Home Ministry officials revealed that at least 60 militants belonging to Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) groups are being trained at terror launch pads across the border, waiting for an opportunity to sneak into Jammu and Kashmir, reports India Today on March 18. The officials said that according to intelligence inputs, the militants were looking for opportunities to enter India through both the International Border (IB) and the Line of Control (LoC). According to a Home Ministry statistics, there have been more than 175 infiltration attempts in Jammu and Kashmir in 2014. Around 560 incidents of ceasefire violation also have taken place along the LoC and the IB in 2014. In 2013, there were 354 cases of infiltration along the Indo-Pakistan border in which 56 militants were killed and 145 arrested. There were 332 incidents of infiltration from across Pakistan in 2012 in which 30 were killed and 123 were apprehended. In 2011, there were 317 incidents of infiltration in which 50 militants were killed and 86 arrested.

The Centre on March 28 warned that eight terrorists may have sneaked into India to carry out terror attacks, including in New Delhi, reports The Times of India. Security agencies were expected to step up security precautions in the wake of the alert. According to Government sources, there is credible information by now that at least eight terrorists may have infiltrated into Jammu & Kashmir via Samba last week. Two of those terrorists were killed by the Army on March 21 after they attacked a camp in Meshwara area of Samba District. The other two were killed when they stormed Rajbagh Police Station in Kathua on March 20. According to details recovered from the killed terrorists and other inputs, four more militants may have infiltrated into India in this group. One official said the possibility of this terrorist group is also corroborated by technical intelligence. The handwritten note recovered from the terrorists killed in Samba also indicate that the group has links to the Jaish-e-Mohammed (JeM).

According to an intelligence report forwarded to the Union Home Ministry, over 30 terrorists have been spotted at launch pads in Pakistan occupied Kashmir (PoK) adjoining Poonch District in Jammu and Kashmir, waiting for an opportunity to infiltrate and stage a fidayeen (suicide) attack in the country, reports Times of India on April 8. According to the report, terrorist movement has been spotted in PoK posts across Poonch District, with a group of 12-15 Lashkar-e-Toiba (LeT) terrorists ready to infiltrate and another group comprising 10 terrorists camping at Nangi post. Another six terrorists are camping in a village nearby, the report adds. All the terrorists are being controlled by Pakistan Army and its intelligence agency, Inter Services Intelligence (ISI), apparently to launch a fidayeen attack in Poonch District.

In the data on terror financing tabulated from 2006 till date, terror finances to the tune of INR 148.5 million have been recovered by National Investigation Agency (NIA) and Police of 15 states, reports The Times of India on April 10. The NIA has surpassed the states in recovery of terror finances despite starting operations as late as 2009. According to the report, the agency seized INR 36.6 million in terror funds in 11 cases investigated by it since its inception. As many as 101 persons are accused in these cases. Jammu and Kashmir ranks second only to NIA in seizures. The state seized INR 29.3 million in 80 terror financing cases since 2006, in which 190 persons are accused. Manipur, despite its small size, reported terror fund seizures worth INR 21.1 million in 26 cases, followed by Delhi which seized INR 19.2 million in 21 cases. Madhya Pradesh accounted for seizure of terror finances worth INR 16.4 million, while Odisha Police seized around INR 11.2 million. Though Karnataka, Gujarat and Kerala registered 14, three and one terror financing case respectively under Unlawful Activities [Prevention] Act (UAPA), they did not report any seizure since 2006. As many as 213 terror financing cases were registered by NIA and various state Police, in which 873 persons are accused. J&K reported the highest number of cases (80), followed by Manipur (26) and Delhi (21). In terms of number of those accused of terror financing, J&K ranked first (190) followed by NIA (101) and Maharashtra (98).

