, 1100 and 200 respectively. A top security official said that as per the official records there are 235 militants active in Kashmir. However, he put the unofficial figures of militants across Kashmir at 360. The official said that in Kupwara, 80 militants are active while unofficially, he put the figure at 100. In Sopore, there are 18 militants of Jaish-e-Mohammad (JeM), Laskhar-e-Toiba (LeT) and Hizbul Mujahideen (HM) active while unofficially the figure is 35. In Bandipora, there are 9 JeM and LeT militants but unofficially the figure is 15 while in Baramulla, the number of active militants is 12 and unofficially the figure is 25. The official said that in South Kashmir, there are 81 militants of HM, JeM and LeT active while unofficially the number is 130. And in Central Kashmir, the official put the figures at 35 while unofficial figure of number of militants in Central Kashmir is 54. The official said in Srinagar, that was few months back militancy free, has 18 active militants with 5 of them locals and rest are foreigners. Sources said that out 235 militants operating in Kashmir, 153 are Pakistanis and rest are locals. Out of these Pakistani militants, as per Multi Agency Centre (MAC) figures, 83 have infiltrated into Kashmir from Pakistan occupied Kashmir (PoK) this year till August while rest are Kashmiris and around 50 of them have joined militancy this year only.

The Border Security Force (BSF) on November 30 said it has foiled 23 attacks, including two Border Action Team (BAT) actions by Pakistan, along the Line of Control (LoC) in Jammu and Kashmir (J&K) in 2016, reports Daily Excelsior. “BSF has foiled and faced 23 attacks of militants and Pakistan regulars on its posts and personnel along LoC in Kashmir during this year... They (BSF jawans) have foiled many infiltration bids on the LoC and also foiled two BAT (Border Action Team of Pakistan) attempts and in one of the actions, three of our guys have been killed, but they foiled the action and killed one militant and recovered weapons,” Vikas Chandra, Inspector General, BSF Kashmir Frontier, stated. “Ceasefire violations have been taking place and we have responded appropriately to them. There were 32 ceasefire violations in 2016 along the LoC on this side. We have lost some men and some others have been injured as well, but that is part of the life, part of duty,” he added. Responding to a question on whether the ceasefire violations were just that or a cover for infiltration, the BSF officer said, “We can say it is combined. They are infiltration bids as well and we have foiled many such incidents.” Asked whether the attack on the LoC by Pakistan and mutilation of bodies of soldiers was a BAT action, Chandra said, “Generally BAT actions take place. It would have happened, that is why there has been such action.” He said 14 battalions of BSF were deployed in Kashmir Valley. “Over 14,000 personnel are deployed in the Valley both on the LoC and in the hinterland. We are working with army, guarding the LoC. In the last one year, nine BSF officers have sacrificed their lives and 18 others have been injured while guarding the LoC and also while working in the hinterland,” he said.

The number of alleged militants killed in Jammu and Kashmir (J&K) till November 2016 has exceeded the combined total of the past three years, the Union Minister of State for Home Affairs Hansraj Gangaram Ahir informed the Lok Sabha on December 6, Times of India reports. He said the number of such terrorists killed till November 27, 2016, was 140. The corresponding figure was 38, 52 and 46 in 2013, 2014 and 2015 respectively. 71 Security Force (SFs) personnel were killed compared to 39 in 2016 - an increase of over 82 per cent. There has also been a 100 per cent increase in injuries suffered by the SFs - 208 in 2016 as compared to 103 in 2015. However, there has been a marginal decline in the number of civilians killed, from 17 in 2015 to 14 in 2016. The number of attacks has also shot up, rising from 208 in 2015 to 305 till November 2016. Incidentally, terror-related incidents in J&K were 170 in 2013 and 222 in 2014.Pakistan had violated ceasefire 437 times along the Line of Control (LoC) and the International Border in the state till November 2016. 25 people were killed and 179 injured in these violations. Of the total ceasefire violations, 216 incidents were reported along the LoC and 221 incidents along the International Border till November 2016. The ceasefire violations in 2016 resulted in killing of 12 civilians and injuries to 80 others, apart from leaving 111 houses/structures damaged as on November 7, 2016. While eight Army personnel were killed and 74 injured till November 26 (as against six killed and 17 injured in 2015), the Border Security Force suffered five fatal and 25 non-fatal casualties till November 30, 2016. There were 405 incidents of ceasefire violations in 2015 (253 on the international border and 152 on the LoC) in which 26 people were killed and 97 others were injured, he said. He said 27,449 people living along the border in the state had to be shifted to safer places because of the ceasefire violations following the surgical strikes in September. Ahir said majority of the people have since returned to their homes from relief camps and at present, about 220 families comprising around 700 persons are in three relief camps.

Daily Excelsioron December 11 reports that the improvised explosive device (IED) attack in the night of November 4, 2016, targeting a police bullet-proof ‘Rakshak’ jeep under the Dadasara Police Station area in Awantipora of Pulwama District was first of its kind command-wire IED blast, used by Naxals (Left Wing Extremists, LWE), that was reported in the state.