Union Ministry of Home Affairs (MHA) in its latest report said, “The security situation in Jammu and Kashmir (J&K) has witnessed significant improvement in recent years”, reports Daily Excelsior on April 14. The report added “Although in 2014 there was a slight increase in the number of terrorist incidents, Security Forces (SFs) were able to neutralize 110 militants as against 67 in 2013.” Stating that ongoing militancy in the State is intrinsically linked with infiltration of terrorists from across the border both from the International Border (IB) as well as the Line of Control (LoC), MHA said, “During the year 2014, infiltration attempts decreased by 19.85% in comparison to the previous year due to tightened security and vigil on the borders”. In 2011, there were 247 infiltration attempts while as the number increased to 264 in 2012 and 277 in 2013. However, during 2014, the number came down to 222, the lowest during the last four years. Frustrated over tightened security and denial of logistics due to check on infiltration, the militants already operating in the hinterland of the State increased their activities during 2014 and made soft targets by ensuring casualties of the civilians. “The year 2014 witnessed 30.58% and 86.66% increase in the number of terrorist incidents and casualties of civilians in comparison to the previous year”, the MHA report said. However, there was 11.32% decrease in SFs fatalities in the year 2014. Moreover, 64.18% more terrorists have been neutralized in comparison to the year 2013, the MHA report said while mentioning that law and order situation in J&K has been under control.

The report stated “During the year 2014, infiltration attempts decreased by 19.85 % in comparison to year 2013 because of tightened security vigil on International Border (IB) and Line of Control (LoC). The Security Force (SF) personnel at IB and LoC have been equipped with sophisticated gadgets to monitor the movement along the border. During 2014, the number of infiltration bids came down to 222, the lowest during the last four years. There were 277 infiltration bids in 2013. In 2012 the number of bids was 264 while in 2011 the number was 247.”

Police on June 1 submitted a 36,986-page long charge-sheet against suspected pro-Islamic State (IS) Twitter account handler Mehdi Masroor Biswas for waging war against India, based on his tweets on Jammu and Kashmir before the additional chief metropolitan magistrate in Bengaluru (Karnataka), reports The Times of India. Mehdi Biswas, suspected operator of the pro-IS Twitter account @ShamiWitness, was arrested from his Jalahalli apartment in Bengaluru on December 13, 2014, has also been charged with waging war against Asiatic powers allied with India and a host of other offenses. The charge-sheet, which names Mehdi Biswas as the only accused, comprises documentary evidence in the form of tweets and emails. Joint Commissioner of Police (Crime), M Chandrashekar said that "The tweets sent by Mehdi are clear evidence of his supporting and encouraging youths to join the movement. He has provided guidance for those who wanted to join it."

The Intelligence agencies have sounded high alert along the Line of Control (LoC) and International Border (IB) in Jammu and Kashmir following latest inputs of top militants camping close to the border for infiltration into this side even as the Border Security Force (BSF) on June 2, lodged strong protest with the Rangers over targeted firing on the BSF personnel in Hiranagar sector of Kathua District on June 1, in which a personnel was injured, reports Daily Excelsior. The fresh ceasefire violations by Pakistan Army and Rangers along the LoC and IB on June 1 and firing of mortars and RPG shells has triggered panic among the villagers living in the forward areas. Official sources said that the Intelligence agencies have sounded statewide alert on the LoC and IB and called for high state of alert by all security agencies following specific inputs that some groups of highly trained militants including fidayeen (suicide) squad of Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) were trying to sneak into J&K to carry out terror strikes. “There were specific inputs that the militants were trying to infiltrate into this side to carry out terror attacks and target security installations. The militants were trying to target both LoC and IB as they were finding it difficult to infiltrate into this side. A number of militants have reached close to LoC and IB to make infiltration attempts,’’ sources said, adding the militants could try series of infiltration bids.

According to sources, the big area of concern for the security agencies is the presence of militants in Dobjan forest area of Shopian District which has made the Mughal road connecting Kashmir valley with Rajouri and Poonch Districts of Jammu region unsafe. There were no reports of any militant movement from the area around Mughal after its opening but of late there are frequent reports of militant movement from the area raising security concern. Another area of concern is the Tangmarg area in Baramulla District which is gateway to world famous tourist place of Gulmarg. There are frequent reports of militant movement in Tangmarg area. Pakistan’s spy agency Inter-Services Intelligence (ISI) is preparing to escalate the proxy war against India by nurturing terror sanctuaries in Pakistan occupied Kashmir (PoK), Khyber Pakhtunkhwa (KP) and Gilgit-Baltistan, New Indian Express reports on October 4. According to the Indian dossier Pakistan has activated at least 17 terror training camps there. Dulai, a locale in PoK, has undergone a terrifying transformation in two to three years. The ISI, which runs an interrogation centre, has brought hundreds of potential terrorist recruits from various parts of the country to Dulai camps that exist blatantly under state protection. As per the fresh evidence, ISI operationalised two other terror camps in PoK at Maskar-e-Aqsa and Abdullah Bin Masood, both with close links Dulai’s camp trainers. The Lashkar-e-Taiba (LeT) has also been able to keep three terror camps active in KP to train its suicide units. The training camps in KP are Umar Bin Khitab, Garhi Habibullah and Batrasi. The Pakistani Army also has a sizeable presence in Batrasi and Garhi Habibullah, which is an administrative subdivision of the Mansehra District. According to the Indian dossier Pakistan has activated at least 17 terror training camps there. The files state that LeT terrorists have also found a safe haven in Balakot in KP, where sources said recruits from Jaish-e-Mohammed (JeM) are also being trained by retired Pakistan Army officers. The LeT has another camp at Barali, a village and Union Council in PoK. According to the Indian dossier, JeM, is operating a terror camp in Chellabandi in Muzaffarabad of PoK. The most worrying trend for the Indian security establishment is growing firepower of Hizb-ul-Mujahideen (HM), which is fuelling the insurgency in Jammu & Kashmir. HM is operating its training camp from ‘Khalid Bin Walid’ in Muzaffarabad. With cadre strength of at least 1,500 terror modules, it is active in Districts of Bandipora, Baramulla, Anantnag, Pulwama and Rajouri. Sources said they have identified the pugmarks of 26 terrorists affiliated to HM. “Some top terrorist commanders like Anam Ul Haq Malla and Aadil were trained in Muzaffarabad. Along with several modules, they are operating in various areas of Shopian including Molu, Maldara, Kapran and Chak chollan,” a source added. While 49 people - 29 SF personnel and 20 civilians - lost their lives in militancy-related violence, six SF personnel were among 20 people killed in firing from across the border till September 22 this year, Chief Minister (CM) Mufti Mohammad Sayeed said in a written reply to a question by National Conference legislator Mian Altaf Ahmad. He said 124 people including 71 SF personnel were injured in militancy-related incidents and 75 wounded in Pakistani firing. They included 16 SF personnel. Indian Security Forces (SFs) have achieved greater success in thwarting terrorist infiltrations from Pakistan this year but at a greater cost as 34 men in uniform were martyred until September as compared to 25 in the corresponding period of 2014, reports The Times of India on October 8. Total incidents at 151 match the levels recorded until September last year and as many as 77 militants were killed over this period as against 78 in 2014, even though civilian fatal casualties are slightly lower at 16 from 19 last year. The latest infiltration figures accessed by TOI show a major decline in attempts, both successful and unsuccessful. In 81 attempts reported until September this year, 32 terrorists were neutralized by SFs manning the Line of Control (LoC) /international border (IB), 37 were forced to return to the Pakistan side and two were arrested. Only 10 militants could successfully cross into Indian Territory. This is in stark contrast to the figures for 2014, when there were 222 attempts, ending in killing of 52 intruders and the turning back of 105 others, even as 65 managed to sneak into Jammu and Kashmir (J&K). However, what is striking is the sharp rise in infiltration over the past two months of August and September, with attempts jumping 33% to 81 by September-end from 61 in July. This is largely attributed to attempts to push in as many militants before winter sets in and the passes get blocked by snow. Attributing the rising component of local recruits vis-a-vis foreign militants in J&K essentially to "falling levels of infiltration", an intelligence operative claimed the stepped-up guard at the LoC/IB limited the successful infiltration attempts to just 10 as compared to 65 in the whole of last year. This has pushed up the percentage of local terrorists as part of the total numbers active in the Valley. Union Home Ministry sources said around 200-220 terrorists/militants, both local and foreign, are estimated to be holed up in the Valley. Though they possess arms, not many are actively engaging the SFs in encounters. "This could be due to their poor and inadequate training. Earlier the militants could exfiltrate and train at camps in Pakistan occupied Kashmir (PoK), but the heightened vigil by Indian forces at the border has made this a difficult proposition... not many local recruits are well-versed in the use of arms, which has made them less of a worry to the security agencies," a senior officer in the security establishment told TOI. Sources said much of the local recruitment was taking place in Tral and Pulwama. "Many of the new recruits are unable to adapt to the hard life of a militant that involves living in the jungles... they are not as committed or hardened and there have been some cases of these terrorists wanting to return to their families," said the officer.

Official sources said that J&K Police is grappling with unprecedented deficiencies in infrastructural facilities mainly at Police Station and Police Post levels, which otherwise are first contact points for the people in distress. “Due to these deficiencies, the efficient and effective police functioning at these two important levels remain at stake and as primary function of watch and ward, patrolling and surveillance is getting hampered”, sources further said. The intensity of the deficiencies can be gauged from the fact that 18 Police Stations and 103 Police Posts across the State are presently without own buildings. Moreover, numerous Police Stations and Police Posts are without reception, interrogation room and rest rooms. Even huge number of Police Stations and Police Posts lack desired level of mobility facilities thereby hampering the functioning of Jammu and Kashmir Police, which is not only vested with the responsibility of ensuring basic policing but also the task of maintaining hawk’s eye on the activities of anti-national elements, sources revealed. Notwithstanding the fact that cops require adequate number of barracks, State Government has failed to provide them this vital facility, sources said while disclosing that there is a shortfall of around 100 barracks for the State Police Force against its actual requirement. “The Police Force is facing these and other deficiencies despite the fact that Bureau of Police Research and Development (BPRD), which comes under UMHA, has a number of times stressed that adequate steps should be taken by the J&K Government for providing all requisite infrastructural facilities”, sources added.

The Jammu and Kashmir (J&K) Police have weaned away around 40 young men, mostly from south Kashmir, from joining the terror outfit Hizb-ul-Mujahideen (HM) by tracking their activities on social media, an unnamed senior Union Home Ministry (UHM) official said. Security agencies in Kashmir are grappling with a growing number of youths joining the militant ranks and the authorities are nipping these attempts in the bud by identifying the probable recruits on the basis of their activities. A case in point is Pulwama District where 24 boys were dissuaded by the Police in just two months. On September 24, at least 16 boys were handed over to their parents. A top counter-insurgency officer told The Hindu on condition of anonymity that HM commander Burhan Muzaffar Wani (22) was a “motivation for some of these boys.” “The video of Burhan and online activism did play a role in attracting these youths to militancy. Many youths were attracted to militancy after listening to separatist leaders’ speeches at the funeral of slain militants,” he added. “The J&K Police have a separate wing to track the online activities of these young men. While some operate with pseudo-identities, some are genuine accounts. Mostly they belong to Tral, Pulwama and other parts of south Kashmir. They are being counseled and dissuaded from joining the militant ranks,” said the UHM official in Delhi.

As per a report published in The Hindustan Times, the new mobile application will help the LeT operatives in keeping their communication highly secure. The application allows the user to make phone calls and send text messages to other users who have the same application installed on their devices. This was confirmed by a central counter terror official who said that captured LeT terrorist Mohammad Naved alias Usman had revealed during his interrogation that his ‘commander’ in the Valley, Abu Qasim, was using an application on his mobile to stay in touch with his handlers and other operatives. Naved also confirmed that the mobile application was specially developed by LeT for its operatives. The official also said that they suspect that the app is running on a separate server that may be installed in Pakistan. Technical experts at National Investigating Agency (NIA) are trying to get more details about the application, added report. It is not the first time LeT has shown innovation in using communication tools. During the 26/11 Mumbai attacks, LeT ‘commanders’ sitting in Karachi used Voice over Internet Protocol (VoIP) service to stay in touch with their attack squad in India’s financial capital, Mumbai. Since 2008, there was no militant presence in Bandipora while adjacent Sopore was hot. But of late, Security Forces (SFs) have regular inputs of militants of LeT making movements in Bandipora as they have established base in the forests of Bandipora. A senior Police officer told Excelsior that since SFs have put pressure on them due to which they failed to make Sopore as their base which was earlier used as transit for several years. He said that LeT was trying to make inroads in Sopore but they failed due to sustained pressure. An Army Officer said that Army and Police conducted massive operations since May this year in North Kashmir forests putting pressure on the militants. “So far we have killed 54 militants in North Kashmir including those killed on the Line of Control (LoC) while infiltrating”, he said. However, after firing two heavy mortar shells in Arnia sector, the Rangers didn’t fire again in the sector. Terrorist violence in Jammu and Kashmir (J&K) in 2015 has surpassed the levels recorded in 2014, with 169 incidents and 35 Security Force (SF) personnel killed until October 25, as compared to 167 incidents and 30 force casualties in the corresponding period last year, reports The Times of India on November 3. Though 86 terrorists were neutralized till October 25, against 83 in the same period of 2014, and the civilian casualties caused while maintaining law and order stagnated at four, the number of civilian killings by the militants fell to 16 from 20 last year. The latest statistics mark a year-on-year increase in most terror indices related to J&K. In fact, at 169 incidents until October 25, the figure of 170 incidents recorded in the whole of 2014 is set to be surpassed soon. Nevertheless, incidents have shown a steady decline from the high of 488 recorded in 2010, followed by 340 in 2011 and 220 in 2012. The SFs killed in terrorism-related incidents is lower than 2013 but higher than the 2011 and 2012 figure. Terrorists, wary of losing ground support, are going after SFs more than civilians. Civilian killings have fallen from 28 in 2014, though they exceeded the levels (15 fatal casualties) seen in 2012 and 2013. The SFs are not taking the higher casualties lying down and are retaliating in equal measure to terrorist attacks. As many as 86 terrorists were killed until October 25, as compared to 67 in 2013 and 72 in 2012. It remains to be seen if the 2015 figure of terrorist killings will surpass the 2014 mark of 110. According to Union Ministry Home Affairs (UMHA) sources, around 200-220 terrorists/militants, both local and foreign, are estimated to be holed up in the Valley. Though they possess arms, not many are actively engaging SFs in encounters. "This could be due to their poor and inadequate training. Earlier, militants could exfiltrate and train at camps in Pakistan occupied Kashmir (PoK) but the heightened vigil by Indian forces at the border has made this a difficult proposition... not many local recruits are well-versed in the use of arms, which has made them less of a worry to the security agencies," a senior officer in the security establishment told TOI.

The Intelligence agencies of the Government of India have put all financial institutions including banks in both Government and private sectors on high alert following reports that dreaded militant outfits like Lashkar-e-Toiba (LeT) and Hizb-ul-Mujahideen (HM) have generated funds worth several crores from within the country and abroad to step-up militancy in India especially Jammu and Kashmir (J&K), reports Daily Excelsior on November 30. Official sources said that reports available with the Intelligence agencies on the basis of investigations conducted by financial wings revealed that the two militant outfits, which were being run through ‘remote control’ from Pakistan and were instrumental in inflicting several casualties of security forces and civilians, had received funds from abroad running into several crores and used them for funding militancy and financing families of both working and slain terrorists. “The Intelligence agencies have asked all financial institutions including banks in Government and private sector to keep strict surveillance on major transactions coming from abroad not only in J&K but other States also as there had been reports that some organizations (from abroad) instead of directly routing the money to J&K were getting it transferred from other States to avoid any doubts,’’ sources said. Reports revealed that the two militant outfits had specifically received funds from various Gulf nations and Pakistan apart from some other countries. However, majority of funds had come from Gulf and Pakistan. Some of the funds had also been received from a couple of States within the country. There had been reports that the money had been distributed by both the outfits among their cadre including militants, their families, kin of slain militants and Over Ground Workers (OGWs) to sustain the militancy, which had suffered major reverses over the past few years. “The militants, facing defeat at hands of security forces, had used new route of luring their cadre with the help of money power. Pakistan and several Gulf countries were used to fetch the money to keep the militancy going,’’ sources said, adding that some of the financial transactions had been detected but by then they had been cashed by conduits of the outfits using fictitious names on the bank accounts.

There were only three occasions in the past two months when the ceasefire was violated along the International Border (IB) by Pakistan, reports The Hindu on December 1. The incidents of cross-border firing have shown a sharp decline after the border guarding forces of the two countries decided to “pick up the phone before picking up the gun”, when the Director General (DG)-level talks with Pakistan Rangers concluded in September, 2015. The ceasefire violations till August stood at 589. After the DG level talks of Pakistan Rangers-Border Security Force (BSF) concluded in September, it was decided that the two forces will communicate and try to resolve any kind of confrontation along the border. The data available with the BSF shows that in September, there were two occasions when there was firing from medium machine guns on the BSF posts. Once on September 12th and then from September 23-25 (counted as single incident). In October, no such incident was reported while on November 9th, there was only one incident of cross-border firing. All the violations were reported in the Hiranagar-Samba sector of Jammu, which has also seen multiple infiltration attempts. “When there was firing from across the border, there was retaliation from our side. DG BSF got a call from his counterpart Major General Umar Farooq Burki on the hotline number activated in September. It took an hour to de-escalate the tension. The phone call came in handy to avert tension and hostility at the border,” said a senior BSF officer. Like the arrangement reached earlier, the ceasefire violations were recorded and the two sides exchanged the incident report with the help of e-mails and facsimile messages. “We followed the Standard Operating Procedure (SOP) decided after the DG-level talks and immediately sent a facsimile as well as an e-mail to record our displeasure,” said the official.

The advanced Integrated Communication Hand-Held Radio Sets (ICOM HHRS) that these operatives are suspected to be equipped with is configured with an android operating system. A two-page alert in the matter was issued on December 3 by IB, to all state Police and sister intelligence agencies. The device, IB suspects, allows LeT operatives to send text data packets on a particular frequency band. The alert note says an improvised version of 'goTenna' (which enables one to share text and locations regardless of cell coverage or WiFi) is being used as a cognitive digital radio. (an antenna). This, combined with an app through an android device via Bluetooth, generates its own signal and automatically coordinates with other units within range. The LeT operatives can be connected with this device even while off-grid and far apart. In simple terms, the LeT operatives can connect and convey messages without having SIM cards in the smart phone. A senior intelligence official stated, "The improvised version of 'goTenna' (ICOM HHRS) also known as 'Y-SMS' has been detected in Kashmir valley, which is being used by LeT operatives." In a recent raid to hunt down terrorists in Kashmir, a few damaged android phones were recovered. An analysis of the phones revealed that they were being operated without SIM cards; text messages were sent using the ICOM HHRS system The printed circuit boards of the phones were modified so that a simple touchscreen smart phone became a walkie-talkie of sorts - just pressing the screen helped send an encrypted text or voice message, the alert note said.

He said: “There are different estimates but there is a mix of foreign and local militants and the number is not very large at this point of time. May be around 200, out of which one-third could be foreign militants.” While addressing press conference after a passing-out parade of CRPF new recruits in Srinagar, Bhagat said there is an upsurge of militancy especially before the onset of winters. “This has been there over the years. But all said and done, one can still say that the incidents that have been taking place have been taken care of and the security forces have been able to neutralize a lot of militants”, he added. The Special DG CRPF while giving details of the recent incidents of militancy in Kashmir said that SFs have killed 40 militants in the Valley this year with the help of CRPF. “Recently, there was firing on a CRPF convoy in which as many as six personnel were injured. The very next day, with the help of the Special Operation Group (SOG), the CRPF was able to neutralize two militants,” he said. Bhagat said that 200 CRPF men were injured, some of them critically, in dealing law and order situation in Kashmir valley. “Not only that, especially in the context of maintaining law and order, in as many as 130 incidents, almost 200 CRPF personnel have been injured and some of them grievously. But despite all these provocations, the forces have not gone berserk by resorting to indiscriminate firing. That gives us the entire picture,” he said.

National Security Advisor (NSA) Ajit Doval and Union Home Secretary Rajiv Mehrishi have sought reports from Jammu and Kashmir (J&K) on the activities of Islamic State (IS) as direct link has surfaced in the State of three youths arrested from Nagpur following sensational disclosures that they wanted to reach Pakistan occupied Kashmir (PoK) via Kashmir for their onward journey to Iraq and Syria via Afghanistan, reports Daily Excelsior. The disclosures have been substantiated with recovery of IndiGo air tickets from Mumbai to Srinagar from the possession of three youths at the time of their arrest. Official sources told the Excelsior that J&K Police was in touch with their Hyderabad counterparts and didn’t rule out the possibility of a J&K Police team visiting Hyderabad to join interrogation of the youth, who had been arrested for second time in the past two years for their attempts to join the IS. Sources said Doval and Mehrishi have written to five States including Jammu and Kashmir, Telangana, Andhra Pradesh, Kerala and Maharashtra seeking details of radicalization of youth towards the IS. Though Defence Minister Manohar Parrikar and Union Home Minister (UHM) Rajnath Singh had recently stated that the Centre has minimized the impact of IS, the Centre wanted all vulnerable States to remain on high alert on the IS threat.

Top Lashkar-e-Taiba (LeT) militant Abu Qasim, who was involved in attack on Army Convoy in Srinagar two years ago, was among 100 terrorists killed in encounter with Security Forces (SFs) in Jammu and Kashmir (J&K) in 2015, the Army said in Jammu on December 29, reports Daily Excelsior. “During the 2015 year in various successful operations, over 100 terrorists have been neutralised including some top terrorist commanders like Abu Qasim, LeT, who was responsible for Hyderpora attack on Army convoy in 2013,” Public Relation Officer (PRO) Defence Northern Command, Colonel S D Goswami said. “Counter terrorist grid continued to maintain dominance and deny any space to terrorists. Synergised hard-intelligence based joint ops with the J&K Police and CAPF (Central Armed Police Force) have been the hallmark of these operations,” he said. Apart from neutralising terrorists, this year over 350 weapons and 40 Improvised Explosive Devices (IEDs) and explosive hauls have been recovered, plus other “warlike and logistics stores”. “This clearly highlights the nefarious designs and intransigence of Pakistan to continue abetting terrorism in J&K,” he said. PRO said, “Though there has been an overall improvement in security situation in the State however, this cannot be construed as return of normalcy, as Pakistan continues to abet terrorism to keep the situation volatile”. “The nexus intent and the terrorist infrastructure remain intact,” he added. In a year that witnessed desperate attempts by the nexus of terrorists & separatists to reassert themselves, Army was eminently successful in restricting the terrorist initiated incidents, in spite of regular attempts to destabilise the prevailing peace by attempting terrorist initiated incidences on soft targets & orchestrating agitations, Colonel Goswami said. “The internal security situation in J&K is stable. The counter terrorism operations are effective and the potential of terrorists has significantly reduced. There is high level of synergy amongst all security forces and Government agencies”, he said.
